Bob Fuchs raised a question about the continuation of the pilot pro- gram of the Managerial Grid based on cost savings of money to be expended for this program. I said that the Office of Finance should continue this program until such time as the cost and diversion of manpower seriously question the advisability of its continuation. 2. 1 met with Alan Warfield, and Emmett Echols to discuss the status of the proposed transfer of the Clandestine Services Personnel Division from the Office of Personnel to DD/P. DD/P proposed the complete transfer of the unit predicated on the command relationship desirability and the removal of the two -hat condition of the personnel in this unit working for both DD/P and the Office of Personnel at the same time. We discussed various aspects of the problem with each side maintaining a status quo viewpoint. I said that I would inquire into this problem further to determine what positions must be retained by the Office of Personnel to perform its functions and what slots and personnel could be transferred to DD/P. I pointed out that I thought this was a long-range problem rather than an immediate one and that any decision to proceed on this proposal based on the benefits to be derived should be weighed against the disruption which would be caused by splitting up this unit. Tom agreed with this, and the Office of Personnel will prepare a further report. was obviously unhappy since he wanted the unit to be transferred in toto right now. I pointed out that we could not go back to the 1952 concept but that we would work out an equitable solution to this problem. 25X1A 3. Matt Baird telephoned this morning to report that he was leaving immediate) for Colorado to present the Intelligence Medal of Merit to whose condition was reported as being very serious. 5. The problem of multiple security clearances on NRO papers was raised by McGeorge Bundy during a recent conversation with Dick Helms. At the Executive Committee Meeting this morning Dick again raised the question and asked for a progress report. The Office of Security advised me that the updating of this paper is being expedited and that it will be cleared first with Dr. Wheelon before submission to NRO for consideration. 7. Colonel White called about the Director's car. He wanted to cancel the rental contract with Chrysler, and the letter closing the contract was stopped before it left the Agency. (Since then Colonel White met with the Chrysler representative and explained why the rental agreement was can- celed.) The Director now wants to rent a Cadillac limousine and has talked directly with Roger Keyes of General Motors. (On 20 July Colonel White telephoned Mr. John Riggs, Director of Government Sales of the General Motors Corporation, in Detroit, Michigan. Mr. Riggs was quite familiar with the Bureau of the Budget limousine list and noted that we were not on it. Colonel White explained that we had an exception from the Bureau of the Budget, and this was satisfactory to Mr. Riggs. He asked Mr. Riggs to lease the Agency a Cadillac limousine for $1, 000 a year. Mr. Riggs said that he would look into this matter and advise us of General Motors' position. We would lease a 1966 model, which would not be available until December 1965 or January 1966.) I telephoned and 25X1 A asked him to inquire about leasing a Lincoln, a Lincoln Continental, and a Cadillac. Later in the afternoon he reported that Sam Miller of the Ford Company would lease a five-passenger, Lincoln sedan (without center glass) for $750 a year. He had no information on the Lincoln limousine at that time. Ford makes a special-built Lincoln Continental with extended frame but has never rented one of these; the price will be obtained. The Cadillac representative, Russ Wilson, said that he would have to check on the rental of a Cadillac since General Motors was not interested in expanding its rental list, which is limited to Cabinet officers. On 20 July brought me some papers and a brochure on the Lincoln limousine. However, the Director seems to be going the route of leasing a Cadillac. The Office of Logistics furnished these plans but without any measurements. I called George Meloon about this, and proper floor plans were submitted the morning of 21 July.
