1. Called Mr. Charles Kendrick, Administrative
Assistant to Senator Peter H. Dominick (R. , Colo. ), and told him we had
noted the Senator is going to Vietnam and we would be glad to be of any
assistance, either before he leaves or in Saigon. Mr. Kendrick said he
would check with the Senator on Monday and let us know if he wished a
briefing prior to his departure. I told Kendrick that Ted Shackley was
our COS in Saigon.
2. Representative John O. Marsh (D., Va. )
called to say that his schedule would not permit his visiting us for a
briefing prior to his departure on Fridayior Vietnam (see Journal of
30 December 1969).

4. Called the Parliamentarian of the Senate
and was advised that concerning the ten-day rule, the President would
have until 5 January 1970 to sign the Agency retirement bill. He said
that only Sunday's are excluded, not holidays.

5. Delivered to Angela Morris, of
the Senate Foreign Relations Committee staff, for Mr. Walter Pincus,
the December Soviet Union, Communist China, and Far East area E~TATSPEC
publications in response to the telephone request of yesterday. I also met
briefly with Mr. Don Henderson who expressed M:r. Pincus' appreciation
for our assistance in this matter. These reference items are needed for
work requested by Senator Stuart Symington (D., Mo.) this weekend.
6. I I Delivered a personal letter from
Colonel White to Ed Braswell, of the Senate Armed Services Committee
staff. Mr. Braswell appreciated Colonel White's kind words and noted
his enjoyment in renewing his acquaintance with Colonel White.
7. Representative John Marsh (D., Va.), who is
traveling to Vietnam for Chairman Mahon, House Appropriations Committee,
visited the Headquarters Building late in the afternoon and met with
Mr. George Carver, SAVA, who updated information previously provided
the Representative on Vietnam. Representative Marsh expressed his
appreciation for the briefing at the eleventh hour and indicated that he
would like to meet with Mr. Carver again on his return.

1. (Internal Use Only - JMM) Representative John O. Marsh
called to say that he was leaving on Friday, 2 January 1970 for a visit
to Vietnam, where he would look into several matters in behalf of
House Appropriations Committee Chairman Mahon. Marsh said if
his schedule permitted he might like to come to the Agency tomorrow
for a short briefing by Mr. Carver. He will let us know whether he
can work this in.
2. (Unclassified - JMD) Angela Morris, of the Senate Foreign
Relations Committee staff, called and requested on behalf of the Symington
Subcommittee the "Official Use Only" books covering USSR, Red China,
North Vietnam and Laos for December. I told her I would pass this

1. Talked to Mrs. O'Leary, in the office
of Senator Stuart Symington, and suggested that in response to a constituent
inquiry the Senator explain that as a member of the Agency Subcommittee
he could certify the allegations that the Agency uses assassination tactics
are completely unfounded.
2. Received a phone call from George Murphy,
Joint Committee on Atomic Energy staff, and assured him that the blind
memo which I was sending over this morning contained all relevant
facts included in a recent CS report regarding the disappearance and
possible diversion
3. Checked with Mrs. Garziglia, in the
Bureau of the Budget, on the status of H. R. 14571, the amendments to
the CIA Retirement Act of 1964. Mrs. Garziglia said the bill would be
going to the President either this afternoon or tomorrow morning. She
said she would let us know when it is signed.
4. I uIn response to a telephone inquiry from
Victor Zafra, Legislative Analyst, Bureau of the Budget, I explained
that the estimated cost of our amended Retirement Act for FY 1971
was 0. Mr. Zafra commented that this was a relatively
insignificant figure and should raise no problems in connection with
the President's signing of the bill.
In response to Mr. Zafra's request I forwarded to him copies
of the "package" of material regarding our Retirement Act amendments
as finally transmitted to the President of the Senate and the Speaker
of the House of Representatives. Mr. Zafra explained that BOB desired
this to ensure that the bill as finally passed was identical to the proposal
as transmitted by the Agency.

