II Duckett and Goodwin. 4. Received a call from Mr. John Childers, in the office of Senator Charles H. Percy (R., Ill.), who requested an employment interview for After checking with Office of Personnel, I advised Mr. Childers that an appointment has been scheduled for Tuesday, 7 October at 10:00. 5. Received a call from Mrs. Strand, in the office of Representative Ogden R. Reid (R. , N. Y. ), concerning the briefing provided the International Relations Studies Group of the Good Counsel College a year ago. If possible at this time, Representative Reid would like to schedule a similar meeting for Wednesday, November 5. I thanked Mrs. Strand for her call and advised that I would relay the Representative's inquiry and be back in touch with her. Received a call from Mr. Jack Matteson, Professional Staff Member of the House Government Operations Committee, Foreign Operations and Government Information Subcommittee, who called on behalf of Chairman John Moss (D., Calif.) concerning the statutory cita- tions of Agency authority to withhold witnesses and information from the "criminal trial" of the Green Berets. On the advice of Mr. Houston, I gave Mr. Matteson the pertinent sections of the Manual for Courts Martial and the National Security Act of 1947. I also advised him that the Department of Army JAG was the appropriate authority for advice on such questions. Met with Bill Woodruff, Senate Appropriations Committee staff, and briefed him this morning. I also advised him of the Soviet missile testi Woodruff commented in passing that he thought the budget briefing Friday had gone very well. 2. Met with Ed Braswell, Senate Armed Services Committee staff, and rie ed him I also asked Braswell if he had any background on the discussions between Senators Thurmond and Stennis on Thurmond's interest in the Panama Canal. (Senator Stennis had talked with the Director about this at the conclusion of the budget briefing on Friday.) Braswell was not able to shed any light on this but said he would see what he could find out. We have since obtained a copy of Thurmond's bill (S. 2228) to provide for improvements in the Canal and several statements made by Thurmond in the Senate on this subject. These are being sent to for OCI's use in preparing a paper which Senator Stennis requested on this. 25X1 I took this opportunity to again mention to Braswell the subject of retirement legislation and suggested that we get together with him on our proposals as soon as it was convenient for him to do so. We will follow up on this. Braswell also expressed the opinion that the budget briefing on Friday had gone quite well. He added that we should not react too strongly or take too literally comments made by Senator Russell at these briefings. (He was specifically referring to the Senator's comment that he did not share our enthusiasm about a sensitive project which was covered in this briefing. ) 3. Received calls from both 'Messrs. Woodruff and Braswell expressing surprise and some consternation over the phrasing of Army Secretary Resor's statement on the Green Beret case as it referred to the Agency. I advised them that I had no information on the considerations that were involved in this statement. Received a call from Mr. Stephen Blakeslee, Legislative Assistant to Senator Richard Schweiker (R., Pa.), who requested an Agency briefing for himself on Laos. I advised Mr. Blakeslee that the Agency does not provide intelligence briefings for staff assistants, but that I would be pleased to transmit his request if the Senator himself desires such a briefing. Mr. Blakeslee said no, that this was for himself and that he had suspected that such a briefing might not be available to him. 4.. In response to her call yesterday, met with Miss Harriet Robnett, in the office of Senator Stuart Symington (D. , Mo.), and reviewed new correspondence fro a 25X1 rejected applicant who had previously complained about the Agency's employment processing procedures. Miss Robnett agreed that they could close out the case by advising II that failure to meet CIA suitability criteria would not militate against meeting the standards of other FederaISTATOTHR agencies and that the Agency does not share its suitability evaluations with other Federal agencies. I said we would review the case in this light and supply her with a suggested reply. 2. I In response to her earlier call and based on the advice of Mr. Personnel, told Miss Gladys Hook, in the office of Representative Delbert L. DIA, called about the upcoming hearings which Senator Symington's Subcommittee on U. S. Agreements and Commitments Abroad of Senate Foreign Relations Committee, will be holding on Laos. I is coordinating DOD's participation. He merely wished to establish a point of contact in the Agency for future reference. He also informed me that he is air-mailing to Saigon Senator Symington's questionnaire with instructions that field units coordinate their preparation of material for these hearings in the field. 6. Called Lt. Colonel R. A. Jones, in the office of the Army Judge Advocate General, about his draft letter to Senator Vance Hartke responding to an inquiry the Senator had received from a constituent on the Green Beret case. I gave Colonel Jones several minor suggestions on his draft which he seemed willing to accept and told him we appreciated their cooperation in contacting us on this. 7. Frank Tsutras, Administrative Assistant entative James Kee (D. , W. Va.), called about a constituent from West Virginia (60 years of age) who is interested in CIA or State 25x1 Department employment. Avoiding the age factor, I gave Mr. Tsutras some suggested language for a letter to the constituent indicating that our personnel situation was such that we were not taking on many new employees. 