1. James Gehrig, on the staff of the Senate
Space Committee, called to ask who he could refer someone to on the
subject of machine translation from Chinese into English. Apparently
a senator has queried Gehrig about this and he wants to provide the name
and address of the appropriate person and agency. I told him I would look

statement to the Joint Committee on Atomic Energy on ''threshold" countries
and the Non-Proliferation Treaty for his review.
I provided Woodruff with a copy of the Director's response to
Senator Strom Thurmond' s (R. , S. Car.) inquiry regarding the Agency' s
function in deliberations on the Non-Proliferation Treaty.

9. - JMM) Robert Michaels, House Appropriations
Committee staff, called to say Chairman Mahon is particularly interested in
the case of a personal friend,1 who at one time applied for
Agency employment and then did not follow through but is now interested
renewing his application. Mr. Wattles was requested to call Mr.
and arrange an appointment.
10. LLM) Miss Barbara Norris, in the office
of Representative Thomas J. Meskill (R., Conn.), called on behalf of a
student constituent at American University who wanted to find out how he
could obtain a security clearance so that he could do original research in
the files of CIA, DIA, and others in connection with an assignment at school.
I told Miss Norris that we could be of no help and cited the proscriptions
in statute and Executive Order pertaining to the release of classified
information. As backup to this response, I checked with Messrs.
Pforzheimer, Lansdale, 0 and in the office of Security, Mr. I P
to determine if there had been any precedents for the use of the exception
in E.O. 10501 pertaining to access for "historical research" and found that
there had not been.
11. JGO) Handcarried copies No. 1 and 2 of the
Director's briefing of the Wednesday, 26 February Senate Foreign Relations
Committee, to Mr. Arthur Kuhl, Chief Clerk of the Committee. Mr. Kuhl
advised that the transcripts might be available for return to the Agency late
in the afternoon. Mr. Kuhl also noted that it would be known at that time
whether the copies would be needed tomorrow, Saturday.
Met with Mrs. Mary McLaughlin, Secretary to Carl Marcy, late
in the afternoon and received copies No. I and 2 of the Director's testimony
of 26 February for return to the Agency. Should the copies be needed by the
Chairman or members for future review, the Committee will advise. All
copies of the transcript are to remain at the Agency for safekeeping due to
the classification of the material contained in the briefing. 25X1
12, I JGO) Received a call from Mr.
FE Division, who advised that the desk had received a call from the office
of Representative Ogden Reid R. , N. Y.) during the day. The desk confirmed
that Miss has been advised of her brother's death
in Vietnam and has been granted an emergency home leave. The call was
received on a telephone number that had been provided family
for contact during this emergency.

to Mr. Mel Christopher, Assistant General Counsel, Legislation,
ACDA, and later in the day provided background guidance on NSC and
SIG consideration of the NPT question for Mr. Christopher and Mr.
Fisher for their use in finalizing the A.CDA response to the Thurmond
request.

1. - JGO) Delivered to Mr. Carl Marcy and
Mr. Arthur Kuhl, Senate Foreign Relations Committee, copies
Number I and 2 of the transcript of the Director's briefing of Wednes-
day, 26 February. Arrangements were made to recover the tran-
scripts late in the afternoon and to return them to the Committee at
such time as may be desired by the Chairman.
2. - JGO) Met with Chairman L. Mendel Rivers,
who advised that he is scheduling the Director for a worldwide roundup
for Tuesday, 18 March, before the full Armed Services Committee.
The Chairman noted that he would be requesting Secretary Laird to
start the posture briefings on Tuesday, 25 March, and wanted the
Director beforehand. Rivers requested that the necessary details
be worked out with Mr. Blandford and expressed the hope that this
time would be an acceptable one for Mr. I4elms.
The date was later confirmed with Mr. Blandford.

Global Safety. I informed Miss Lazutin that the Agency has no jurisdiction
over domestic organizations and that she should call the Federal Bureau
of Investigation.

1.1 - LLM) Met with Representative Edwin
Eshleman (R., Pa.) concerning his letter to the Director requesting that
the Agency recruit on the campus prior to 3 March
rather than on 6 March, the previously sc e e date. I told him that
Placement Director at the college, told us that
had a full recruitment schedule and we could
not come at an earlier date unless there was a cancellation. I
confirmed our understanding that the school presently was reviewing a
possible change in their placement policy. He was quite sure that the policy
would be changed and that we, along with a number of Federal agencies,
would no longer be invited to recruit on campus. He explained that the
president was backing down in the face of the SDS chapter which was
threatening violent protests against on campus recruitment by the Agency
and others. He said he had no intent of getting the Agency in a corner,
but that he was trying to apply psychological pressure on the president to
stand fast against the SDS demands and in this connection said he had written
a similar letter to the Navy. He seemed to fully appreciate the Agency's
position, recognizing that the issue was one for the school to resolve.
2. LLM) Mr. Scott Cohen, in the office of
Senator Charles H. Percy (R., Ill.), called explaining that he was reviewing
the makeup of the National Security Council and was "shocked" to learn that
the Director was not a member and wanted to confirm this. I pointed out
the difference between being a statutory member and being present at
National Security Council meetings, the difference between the Director's
statutory functions and the policy responsibilities of the statutory members
of NSC which seemed to abate his "shock."

9 I- JGO) Met with Mr. Robert Michaels,
House Appropriations Committee staff, who advised that Mr. Lipscomb
has returned to the city but from present indications, it might be some
time before Chairman Mahon will call another meeting of the Subcommit-
tee. He also indicated that there is no indication of when the Committee
might get under way on the military bills.
Discussed briefly with Mr. Michaels the fact of staff considera-
tion and preliminary review of possible employee investment programs
to supplement present retirement programs. Mr. Michaels' reaction
was favorable. He noted that he had raised the question of the possible
use of such supplements at the time the Agency retirement program
was under active legislative consideration. He requested that he be
kept up-to-date on the results of our investigations.
10 . I I- JGO) Met with Mr. William Irvine,
Counsel, House Post Office and Civil Service Committee, who advised
that following the Chairman's announcement of yesterday of the
Democratic lineup in the Post Office Subcommittees, that Mr. Corbett,
the ranking minority member, has established a suggested list of
assignments which is in circulation among the Republican members.
It is expected that final assignments will be made in a meeting presently
scheduled for Monday. Mr. Irvine also noted that it would be some time
before any formal Committee actions are to be taken due to the absence
of members from the city during the coming week.
11' JGO) Talked to Mr. Walter Pincus,
formerly o the Washington Post, who is returning to Senate Foreign
Relations Committee, to assist Senator Symington as a consultant on
the Ad Hoc Foreign Relations Subcommittee on United States Security
Agreements and Commitments Abroad.
I talked separately with Mr. Roland Paul, who served in DOD
General Counsel for a short period under John MacNaughton, and was
most recently with the Cravath firm in New York. Mr. Paul was
introduced at his suggestion by another Foreign Relations Committee
staffer and noted in acknowledging introductions that he probably would
be seeing some of our people in his new staff position as Counsel to
the Symington Ad Hoc Subcommittee.