1. Called IV1 r. Carl Blake, in the office of
Representative Donald Riegle (R., Mich.), to let him know that I
have not forgotten his request for a briefing on the meaning of the
increased Viet Gong infiltration but that I was having some difficulty
in finding someone to take care of the request. Mr. Blake said he
understood and suggested we put the briefing over until after the
holidays.
2. I Met with Mr. Pat Holt, Senate Foreign
Relations Committee staff, and discussed his staff memorandum of
yesterday's date on Bolivia. Mr. Holt is very much beside himself
and at a loss to explain the leak of this study to the press. It was
completed last evening and forwarded to Committee members with a
covering memorandum requesting caution in the handling of this document.
Mr. Holt gave me a copy of the study for Agency internal use. Mr.
DDI, has been advised.
3. Accompanied Colonel White to the
Senate Armed Services Committee hearing on H. R. 14571, CIA Retirement
Act amendments. Eventually the bill was considered in executive session
without witnesses and Mr. Ed Braswell, on the Committee staff, advised
that the Committee had ordered it to be reported favorably.
Prior to the executive session Mr. Braswell requested the Agency's
cost under the bill and he was supplied this information for fiscal year 1970
and fiscal year 1971.

5. Met with Miss Kathy Nelson, on the
staff of Senator Stuart Symingt o re ardin a constituent
inquiry they had received from Missouri.
25X1A I told Miss Nelson that the Agency preferred not to comment officially
on the Henry Taylor column which had forwarded to Senator
Symington. Miss Nelson knows that Taylor's column contains many
inaccuracies and says she can handle this without anything further from
us.
6. Picked up from Bill Woodruff, on the staff
of the Senate Appropriations Committee, the letter signed by Mahon and
Russell to the Bureau of the Budget on the Agency's appropriation for
FY 1970. A copy of this letter has been forwarded to OPPB.
7. Hand carried to Brian Corcoran, on the
staff of Senator Henry Jackson D. , Wash. ), a copy of the Director of
Personnel's letter to Mr. along with a covering letter to
the Senator from the Director. Corcoran reviewed the correspondence
and indicated his agreement in our handling of this matter.

8. Called on Senator Milton Young (R. , N. Dak),
(member of the Agency Senate Appropriations Subcommittee) and briefed
him on:
a. Recent developments re Soviet ICBM deployment,
MRV testing, submarine construction, and new medium bomber.
b. Sino /Soviet relations.
c. Middle East situation.
Senator Young expressed concern regarding Senator Russell's
health, and speculated that if Senator Russell became incapacitated
Senator McClellan would probably assume, de facto, chairmanship of
the Defense Subcommittee of the Appropriations Committee while Senator
Ellender would chair the full Appropriations Committee.

Z. I Per the Director's instructions, called
Mr. William Timmons, White House Deputy Assistant for Congressional
Relations (House), regarding the request from Representative Donald
Riegle for a briefing on the meaning of the increased North Vietnamese
infiltration into South Vietnam. I explained to Mr. Timmons that since
this was a rather sensitive subject, we wished White House guidance
before replying. Mr. Timmons said that Representative Riegle has
asked the National Security Council staff for a briefing on Vietnam and
that Riegle and several other young Republican congressmen are going
to Vietnam when Congress adjourns. Timmons suggested that we ask
General Haig whether Dr. Kissinger is going to brief Riegle and if so,
we should tell Riegle that we will provide Kissinger with any material
we have on the subject and Kissinger will handle the whole thing. Timmons
feels that if Kissinger refuses to provide the briefing, we should do
likewise.
Later in the day, I talked with General Haig, of Dr. Kissinger's
staff, regarding Representative Riegle's request for a briefing on infiltration
in Vietnam. I told General Haig that Mr. Timmons understands that Riegle
has levied a request for a briefing on Dr. Kissinger's staff. Haig was
unaware of this but commented that Riegle was something of a problem
and he would look into the matter and let us know of the White House
wishes as to how to handle Riegle.

3. At his request, I met with George Murphy,
on the staff of the Joint Committee on Atomic Energy, who is interested
in a matter involving uranium under Euratom control. (See Memo for
the Record for details. )

Committee that our retirement legislation has been scheduled for Committee
consideration along with several other legislative items for tomorrow
morning at 10:00 a. m. Colonel White will be available as a standby witness.
25X1 5. In response to his call of yesterday
25X1 A and recommendation for I talked to Mr. Paul
Goulding, Administrative Aide to Senator Claiborne Pell (D. , R. I. ), and
told him I had personally reviewed the file on The Colonel's
file had been carefully reviewed by our personnel people and had been
referred to appropriate Agency components. This extensive review did not
result in identification of a position at this time that would take advantage of
his offer to serve with the Agency. I also advised Mr. Goulding that BALPA
and OPRED limit the probability that the Agency will be able to utilize the
Colonel's services in the foreseeable future.

