25X1 1 . GLC) Talked with William Woodruff, on the
staff of the Senate Appropriations Committee, and advised him that
we are in the final stages of the preparation of our listing of research
grants. This procedure is being undertaken as a result of a Bureau
of the Budget Bulletin directing heads of departments and agencies to
comply with a request from Senator Mansfield to compile such a listing.
On the advice of Woodruff this material is being prepared for transmittal
to Senator Russell as Chairman of the Appropriations Committee.
I discussed with Woodruff his view as to the necessity for
also submitting this listing to the Chairman of the Senate Armed Services
Committee. Woodruff said that, since Senator Mansfield's request grew
out of an Appropriations Committee's consideration, he would recommend
we submit the material only to the Chairman of the Appropriations Commit-
tee. This appears to be a reasonable position particularly since William
Darden, former staff director of the Senate Armed Services; Committee,
had referred us to Woodruff on this matter.

an interest I advised David Martin,

the Office of Security so that appropriate action can be taken regarding

briefing on the Arab situation;
c. he has scratched Adana from his schedule;

He asked suggestions as to how he could get a briefing on the Arab world
without visiting an Arab country. I told him that had
considerable experience in Arab matters, but if he was not visiting an Arab
country it would be best to be briefed here before departure. He said he
hoped the Arab situation could be covered when he visits Headquarters
Tuesday, 4 February, and if he has to cancel the lunch he would nevertheless
want to reschedule a meeting for this purpose.
The Senator's office has since cancelled the luncheon date but will be
in touch about a time for the briefing.

that the following individuals have been assigned to the Armed Services
Committee by seniority in the order named. Democrats: Richard C.
White (Tex.), Bill Nichols (Ala.) Jack Brinkley (Ga.), Robert H.
Mollohan (W. Va.), and W. C. Daniel (Va.). Republicans: Charles W.
Whalen, Jr., (Ohio), Ed Foreman (N. Mex.), John E. Hunt (N. J.) and
G. William Whitehurst (Va.). Resident Commissioner Jorge Cordova
has also been assigned to the Committee.

House Appropriations Committee staff, who advised that Representatives
Evans of Colorado and Edwards of Alabama have been added to the
Appropriations Committee membership. Representative Glenn Davis
of Wisconsin is being assigned to the Defense Subcommittee to fill the
vacancy created by Mr. Laird's appointment as Secretary of Defense.
11. JGO) Met with Mr. Art Kuhl, Chief Clerk,
Senate Foreign Relations Committee, and provided a limited briefing
on certain intelligence systems. I also received from Mr. Kuhl,
appropriate documentation on the briefing.
12. I IJGO) Met with Miss Edna Paxton, Appoint-
ment Secretary to Representative Walter Flowers (D. , Ala. ), who con-
firmed that the Congressman will be attending the Tuesday breakfast.

their understanding also and explained that pursuant to my conversation
with Mr. Weicker on 24 January she had called all freshmen representatives

25X1 10. JGO) Talked to Mr. J. R. Blandford,
Chief Counsel, House Armed Services Committee, several times during
the day concerning Committee plans and schedule of hearings and briefings.
In response to his request, I advised that the Director's schedule for
the coming week is almost complete with only Thursday morning available.
Friday morning could be scheduled by rearranging of present commitments.
Mr. Blandford stated the Chairman's appreciation for this advice but
emphasized that there are no hearings scheduled for next week. This
guidance was requested in the event that the Committee program starts
firming up. A present information schedule of the Committee does not
contemplate the beginning of hearings until after the Lincoln Day Recess.

leadership, ommi ee c airmen, Agency Committee members and friends
of Mr. Allen Dulles on Capitol Hill during the morning and advised them
of Mr. Dulles' death. The response by the various members in the

Commission, called to advise us that he had been in touch withi

case from George Murphy, on the staff of the Joint Committee on Atomic
Energy. Palazola was merely alerting us to this in the event we should be
contacted by Murphy on the case. I took this opportunity to inform Palazola

appropriate CIA members, and friends of Allen Dulles' on the Hill of Mr.

The subject of the briefing was the Middle East. This was done in response
to Spell's earlier request. The briefing session lasted for two hours and was
very warmly received by Spell. fered to provide Mr. Spell
with some unclassified information on the dle East countries which might
be useful to him. He also advised him that there are several classified studies
now in preparation which we could make available to him in the near future.

15. IGLC) Mr. Ed Braswell, Staff Director of the
Senate Armed Services Committee, called and said that Senator John Stennis
(D., Miss.) would like to have a "warm up" briefing tomorrow morning at
10:00 a. m. for himself and Braswell. I advised Braswell that the Director
would be unable to do this tomorrow morning but suggested that the briefing
be given by Mr. I I pointed out that~had provided Senator
Stennis and the CIA. Subcommittee with briefings during the period of Senator
Russell's illness last year when Senator Stennis was acting chairman. I
also suggested that Braswell check this with the Senator to be sure this will
be an acceptable arrangement for, him. Braswell called back and said this was
fine with the Senator. He said the Senator expressed special interest in
getting any information we could provide on the Paris peace talks, the Middle
East and any other hot spots.