12. - JMM) Called Miss Peggy Rapking, Personal
Secretary to Senator Howard Baker (the Senator was unavailable), but she
said he would not be available for dinner at the Agency on 4 or 10 March but
might be available on 6 March. I gave her our suggestions for other senators
who might be included. She promised to call back.
13. - JMM) Carl Duckett and I met with Senator Henry M.
Jackson and Miss Dorothy Fosdick, of the Subcommittee on National Security
and International Operations staff. The Senator requested a briefing for
3:00 P. M. Thursday, 27 February, on the Soviet leadership situation (rivalries,
policy differences, stability, issues of contention, etc. ), and how this might
effect Soviet foreign policy and defense programs (strategic weapons, Middle
East, Europe, Vietnam, arms limitations, willingness to take risks, etc. ). 25X1
It was later arranged that Mr. Duckett and would provide the
briefing.
During our visit, Senator Jackson called Senator John L. McClellan
and confirmed plans for them to join the Director and staff for breakfast on
Saturday, 1 March, at 8:00 A. M.. I will pick them up and bring them to the
Agency.

Russell and, in his absence, informed Mr. Proctor Jones, of his staff, that
an applicant of interest to the Senator, had been accepted and
was entering on duty as a GS-13 on 27 February.

who briefed Senators Clinton Anderson and Margaret Chase Smith, of the Senate
Aeronautical and Space Sciences Committee, on Soviet and ChiCom space and
missile developments. Senator Smith said she much regretted leaving our Sub-
committee but would continue to attend meetings when possible. She explained
that she had done so only to facilitate various changes in Subcommittee member-
ship and "to set an example" which she hoped some other senators would follow
in relinquishing some subcommittee assignments (unspecified). Messrs. Gehrig
and Farmer, of the Subcommittee staff were present at the briefing.

were sending by courier to the Senator the unclassified information he
requested at the briefing of the CIA Subcommittees on the subject of

emphasized that the material would be Top Secret and per previous practice
we would retain control of the transcript, to which Mr. Marcy agreed. Mr.
Marcy assured me that staff members present, probably himself, Arthur
Kuhl, Pat Holt and Norvill Jones, all had Top Secret clearance from DOD.
11. JMM) Called Senator Henry M. Jackson regarding
his visit to te Agency Saturday, 1 March. He said Senator McClellan would
like to come fairly early in order to be able to return to his office by noon
and Jackson suggested they arrive here about 8:30. I said in this case they
might like to come for breakfast. Jackson will check with McClellan and
let us know.
Senator Jackson said he would be on "Meet the Press" Sunday and
sometime before this would like to talk to the Director or me about the ABM
situation. He will call us to fix a date.

advised that the Chairman has called a meeting of the full Committee
for Wednesday, 26 February, to determine the composition of the
Special Subcommittee of Armed Services. It was also learned, sepa-
rately, that the Special Subcommittee to conduct hearings on the Pueblo
would be meeting during the day. No public announcement has been

5. I I- JGO) Received a call from Mr. Albert
Christopher, Assistant General Counsel for Legislation, ACDA, con-
cerning coordination of the response to the Thurmond NPT letter of
17 February. He noted in part that the Armed Services Committee is
holding hearings related to NPT starting Thursday with DOD witnesses
and with ACDA following on Friday or next week. He requested guidance
on possible references to CIA participation on senior committees. I
thanked Mr. Christopher for the call and told him I would be back in
touch during the day tomorrow.
6. JGO) In response to a request directed
to the office of Representative John C. Culver, delivered copies of
certain Executive Orders relating to the President's Foreign Intelligence
Advisory Board and the Agency professional brochure for his use in
responding tol Iowa. STATOTHR
7.1 1 J MM) After checking with the Director, I called
Carl Marcy, Chief of Staff, Senate Foreign Relations Committee, and said
the Director would be available to appear before the full Committee on
Wednesday, 26 February. Mr. Marcy said that the hearing would begin at
10:00 A. M. and would probably run until about 12:30; would be held in the
Committee hearing room (5116 in the Capitol); and would be in executive
session. Marcy said the Committee would be particularly interested in
anything dealing with Soviet and ChiCom strategic weapons and especially
the Soviet ABM program. I told him I would appreciate any further guidance
he might offer in the next day or two to ensure the Director's presentation
was as responsive as possible to the interests of the Committee, which he
said he would do.
8. II JMM) Mr. Houston and I spent an hour and a quarter
with Senator Sam J. Ervin and Mr. Rufus Edmisten, Counsel of the Subcom-
mittee on Constitutional Rights, and Miss Marcia MacNaughton, Professional
Staff Member, pointing out the problems which the present version of the
Ervin bill (S. 782) would pose for us. Senator Ervin appeared unimpressed.

