Mr. Osborn briefed me this morning on a staff agent 25X1A ho has been drinking to excess and creating operational cu ties. s to advise him that he can no longer be used on his operational project and that he must submit himself to the medics for assistance. We may have problems and precautionary steps are being taken. 2. I met with Mr. Cline and advised him that the Agency Notice on his transfer to the position of Special Assistant to the Director and the appointment of Jack Smith as DD/I would be announced today. Mr. Cline suggested that a meeting of the 200 top DD/I officers be called in the auditorium where Mr. Cline could make a few remarks and, in effect, turn over the reins to Jack Smith. I said this sounded all right but it certainly should have the approval of Mr. Helms before any action is taken. Mr. Cline agreed to do this.