1. JMM) Called George Murphy, Joint Committee on
Atomic Energy staff, to clarify plans for the upcoming (but as yet unscheduled)
briefing of the Joint Committee. Murphy recommended a general review
of Soviet and ChiCom nuclear weapons programs and delivery capabilities,
mention of the Soviet ABM system, status of
programs, recent NATO security cases as they might affect U. S. atomal
information and anything else the Director might feel pertinent. He said the
Director might get questions regarding the overall strategic balance between
the U. S. and the USSR regarding nuclear capabilities. , D/SI,
D/SR, and OCI, have been alerted to start
preparing the material.
2. JMM) Senator Stuart Symington (D., Mo.) called
to say he would like to take us up on the Director's invitation for a briefing
at the Agency preparatory to his upcoming trip to Europe and the Middle
East. He said he would prefer a working lunch probably on Tuesday, 4 February
and would like to bring Mr. Arthur Kuhl, of the Senate Foreign Relations
Committee staff. The Senator said he fully understood how busy the Director
was and would not want to interrupt his schedule but would like to hear from
a couple of Agency specialists regarding current figures on Soviet bomber
production and the Middle East situation. Recalling our lunch a year 25X1
ago, he said he would like to talk with me about current conditions 25X1

office of Representative Gus Yatron (D., Pa.), concerning Mr. Yatron's
confusion in the date for the breakfast briefing of 4 February. She said
that when the Congressman talked to her about it on Friday, 24 January,
she just assumed it was the following Tuesday, the 28th of January. She
said the Congressman now realizes the breakfast is the 4th of February
and there were no lingering problems on it.
7. IGLC) I advised Catherine Parham, in the office of
Representative Bob Wilson (R. , Calif.), that we had been in touch with Lt.
whose letter to the Congressman they had forwarded to us. I
told her in our interview it developed that his real interest was in
employment possibilities with the Agency. Mrs. Parham was somewhat
surprised at this but thanked us for taking care of the matter. She has no
further interest in being kept advised regarding any employment opportunities

(a) Reports regarding Kosygin's illness; (b) Soviet naval aircraft recon-
naissance flights against the West Coast of Alaska]
I also expressed to Braswell our appreciation for his assistance in
expediting action on Admiral Taylor's appointment to the rank of Vice Admiral
on the Retired List.
I talked with Braswell, at some length, on his desires in being briefed
on matters of current intelligence interest. Inthis connection he mentioned
the daily DIA briefings which have degenerated from daily briefings of the
Committee to what amounts to an elaboration of newspaper stories in "briefings"
of the Committee staff by DIA officials. I told Braswell that as far as we are
concerned it was our intention to contact him only on matters of significant
intelligence interest to the Committee and. the staff.
10. GLC) Dropped by to see Proctor Jones, on the staff
of Senator Richard B. Russell (D. , Ga. ), in connection with Admiral Taylor's
"courtesy call" on the Senator. This will be made at 3:30 p. m. tomorrow
afternoon. Jones mentioned in passing that Senator Russell had informed him
he had intended to accept the Director's invitation to visit the Agency and
would do so at the earliest available opportunity, possibly sometime next
week. Jones said they will be calling the Director on this.

Received from Mr. Blandford, a copy of a letter forwarded by the
Assistant to the Secretary of the Air Force to Mr. Blandford regarding
FE Division has been advised.
Mr. Blandford advised that the caucus by the Democrats will be
completed probably during the day today and that the Armed Services Com-
mittee will probably have its organizational meeting on Monday. Committee
strength will be continued at 40 members.

tions Committee staff, who advised that although Chairman Mahon's schedule
is very tight, he might desire a short meeting during the coming week between
himself, Mr. Lipscomb and the Director. He noted, however, that this is

had a chance to check further with the Chairman.

connection with the 4 February breakfast briefing of freshmen congressmen.
a. Representative Hamilton Fish, Jr. (R., N. Y.) - his
Administrative Assistant, Mrs. Ely, called to confirm that Mr. Fish will
attend. I advised her of the possible conflict with the 91st Club and she
said that he was vice chairman of the Club and was apparently unaware of
the conflict. I told her that we would have another briefing some time
after the Lincoln Day Recess. Under the circumstances Mrs. Ely said
she would recheck with Mr. Fish and be back in touch.
b. Representative W. C. Daniel (D., Va.) - Gwen Thurmond
called to confirm that Mr. Daniel will attend and will use our transportation.
c. Representative Joseph M. Gaydos (D., Pa.) - Mrs. ianbury
confirmed that Mr. Gaydos will attend and will use our transportation. She
asked whether an Administrative Assistant could also attend and she appeared
to have no problems with my. explanation that this was limited to Members
only.
d. Representative G. William Whitehurst (R., Va.) - his
office advised of the conflict with the 91st Club but it was arranged that
we would get in touch with them when we hold our next briefing.
e. Representative John N. Happy Camp (R., Okla.) - Mrs. Berg
called to advise of the conflict with the 91st Club. We will be in touch with
them when we hold our next briefing.

3.1 JGO) Talked to Chairman L. Mendel
Rivers, who advised that he will be tied up all day due to the caucus
which started at ten o'clock this morning. He asked that I call tomorrow
morning, that he would certainly like to see Admiral Taylor and spend
a few minutes with him before the weekend. I thanked the Chairman and
told him I would be back in touch with him tomorrow.
4. JGO) Scheduled a meeting for 10:00 a. m. ,
3 February and myself to meet with Mr. Frank Slatinshek,
Counsel, House Armed Services Committee, and review with him the
Agency retirement legislation and appropriate Agency personnel policies.
Mr. Slatinshek's new assignment within the Committee includes back-
stopping Mr. Blandford on Agency matters.
5. II JGO) Received a call from Mr. J. R. Blandford,
Chief Counsel, House Armed Services Committee, who advised that he
has received another transmittal from the Secretary of the Air Force
Mr. Blandford advised that the Chairman is not particularly interested
in what resolution is achieved on this case but would appreciate settlement
in one fashion or another.

in the office of Senator Sparkman, who advised that a sealed letter had
been received by the Senator for transmittal to the Latin Affairs Officer
of the Agency. The latter will be transmitted to Mr. Maury with a covering

7. CEA) Spoke to Representative Gilbert Gude
which could not be included in the formal nomination for the
Arthur Flemming Award for security reasons. Gude thanked me for

(D. , Ark.) was pleased to accept my invitation to breakfast at the Agency
on 4 February. Representatives Anderson (D. , Calif.) and Chappell
(D. , Fla.) and Mikva (D. , Ill.) were unavailable but the time was blocked

4 February and she was most understanding.

in the office of Senator John C. Stennis (D. , Miss. ), who requested an

from Winston-Salem, North Carolina, tomorrow. After checking with

been scheduled for 2:30 p.m. , 30 January.