8. At the request of Representative Joshua
Eilberg (D., Pa.), Mr. I SB Division, accompanied by
Mr.lI met with Representative Eilberg and Mr. Paul Levine,
Administrative Assistant to the Congressman, as a followup to the
defensive briefing provided Representative Eilberg before his trip to
the Soviet Union in November. Although the Congressman had many
personal interesting experiences, he had nothing to report on operational
interests. Representative Eilberg expressed his appreciation for the
defensive briefing that had been provided and noted that it had been of
great value to him and Mrs. Eilberg.

the employment application of who, according to
Mr. Goulding's information, was interviewed by Mr.

2. Received a call from Miss Judith Spahr, on
the staff of the Subcommittee on National Security and International
Operations, Senate Government Operations Committee, concerning the
earlier conversation with Miss Fosdick relating to security clearances
for Mr. Richard N. Perle who is now a permanent member of the Sub-
committee staff. Senator Jackson would appreciate clearances in the
same areas provided for Miss Fosdick effective, if possible, before
Christmas. I thanked Miss Spahr for the call and told her that I would
expedite clearances for Mr. Perle.

6. Received a call from Colonel Freed,
Defense Intelligence Agency, who advised that he had been requested by
General Philpott to contact us concerning general matters of congressional
relations. Colonel Freed will be visiting the Headquarters in the next
couple of days and will call before coming over. I told the Colonel we were
looking forward to working with him.
7. Called Jay Sourwine, Chief Counsel,
Senate Internal Security Subcommittee, at home and learned that he has
the flu. With his agreement I arranged for the cancellation of
s visit until after the holidays.
8. Talked with Bill Woodruff, on the staff of
the Senate Appropriations Committee, about the Senate action yesterday
in adopting the Laos amendment to the defense appropriations bill.
Woodruff said he couldn't see how it could possibly be interpreted to
affect the Agency and added that the expressed intent of the members
was that it was not to interfere with programs presently being conducted.

I. I Talked to Mr. Ed Braswell, Senate Armed
Services Committee staff, who advised that he would appreciate the
SS-9 paper as early as possible this morning for background information
for Senator John Stennis (D., Miss.) in preparation for the anticipated
debate on the Defense Appropriations bill later in the day. Mr. Braswell
noted in passing that he did not know whether the Senate would go into
secret session in the debate.
2. I was unable throughout the day to get
in touch with Jay Sourwine, Chief Counsel, Senate Internal Security
Subcommittee, to inform him that would be available
Wednesday, the morning of 17 December, or to make arrangements
for him t meet with one of our people who knows to discuss areas
on which hould be questioned.

deployment for the information of Chairman Stennis in connection with

by Mr. 0 met with Miss Dorothy Fosdick, Staff Director of
the Subcommittee on National Security and International Operations of
the Senate Government Operations Committee, and updated the infor-
mation previously provided Senator Henry Jackson (D., Wash.) on
Soviet weaponry. (See DD/S&T Log for viewgraph charts utilized.)
2. Received a call from Mr. Ed Braswell, on the
staff of the CIA Subcommittee of the Senate Armed Services Committee,
who would like a paper Monday morning on the SS-9 showing what has
happened since the report of last May. The paper is for
Senator John Stennis' (D. , Miss.) use in preparation for a floor speech.

1. I Arranged with Jay Sourwine, Chief Counsel,
Senate Subcommittee on Internal Security, to meet with
on Wednesday, 17 December, provided is available, for
a prehearing discussion. I also told Sourwine wou attempt to have
one of our people discuss with him prior to Wednesday the general
outline of what informations (might furnish.
2. In response to her earlier conversation with
Mr. Don Steininger, ADD/S&T, I called Miss Dorothy Fosdick, Staff
Director of the Senate Subcommittee on National Security and Inter-
national Operations, and advised that Mr. Richard N. Perle, who
recently joined the Subcommittee staff, does not hold the proper
clearances to sit in on Mr. Duckett's briefing tomorrow morning.
Miss Fosdick indicated that this would not be a problem and that an
appropriate request will be made later for clearances for Mr. Perle.
3. Met with Senator Abraham Ribicoff
and provided him with a blind memo on I in response
to the Senator's earlier request to the Director. See Memo for Record
for details.
4. Provided George Murphy, Joint Committee
on Atomic Energy staff, biographic data on the staff of the Soviet delegation
to the SALT talks in response to his request.

