Department of State- -Publicity on Checking Americans Abroad: In connection with the present squabble and publicity of the Passport Division, DOS' checking on Americans abroad at the request of enforcement agencies, there was 25X1A some reference in the press trying to involve the Agency. Mr. Helms stated that we should deny any such allegation and state that we have absolutel nothin to do with checking on Americans overseas. I passed this guidance to and Howard Osborn. There have been no further references. 2. ailed upon me to take up the case of promotion to GS-13 o support Officer for RID/DDP. He 25X1A cited past history and appeals; I was aware that this case had been pending for a long time but had been held up because of conflicting points of view and the 25X1A evaluation that the position would not warrant a GS-15. In all equi and to resolve the issue, special action was required. I decided t should be promoted to GS-15 on an "indefinite encumbancy" basis. prepared the necessary papers and the Support Career Board will be inl orme . While this action may appear to be inconsistent with some of the normal procedures, rules, evaluations, etc., I decided to rescue the case from the administrative bind and take this action without prejudice to the system by which such promotions are normally processed.