11. JMM) Called Mrs. Virginia Laird, Personal
Secretary to Senator Stuart Symington (D. , Mo. ), as a follow up to the
Senator's phone conversation with the Director in which the Senator had
spoken of possibly coming out to see the Director or getting a briefing
preparatory to his upcoming trip to Europe and the Middle East. I told
Mrs. Laird that because of the Director's tight schedule it was hard to
predict his availability but in any event we would be happy to brief the Senator
either at Headquarters, or if he preferred, at his office. She thanked me and
said she would let us know the Senator's wishes.
25X1 12. I JMM) George Murphy, Joint Committee on Atomic
Energy staff, called to say that although the Joint Committee has still not
been organized, they hope to get under way the end of this week and their
first order of business thereafter may be a general briefing by the Director,
which they might want as early as sometime next week. I told Murphy of the
Director's tight schedule and he said he appreciated this and was sure

25X1 13. OGLC) At his request, I met with William Spell,
Administrative Assistant to Senator John Stennis (D. , Miss. ). Spell
indicated that Senator Stennis is relying on him more and more to keep
him informed on world developments. This is particularly true at this
period in the beginning of the 91st Congress with the pressures on the
Senator and in his new capacity as Chairman of the Senate Armed Services
Committee. Spell feels a real need for informative briefings on the world
situation so that he can better assist Senator Stennis during this period.
He asked if we could provide these briefings and then keep him informed
of any significant developments as they occur. I told Spell we would be
happy to do this and I am to arrange for him to be briefed within the next
few days on the Middle East situation, which he felt was a most important
area for him to concentrate on initially. We, will then provide briefings on
other areas on a priority basis.
I talked with Spell, at some length, about the problem created by
Senator Stephen M. Young's (D. , Ohio) remarks on the floor of the Senate
castigating both the Agency and the Director in connection with the Pueblo
incident. Spell agreed that it would serve no useful .purpose to try to answer
Senator Young in an open forum on this subject. In this regard, he showed
me a proposed press release which he had prepared for Senator Stennis'
use, largely as a result of Senator Peter H. Dominick's (R. , Colo.) written
request to the Chairman requesting the Armed Services Committee's action
on the Pueblo matter. Spell expects that Senator Stennis will make a state-
ment today urging patience and restraint on the Senators and, the public
generally, until the Navy Board of Inquiry is concluded, and reaches its
findings .
Spell expects that Senator Stennis will defer to Senator Russell in the
chairing of CIA Subcommittee sessions. He does expect, however, in the
months ahead, Senator Stennis will want to establish a close relationship
with the Agency and will want to be kept informed of world developments
in much the same way he did during Senator Russell's illness when he
(Senator Stennis) was acting chairman of the Senate Armed Services
Committee.

25X1 14. I GLC) Met with Bill Woodruff, on the staff of the
Senate Appropriations Committee, and informed him of my contacts
with Senator Russell's staff in response to Charles Campbell's request
for information as to how the North Koreans figure its territory. I
reviewed a map with Woodruff prepared by OCI showing the difference
between the use of contour and base line theories with regard. to terri-
torial waters.
Woodruff informed me that he had been in touch with Senator
Russell regarding the arrangements for Admiral Taylor to pay a courtesy
call on Senator Russell at which time Senator Russell would raise his views
with regard to the Pueblo. I have been in touch with Proctor Jones, on
Senator Russell's staff, in an effort to establish a date and time for this
meeting.
Woodruff gave me an informal memorandum addressed to me from
him on the subject of the withdrawal of reserves on a sensitive Agency
project. Woodruff said he knew I had called the Director's attention to the
fact that Senator Russell had given his approval for the development of this
project subject to later discussions and prior to any operational utilization.
He said he had written the memorandum so that he could assure Senator
Russell that the Senator's requirements regarding this project had been

attention that Senator Russell is giving to these withdrawals.

During the course of our conversation, I talked with Woodruff at some
length regarding the problem the Agency faces with respect to legislation,
specifically, the CIA. Retirement Act. Woodruff expressed the view that
with Senator Stennis, Chairman of our Armed Services Subcommittee,
he would expect we would have less difficulty obtaining such legislation in
the future. He was also inclined to feel we could expect support from
Senators Jackson and Smith in matters of this sort.

on the staff of Senator John C. Stennis (D. , Miss. ), he asked if there was
some way in which the Agency could keep him informed on matters on the
international scene. He said Senator Stennis frequently consulted him on
matters on current developments and it would be most useful if he had some
way of being prepared for this. I said there was something that could be
arranged and we will discuss this in the next day or so.

to Mr. Art Kuhl, Chief Clerk, Senate Foreign Relations Committee,
and advised him that our Headquarters has notified the field that Mr.
David R. Calhoun, Jr., Major General John R. Murphy, Jr. , as well
as Mr. Kuhl, himself, each have top secret clearances. In response
to his questions, I also advised, with the unlikely exception of the
Senator moving into areas of operational or other sensitive Agency
matters which would be discussed with him alone, that little difficulty
should be encountered in the briefings. Mr. Kuhl thanked me for the
advice.