Thursday - 11 December 1969
1. Met with Mr. Robert Michaels, House Appro-
priations Committee staff, in response to his call of yesterday afternoon
and provided limited comment on the Henry Taylor Washington Daily News
column of 10 December 1969 for his use in responding to questions by
Committee members. Mr. Michaels noted in passing that he will be
continuing with the Committee through the 31st of the month and will then
be going to private industry. He also indicated that although Mr. Ralph
Preston has been designated to head up the Defense Subcommittee staff
no mention has been made by the Chairman whether Mr. Preston or some
other individual will be succeeding Mr. Michaels in the CIA Subcommittee
staff position.
2. Met with Russ Blandford, House Armed Services
Committee staff, and told him that I had rechecked the information provided
House Appropriations Committee concerning Soviet and ChiCom aid to
North Vietnam. Those briefings were consistent with the information given
to him earlier in the week. Mr. Blandford thanked me for rechecking the
matter and indicated that apparently there had been a garble in the informa-
tion he had received which was attributed to House Appropriations Committee
and briefings provided that Committee by the Agency.
I briefed Mr. Blandford on the SS-11.
3. I delivered to the office of Represen-
tative Lee Hamilton (D., Ind.) a personal letter from the Director.

5. Talked to Mr. Garner J. Cline,
Counsel, House Judiciary Committee, who told me that Represen-
tative Joshua Eilberg (D., Pa.) and his wife have returned from their
European trip but that Representative Eilberg is ill and will not be
returning to Washington until sometime next week. Mr. Cline indicated
that Representative Eilberg and his wife had many "unusual" experiences
while they were in the Soviet Union. Representative Eilberg will want to
talk to us after his return to the city. (See Journal item of 17 November.)
6. Met briefly with Bill Woodruff, on the staff
of the Senate Appropriations Committee, who is under great pressure in
connection with the various appropriations bills now pending in the Senate.
He mentioned, however, that the Senate Committee has made its decision
on our FY 1970 budget. (See Memo for the Record for details).
8. Ed Braswell, Senate Armed Services
Committee staff, called and asked if we could help him by preparing the
comparative law analysis under the Gordon Rule for the Senate Committee
report on H. R. 14571. I said we would do this. He hopes the Committee
report he is drafting will be approved by the Committee some time next week.
9. In followup of our discussion of
4 December, Mr. Leonard, in the office of Representative Louis Stokes

4. Discussed with Mr. Robert Michaels, House
Appropriations Committee staff, the reported statement attributed to the
Committee concerning aid by the Soviet Union and Communist China given
to the North Vietnamese. Mr. Michaels advised that the figures used
(1. 2 billion, Soviet and 800 million, ChiCom) were not provided by the
Appropriations Committee staff nor had they been used in any of the floor
debates that he is familiar with. (See Journal item of 8 December. )
Mr. Michaels called later in the day concerning the Henry Taylor
Washington Daily News column of 10 December and requested a rundown on
Mr. Taylor's facts. Although he feels the answer is known to some of the
statements, Agency guidance will be appreciated for response to Committee
questions.

1. Again called Mrs. Vergie Cass, 25X1A
Personal Secretary to Senator Abraham A. Ribicoff (D., Conn. ), about
the Senator's request for information on Mrs. Cass
recalled that it had been necessary to cancel Mr. Maury's appointment
with Senator Ribicoff because of his father's illness and said he had been
completely tied up with the tax bill since then. I told Mrs. Cass that
we merely wanted to be sure that the Senator understood that we were
available at his convenience and wanted to be responsive to his request.
She thanked me and said she would call me.
2. I I Met with Brian Corcoran, on the staff
of Senator Henry M. Jackson (D., Wash.), and briefed him on the case
Mr. Corcoran expressed no disagreement with our
handling of the case and said that Senator Jackson was not aware of Mr.
letter. They are handling it strictly as a routine constituent
inquiry. Mr. Corcoran merely suggested that we respond to Mr.
directly sending a copy of our response to Senator Jackson along with a
covering note.
3. Checked again with Ed Braswell, on
the staff of the Senate Armed Services Committee, about the chances of
having our retirement bill considered at a Committee meeting on Thursday.
Mr. Braswell said he had tried to get a decision on this from Senator Stennis
last night and was unsuccessful. He will try again this evening and will let
us know as soon as he has an answer. Mr. Braswell mentioned that the
situation was getting difficult since Senator Stennis is involved in appropri-
ation hearings and the Senate is having morning sessions this week.
4. Met with Frank Slatinshek, Counsel, House
Armed Services Committee, and briefed him on Soviet underground nuclear
testing and Soviet Y-class submarine construction in the Pacific area.

