I met with Matt Baird, John Richardson, and three of the latter's colleagues from ORD to consider We approach the Agency should take with respect to programmed instruction. After discussing our experience to date in this field, we agreed that a com- prehensive study should be made of the possible applications which programmed instruction may have to many of the A eenijd' activities. As a prerequisite to launching such a study, I asked nd Matt, with assistance from John, to prepare a specific plan tor t e study showing what it will cover and how it will be done, and setting target dates and reporting periods fore each phase. I made it clear that the focal point for our efforts in this field, both now and in the future, should continue to be the Office of Training.
