1. Speeches, Publications--Identification of CIA: Colonel White called
to say tha some time ago was given the job of giving him a
paper on the policy of CIA attribution by employees writing privately for out-
side publication or making speeches. This has not been completed and I asked
Howard Osborn to take over this job. There are a number of actions in process
on this subject and Mr. Osborn should cull the best from all of them and come
up with a policy statement as to what employees may do in this area and whether
or not attribution should be made. Mr. Helms raised this same point in the
ecutive Committee meeting of 10 Ma as a result of Congressional criticism
o herein no Agency
attribution was given.
2. Printing Services Division: Mr. Chapin saw me twice concerning a
complaint of discrimination raised b PSD. If the 25X1A
report is correct, there are indications ot some pro ems in this area which
have to be investigated to determine the true facts. Ways and means of handling
this were discussed. I advised that we should wait until nex orge
Meloon returns and then have a meeting of Messrs. Meloon, 25X1A
Earman, Chapin, and Warfield to lay out arrangements for an spector General
survey including consideration of discrimination complaints. Since the complainant
did not want to openly reveal his name, I did not want any indication of subterfuge
which anyone might take advantage of and accordingly it should be stated clearly
to all employees of PSD that the survey includes inquiry to any comments or
complaints about discrimination.
