Some time ago I discussed with Matt Baird the position to which he will be assigned after he turns over the Office of Training to John Richardson on 1 January 1966. At that time I had proposed to Matt that he take the position of 25X1 A Matt seemed somewhat interested but mentioned that he had re- ceived two job offers from DD/P, one from 25X1 A d another from Des FitzGerald to develop a leadership program in covert activities. Matt said that he had heard nothing further from DD/P and did not know whether these jobs were being staffed out or whether they would be meaningful. I discussed this with Tracy and Colonel White, and Tracy made a commitment on behalf of DD/P that one of the two jobs would be available for Matt follow- ing his departure from the Office of Training. I telephoned Matt to ad- vise him of this and said that I would remove him from consideration for the =job. Matt said that he understood I had to find an immediate re- placement for who will retire on 30 November. However, he did show some concern about whether the DD/P jobs would materialize to his satisfaction. DD/P should have reached some general decisions by 15 October, and I told Matt that I would continue to keep him in mind fo