9. II GLC) Met with William Woodruff, on the staff
of the Senate Appropriations Committee, and advised him that following
the Director's briefing of the combined CIA Subcommittees on Friday,
Carl Marcy, Chief of Staff, Senate Foreign Relations Committee, called
on behalf of Senator J. W. Fulbright (D. , Ark.) and asked that the Director
brief the Senate Foreign Relations Committee on the subjects covered at
the CIA Subcommittees' briefing. I told Woodruff that the Director would
cover the same material eliminating some of the more sensitive and
sophisticated information and visual aids. Woodruff was not happy at
this prospect but thought the Director had no choice but to respond to
Senator Fulbright's request. He added that he was sure that the Director
would be quizzed extensively on the A.BM issue.
I advised Woodruff that the Agency was looking into the
feasibility of establishing within the Agency a variable annuity investment
plan similar to that established by the TVA. I emphasized to Woodruff
that this was in the investigatory stage and that should we seriously
consider such a plan it would be fully discussed with our Subcommittees
in advance. Woodruff appreciated my advising him of this and expressed
no objection.
Mr. Woodruff informed me that Senator Richard B. Russell
(D. , Ga.) had been quite impressed with a book of unclassified page-size
maps which we had provided Woodruff some months ago and Woodruff asked
if additional copies could be made for Senators Russell and Young and Ed
Braswell, of the Senate Armed Services Committee staff. The Map Library
is working on this. .
Woodruff was aware of the fact that the Director had briefed the Joint
Committee on Atomic Energy on threshold countries and the Non-Proliferation
Treaty and asked if the text of the Director's statement to the JCAE could
be made available for his study. He would also like to review the text of
the Director's briefing statement to the combined CIA. Subcommittees last
week. He said he would like to do this this Friday.

subject of the Non-Proliferation Treaty (particularly the possibility of detecting
Soviet cheating), I suggested to James Gehrig, of the Senate Space Committee
staff, that he contact Mr. Mel Christopher, Legislative Officer for the
Arms Control Disarmament Agency. (Mr. Duckett had previously discussed
this with Dr. Scoville of ACDA. )

impressed with the Director's testimony and would like the Director to appear
before an executive session of the full Senate Foreign Relations Committee on
Wednesday (26 February) or Thursday (27 February). I told Mr. Marcy I
would call him back Monday (24 February).

1. I I GLC) Accompanied I I OPPB, to a
meeting with William Woodruff, on the staff of the Senate Appropriations
Committee. The purpose of this meeting was to provide Woodruff with a
breakdown of detail which he requested in connection with withdrawal
from the reserves having to do with ietnam and Laos. Mr. Woodruff
said that the information provided by ave him everything he
needed for his discussions with Senator usse on this subject. Woodruff
mentioned again, however, that in any subsequent withdrawal from the
reserve he would need fairly detailed backup material so that he could
adequately discuss the subject with the Senator.
2. - GLC) Provided Dorothy Fosdick, on the staff of
the Subcommittee on National Security and International Operations, an
FBIS item which she had requested containing the Peking statement cancel-
ing Sino-U. S. meetings in Warsaw.

3. I I- GLC) Had lunch with Charles Johnson, Chief
Counsel, House Committee on Post Office and Civil Service, who mentioned
that at a full meeting of the Committee this morning rules for the organization
and operation of this Committee for this Congress were agreed upon with a
minimum of controversy.
4. - GLC) Met with Proctor Jones, Staff Assistant to
Senator Richard B. Russell (D. , Ga. ), and discussed with him the letter
which Mrs. I had written to the Senator regarding
her application for A enc employment. It was agreed we would write
directly to Mrs. I I returning her application to her and that we
would send a copy of this letter along with a covering letter to Senator
Russell. Jones said he had no problem with this case and said this would
be fine.

was a good session. He felt the Director's coverage of material for the
Committee was thorough.

Chief Counsel, House Armed Services Committee, and briefed him con-
cerning the Soviet's Komar Class patrol boats furnished North Korea
and the visit of Soviet naval vessels to Guinea and Nigeria.

STATOTHR draft board, a letter requesting that~ot be drafted until the Agency
completed its security processing. I informed Mrs. Heinzel that it was
not the policy of the Agency to request draft deferments unless the employ-
ment of the individual was vital to the success of our mission, but offered

Mr. Braswell also advised me of the caucus of the Republican
Committee members and the position taken by Senator Margaret Chase
Smith (R. , Maine) which resulted in her withdrawal from membership of
all Subcommittees in the interest of permitting some of the newer Republican
members to serve in more senior positions on these Subcommittees. It
would appear, however, that as a practical matter, Senator Smith will be
invited to all Subcommittee meetings and for all intents arnd>pu,rposes can be
considered an "ex-officio" member of every Subcommittee..
12. - GLC) At his request, I met with James Gehrig,
Chief Counsel, Senate Space Committee, who said he had been queried
by Senator Len B. Jordan (R. , Idaho) on some of the details involved in the
nuclear Non-Proliferation Treaty. Senator Jordan is apparently interested
in knowing how any cheating by the Soviets can be detected under the terms
of this treaty. Gehrig seemed rather confused. by this and tended to jumble
the Test Ban Treaty with the Non-Proliferation Treaty in this regard. Gehrig
wanted my advice as to who would be in the best position to discuss this with
Senator Jordan. I told Gehrig my offhand reaction was that the State Depart-
ment or ACDA could be responsive in this field but that I would check on it
and be in touch with him.

13. GLC) Hand carried to James Knowles, Director
of Research, Joint conomic Committee, the Director's response to a letter
from Representative Hale Boggs (D. , La.), Chairman of the Subcommittee
on Foreign Economic Policy of the Joint Economic Committee. I reviewed
with Knowles the ground rules in our participation in joint committee studies,
i. e. , that individual papers would be identified with the author's name but
that there would be no direct connection with the author and his department
or agency. The study will contain a general statement in its foreword
expressing appreciation to the various agencies who contributed to the
document.
14.1 --~ GLC) Dropped by the office of Senator Peter Dominick
(R. , Colo.) and chatted with his Administrative Assistant, Charles Kendrick.
I told Kendrick that we were pleased to hear that Senator Dominick had been
appointed ranking minority member of the CIA. Subcommittee of the Senate
Armed Services Committee and expressed regret that the Senator would be
unable to attend the Director's briefing tomorrow. Kendrick explained that
the Senator was in the hospital undergoing examinations for a condition which
troubled him during the Lincoln day recess. I told Kendrick that we would
be glad to see the Senator at his convenience to give him background briefings
and to cover the thrust of the Director's statement to the Committees tomorrow.
Mr. Kendrick mentioned that a Mr. I of Denver, has been
in touch with him recently inaneffort to get some of the Government's trans-
lations business. Kendrick asked if he would check to see if we had ever
dealt with and whether there was any possibility of his getting some
of the Agency s unclassified translation work. I told Kendrick I would look
into this and be back in touch with him.
15. 1 1 GLC) Hand carried to the Joint Committee on Atomic
Energy twenty copies of the supplement to the Director's prepared statement
to be given to the Joint Committee this morning. Following the briefing I
returned to the Agency nineteen copies of the prepared statement and supplement.
The one copy held by the Committee will be used for the purpose of preparing
the transcript.

staff, called to say the Senator would meet Mr. Houston and me at 3:00 P. M. on
Monday, 24 February in room 337 Old Senate Office Building. At Woodard's
request I sent him today a copy of the memo on "Legal Effects of S. 1035"
prepared by OGC.
17. i - JMM) Miss Mauk, called from Spokane, Washington,
on behalf ot Representative Thomas S. Foley (D. , Wash.), to inquire whether
"the Killian Committee was still functioning. " I said that the Committee was
still functioning although there had been various changes in its membership
over the years. She asked whether it still met every six weeks. I said I was
not sure of the frequency of meetings but knew it met regularly.