5. Met with Chairman George Miller (D., Calif.),
House Science and Astronautics Committee, who told me that the press
of business will be such between now and the close of the session that he
is going to withhold scheduling of an Agency briefing until after January
10. Chairman Miller noted in passing that he is looking forward with great
anticipation to visiting the South Pole during the Christmas holidays.
I briefed the Chairman on a Soviet space failure.
6. Talked to Mr. John R. Blandford, Chief Counsel,
House Armed Services Committee, who advised that the figures he gave me
last week on Soviet and Chinese aid to North Vietnam should have read
1. 2 billion and 800 million respectively. These figures ostensibly were
given to the House Appropriations Committee by the Agency earlier in the
year. I advised Mr. Blandford that both the original figures he gave me
last week and the revised figures are incorrect but that I would recheck
the matter and be back in touch with him.
7. Met with Mr. Ralph Devlin, House
Post Office and Civil Service Committee, who advised that in hearings
last Friday on H. R. 15024 (a bill to provide a 5 per cent increase in
annuities based on involuntary separation from Civil Service between
1 November 1969 and 2 January 1970) the Committee Chairman and
Minority Leader indicated almost unalterable opposition to the bill.
I met later with the Bill Clerk of the Senate Post Office and Civil
Service Committee, Donna Yee, who advised that the Committee reported
H. R. 9233 yesterday to include an amendment providing for 5 per cent
increase in annuities payable for involuntary separation having a commencing
date after 1 November 1969 and before 2 January 1970. (Apparently no
hearing was held on this annuity increase before reporting the bill to the

1. I Met with Ed Braswell, Senate
Armed Services Committee staff, and supplied him with figures on the
CIA retirement system and other material as background information in
connection with this Thursday's possible hearings on the CIA Retirement
Act amendments. Braswell said he would try to handle the hearing by
himself, but did not recede from his desire to have a standby Agency
witness. He said that since these were merely conforming amendments
he could foresee no problem.
2. Leonora Guarraia, in the office of
Representative Gilbert Gude (R., Md.), called concerning a Cuban
constituent who has informed the Representative's office of a plan by
a group of Cubans in the United States to highjack a Soviet oil tanker
which they hope to use to secure the release of friends being held in
Cuba. I informed her that the Agency has no jurisdiction in a matter
of this kind and referred her to the FBI.
3. Delivered to Marian Bruner, in the
office of Senator Mark Hatfield (R., Ore.), a suggested reply to a
constituent who thought that perhaps the Agency had colluded with her
insurance company to cancel her automobile insurance. Miss Bruner
agreed with the content of the draft and will use it basically as written.
4. Dorothy Fosdick, on the staff of the
Senate Subcommittee on National Security and International Operations,
called and asked if we could provide Senator Henry M. Jackson (D., Wash.)
with a full background paper on Miss Fosdick said that
the Senator is expecting to see next weekend.

Later in the day, Brian Corcoran, on the Senator's staff,
called to say that he was handling the case for Senator Jackson (who
apparently has no personal interest in it) and he would be happy to have
me brief him on it at my convenience. I plan to see Mr. Corcoran
tomorrow.

6. Office of Security,
called to alert us to a
call they received from Mr. Christy, on the
staff of Representative B. F. Sisk (D., Calif.). Mr. Christy related
that remarks slanderous of Allen Dulles were made on the Johnny Carson
Show on December 5. Mr. Christy wanted merely to report this and
express his concern.
7. George Murphy, on the staff of the
Joint Committee on Atomic Energy, called and asked for information
as to whether as sent arms to North Vietnam. After checking
with OER, I advised Murphy that some arms undoubtedly
had gone to North Vietnam from Poland and there was an aid agreement
between Poland and North Vietnam but most of the aid has been in supplies
and equipment (such as trucks). Murphy said this would serve his purpose
nicely.

8. Received a call from Mr. in
the Office of Security, who advised that their office had received a call
from Mr. ho indicated that he wished to discuss "contracts"
and then broke off the conversation, indicating that we might hear further
from Senator Hugh Scott's (R., Pa.) office. (Mr. I , of Philadelphia,
has never had any known association with the Agency but has written scores
of letters to members of Congress through the years. Last known letter to
Congress was July 1968. )

