SECRET Approved For Relei' 2002/05/06: CIA-RDP72-00341 R000'W070087-1 DIARY NOTES DD/S 4 May 1966 i 1 NSA, called and asked if I could address a class of NSA Middle Management Support Personnel on 9 June for approximately one and one half hours followed by a question period. (Lunch preceding the talk was suggested by wherein the speaker could meet with senior officials of NSA.) I advised that I will be on an overseas trip but a substitute speaker could handle this well. I agrees with this. The substance of the briefing would be a description of our current Support program and particularly the development of Support personnel through training assignments. Also, of particular importance would be the philosphy and operation of our program whereby we supply Support specialists to all components of the Agency to carry out Support functions to the chief of the operating component. NSA is thinking of going this route but is meeting with some resistance. Our concept, of course, is quite new to them and a clear, concise explanation would be of tremen- dous benefit. I suggest tha lake this assignment. 25X1A 2. Contracts with Universities: In view of the Scotty Reston article in the New York Times of 4 May and the interest of Representative Adam C. Powell in continuing an investigation of CIA contracts with universities, a discussion developed at the Executive Committee Meeting. It was agreed that I would conduct an inquiry in this area and make a report with recommendations by 18 May. An initial meeting has been organized for 6 May at 2 p.m. with representatives from all Directorates. 3. dvised that a KY-3 had been installed in the home of the DCI with overload provisions on the extensions in his home. The cards need to be changed only once a week and the line connects directly with the Operations Center which in turn can switch the DCI's calls in his home to any place in the Agency over any line or to any other KY-3 or gray-line connection. 4. Increase in PAT Program: In view of current proposals to develop the size of the present PAT Program, I was concerned about its impact upon the DD/S in the need for adequate provision for people, money, and materiels to meet pro- posed program increases. There has been a failure in this area up to this point and as a result Support has suffered badly through failure of adequate planning. I aske o pull up a list of all requirements that will fall upon the Support Directorate resuiting from the proposed increase in this program so that we can put cost figures against these requirements and in turn assure that PP/B will establish these requirements for any allocations approved for an extended PAT Program. These requirements can be sent to Headquarters and costed out at Headquarters so that we have a more adequate base for programming in support of these programs. Additionally, we should advise the Support Offices of those items that are in short supply and those that require long-lead time procurement so that they can take this into consideration and possibly use substitute materiels. 6 ack Earman: Jack Earman spoke to me about the possibility erving as the CIA Employment Policy Officer. All other candidates at this point are not available and Dave seems well suited by qualification for this position. I subsequently spoke to Dave about this proposition and he showed interest as he was relatively neutral about attending the Air War College scheduled to begin about 12 August. I asked Dave to think it over and contact Jack Earman on 5 May and then advise me of his reaction. If he likes the proposition we can then arrange with OTR to provide an alternate to attend the Air War College in Dave's place. Frank Chapin, the present Employment Policy Officer, is leaving this month and there is considerable pressure to have an appointment made and this program carried out in an active fashion. 7. Inspectors for I. G. Staff: Jack Earman advised he needs from DD/S the assignment of an inspector his staff as no DD/S officer is currently on that staff. Three names were issued: 15X1A from Commo. Jack Earman called to advise that in interviews with several employees over the past few months there is some unrest or unhappiness in the Printing Services Division in the South Building. No specific charge has been made by the employees but there appears to be some unhappiness with certain supervisors. The question of how to approach this problem was raised and I advised I would talk this over with Mr. Meloon and Mr. Blake as how best to proceed.