Appropria ions ommi ee staff, and reiterated the information that
had been provided Mr. Sprankle on Friday that the Agency cannot ful-
fill the type of request made by Representative Riegle on behalf of his
Assistant, Mr. Carl Blake. I further noted that I know of no instance
where such a request had ever been honored. Mr. Michaels noted that
he had felt this to be the fact and that as I requested, he would pass it
on to the Chairman and Mr. Bow. He will advise me as to the outcome.

Counsel, House Armed Services Committee, who advised that he has
heard nothing further concerning
but that he will advise as soon as they arrive back in town. As he had
indicated previously, he has no knowledge of their areas of expertise
and requested that I work out the matter of the proper persons to meet
with them when they call.
I briefed Mr. Blandford, and later Mr. Slatinshek, on the
following items: Communist propaganda tactics; Paris negotiations;
North Korean objectives in current actions against South Korea; ChiCom
construction of hydrofoil gun boats and torpedo boats; Soviet capability
to develop small manned space stations; Soviet construction of new SA-3
sites; and possible effect of France's cancellation of the 1969 nuclear
test series.

(R. , Fla.), who advised that due to a conflict in the Congressman's
schedule, it would be necessary for him to cancel on the breakfast

advised that I would call her as soon as we were able to set a date for
another briefing.
25X1 15. JGO) Met with Mr. James Wilson, House Science
and Astronautics Committee staff, and briefed him on Soviet ability
to establish small manned space stations and the 20 January failure of
the SL-12 inflight by the Soviets. In conversation, Mr. Wilson noted
that although Chairman Teague has not set final dates for hearing
by the Manned Space Flight Subcommittee, any request for possible
Agency briefings would not come before early March.

Representative R. Lawrence Coughlin (R., Pa.), called to advise that
with regrets the Congressman would not be able to attend our 4 February
breakfast briefing because of a conflict with the scheduled meeting of the

another briefing and she asked that we contact her when the date is firmed
up since she knows the Congressman would be interested in attending.

and they said to plan on Mr. Mann attending the

b. Representative John Wold (R., Wyo.) said he would be very
pleased to attend the breakfast briefing and use our transportation. I was
able to satisfactorily respond to his questions concerning the Agency
budget and appropriation procedures and he acknowledged that these
matters of necessity are highly sensitive and that specific information
should be restricted to those who had a need to know. Mr. Wold has no
particular problems with the Agency and recognizes that we are a
constant subject for much speculation which is probably untrue. He is
friendly and easy to deal with and said we could call upon him if we ever
had a need. I pointed out that it had just come to our attention that there
might be a conflict between our briefing and a meeting of the Freshmen
Republican 91st Club and that we intended to hold at least one other
breakfast briefing for new members.
Douglas Baldwin, formerly press secretary for Senator Hansen
and Special Assistant to Representative William Harrison, is the
Congressman's Administrative Assistant. He is friendly to the Agency.
c. Representative G. William Whitehurst (R., Va.) - is already
committed to the 91st Club breakfast on the same date. We were invited to
get in touch when we held our next breakfast briefing.
d. Representative W. C. Daniel (D., Va.) - the time was blocked
on his calendar and they will let us know.
e. Representative Robert H. Mollohan (D., W.Va.) was quite strong
in expressing his feelings that his time is too valuable to be expended in
this fashion, but then at the same time volunteered that he was a loyal and
strong supporter of the Agency and thanked me for dropping by to see him.

Representative Lowell P. Weicker, Jr. (R., Conn.), president of the
Freshmen Republican 91st Club, concerning the conflict between the Club's
first scheduled meeting and the CIA's breakfast briefing of 4 February.
He asked if we could reschedule our briefing and offered to use his good
offices for this purpose. I explained that we had just learned of the conflict
and that in view of the acceptances we were committed to hold our breakfast
briefing as scheduled, but that we would have another similar briefing
some time after the Lincoln Day Recess and we would coordinate the date
with him to assure there is no conflict with the scheduled activities of the
91st Club. He said he would pass this information on to the members of
the 91st Club who have already accepted our invitation. He indicated that
the Club's only other commitment following the 4 February briefing by
Frank Shakespeare, Director-designate of USIA, is a briefing by Secretary
of the Army Stanley L. Resor on 20 February. He seemed to fully appreciate
our interest in keeping these briefings on a bipartisan basis if at all possible.