- GLC) Accompanied Mr. Bruce Clarke and Mr.
committee staff. This was a continuation of our briefing of the Soviet
and Chinese threat. Messrs. Kendall, Harper, Shaw, and Gilleas were
present from the Subcommittee staff. Mr. Clarke covered Soviet ABM
systems and air defenses and Chinese Communist advanced weapons. At
the conclusion of the briefing Mr. Kendall indicated that he would like
the Preparedness staff to be briefed on the topics originally scheduled for
the Director's briefing of the full Armed Services Committee. I told Kendall
I would check on this and be back in touch with him.(I would propose that
following the Director's briefing of the combined CIA Subcommittees on
Friday, we would, brief the Preparedness staff with the same text used by
the Director. )
2. II - GLC) Met with William Woodruff, on the staff of
the Senate Appropriations Committee, and reviewed with him topics of
the Director's briefing of the combined CIA Subcommittees on Friday.
Woodruff said this should be considered as a world roundup-type briefing
but thought emphasis should be placed on the situation in the Middle East
and the Berlin problem. He said the Director should also be prepared to
discuss threshold countries, the Non-Proliferation Treaty, the Agency's
role in the Pueblo operation and the subject of missiles in Cuba.
3. II JMM) As a result of several phone conversations with
Messrs. Woodruff and Braswell, we confirmed plans for the Director's appear-
ance before a joint session of the Senate CIA Subcommittees of Armed Services
and Appropriations for 10:30 a. m. on Friday, 21 February. Braswell mentioned
that representatives of the Senate Foreign Relations Committee might be
invited to attend, but he was not sure who these might be. Braswell indicated
Soviet and ChiCom offensive and defensive strategic weapons and the Middle
East situations should be covered, and there would probably also be consider-
able interest in any matters bearing on the current NPT controversy and the
attitude and effectiveness of our NATO allies.

4. I I- GLC) James Gehrig, on the staff of the Senate
Space Committee, asked if Carl Duckett, DD/S&T, could brief Chairman
Clinton Anderson (D., N. Mex.) and Senator Margaret Chase Smith (R., Maine)
on advances in the Soviet space program since our last briefing. I told Gehrig
I would check on this and let him know.
5. GLC) Sat in on part of Senator Stuart Symington's
(D. , Mo.) press conference on the subject of his trip to Europe and the Middle
East. Senator Symington said that he had heard nothing on his trip which would
change his basic view that the United States is over committed as a result of
the war in Vietnam coupled with its other commitments and that some priorities
would have to be established.
6. - JMM) Called Senator Henry M. Jackson to remind
him of his offer to invite Senator John McClellan for lunch with the Director
on Saturday, 1 March 1969. Senator Jackson said he would be out of town
the latter part of this week but would return Monday (24 February) and let
us know where the matter stood.
7. - LLM) Met with Mrs. Ruth H. Bamber, Executive

reasons for the recent rejection of application for employ-
25X1 ment. I explained the procedures we went through in determining that he
did not meet our overseas medical requirements and that Owas made
fully aware of the medical problem even though our all-factors rejection
letter purposely does not contain explicit reasons. She said unless we heard
from the Representative further no further response to our letter would be
necessary.

Assistant General Counsel, ACDA, and discussed with him in some length,
the various provisions of the Ervin bill. Mr. Poirier is currently doing a
review of the bill. Mr. Poirier seemed to appreciate the considerations
pointed out concerning right of counsel and court review and indicated that
their office would look closer at the appellate procedure for an independent
board review.
15. JGO) Talked to Mr. Bruce Merkle,

a 23-year-old graduate student at MIT who apparently
carries Mr. Dis presently at
MIT under some form of sponsorship It was noted 25X1

Mr. Merkle advised that Representative Bray has been appointed
senior minority member on the Pueblo Special Subcommittee, House Armed

16. LLM) Met with Kenneth Towery, Administrative
Assistant to Senator John G. Tower (R., Texas), and returned to him a
letter which had been inadvertently addressed to the Agency by their Austin
office. Mr. Towery thanked us for our consideration and said he would
check on the address they are using to forestall further misdirected mail.

4. JMM) and I met with Miss Dorothy Fosdick,
Staff Director, u committee on National Security and International Operations,
Senate Government Operations Committee, who, on behalf of Senator Henry M.
Jackson, asked us to provide within the next ten days some unclassified
material for the Senator's use in public speeches and debates in the Senate.
The Senator desires material supporting the contention that the Soviet leadership
remains committed to aggressive policies and that in any disarmament
negotiations we should insist on elaborate safeguards. The Senator wishes
us to review and update material on "The Brezhnev Doctrine" (a rationale for
the invasion of Czechoslovakia) and the reaction of the other Communist countries
thereto which we provided the Senator last fall. He would also like our
comments on an article by Robert Conquest "Czechoslovakia: The Soviet
Outlook" of which Miss Fosdick gave us the galley proofs.
I briefed Miss Fosdick on:
a. indications of the release of some of the Soviet reservists
called up during the Czech crisis;
b. probability of two early Soviet space shots;
c. Soviet leadership situation;
d. ChiCom production of MIG-19s;
e. new ChiCom air and logistic facilities in South China;
f. Middle East situation;
g. identification of new Y-Class Soviet submarine.