8. Bill Woodruff, Senate Appropriations Committee staff, called and said Senator Russell had decided to invite the members of the Armed Services CIA Subcommittee to our budget briefing. He stressed that this was at the invitation of Senator Russell. He also said the "invitees" (Senators Fulbright, Mansfield and Aiken) are not being invited. The Armed Services Subcommittee members will not be present at the NSA and NRO hearings in the morning. I Met with Mr. Walter Mote, Administrative Assistant to the Vice President. Mr. Mote told me that he had suggested to Bill Anders, of the National Aeronautics and Space Council, that he contact me to insure that Chairman Miller, of the House Science and Astronautics Committee, is in direct contact with the Agency for such intelligence briefings as he may desire. This was occasioned by the departure of Mr. Mrozinski from the Space Council's staff. I thanked Mr. Mote and responded that the Agency has had direct contact with Chairman Miller over the years and that we see no need for change in our procedures with him. Mr. Mote advised that this step of insuring direct contact with the Chairman was warranted by problems that have been encountered in the past in Council dealings with other members of the House Science and Astronautics Committee. 13. He seemed genuinely and favorably impressed with what he heard and saw and would like to come back again probably with some fellow members to receive a substantive briefing on Communist China and North Vietnamese intent toward Southeast Asia. Bill Woodruff, on the Senate Appropriations Committee staff, called and said that Senator Russell wanted to schedule a CIA budget hearing this Friday afternoon or next Monday morning before the CIA Subcommittee of Senate Appropriations Committee. Woodruff said they would have NSA and NRO hearings Friday morning. Since Senator Russell wants to complete all of these in one day, he would like the Agency to be available Friday afternoon. If the NSA and NRO hearings run into the afternoon on Friday, it would then be necessary for the Subcommittee to hear the Director on Monday. After obtaining the Director's approval, I advised Woodruff that either Friday or Monday would be convenient. Woodruff pointed out that he would not be able to let us know about the Friday afternoon session until noon on that day. 11. Mr. Houston asked that I contact Lieutenant Colonel R. A. Jones, in the Army's Judge Advocate Generals office, concerning a reply which Jones is preparing for the Army to an inquiry from Senator Vance Hartke (D. , Ind. ) on the Green Beret case. I contacted Colonel Jones and picked up a copy of his prepared reply which we are reviewing. 12. Mr. Ducander was pleased at the outcome which he had predicted and advised that in his opinion the Agency would not find Chairman Miller's request burdensome. Talked to Mr. Clifford Gaucher, in the office of Representative Philip Philbin (D., Mass.), concerning the employment application of bout whom Representative Philbin had inquired. I told Mr. Gaucher that we expect to have a final answer during the week and that I will be in touch with him as soon as determination is made in the case. He thanked me for the call. no further. I uIn response to his telephone inquiry requesting information on a variety of subjects including the extent of CIA involvement in the Bay of Pigs invasion and funding of CIA activities, I provided Lee MacGregor, on the staff of Senator Robert P. Griffin (R. , Mich. ), a copy of the Agency pamphlet and the US News and World Report interview with Admiral Raborn. I pointed out to MacGregor that the Agency does not comment publicly on the matters he had mentioned but I hoped the material I had given him would be useful in handling the inquiry which Senator Griffin had received. MacGregor indicated this would be quite satisfactory. In compliance with Representative Miller's request to be kept up-to-date on intelligence information about the Soviet space program, a meeting has been scheduled for next Friday, 26 September, at 10:30 a. m. In response to my earlier inquiry she said he would be interested in a briefing on Red China, North Vietnam, and/or Russia. I told her it might be difficult to work in all of these subjects and a look at some of our facilities in the time allotted, but that we would work something out. 2. I Called Miss Obrokta, in the office of Senator George Murphy (R. , Calif. , on a constituent letter they had sent to us about employment possibilities with Air America. We are returning the letter to Miss Obrokta and she will either forward it to the Air America office in Washington or supply the information to so that he can write directly. 