1. I JGO) Met with Mr. J.R. Blandford, Chief
Counsel, House Armed Services Committee, and reviewed with him the
proposed letter to the Administrator, Social Security Administration,
concerning transfer of employment credits under the social security
law. Mr. Blandford foresees no problems but requested that I brief
Mr. Frank Slatinshek on this matter and such other Agency personnel
matters as are appropriate at the moment. As for further follow-up
legislation concerning possible amendment to the Central Intelligence
Agency Act to assign transfer of credit charges to individual accounts,
Mr. Blandford could foresee no real problem in joining with other retire-
ment systems in a single legislative package through the Post Office and
Civil Service Committee.
I briefed Mr. Blandford on the following items: (a) Soviet
difficulties with the SL-12; (b) possible increases in Soviet military aid
to Cuba; (c) the absence of Kosygin from the Moscow celebration for the
Soyuz cosmonauts; (d) possible additional Arab terrorist attacks on
El Al aircraft; and (e) continued increase in tensions in Czechoslovakia.
2. - JGO) Met with Mr. Frank Slatinshek, Counsel,
House Armed Services Committee, and reviewed with him the highlights
of the CIA retirement system and the Agency response to the Social
Security Administration concerning their report to Ways and Means Com-
mittee on transfer of employee credits to social security where no retire-
ment benefits are payable for civil service employment. In summary, it
was requested that since Agency considerations, Agency retirement
systems, and Agency personnel practices are new to Mr. Slatinshek, he
would appreciate a detailed briefing on the Agency retirement systems
and such other matters of personnel policy as are appropriate at the mo-
ment. Further meetings will be scheduled with Mr. Slatinshek on these
subjects.
3. CEA) Representatives Ed Foreman
(R. , N. Mex.) and William Clay (D. , Mo.) accepted invitations for break-
fast at the Agency on 4 February. I blocked the time with Representatives
Patrick Caffery (D., La.), Lawrence Hogan (R., Md.) and J. Glenn Beall
(R., Md.) and will confirm within the next week.

25X1 4. JGO) Received a call from Mr. Art Kuhl, Senate
Foreign Relations Committee staff, as a partial followup to Senator
Symington's letter to the DCI concerning the Senator's trip over the
Lincoln week recess. Mr. Kuhl requested advice concerning the security
clearances of Major General John Murphy, Mr. David Calhoun, Jr. , and
himself in order to avoid any possible embarrassment with regard to the
briefing sessions with Agency representatives at each of their stops
during the trip. He noted that necessary arrangements will have to be
made in the event that any of these three individuals do not have appro-
priate security clearances. I thanked him for the call and advised that
I would be back in touch the first of the week.

tive Assistant to Representative William Bray, and returned to him the
Congressman's latest draft of his paper on New Left attacks on the CIA.
Only minor editorial comments were provided.
Mr. Merkle passed on, for our information, a copy of the
January 23 letter of a Member of Congress being circulated to members
of the House of Representatives soliciting co-sponsorship of a bill to
establish a Department of Peace. This bill, which was orginally sub-
mitted to the 90th Congress, will be reintroduced on 6 February. As
of January 21, 1969, this bill has 43 co-sponsors in the House. A confer-
ence of sponsors, both House and Senate, to revise the legislation and
coordinate plans for legislative enactment is scheduled for January 29.

Representative Frank Stubblefield (D. , Ky. ), in response to her call and
advised that a preliminary check did not reveal any Agency association

this is a case involving a father who has lost communication with his son.
Although not identified specifically, the father indicates that he had
received forms from the CIA some years ago which indicated that his
son was employed by us. Mrs. Prine indicated that Representative
Stubblefield would appreciate such archives checks as possible to ascer-
tain whether had ever been associated with the Agency.

prospective new member of the Agency Appropriations Subcommittee, visited
Headquarters for lunch with the Director and several senior officers and

25X1 8. - GLC) Advised Bill Woodruff, on the staff of the
Senate Appropriations Committee, that Admiral Taylor would, of course, be
happy to pay a courtesy call on Senator Russell and would also be glad to talk
with him about the Pueblo on the basis of his own knowledge. Woodruff thanked
me and. asked that we do nothing further on this until we hear from him.
With respect to his question about the most convenient time for the
Director for a briefing of the full Committee, I indicated that, as he knew,
the Director was extremely busy and would prefer to see such a briefing
scheduled in the latter part of February or early March. I added, however,
that the Director wanted to be fully responsive to Senator Russell's desires
in this regard. Woodruff said he would see what he could do on this.
25X1 9. I I- GLC) Charles Campbell, Legislative Assistant
to Senator Richard Russell (D. , Ga. ), called and asked if we could advise
him whether the North Koreans "figure territory by base line or by contour."
I told Campbell I would check on this and would be back in touch with him
on Monday.
25X1 10. GLC) In connection with his visit to the Agency next
Wednesday for unc and a briefing, Jim Gehrig said he was still considering
bringing William Parker and Craig Voorhees, of the Senate Space Committee
staff, if we had no objections. I told Gehrig that we had not briefed Parker
25X1A and Voorhees before, althou h, they had received some special clearances
for briefings I added we would be happy to have both
Parker and Voorhees included, if he wished to bring them along, indicating
that I knew this created some problems from the standpoint of the Committee
staff, Gehrig acknowledged this was a problem and said he wanted to take
this up with Chairman Anderson. He said he would let me know further about
this on Monday.

with the 4 February 1969 breakfast briefing for freshmen representatives.
a. Representative Mario Biaggi (D., N. Y.) - Mrs. Soloman said
she was sure he would be delighted to attend. He has been assigned to the
Science and Astronautics and Merchant Marine and Fisheries Committees.
Mrs. Soloman was obviously proud of her Member who is known as the
most decorated police officer in the country.
b. Representative John N. Happy Camp (R., Okla.) - Sharon Berg,
his appointment secretary, blocked the time on his calendar and said they
will confirm on Tuesday.
c. Representative Shirley Chisholm (D., N. Y.) - probably will not
be able to attend but will let us know this Tuesday.
d. Representative R. Lawrence Coughlin (R., Pa.) - his calendar
was blocked and they will let us know early next week.
e. Representative Hamilton Fish, Jr. (R., N. Y.) - Mrs. Eli said
she would let us know early next week. Her husband, Robert Eli (a patent
attorney), buttonholed me about an information system he is working on and
I suggested that when he had it worked out to give us a call and we would see
if we could arrange a meeting to determine our interest.
f. Representative Joseph M. Gaydos (D., Pa.) - the time was blocked
on his calendar and we will be advised early next week.
g. Representative James F. Hastings (R., N. Y.) - Mary Nichols
said she was sure he would want to attend if he can reschedule a 9 a. m.
dental appointment. She will let us know.
h. Representative Edwin I. Koch (D., N. Y.) - the time was blocked
on his calendar and Mr. Jarvis will let us know early next week.
i. Representative Martin B. McKneally (R., N. Y.) - Mrs. Mathisen
later called to confirm that he would be very delighted to attend the briefing
and will use our transportation.