5. II- JMM and I lunched with Mr. Ed Braswell,
Chief of Staff of the Senate Armed Services Committee, and explained some
problems regarding the Director's scheduled appearance before the full Armed
Services Committee on 26 February in connection with NPT hearings.
Later in the day, Mr. Braswell said that he had reported our conversation
to Senator Stennis who concluded that in view of some of the points we had
mentioned, it would not be necessary for the Director to appear, and the Com-
mittee would call on other witnesses for the desired information.
I briefed Mr. Braswell on the intelligence items listed in paragraph 4
6. II- JMM) and I called on Senator Milton Young and
briefed him on the intelligence items contained in paragraph 4 above. The
Senator asked a number of questions, especially about Southeast Asia and the
Middle East. He was particularly interested in what the situation would be in
Laos and Cambodia in the event of a cease fire and U. S. withdrawal from
South Vietnam.

in connection with the Ervin bill (S. 782). I mentioned the fact that Messrs.
Hampton and Modello, of the Civil Service Commission, shared our concern,

and I would also be seeing Representative Henderson. Mr. BeLieu said he
would like to hear from us further after we talked to Senator Ervin.

a. Delivered a personal note from the Director.
b. Brought the Senator up-to-date on the status of
the Ervin bill. The Senator who had been out of town for
some time expressed surprise and concern at the number
of co-sponsors of the bill and the prospect that hearings on
the bill might be dispensed with. He says that in view of
past experience it is doubtful Senator John McClellan (D.A.rk. )
can exert much influence on Senator Ervin, and that our best
bet might be to take up the matter with Senators Russell or
Stennis. I said we were thinking of mentioning our problem
at an early hearing of our Subcommittee. Jackson said this
seemed like a good idea.
c. I recalled that the Senator had mentioned some time
ago that there was a possibility that he might bring Senator
McClellan out for lunch with the Director and commented
in view of Senator McClellan's membership on our Sub-
committee the Director would like to arrange this in the
near future. Senator Jackson said he would be quite busy
this week and would be out of town next week, but tentatively
suggested., Saturday, 1 March. He asked me to let him know
if this was acceptable to the Director in which case he would
try to line up Senator McClellan.
7.1 - JMM) Called Mrs. Frances Roberts, in the office
of 'Chairman David Henderson, of the House Subcommittee on Manpower
and Civil Service, and learned that Mr. Henderson was out of town but

15.1 GLC) Edward Braswell, Staff Director of the
Senate Armed Services Committee, called and asked if the Director could
appear before the full Committee on Thursday, 27 February, in connection
with the Committee's hearings on the military implications of the Non-
Proliferation Treaty. He said the Chairman would like the Director to
brief on the countries which might be expected to achieve a nuclear
capability within the near future. Special emphasis should be placed on
those countries which could achieve such a capability and which have not
yet signed the NPT, i. e. , India. Later, Braswell asked if the Director
might be able to appear on Wednesday, 26 February. After checking, I
advised Braswell that the Director could appear on Thursday, 27 February,
and might possibly arrange to be available on 26 February, if the Committee
preferred that date. I explained that there was a National Security Council
meeting on 26 February but the Director felt he could excuse himself from
that meeting if the Chairman wished him to brief the Committee on that date.

7. - JGO) Received a call from Miss Sue Tinajero,
Senate Foreign Re ations Committee staff, concerning an inquiry received
by the Committee staff from a Washington Evening Star writer, Bryan 25X1
Kelly, for point of contact in the Agency for possible information on the
recent 83 Cuban defectors. After checking withi I advised
Miss Tinajero that the escapes had taken place through Guantanamo and
that contact on the matter should be made with the Department of the Navy.
8. JGO) Met with Mr. E. Hugler, House
Subcommittee on Manpower and Civil Service staff, who advised that Chair-
man Henderson will be returning to the city around noon on Monday. He
also advised that Chairman Henderson will be addressing a Department of
Defense employee organization in downtown Washington on Tuesday.
Contained in the address will be some rather uncomplimentary remarks
about the Ervin bill (S. 782). I thanked Mr. Hugler for the information and
advised him we plan to meet with Mr.. Henderson early in the week.

Communist intent to launch a series of attacks throughout South Vietnam
in connection with the Tet holiday period;

GLC) Accompanied Mr. Bruce Clarke and Mr.
of OSR, to a briefing of the Senate Preparedness Sub-
committee staff on the strategic threat. Present from the Subcommittee
staff were Messrs. Kendall, Harper, and Gilleas. The briefing was
delayed because of the necessity of Kendall and Harper to meet with Senator
Stennis. Subjects covered included Soviet offensive missiles, submarines,
and bombers. It was agreed that we would meet again sometime next week
to resume the briefing covering the Soviet ABM system, fighters, and
Communist China.
14. - GLC) Hand carried to Dorothy Fosdick, on the
staff of the Senate Su committee on National Security and International
Operations, a copy of Admiral Turner Joy's book How the Communist's
Negotiate. Miss Fosdick was most grateful for our assistance, since they
had been unable to locate a copy of this book through the Library of Congress,
local. book stores, or the Macinilian Publishing Company.
Later in the day, Miss Fosdick again requested our assistance
in obtaining copies of two other books: Communist China in World Politics
by Harold C. Hinton and The First Vietnam Crisis by Melvin Gurtov.
15. II GLC) Met with William Spell, Staff Assistant to
Senator John Stennis (D. , Miss. ), and left with him unclassified basic
material on the Middle East countries as an outgrowth of our briefing of
Spell a short time ago. Spell was most grateful for this material and said
it would be extremely useful to him in working for the Senator in this area.
Talked with Spell, at some length, about our problem with the
Ervin bill (S. 782). Spell recalled the problem from last year and was
sympathetic to our situation. In this connection, he thought it might be
useful for us to allude to the problem which selective service offices are
having as a result of a provision in the Selective Service Act which permits
a draft registrant to examine his selective service file. Spell pointed out
that dissident groups are creating a real problem by utilizing this provision
in the law to harass selective service offices and have practically brought
the work of these offices to a standstill in the state of California. Spell
agreed that Senator McClellan (D. , A.rk.) might be very helpful to us in
solving our problems with this legislation.

16. ~- GLC) Met with Ed Braswell, Staff Director of the
Senate Armed Services Committee, and left with him copies of our package
on S. 782. Braswell felt that in our presentations on this bill we should
stress the unique Agency situation and the fact that the use of things such
as psychology testing and the polygraph are conditions of employment which
most applicants appreciate and readily agree to. In this connection,he pointed
In discussing the Ervin bill, Braswell asked if we had determined
just what the Administration position would be on this legislation. I told him
we had discussed the matter with Ken BeLieu, who felt he could be of little
help to us at this point in time. I told him that we were also contacting the
Civil Service Commission in this regard. Braswell thought this was a good
idea since an Administration position will have to be reached on this legislation
eventually. I also told him that the Director was planning to write Senator
Ervin a letter asking for an opportunity to be heard on this bill in executive
session. Braswell thought this was highly desirable.

