J ourral - Office o Legislative Counsel Page 2

7. ( reclassified - OLC Talked with tine office of Representative
William V. Roth 'R rel.) regarding their request to F BIS that the F BIS
r --
books formerly Seat to William S-,allivan, in he Congressman's office,
should now be sent to him atiis private address since he has left the staff.
I explained the F 13-LS policy which precluded sending the books to Sullivan
at his home and this seemed to create no problems for them. We will
cancel these subscriptions.
8. (Secret; - GLC,} Accom parried Bruce Clarke, CSR, io a brie in
of Se .a,-or Thomas J. Mcin jTrl IJ. , ice.) Oil the .Soviet SS- 9 program.
The Senator said his interest stemmed from references to this program
by Secretary of Defense Laird in a congressional briefing several rro .t s
ago. The Senator was primarily interested in whether thererad been any
new starts since August of last year.
9. (:.eternal Use Only - I LM) Hanacarried to Victor Zaire, bun au
of file Budget, the Agency's proposed report to Chairman Henderson, Mia_-
power and Civil Service Subcommittee, House Post Office and Civil Service
Committee, on S. 782. Zafra said he had already received word of
Mr. Maury's call to Roger Jones, BOB, and in response to my question
said that in the event they had not cleared our report by the time it was
needed by Henderson, we could transmit it with the standard statement
that time did not permit BOB clearance. He said, however, they would
grove fast on it and foresaw no problems in early clearance. BOB has not
yet received reports on the bill from any other department or agency. i
"old him we understood that Henderson had requested the views of the Civil
Service Commission and Department of Defense. Zafra was surprised to
learn that the FBI had retained its full exemption and I suggested that
Justice's views might still be desirable since they will be required to defend
all suits generated by the bill.
10. (Confidential - LLM) Robert i-iorner, Chief investigator, House
Internal Security Committee, told me that ad agreed to testify
before the Committee in open session and assured me that no coercion or
pressure was exerted on CA Staff, has been advised.
