An Action Item in the Morning Meeting is for us to come up with a reply on the usel or travel purposes. 25X1A I expect that since all this travel will have to originate in the Field, that our people will have to follow the policies of the local cover organizations. 2. Col. White expressed some concern over who 25X1A continues to want more briefing than we are prepared to give him. In his report, he specifically mentioned aircraft assets and press operations as items that he would require further briefing on. 3. Col. White cautioned on the depletion of the reserve, which will be abou t the end of the year, with worth of 25X1A claims against it. He said that it was virtually impossible that we would receive more than our budget (i.e., no overceiling items) and that a very hard look would be taken at our budget as it stands. The Director added that since Mr. Russell is on record as saying that he reviews our budget very carefully, there may be some cuts just in order to show that this is, in fact, being done. The Director felt that R&D was especially vulnerable. 4. I gave Howard Osborn some additional guidance on the preparation of his public activity study. 5. I presented a promotion to Control Staff . 25X1A In the Regulations 6. The CIA Retirement Board declined to approve 5X1 A for participation in the system.