1. JMM) Following earlier, conversation, I
called Mr. Thad Murray, Administrative Assistant to Senator William
Spong (D. , Va.) to say that we had no evidence that the Soviet fishing
vessels off the Virginia coast were especially equipped for, or
primarily engaged in, technical intelligence collection. I said that
presumably certain personnel on these vessels had been briefed on
intelligence "targets of opportunity," and that crews of such vessels
often include regular naval personnel, but that from present indications
this fleet was primarily engaged in fishing operations.
2. - JGO) Mr. Frank Slatinshek, Counsel, House
Armed Services Committee, visited the Agency and was briefed during
the day on the Agency retirement system, personnel policies, Agency
organization structure and projected Agency needs for personnel
legislation. Present from the Agency were Messrs. John M. Maury,
John S. Warner, Robert Wattles,
Colonel White hosted at lunch.
After lunch, Mr. Slatinshek received a 45-minute briefing on FMSAC
by Mr. David Brandwein. Mr. Slatinshek's observations and questions
were not only pertinent but evidenced a very favorable disposition
towards the Agency, its activities and needs... See Memorandum for
the Record.
3. GLC) In connection with the State Department
request that we a) rove transmittal of NIS's to the Foreign Affairs
Committee, of DDI, indicated their agreement with our
position against this particularly since this suggestion originated in the
State Department. We will mention to Russ Blandford, on the staff of
the House Armed Services Committee, that we have taken this position
regarding dissemination of NIS's to this committee.

thought these would be very useful for their purposes.

asked if we might have a copy of the book entitled Hew the Communist's
Negotiate written by Admiral Turner Joy. She said this was a book

Counsel, House Armed Services Committee, and received from him
a co of his Memorandum for Record of Conversation on Thursday

had with the Chairman on the organization of the CIA Subcommittee. I
briefed Mr. Blandford on several items of current interest. See Memo-
randum for the Record.
7. - LLM) Talked to Miss Weyforth, in the
office of epresentative James W. Symington (D., Mo.), who was interested
in determining whether the Agency had a prepared rejoinder to the allegations
by such groups as SDS concerning the Agency. She explained that they were
receiving numerous inquiries from parents who wanted to be sure that their
children were getting a balanced picture. I explained our general policy
pertaining to such comments, but said I would send her a pamphlet on the
Agency which may help to fill the fact-vacuum and a reprint of the Raborn
"U. S. News and World Report" interview. This apparently will satisfy her
needs for the present, and she requested ten copies of each sometime
tomorrow morning, if at all possible.
Senator William B. Spong to deliver and explain to his Legislative Assistant,
Miss Carolyn Naff, background material on Middle East countries the Senator
plans to visit during his upcoming trip. Also talked to the Senator's
Administrative Assistant, Mr. Thad Murray, who was concerned about Soviet
fishing activity off the Virginia coast. Briefed Mr. Murray on general
nature and scope of Soviet fishing operations and offered to check on any
evidence that the Soviet fleet in question was engaged in technical intelligence
collection.

staff of the House Appropriations Committee, and discussed lightly the
request of the Office of the Secretary of Defense representatives that
OSR, be authorized to brief the Independent Offices of the Appropriations
Subcommittee on Soviet civil defense. Mr. Michaels advised that this
matter should be cleared with the Chairman and he would be pleased
to raise it with him on his return next week. He has no doubt, however,
of the Chairman's opposition of Agency utilization of personnel for such
briefings.

14. II- GLC) Mr. Maury and I met with William Woodruff,
on the staff of the Senate Appropriations Committee, for luncheon. In
the course of our meeting the following items were discussed:
a. Woodruff advised that although the Appropriations Committee
has not formally designated the membership of its Subcommittees, Senator
Allen Ellender (D., La.) and Senator John McClellan (D. , Ark.) have been
advised by the Chairman that they will be appointed to the CIA. Subcommittee.
In response to our question, Woodruff saw no objection to our making contact
with Senator McClellan on the basis of his expected appointment for the
purpose of providing him with background briefings on the Agency.
b. Woodruff repeated his suggestion regarding the Ervin bill
that we should pursue this with Senator Birch Bayh (D. , Ind.) and other
members of the Constitutional Rights Subcommittee. (In response to our
question he said he thought Senator McClellan could be most helpful to us. )
c. Woodruff felt that the Director should definitely raise the
Ervin bill problem at the first meeting of the CIA. Subcommittee. He also
feels it would be appropriate for us to discuss our problems with this bill
with various members of the Subcommittee separately.
d. Woodruff repeated the statement which he had made earlier
that he thought Senator Symington's publication of the Director's letter
on the Pueblo matter could cause some rather serious problems for us.
He appreciates that this was done in response to Symington's desire to
quiet critics such as Senator Stephen Young (D. , Ohio) but he feels that
the letter may not be considered in this context by persons who do not
choose to interpret it that way.
e. Woodruff is devoting considerable effort to the Pueblo and
ABM issues. He expects to make Senator Russell as knowledgeable as
possible on the Pueblo.
f. Woodruff provided some helpful information regarding
the role of Bryce Harlow, Assistant to the President for Congressional
Relations, and Ken Be Lieu, his deputy, with respect to the Congress.