Met with Mr. John R. Blandford, Chief Counsel,
House Armed Services Committee, and reviewed with him the question of
Soviet attitude or possible support for the United States' position in the
Paris Peace Talks and American attempts toward negotiation settlement
in Vietnam. I also discussed with him aid provided the North Vietnamese
by the Soviets, Communist China, and Eastern Europe for the year 1968
and for the period 1954 to 1968. (See Memorandum of Record for details.)
I briefed Mr. Blandford on the following items:
10. Met with Mr. Frank Slatinshek, Counsel,
House Armed Services Committee, and briefed him on the following items:
a. Sino-Soviet border dispute;
b. Soviet ABM testing;
c. Soviet tactical fighters.
11. Received a call from Colonel Harold Gould,
House Science and Astronautics Committee, who advised that Represen-
tative Ken Hechler (D., W.Va.) was called during the afternoon by a
Scripps-Howard representative concerning the authenticity of news reports
concerning an "explosion" early this summer in the Soviet Union.
Mr. Gould passed the foregoing as a matter of information since the staff
had received a total of four calls during the day on this item. No Agency
action is requested. Mr. Gould noted in passing that the responses given
were that the Committee staff had no information on the subject. I thanked

Pakistan as well as India. No followup action is required from the

to Representative Philip Philbin (D., Mass.), and gave her a copy of
the Agency's letter of 3 October 1969 to Mrs. I an applicant
for reemployment. Mrs. Reed is acting on constituent personnel matters
during Mr. Gaucher's absence this week from the office.
4. Met with Mr. Frank Slatinshek, House Armed
Services Committee staff, and discussed with him the questions raised
earlier in the week by Mr. Blandford concerning Soviet attitude toward
the American position at the Paris Peace Talks and the monetary cost of
Soviet and Communist Chinese support given North Vietnam.
Mr. Slatinshek requested that the matter be covered with Mr. Blandford
on his return to the office on Monday. I briefed Mr. Slatinshek on the
Soviet SS-9 ICBM.
5. Chairman Mahon announced the designa-
tion of Mr. Ralph Preston to head up the Defense Subcommittee staff in
yesterday's meeting of the full House Appropriations Committee.

6. Met with Mr. Ralph Preston, House Appro-
priations Committee staff, and delivered to him a Reserve withdrawal
letter for Chairman Mahon. I congratulated Mr. Preston on his formal
designation as head of the Defense Subcommittee staff and talked to him
about briefings on the Agency. Mr. Preston told me that he and the staff
will be working the entire weekend and possibly nights for a while.
Although he will come out as soon as possible, it may well be after Christ-
mas before he will be able to devote any time to Agency matters.
7. In response to an earlier inquiry
I informed Mr. Drury Blair, on the staff of the Senate Immigration and
Naturalization Subcommittee, that between 7 and 8 thousand Jews have
emigrated from Eastern Europe since the 1967 war. I noted that about
6 thousand of these were Polish. I also called. his attention to a recent
article in the New York Times on this subject. 25X1A

1. (Internal Use Only - LLM) Miss Pounds, in the office of
Representative William T. Murphy (D. , Ill.), called to verify the number
of provinces in Manchuria. She said the Congressman had a recollection
that there were nine, while the Library of Congress listed only three.
Later, based upon the advice of Mr. Chief of Editorial Division,
Office of Basic and Geographic Intelligence, I told Miss Pounds that there
are three administrative divisions: Heilungkiang, Kirin, and Liaoning;
but that some consider that a portion of the Inner Mongolian Autonomous
Region may be considered a fourth province. I then mentioned that
following World War II there were plans to have as many as nine provinces
but that this plan had never been implemented. Miss Pounds thanked us
for our help.
2. (Internal Use Only - LLM) Gene Thompson, Joint Committee
on Reduction of Federal Expenditures staff, requested costs of H. R. 14571
(CIA Retirement Act amendments) explaining that this ua uld be for a report
by the Joint Committee on the cost of all legislation pending before the
91st Congress. I told him that in budgetary terms the costs were quite
small, but that we would prefer not to have the figures published as they
could be used as a basis for extrapolating our payroll for the participants
in the retirement system, citing appropriate statutory proscriptions on
the publication of such information. Thompson seemed to appreciate the
point and withdrew his request.
3. (Internal Use Only - LLM) Mr. Leonard, in the office of
Representative Louis Stokes (D. , Ohio), called on behalf of a former
Seabee who specifically wanted to speak with a CIA representative on
"what he had seen in Vietnam. " Although "somewhat strange," Leonard
said that , of Cleveland, Ohio, did not strike him as being
a crank. After checking with I told Leonard that
we would be glad to contac If he could supply us with his address
and phone number, which he said he would do.

