1. Department of State- -Publicity on Checking Americans Abroad: In
connection with the present squabble and publicity of the Passport Division, DOS'
checking on Americans abroad at the request of enforcement agencies, there was 25X1A
some reference in the press trying to involve the Agency. Mr. Helms stated that
we should deny any such allegation and state that we have absolutel nothin to do
with checking on Americans overseas. I passed this guidance to