6. CEA) Spoke to Larry Conrad, Chief Counsel,
Senate Subcommittee on Constitutional Amendments, concerning the
Ervin bill (S. 782). Conrad said he had been informed by Paul
Woodard,of the Ervin Subcommittee, that no hearings are planned and
it is expected that the Subcommittee will report the bill out, as will the
full Committee, for an early vote on the floor.
On the question of the Arthur Flemming Award, Conrad said
he was unable to attend the meeting and sent Larry Cummings, of
Senator Bayh's office, to sit in for him. Conrad was unable to furnish
any information on the meeting.
8. I I- GLC) Hand carried to Robert O'Brien, in
Speaker McCormack's office, a copy of a 1966 OER publication
entitled "Foreign Trade of the European Satellites in 1965: A.
Statistical Summary (ER 66-27, November 1966)". I had previously
advised O'Brien that another publication which he requested had been
printed in a study prepared by the Joint Economic Committee. I
explained our policy with regard to publications of this sort and asked
O'Brien to restrict the distribution of these documents as much as

Subcommittee. Woodruff said he could give no guarantee that the Director
wouid,not receive a somewhat negative reaction from Senator Russell
but he feels that the Agency should bring it to the attention of the Sub-

The Senator said he had talked with the Director yesterday and wanted to
be sure we had instructed our people in the field to take the initiative in
making contact with him. I assured the Senator that instructions had
been dispatched. to the field.
2. GLC) Hand carried to Stan Kimmitt, Secretary
to W. jo uny nsfield,` the text of two Moscow broadcasts
commenting on Senator Mansfield's recent statements on Cuba and Senate
considerations of the non-proliferation treaty. Kimmitt indicated again
that Senator Mansfield is interested in these FBIS items.
In response to his question as to how things are going for us, I
mentioned to Kimmitt, in a rather general way, the Agency's problems
with regard to Senator Ervin's bill (S. 782). As a former military officer,
Kimmitt appreciated the problems which the bill would create for sensitive
agencies. He said there was little he could do for us, however, other than
turn a few votes' in our direction in case the issue should come up on the
Senate floor. I told him we hoped to have an opportunity to speak on this
issue in an executive session of Senator Ervin's Subcommittee and hoped
to avoid another floor debate such as occurred last year.
3. I I JMM) Mr. Warner and I called on Mr. Kenneth
BeLieu, Deputy Assistant to the President for Congressional Relations,
with regard to the Ervin bill (S.782). Be Lieu was entirely sympathetic
with our problem and offered some suggestions. See Memo for the Record
for details.

called to say that Al Haynes, State Department, had been in touch with
their office and indicated that the Latin American Subcommittee of the
House Committee on Foreign Affairs would be interested in receiving
NIS's in the future. Haynes was exploring this with I --I I
told I that this type of material had never been provided to
the Congress specifically on a continuing basis and suggested that he
get as many of the facts as were available from Mr. Haynes so we could
focus on the situation. I asked. him particularly if he could determine
whether the specific reference to NIS's had been made by someone on
the Hill or whether this was a suggestion by someone in the State
Department. I said Haynes is sending him a memo on this
which he will bring to our attention and to the attention of the DDI.
5. GLC) John Norpel, on the staff of the Senate
Subcommittee on Internal Security, called to say that he learned today
that Ben Mandel, a former employee of the staff who still does some
part-time work there, had apparently referred a Reuters' correspondent
by the name of
Norpel said. although Mandel denied doing this he (Norpel) happened to
overhear Mandel's conversation with 0 and wanted to alert me to
a possible call from Norpel expressed apologies on behalf of
the Subcommittee for Mandel's indiscretion.
6. I I - GLC) Mr. Pat Holt, on the staff of the Senate
Foreign Relations Committee, called to say that he would be leaving
tomorrow on a trip to Latin America which would include visits to
Quayaquil, Quito, and Panama.
7. - GLC) Returned to Mr. C. B. Morrison, on the
staff of Senator Allen J. Ellender (D. , La. ), the second group of the Senator's
film from his trip to the Soviet Union. Mr. Morrison showed me a collection
of Soviet publications which Morrison said a member of the Soviet Embassy
had left the other day and which the Senator thought we might be interested
in seeing. I expressed interest in these and Morrison will make them
available to us within the next few weeks.

time since this combination had been changed.
Mr. Michaels noted that in conversation with Mr. Helms before
the briefing yesterday, they had discussed the recent Senate document
from Senator Jackson's Subcommittee, entitled "Specialists and Generalists,
a Selection of Readings. " Mr. Michaels advised that he had located a copy
and sent it along for Mr. Helms.
I briefed Mr. Michaels on Soviet development of the Syrian port
of Tartus and the forthcoming U. S. /ChiCom meeting in Warsaw.

9.1 JGO) Met with Mr. Bun Benton Bray, Director,
House Subcommittee on Manpower and Civil Service, and discussed with
him the Ervin bill and the companion bill by Charles Wilson (D., Calif.).
Mr. Bray advised in essence that Mr. Henderson in recent conversations
has indicated that three points or areas of consideration need to be re-
done in the Ervin bill. These are (1) protection of national security inter-
ests, (2) the relationship between supervisor and employee, and (3) the
appellate procedures. Mr. Bray and the staff plan some work in this
area during the coming week in order to have at least a working paper
ready for Mr. Henderson's review on his return to the city on the 17th of
February.

say that Senator Jacob K. ?Javits had called earlier for the Director, who
was out of town, and upon return the Director had asked me to call Javits
and find out what his problem was. I called Javits' office but found he had
departed for New York and would be on the West Coast all of next week.

Armed Services ommittee staff, who advised that there are no
Committee hearings under contemplation at the present time andthings
are, in fact, quite unsettled in the Committee.
7. I I- JGO) Met with Mr. Bruce Merkle, Ad-
ministrative Assistant to Representative William Bray (R., Ind.), and
returned to him the book, The Secret Services of Europe. I relayed
to him the appreciation of our librar for his thou htfulness. I also
gave to Mr. Merkle for Mr. Bra
commenting on a
recent constituent newsletter wherein Mr. Bray took the government of
Sweden to task for their recognition of North Vietnam. This is the
second Soviet comment within a week on that particular newsletter. Mr.
Merkle was most appreciative.
8.1 JGO) Met with Mrs. Cathy Parham,
Assistant to Representative Bob Wilson (R. , Calif. ), and provided a
copy of an FBIS Moscow broadcast to North America citing comments
of Mr. Wilson on the release of the Pueblo crew. Mrs. Parham noted
that Mr. Wilson is interested in such items.

the Director was already committed on 18 and 19 February (dates
Murphy had suggested). I indicated that as of this moment either
the dates of 17, 20, or the 21 might be acceptable. Murphy said
he would shoot for the 20th.and let us know if this was a good date
for the Committee.

14. GLC) At his request I met with David Martin,
on the sta~i of omas Dodd (D. , Conn. ). Martin said he was
preparing some material on Vietnam for the Senator's use. He said it
would be helpful to him in this connection if we could provide him with
information on the effect that casualties as opposed to mortalities are
having on the Vietcong and the Vietnamese. He is particularly concerned
about the problem which this might create for them in connection with
hospitalization, medical care, and other logistical support for casualties.

