91 F LLM) Called Bob Vagley, Director, General
Subcommittee on Labor, House Education and Labor Committee, on the
recently reported out Equal Employment Opportunities Enforcement Act
(H. R. 17555, S. 2453). He said prospects for passage are good since,
unlike previous years, the Senate seems prepared to act. I explained our
problem with the Senate version which he readily appreciated. He felt the
Committee would be receptive to protecting our interest explaining that the
application of the legislation to federal employees had not received a great
deal of attention and no one had focused on the problems it might cause
sensitive agencies. I stressed that the prime purpose of my call was to
obtain information and that the viewpoints I expressed did not constitute
an. Agency position, which he said he understood.
Calledi General Counsel, NSA, to alert him to the
action on the above bills and their possible adverse effect. I also called
Robert Hull, Department of State, and alerted him to the action on these
bills.
10. - LLM) Robert Hull, Department of State, called
and said that the Foreign Service Retirement Association had been in contact
with Chairman Dulski, House Post Office and Civil Service Committee on
the possibility of including the Foreign Service retirement system in the bill
liberalizing widow and widower survivorship provision for the Civil Service
system. He was unsure of Dulski's receptivity and I asked Hull to keep us
advised if there is any progress against the possibility that we might want
to request similar consideration for our retirement act.
11. LLM) Jack Norpel, Senate Internal Security
Subcommittee staff, called and asked if we would stop by in the next day
or two to discuss a matter of mutual nterest. told him that someone
would be by.

6. MM) Talked to Ralph Preston, House Appropriations
Committee staff, regarding an Agency budget matter and about the Director's
availability to appear before our House Appropriations Subcommittee in the
next several (lays.
After checking with the Director's office, I called Preston back to
set a tentative time of 10:30 a. m. on Tuesday, 22 September for the
Director's appearance. Preston indicated the Committee wants a general
roundup covering developments since the Director's last briefing (11 May
1970) with special emphasis on the Middle East.
7. I I- RJK) Delivered to the office of Representative
Hamilton Fish (R., N. Y.) an FBIS item in which his name was mentioned.
8. II JGO) Met with Mr. Frank Slatinshek, Assistant
Chief Counsel, House Armed Services Committee, who told me that the
Chairman will be back on board on Monday. Chairman Rivers will be
passing through the city tonight, coming into Dulles and continuing on to
Charleston. It was noted that the Senate did not request conference on the
Military Procurement Authorization Act when it was forwarded to the House
and that in consequence it may well be the week of 21 September before
conference is scheduled on the bill.
I briefed Mr. Slatinshek on the following items: continuing SAM
activity in the canal standstill zone; potential Soviet aircraft shipments
to the UAR; operational assignment of Flogger and Foxbat aircraft, and
Soviet military aid commitments to Pakistan.
9. I I - JGO) Talked to Justine Snipes, House Man-
power and Civil Service Subcommittee, House Post Office and Civil Service
ommitte_e, who told m -that Bun Bray would be away for the day and for
the coming week. The Subcommittee has not scheduled meetings for the
coming week.

met with Representative Ogden R. Reid (R. , N. and brouglit nim
up to date on events in the Middle East. Representative Reid told us that
two women constituents of his are being held hostage, and in consequence
a greater portion of the time was spent in discussing the hijack question.
As in the past, Representative Reid expressed his appreciation for
presentation.
7. II- JGO) Met with Ralph Preston, House Appropriations
Committee staff, and briefed him on the Chinese preparations for nuclear
tests; Chinese destroyer and submarine construction; Soviet SA-6 mobile
SAM system and. deployment of AS missiles to long range aviation; Soviet
SS-NX-8 test failure; continued Egyptian construction of SAM sites; and
Soviet naval vessels in the Caribbean.

10. II- JGO) Met with Frank Slatinshek, House Armed
Services Committee staff, who told me the Committee attention over the
next week or more will be occupied by the conference on the Military
Procurement bill. Although Chairman Rivers is not scheduled to return until
14 September from the air show, there is some indication that he might
come back late in the week. Mr. Slatinshek does not see any possibility
for request for Agency briefing in the present Committee schedule.
11. 0- JGO) Met with Ralph Preston, House Appropriations
Committee staff, who told me that although Chairman Mahon is in the city
his schedule is committed over the next couple of weeks. Mr. Preston
does not have any feeling at the moment as to when the Chairman will want
to reschedule the Director's briefing which was cancelled before the recess.