a. Representative Wilmer Mizell (R., N. C.) - was advised he will
attend the briefing unless we are notified otherwise. He will use our
transportation.
b. Representative L. Richardson Preyer (D., N. C.) said he would
be delighted to attend and will use our transportation. He was very compli-
mentary of the Director, mentioning that they had mutual acquaintances, and
of the legislative liaison function. His Executive Assistant, Tom Lambeth,
appeared to be favorably disposed to the Agency.
c. Representative Earl B. Ruth (R., N.C.) said he would be delighted
to attend and will use our transportation. His personal secretary, Miss
O'Neal, volunteered that we were her favorite agency.
d. Representative Louis Stokes (D., Ohio) - his Administrative
Assistant, Mr. Tidmar, felt that Mr. Stokes would want to attend the
briefing and blocked the time on his calendar. Mr. Stokes will use our
transportation and we will be advised if he cannot attend. He has been
assigned to the HCUA and Education and Labor Committees. Tidrnar
believed that the Agency was involved in internal security and seemed to
appreciate learning of our true functions.
e. Representative Gus Yatron (D., Pa.) said he would be pleased to
attend and will use our transportation.
13. - LLM) Chief, Printing Services
Division O/ L, reported a was eing advised of the outcome
of his conversation with Paul Beach, Assistant Staff Director, Joint Committee
on Printing, that the Committee intended to include the Agency's printing
facility in its survey of Government printing facilities to determine what
printing can be contracted to commercial sources. Further action will be
deferred pending advice

14. JSW) At the request of Kenneth Sprankle, Staff
Director, House Committee on Appropriations, and after coordination with
Mr. Maury, I met with Mr. Sprankle and Bob Michaels. Sprankle stated.,
by way of background, that Representatives Riegle and Shriver, on the
Passman Foreign Operations Subcommittee,of the House Committee on
Appropriations, were taking a trip to Vietnam and other places. Carl Blake,
Riegle's staff man, apparently raised a question with Frank Merrill, Sub-
committee Staff Assistant, whether funds could be allotted by the Sub-
committee for Blake to travel with Riegle and Shriver. Merrill, in accordance
with full Committee policies, stated that the Chairman did not approve this
type of Committee practice. Sprankle then stated Blake asked Merrill if it
would be acceptable if he (Blake) went off the Congressman's payroll ostensibly
for the period of the trip and entered into a consulting arrangement with CIA
which would pay for the trip. Sprankle said this was mentioned in such a way
25X1 A to give the impression that this was a practice of the Agency. Sprankle then
advised that the reason he called Iwas that my tenure covered
such a long period that I would remember i we ever had done this kind of
thing. I assured him we had never done this to my knowledge. I did indicate
25X1A that I knew we had briefed Mr. Riegle, at his request, last week on certain
aspects of the pacification program but did not know if this particular topic
was raised in any way.
Subsequently, after checking the facts, I advised Sprankle that
25X1A Mr. Riegle had been briefed and Carl Blake had been present on 16 January.
Subsequently, Mr. Riegle had telephoned in OLC on 21 January
inquiring if the Agency could engage Blake under some sort of contract to
cover the cost of the trip. I responded that he did not think the
Agency could do this, but he would check and advise. I informed Sprankle
25X1A that talked to Mr. Riegle on Thursday, 23 January, stating that
the Agency could not fulfill this type of request. Sprankle said he felt that
this closed the circle in terms of information. Obviously he is going to
discuss this with Mr. Mahon and Mr. Bow since he previously indicated
both had been greatly disturbed by Blake's request.

Frank McNamara, Staff Director, HCUA, concerning a possible amend-
ment to the Internal Security Act of 1950 dealing with the unauthorized
25X1A disclosure of information. McNamara was most receptive to the suggestion
and saw no problems in handling it without involving the Agency. McNamara
thought it would be a good idea if we were to talk to J. Sourwine, Senate
Internal Security Subcommittee staff, concerning the amendment once it
has been introduced on the House side. McNamara also suggested that we
talk to Walter Yeagley at the Department of Justice before the amendment
is considered by the Committee.
25X1 6. - LLM) Spoke with Ed Braswell, Senate Armed
Services Committee staff, concerning the transfer of credit and minimum
guarantee proposals being reported by the Social Security Administration to
House Ways and Means and Senate Finance Committees. Mr. Braswell saw
no problem in including the CIA retirement system along with the civil service
and foreign service systems in these proposals. He thanked us for being in
touch on this.
25X1 7. JGO) Met with Mr. Robert Michaels, House Appro-
priations Committee staff, who advised that representatives of Mr. Warnke's
office had met with him on the 8th of January and cleared the final transfer

were completed and agreement reached by the Defense Minister and Depart-
ment of Defense representatives during the week of January 17. I thanked

Vietnam and the monthly rate of returnees during the last several years. Mr.
Michaels had no particular question. I also briefed Mr. Michaels on the
following items: (a) Soviet difficulties with the SL-12; (b) possible increases
in Soviet military aid to Cuba; (c) the absence of Kosygin from the Moscow
celebration for the Soyuz cosmonauts; and (d) possible additional Arab terror-
ist attacks on El Al aircraft.

tions with me yesterday and Friday but noted that since it was purely
a personal vacation and "getaway" trip for Representative Bray and
his wife, that Mr. Bray may have felt that we did not want to be bothered

Headquarters on 18 December 1968. The briefing was an overview of the
current situation in the Far East with some emphasis on the Philippines,
Korea, Vietnam, Laos, and was well received by both Mr. Woodruff
and Mr. Michaels. I coverage of material of particular inter-
est to both Messrs. Michaels and Woodruff on the various countries left
very few questions for discussion at the conclusion of the 50 minute briefing.
Mr. Michaels noted, in passing, after the meeting that he does
not at this time foresee the requirement by the Chairman for meeting with
the Director before the first of the month.