1. Jay Sourwine, on the staff of the Senate
Internal Security Subcommittee, called to say that was in touch
with Eddie Klein last night and reported to him this morning.
told Klein that he is interested in acquiring U. S. residence and would
like to obtain employment here and do other things that could permit
him to operate from a base in the United States. Klein replied that he
would be glad to help him to do all these things if the Agency had no
objection. Sourwine said II feels that he has good relations with the
agency and would do whatever the Agency wants him to do. Sourwine is
not asking us to do anything at this point but said he was merely keeping
us informed.

2. Marion Ball, USIA Legislative Liaison,
called regarding an inquiry which Senator George Murphy (R., Calif. )
has received from a constituent and forwarded to USIA. This has to do with a
broadcast the constituent claims to have heard from Moscow radio on 16
November. It was allegedly indicated in this broadcast that the 15 November
moratorium was organized in Stockholm and was part of a world-wide effort.
Mrs. Ball is trying to obtain a copy of the text I is
sending her the closest thing they can find to it.

4. Called Darrell St. Claire, Chief Clerk
of the Senate, and made arrangements for us to meet with him tomorrow
morning to discuss his recent travel to Nepal and Pakistan.
5. Bill Woodruff, on the staff of the Senate

Pell went out of his way to compliment the Director and the Agency
for the good press we are getting on the Hill, particularly among the
previously skeptical liberals. In response to my question, Pell said he
thought Chairman Fulbright was sending Committee staff officers Lowenstein
and Moose for an on-the-spot look at the Vietnam situation because he dis- 25X1
trusted information being received through Administration channels.

Senator Jackson remarked he had not been in touch with us lately
but would like to get briefed on significant recent developments in the near
future. He added that he was trying to set up a discussion group with
Robert Conquest (author of a number of books and articles on the Soviet

Regarding the upcoming trip to Saigon of Lowenstein and Moose, of
the Committee staff, I explained to Lowenstein that our people in Saigon
would be glad to brief them on the general intelligence picture, but we would
not be in a position to discuss operational matters or provide details of the
pacification or Vietnamization programs on which we are not primarily
involved. Lowenstein said this was entirely agreeable but he hoped our
Saigon station could bring them up-to-date on the Phounix Program.

Los Angeles Times article by Tom Lambert on the Green Beret case to
the offices of Representatives John O. Marsh, Fred B. Rooney, Del
Clawson, Jack Edwards, Burt Talcott and Chester Mize. The Director
had referred to this article at a recent breakfast briefing which the
Congressmen attended.

11. Talked with George Murphy, on the
staff of the Joint Committee on Atomic Energy, and suggested that he
defer his visit to the Agency until the Christmas recess. Murphy felt
that this was a good suggestion. I also told him that any information on
the SALT talks would have to be obtained from either the White House
or ACDA.

13. Met with Ed Braswell, on the staff of
the Senate Armed Services Committee, and he advised me that Senator
Stennis had decided not to hold a Committee meeting on legislation
tomorrow in view of the press of other matters such as the My Lai
matter and several appropriation measures requiring his attention.
Braswell said that he would'raise the question with the Senator again
next week.
Braswell mentioned that Senator Fulbright is sending several
staff investigators to Vietnam in connection with the Foreign Relations
Committee's hearings. Braswell expects that this will set off a new
-round of hearings when these men return.
14. Hand carried to Bill Woodruff, on the staff
of the Senate Appropriations Committee, the monthly reserve withdrawal
letter for the Radios.
I advised Woodruff of the status of our retirement bill and
our hope that it would be taken up by the Armed Services Committee in
the very near future.

16. Mr. Drury Blair, on the staff of the
Subcommittee on Immigration and Naturalization, asked if the Agency
might possibly have any information on the extent of Jewish emigration
from East European countries, especially from Poland. He said he had
been unable to get any figures from the Immigration and Naturalization

2. Delivered a 9 November Los
Angeles Times' article by Tom Lambert to the offices of Representatives
Samuel Stratton (D., N. Y.) and David Satterfield (D,, Va.). The Director
had referred to this article at a recent breakfast which the Congressmen
attended.
3. I advised George Murphy, on the staff
of the Joint Committee on Atomic Energy, that the Director would be
extremely busy the next few days and, therefore, a luncheon visit would
not seem feasible. Murphy then mentioned the possibility of visiting the
Agency sometime tomorrow and it was agreed we would talk about this
again in the morning.
4. Mrs. Martha Klueber, Personal
Secretary to Senator John Sherman Cooper, called in response to my
call of yesterday to set a date for the Director to see Senator Cooper.
After checking with the Director's office, I called Mrs. Klueber and
confirmed Friday, 5 December, at 11:30, in the Senator's office, Room
125 Old Senate Office Building.
5. Met with Colonel Harold Gould,
House Science and Astronautics Committee, and provided the names
of Agency personnel who will attend the Committee's panel sessions
in January. Colonel Gould advised that the updated agenda for the
Science panel will be off the press in the morning. He will forward a
copy to us.

