The Morning Meeting was characterized by pure decisiveness on the part of the Director and most of his decisiveness was pointed toward the Civil Service Commission. He instructed me to decline CSC's request for five people to assist the Civil Rights Congress late this month. He also instructed Col. White to exclude intelligence uses from the polygraph paper as well as to change the word "approval" to "review. " With regard to the former, Mr. Wattles reported later that the Civil Service Commission did not seem surprised nor distressed at our refusal. As of right now, I have not heard how Mr. Osborn made out with respect to the polygraph paper. 25X1 A 2. Drex Godfrey called first thing in the morning to say that the DCI's KY- 3 had failed to function again. I calle who could not explain it but who got on the problem immediately. He reported later that they could find nothing wrong with the KY- 3; that it was, in fact, operational; and that he can only surmise that the DCI has very bad luck or he doesn't use it properly. I checked and found that it is still in the DD/S's possession. I expect that we will have to decide what to do with this as soon as Mr. Bannerman gets back.