Senate Appropriations Committee, regarding the extent of Senator Russell's
interest in talking with the Director about the Pueblo. Woodruff said that
the Senator had not given him any indication that he wanted anything from
the Director at this time. However, it is Woodruff's assumption that, at
some time in the future, the Chairman will want to talk with the Director
about this and the project involved in our withdrawal from reserve letter of
23 December 1968. (See Memorandum for the Record for details. )
I gave to Woodruff an FBIS item containing a Pravda commentary on
Senator Russell's referrence to Adam and Eve in a nuclear holocaust in the
secret Senate debate on the Sentinel program. This is the second such
Moscow press item that we have given to Woodruff on this.
I mentioned to Woodruff I a
candidate for the Arthur Fleming Award. I called particular attention to
the fact that family are long time residents of the state
of Georgia. Woodruff appreciated my calling this to..his action.

draft of a paper on attacks of the New Left on CIA. Mr. Bray reiterated
that he accepts complete responsibility upon publication for any statements
made in the paper but desires to avoid at least those pitfalls that would be

10. 0- GLC) I met with Mr.
Bill Woodruff, of the Senate Appropriations Committee staff. Arrangements
were made to provide Woodruff and Michaels with a briefing
tomorrow at 2:30 p.m. in Michaels' office. This is a follow-up to Woodruff's
and Michaels' meeting at the Agency in December on the budget.
The subject of the Pueblo came up in the course of our conversation.
Woodruff said that Senator Russell was obviously very interested in this and
would want to talk with the Director, at some time in the future, regarding
the role of the DCI in such matters. We advised Woodruff that the Director
was considering writing to Senator Russell inviting him to a luncheon at the
Agency and suggested this might be an appropriate time for the Director and
Senator Russell to discuss the Pueblo. Woodruff said he thought this was a
good suggestion and certainly worth trying.
I advised Woodruff that our Director of Personnel was still reviewing
the application which had been referred to us by Woodruff. I
told him that initial reaction was that, although
obviously well qualified for the work he was doing for Senator Hayden, his
background and experience had little to offer the Agency. In the absence of any
other considerations, we could only consider him for some type of adminis-
trative position at a level no higher than grade 12. Woodruff said this was
precisely what he wanted to know but it was agreed I would be in touch with
him again when I had had an opportunity to review the case further.
11. 1 - GLC) Met with Ed Braswell, who has been
officially appointed to the position of Chief of Staff of the Senate Armed Services
Committee, and Charles Kirbow, of the Committee staff, with regard to
Committee action on the appointment of to the rank of Vice 25X1
Admiral on the retired list. They expect the Committee to act on Admiral
ppointment and others at a Committee meeting this coming Thursday.
If the Committee does approve the nomination on Thursday, it will probably
go to the Senate floor for action on Friday.
Mr. Kirbow informed me that he is being considered for the position
of Assistant Secretary of the Navy for Procurement. He also informed me
that Mr. Frank Sanders, of the House Appropriations Committee staff, is
also under consideration for that position.

H. R. 591, a bill submitted by Mr. Ryan of New York to amend the Central
Intelligence Agency Act of 1949 to prohibit the Agency from contributing
funds to domestic organizations. This bill is similar to one presented
during the last Congress by Mr. Ryan. The request for views and recom-
mendations is one for the record.. No response will be expected by the
Committee in keeping with the format established during previous years.

Evaluation and Planning, Social Security Administration, and learned that
the Social Security Administration's proposed report to the Senate Finance
and House Ways and Means Committees would be transmitted either today
or over the weekend. I was informed that although in constant contact with
the Civil Service Commission and State Department, the Social Security
Administration had not yet received written comments but that such replies
were expected.
10. LC) Dropped by to see Bill Woodruff to get his
impression of Senator Stephen Young's (D. , Ohio) attack on the floor of the
Senate earlier today on the Agency and the Director regarding the Pueblo.
Woodruff said there were very few members on the floor at the time and,
although Young's charges were extremely pointed, he thought it best not to
dignify them by having any of our Subcommittee members speak on the
subject.
25X1 11. GLC) Talked with C. B. Morrison, on the staff
of Senator Allen , en er (D., La. ), and suggested that Senator Ellender
visit the Agency, if his schedule would. permit. . We could talk with
him about his recent trip to the Soviet Union and also talk with him a little
bit about the Agency. Morrison thought this was a good idea. He said he
would. take this up with the Senator and be back in touch with us in the next
few days.