2. II JMM) Met with William Spell, in the office of Senator
John Stennis (D., Miss.), and briefed him on:
Mr. Spell said Senator Stennis' interest'in the Soviet leadership situation
had been stimulated by today's Washington Post article by Anatole Shub
regarding the rehabilitation of Stalin. I said that apparently something
strange was going on in the Kremlin, and we were following it closely,
but this item in itself did not justify any firm conclusion.
Mr. Spell said that the Armed Services Committee had scheduled an
organizational meeting for tomorrow soon after which they would probably
want an Agency briefing. However he doubted that they would be ready for
this until the week of the 17th. He remarked that at a recent meeting the
Committee had voted unanimously to request the President to resubmit the
nominations of all "carry over" executive officials who would normally be
subject to Senate confirmation. Spell said he assumed this might apply to
the Director as well as to Department of Defense officials.

Assistant to Senator William B. Spong (D. , Va. ), for the Senator to be briefed
at 2:00 p. m. , 5 February, by Mr. on, the political and economic
situations in the Middle East, in preparation for te Senator's upcoming trip
to that area.
4. I I- GLC) Following the breakfast session for freshmen
Congressmen, Representative William Alexander (D., Ark.) expressed an
interest in a tour of the building. He was taken through the Agency library
to the Historical Intelligence Staff, where he was briefed by Mr. Pforzheimer,
and to the Ops Center, where he was briefed and given a tour by Captain
F- 1. Mr. Alexander appeared quite interested and remained
in the building until approximately 10:30.
5. - GLC) James Kendall, Staff Director of the Senate
Preparedness investigating Subcommittee, called and said he would like to
have Bruce Clarke brief the Subcommittee staff on the strategic threat as
he had done last year. The staff is interested in this briefing prior to receiving
formal briefings by both the Director and the Secretary of Defense on
military posture. Kendall said he would like to have emphasis placed on the
major issues which have developed since a similar briefing given the staff
last year particularly ICBMs and the MRV program. I told Kendall I would
check on this and be in touch with him.

Director, OSI, and Office of Security have been advised.
During the day, I also briefed Mr. Michaels on the
following items: Paris talks, ChiCom MRBM program, the Kremlin
shooting, and the Soviet recon satellite program.

House Armed Services Committee, and briefed him on the Paris talks,

indicated in part that the NSA need for exception from the bill is
receiving very limited support at this moment at the DOD legislative

proceeding on its own behalf in seeking this exception from the legisla-
tion.

was "missing something. " I advised that we were going to schedule a
second breakfast for those congressmen who were unable to attend
today and we would be sure to include Representative Flowers on the
list of invitees.

Chief of Staff of the Senate Armed Services -Committee, to advise him of our
concern over the reintroduction of the Ervin bill (S. 782 - Constitutional Rights
of Federal Employees). We reminded Braswell of the serious problem which
the bill poses for the Agency but we also indicated we wanted to avoid being
accused of "lobbying" against it. We recommended several alternatives for
seeking Agency exemption from the bill and indicated our concern that the
bill not move too rapidly. Braswell seemed to appreciate the problem but
strongly recommended that every effort be made to avoid conflict (particularly
in a floor fight) with Senator Ervin. He suggested that we try to see Ervin
once more in an effort to convince him of the need for our exemption.

Mr. Braswell mentioned that the Committee had not been thoroughly
organized as yet but that we could expect intensive questioning on the ABM
issue when a Committee briefing is scheduled.

15. GLC) Talked further with Bill Woodruff, on the staff
of the Senate Appropriations Committee, regarding the material we are
preparing on research grants and showed him a copy of the draft of our
transmittal letter to Senator Richard Russell (D. , Ga. ). Woodruff made a
suggested change in the letter and added that he did not see any problems
with regard to this. He intends to suggest to Senator Russell that he
(Woodruff) show this list to Senator Mike Mansfield (D. , Mont.) and then
return it to the Agency for safekeeping.
I also talked with Woodruff about the bill which Senator Sam J. Ervin,Jr.
(D. , N. Car.) had reintroduced (S. 782). I asked Woodruff for any thoughts he
had as to how we should handle this. He suggested that we work through
Senator Birch Bayh (D. , Ind.) in an attempt to solve our problem within the
Senate Judiciary Committee. He also suggested that Mr. Helms raise this 25X1
as a problem the first time he meets with the CIA. Subcommittee.
16. I IGLC) Charles Kirbow, on the staff of the Senate
Armed Services Committee, talked with me briefly about the discussions which
have arisen over the the continuation of the Homrable Stanley Resor as Secretary
of the Army. Kirbow said that several members of the Committee, especially
Senator Margaret Chase Smith (R. , Maine), have expressed their views that
President Nixon should have formally reappointed Secretary Resor and submitted
his name to the Senate Armed Services Committee for approval. Secretary
Resor's case has touched off a controversy in the Committee concerning the
continuance in office of employees of President Johnson's administration. Kirbow
mentioned this only because it is conceivable (though he thinks unlikely) that a
similar question could be raised regarding Mr. Helm's continuance in the position
of DCI. Kirbow wanted us to know that should this arise it was not the result of
any feeling against Mr. Helms but rather the involvment in the overall problem.

17.1 GLC) James Kendall, Staff Director of the
Senate Preparedness Subcommittee, called to say that in his posture
briefing of the Subcommittee former Secretary Clifford gave a figure
for the number of Soviet bombers which was approximately three quarters
of that given to the Subcommittee by the Agency. Kendall wondered whether
we could explain the discrepancy. He thought he knew what it was but wanted
to hear it from us. After checking with Bruce Clarke, OSR, I advised Kendall
that Secretary Clifford had used the figure of 150 bombers which was an accurate
figure; however, this figure does not include some 45-50 BISON bombers which25X1
are used as tankers. Kendall said this was the explanation he expected but he
Mr. Kendall indicated, prior to the Senate's consideration of the Non-
proliferation Treaty, the Preparedness Subcommittee would want a briefing
from the Director on the status of the various nuclear powers and the capability
of other countries to achieve nuclear standing. They would be particularly
interested in those countries who have not as yet signed the NPT but could.
develop nuclear capability such as India. I mentioned the Director's extremely
heavy schedule and indicated that there might be a problem in the timing of
this briefing. Kendall did not suggest a particular date but said they would
obviously want the briefing before the Treaty comes up.
