Met with Mr. Andrew Montgomery, Special Assistant to Senator Jack Miller (R., Iowa), who told me that the FBIS area books have been delivered to the Senator's office in most timely fashion and that the Senator has made rather extensive use of this material in the past two weeks. 6. Talked to Darrell St. Claire, Chief Clerk, United States Senate, concerning the Cooper-Church Amendment under discussion on the floor. Mr. St. Claire told me that the Dole Amendment is the pending item of business, but in all probability will not come to a vote this week. It would appear at this time that the Republican members will continue the debate. and that final vote on the Cooper-Church Amendment will not take place for some time. 7. Talked tol General Counsel, NSA, who told me that Representative Henderson (D. , N. Car.), had addressed the request for comments to DOD rather than the Director of NSA and that he anticipates some difficulty in coordinating the NSA position in the DOD response. (This concerns S. 782, the Ervin bill. ) 8. Senator Henry M. Jackson asked if he could get an official response from the Agency on points on the Soviet MR V /MIR V 25X1 25X1 25X1 before Jackson's Subcommittee on 25)1 National Security and International Operations. I told the Senator I could see no reason why we could not provide .him. with a statement covering this subject but we would prefer not to comment directly 5X1 The Senator said he agreed that we should not get into a controversy with 9. Met with Bill Woodruff, Senate Appropriations Committee staff, and talked with him about possible budget cuts and plans for his trip to Europe in the Fall.