and his Administrative ssistant, Carl Blake, visited Headquarters for
lunch and a briefing on Vietnam
The luncheon conversation covered the general political and military
situation, the feasibility of U. S. withdrawal and the prospects in the months
ahead. Mr. Carver briefed the group in his office on the Hamlet Evaluation
System particuarly emphasizing its limitations. Representative Riegle offered
a number of questions and comments reflecting keen interest in the subjects
discussed and in conclusion said he found the briefing very useful, noting that
many of Mr. Carver's points coincided with his own conclusions based on
his independent study. Since time did not permit the completion of Carver's
presentation, Representative Riegle said he wished to return to the Agency
for a follow-up within the next few days and will call us to set a date.
25X1 2, JMM) Called Jay Sourwine, Senate Internal Security
Subcommittee staff, and informed him., in response to his earlier question
(see Journal of 15 January), that the Agency was in no way involved in the State
25X1A Department action reinstating the security clearance I
thanked Sourwine for his courtesy in touching base with us on the matter, and
he said he. merely wanted to be sure that any action the Subcommittee might
take on the case would not cause the Agency any problems. I said it was my
25X1A understanding that a number of years ago when the case was active there had
been
25X1A but so far as the current phase of the matter was concerned
all we knew was what we read in the papers. Sourwine said he understood our
position and very much doubted the details of the earlier episodes in the case
would be dug into in detail, and in any event nothing would be brought out which
had not already appeared in the public purview. Sourwine volunteered the
25X1A remark that he personally had nothing agains and if he needed some
sort of security clearance for access to information on a "need-to-know basis'
in order to make a living this shouldn't cause any problem.

- GLC) Hand carried to Bill Woodruff, on the staff of
the Senate Appropriations Committee, the Intelligence Memorandum
entitled The 1969 Soviet Defense Budget. I advised Woodruff that this
was an inherently complicated subject and that there were no simple
answers. I added, however, that if he had any trouble with this to let
me know and I would be happy to go over it with him.
I told Woodruff we had been unable to schedule a meeting
] for tomorrow and it was agreed we would try to set up a new date
which would be convenient for all parties, probably next Tuesday or Wednesday.
25X1 4. I I- GLC) Picked up from Dorothy Fosdick, Staff
Director of the Subcommittee on National Security and International Operations,
some material from the Soviet Diplomatic Dictionary on the subject of Com-
munist diplomacy. Miss Fosdick has asked if we would be good enough to
translate one page of this directory for inclusion in a report by the Sub-
committee. I told her we would be happy to do so. She asked that we also
review several other pages, which she included, for other information of
interest.

25X1 6. GLC) At his request, I dropped by to see Jim Gehrig,
Staff Director; of the Senate Space Committee, and reviewed with him the
facts regarding Soyuz 4 and 5. Gehrig indicated interest in visiting the
Agency and a briefing by our people to be updated on the status of the Soviet
programs. We are working with FMSA.C to establish a convenient date
sometime during the week of 27 January.

committee on Internal Security, returned to me the publication entitled
Restless Youth which we had made available to him previously.

In response to my query, Mr. Sourwine said that Senator Eastland
has reintroduced his ominbus amendments, to.. the Internal Security Act
in exactly the same form in which his bill was introduced in the last
Congress. It is their strategy to amend the new bill in Subcommittee to
include the same amendments which were made to S. 2988 in the 90 th
Congress. This will avoid the necessity for conducting additional hearings
on the bill. (This situation could affect our plans to approach Sourwine
with a suggested amendment to the bill having to do with disclosures of
information. )
25X1 8. - JGO) Met with Mr. Darrell St. Claire,
Chief Clerk in the office of the Secretary of the Senate, and received
from him copies of the President's supplemental Budget Message and
other information relating to the proposed executive pay increase. Mr.
St. Claire was most courteous in his assistance and stated his personal

Soviet Defense Budget. This paper was developed in response to earlier
briefings provided Mr. Woodruff, Senate Appropriations Committee staff,
and Mr. Michaels. Discussed with Mr. Michaels the inherent difficulties
and complexity of the subject matter and advised that such a study must
be viewed in this light. Mr. Michaels was in complete accord and advised
that as soon as he has a chance to digest it, he will brief Chairman Mahon.

Services Committee staff, and delivered to him a DD/I blind memoran-
dum dated 15 January 1969 entitled, "Liberia, A Political and Economic
Assessment." After reviewing the paper, Mr. Norris posed the following
additional questions and requested such advice as is available on it: (a)
the economic import, if any, on foreign ship registrations; and (b) the
amount of control exercisable by the Government on ownership or activities
of vessels flying the Liberian flag and possible effects on ships flying
the Liberian flag of a takeover by a political regime hostile to the United
States.

Geological Survey which involves sensitive compartmented information.
I told Thomas that I would be glad to talk with Woodruff to alert him to
a call from Geological Survey officials.

trative Assistant to Representative David E. Satterfield (D. , Va.), concerning
the report we had received from DCS that the Congressman and his
Administrative Assistant and Legislative Assistant would be interested in
visiting the Agency. Isaacs seems to be very understanding and is a close

himself. Mr. Satterfield has a back problem and had just gone to Richmond

a. promised his enthusiastic support for the Agency's
candidate for an Arthur Fleming award;
b. expressed some lingering unhappiness over what he
considers the premature withdrawal of the Agency's recruiter
from the University of Indiana campus in the face of hostile
demonstrations, in spite of the fact that the University administration
had encouraged us to stand firm and assured us some protection;
c. volunteered that he would be glad to bring some
freshmen senators to the Agency for a breakfast and general
briefing;
d. remarked that Senator Ervin seems determined
to renew his efforts to push through his bill on the constitutional
rights of Federal employees (containing several provisions which
would be very troublesome to the Agency).
I gave Senator Bayh a quick rundown on the status of the Soyuz
4 and 5 shots and their apparent implications. He expressed interest and
said he would like to keep himself briefed on such matters in the future.