3. Robert Hull, in the Department of State, called and said they are tentatively scheduled to testify on 24 September before Representative Hay's Subcommittee on a bill to add the provisions of the Daniels bill (H. R. 9825) to the Foreign Service retirement system. Apparently this early and possibly premature date for the hearing would permit Mr. Rimestad to testify before he is succeeded as Deputy Under Secretary of State by Mr. Macomber. In response to his request, I told Mr. Hull that we would be moving as soon as the McGee bill (S. 2754) moved in the Senate. Hull feels that eventually there will be a tug of war between BOB and CSC on whether the McGee/Daniels bill should be approved by the President. In connection with the recent story of a new early retirement plan being considered by the White House, Hull said that CSC knew nothing of it and, although he agreed that there were certain similarities between the reported new plan and proposals worked up by Foreign Service last year, he said that as far as he knew no such plan had been proposed by the Department this year. Jay Sourwine, on the staff of the Senate Internal Security Subcommittee, called and referred to testimony which he said was given years ago before the Subcommittee by General Walter B. Smith and other Agency representatives regarding Mr. Sourwine inferred that the Agency has testimony which was given at that time. He said he didn't want people to get overly excited but wondered what the chances were of vetting this testimony for possible publication. I told him I would look into this and be in touch with him. 5. General Counsel of NSA, who had requested advice in preparation for his meeting this afternoon with Messrs. Pincus and Paul, staff investigators of the Symington Subcommittee on U. S. Agreements and Commitments Abroad. I suggested to that he try to 25X1 elicit from Pincus and Paul as much information as possible about the kinds of questions NSA would probably be asked when they appear before the Sub- committee the end of this month. I said it had been our experience that once having gotten the best possible reading on the questions, it was desirable to prepare carefully written statements responsive thereto. I tol hat 25X1 if in the preparation of these statements it was necessary to deal with such matters as the Director's responsibilities in the intelligence community, his authority regarding relations with foreign intelligence services, etc. , we would be glad to consult with on what should be said. I lagreed to follow 25X1 this procedure. Later in the day, eported that during his meeting with Senator Symington and Messrs. Pincus and Paul, the Senator agreed that NSA could maintain control of the transcript of their upcoming hearing, that the hearing room would be swept, and that all security precautions would be observed. In response to question, Symington said that it would not be necessary to go into sensitive operational details, but when Pincus and Paul registered objections, Symington said that in dealing with operational details they could "go off the record. " According to Onothing was said that 25X1 would involve CIA or the DCI's role vis-a-vis NSA. NSA is drafting a prepared statement which will be made available to Pincus and Paul prior to the formal hearing. Merrill said that he had pursued this as far as he could and had referred it to an aide of Representative William Moorhead (D., Pa.) in hopes that Moorhead would be sufficiently interested to investigate. I also indicated that we had been in touch with the FBI on these and that the Bureau was holding to its position of requesting a complete exemption from the bill. I explained to Bryant that while we felt a full exemption was a clearer and better approach we could live with the amendments as we had resubmitted them to Larry Conrad. Bryant said that Senator McClellan wanted to help Senator Ervin get the bill out but only if full exemption were granted the FBI, NSA, and ourselves. Murphy took this opportunity tol and asked if I would check to see if there was any further information on the extent of information that had been compromised. Broyhill (R. , Va. ), to discuss the case of F- I I briefed Krout on the background of this case and advised him as to the action the Agency proposed to take. I mentioned to Woodruff the apparent lack of movement in the Pentagon regarding our continued involvement in SWITCHBACK which, as demonstrated in the Green Beret case, is a source of some confusion regarding our relations and responsibility vis-a-vis U. S. Special Forces in Vietnam. Woodruff appreciated the problem and said he would pass the word to the Pentagon that Senator Russell would like some action. Woodruff said that he would coordinate with Bob Michaels, House Appropriations Committee staff, and suggested that we alert Michaels to our concern. 5. Talked to Proctor Jones, in the office of Senator Richard B. Russell, and explained our hope that the Senator would convene the Agency Subcommittee so that we could bring them up-to-date on recent significant intelligence developments and our role in the "Green Beret" case. Jones explained the Senator's heavy schedule but said he was sure the Senator would try to call a Subcommittee session as soon as feasible. Mr. Philip Manuel, Investigator, Senate Permanent Subcommittee on Investigations, called to advise that the Subcommittee had now completed their report on Riots, Civil and STATSPEC Criminal Disorders and that they would have no further need for the FBIS Area Books they have been receiving fro STATSPEC was advised to cancel the subscriptions. Mr. Manuel was most L=a-nA ul for the assistance provided the Subcommittee through these publications and assured me that none of the "official use only" material had been incorporated in the report. 3.