6. Carl Marcy, Chief of Staff, Senate Foreign
Relations Committee, called and said that Messrs. James Lowenstein
and Richard Moose, of the Committee staff, would be travelling to
Saigon on Committee business, arriving on 7 December and leaving on
18 December. Mr. Marcy asked that the Director send a cable to the
field advising the Agency people to cooperate with Lowenstein and Moose
as they did with Messrs. Pincus and Paul.
Later in the day, Mr. Lowenstein called to advise that he and
Mr. Moose would be staying at the Caravelle Hotel in Saigon. He said
that they would be interested in seeing our people separately from the
country team. Lowenstein said that their primary interest would center
on the status of the pacification program, the prospects for Vietnamization,
and the general political and military situations in both Saigon and the
field. He said they expected to travel extensively outside of Saigon.
7. I I Met with Mr. John Martiny, Counsel,
House Post Office and Civil Service Committee, and received from him
a copy of H. R. 15024 which was introduced by Mr. Daniels and Mr. Dulski
last night. This bill will provide a 5 per cent increase in certain annuities
for involuntary separation having a commencing date after November 1, 1969,
but before January 2, 1970. This is an Administration bill introduced at the
request of the Department of Defense. Mr. Martiny advised that hearings
probably will be scheduled for next week.
8. 1 j Met with Messrs. John Blandford and Frank
Slatinshek, House Armed",- ervices Committee staff, and thanked them for
the Committee's action in the expeditious passage of H. R. 14571.
Mr. Blandford noted that information has been provided the Chair-
man concerning the dollar cost of Soviet and Chinese support to North
Vietnam and requested verification of the amounts together with certain
other information. (See Memorandum for the Record. )
9. Met with Mr. Robert Michaels, House
Appropriations Committee staff, who advised that as yet no changes have
been made in staff assignment of the Committee. Mr. Michaels also
advised that he will be staying with the Committee through the month of
December.

10. I briefed Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, on the following items:
a. Soviet oceanographic research;
b. Soviet SL-12 space booster;
c. Soviet SS-4 MRBM;
d. Soviet underground nuclear testing.
11. Met with Representative Wendell
Wyatt (R., Oreg. and gave him a copy of the Lambert Los Angeles Times
Green Beret item of 9 November. Representative Wyatt expressed his
appreciation for the paper and noted again that he had enjoyed visiting the
Agency and meeting with the Director.
12. Spoke with Robert Hull, Department
of State, concerning progress of the Foreign Service Retirement Act
amendments paralleling the Daniels/McGee bill and learned that the report
has not yet been written and most likely will not be considered by the full
committee until February or March of next year. (An interesting side effect
is that this delay enhances the retirement inducement aspects of the bill,
which also adopts the three-month cost-of-living formula which will be
applied against a Consumer Price Index base of 1968 and probably result
in a 9 percent or more annuity increase to those retiring following enactment. )
We also discussed the possible ramifications of the Hogan and Daniels
bills extending the recent 5 percent cost-of-living adjustment to near term
future annuities resulting frg1 41Avoluntary separation.

2. Advised Ed Braswell, on the staff of
the Senate Armed Services Committee, that the Agency's retirement
bill had been passed by the House this morning. Braswell said he planned
to talk with Senator Stennis this afternoon to see if he wanted to take the
bill up at a Committee meeting this Thursday. If this is the case, Braswell
expected it would be taken up in executive session but he would want standby
witnesses from the Agency. He will be in touch with us as soon as he has
something further on this.

Chief Counsel, House Armed Services Committee, who advised that
the bill amending the CIA Retirement Act would be the first Armed
Services Committee bill to be considered by the House later in the day.
The bill is scheduled for consideration on the Consent Calendar of the
House.
I briefed Mr. Slatinshek on Soviet SL-12 space booster and Soviet
nuclear testing.
6. Met with Mr. James Wilson and Mr. W. H.
Boone, House Science and Astronautics Committee staff, and briefed
them on the Soviet SL-12 booster.
7. Received from Mr. George Norris,
