3. I IMrs. Arlene McArthur, Personal
Secretary to Senator Charles McC. Mathias (R. , Md. ), called to say
that unfortunately the Navy had scheduled a briefing on 9 October which
Senator Mathias felt he could not miss and therefore it would be necessary
for him to cancel his lecture to the Mid-Career Course that morning.
She said the Senator was anxious to do this kind of thing, however, and
asked that we contact them again when another opportunity might present

Internal Security Sub called and asked if we had any information

5. Talked further with James Gehrig, Staff
Director, Senate Aeronautical and Space Sciences Committee, about a
briefing of the Committee and designated staff members by Mr. Duckett
on the Luna 16 shot and recent developments in the Soviet space program.
Gehrig plans to talk with Chairman Anderson and Senator Margaret Chase
Smith about a briefing sometime next week and he will be back in touch
with us. It was agreed that staff participation would be limited to Gehrig,
Bill Parker, and Craig Voorhees.
6. Talked with Ed Kenny, Senator Strom
Thurmond 's representative on t e Senate Preparedness Subcommittee staff,
about the Senator's letter to the Director on Cuba. (Kenny had mentioned
to me earlier that the Senator had sent such a letter.) I told Kenny that
the Director had focused on the letter and appreciated the Senator's concern
over the situation. He also wanted the Senator to be assured that we were
on top of the situation and giving it top priority. Kenny said he was sure
we were and that the President had so instructed the Director. He said
Thurmond had made a public statement expressing his concern over the
Cuban situation including a statement that he was calling on the Director
to give it his full attention, and he wanted to follow up on this by sending
him a letter. Kenny went on to say that as noted in the Senator's postscript
when we were "in a position to provide anything further on this the Senator
would appreciate it. "

Mr. Fred Buzhardt, General Counsel, DOD, to come over for lunch on
Friday, 25 September, with Mr. Houston and me. Received immediate
word back that Mr. Buzhardt had an important matter to discuss with us
which couldn't wait until Friday and we set up a meeting for 10: 30 a. m.
tomorrow at his office.

2. Talked with Bill Woodruff, Counsel, Senate
Appropriations Committee, and Ed Braswell, on the staff of the Senate
Armed Services Committee, about conference committee action on the
military procurement bill today and the request Mr. Maury had received-.-.
from Mr. Fred Buzhardt, General Counsel, DOD, for a meeting tomorrow---
morning (see Memorandum for the Record).
3. I Talked with Bob Vagley, on the staff of
the House Committee on ucaiibn and Labor, about our views on the
equal employment opportunities enforcement act legislation. Both Senate
and House bills (S. 2453 and H. R. 17555) have been reported by their
respective committees. See Memorandum for the Record.
4. 1 1 Met with Jack Norpel, Senate Internal
Security Subcommittee staff, who gave me some information on
=and a set of the pictures, ndentities, we had developed for
him which were passed on to MCI Staff. The pictures are to
be returned to Norpel.

5. In response to his inquiry of Friday,

staff, thatII is not available at the present time but that we would
keep the Subcommittee's interest in mind. Sourwine then asked about the
possibility of a classified staff interview with hich would not be
publicized. I said I would check.

10. et with Bun Bray, Staff Director,
Subcommittee on Manpower and Civil Service, House Committee on Post
Office and Civil Service, who told me that he had been with the Chairman
for sometime during the morning. No Subcommittee meeting has been
scheduled and Mr. Bray himself is not certain at this point what the
Chairman's intentions are with regard to S. 782, the Ervin bill. Mr. Bray
noted that on his tour of the West during this last week or so he has given
each audience that he has addressed a chance to raise whatever questions
or complaints they might have with regard to invasion of privacy and so far
has identified only one that by its nature does not really fit the problem
Senator Ervin is trying to resolve. Although he foresees no meeting this
week, he will try to keep me advised should the situation change. As far
as union interest it is centered completely on wage and wage related matters
with no apparent current interest in the Ervin bill.

timeliness of information on the Katyn massacre in the form of excerpts
from the diary of a KGB Colonel provided by an assistant to the Colonel,

Subcommittee on National Security and International Operations, 'called
and said Senator Jackson had asked that she and Richard Perle get a
briefing from the Agency this afternoon or tomorrow on the Arab guerrilla
movements, their organization, source of arms and the relationship
between these organizations and the Soviet Union. Arrangements were
made for OCI/NE, to brief them tomorrow morning.
4? Met with Mr. John Gomien,
Administrative Assistant to Senator Ralph Smith (R. , Ill. ), and delivered
Colonel White's letter to the Senator. Mr. Gomien was most helpful as
usual. Mr. Gomien told me that Senator Smith will be back in the state on
the 29th but that if I cared to call on Monday, the 28th, he would recheck the
Senator's availability in Washington for the 29th. has been 25X1
advised.

Committee staff, and told him that it would be most helpful if we could
go until Friday before responding to his request for additional budget
information. Mr. Preston agreed; I am to call him later to set a time
for meeting on Friday.
2? JMM) Lunched with Ambassador Harry Symmes,
Deputy Assistant Secretary of State for Congressional Relations, and
Martin Manch, Executive Director, ACDA, and discussed common problems
in dealing with the Senate Foreign Relations Committee, particularly
regarding the handling of sensitive security matters.
Senator George Mur h R. Calif. ), a suggested reply to a letter from
STATOTHR a constituent, I I concerning the Agency budget. Miss Rowan
is to call if she has any problems with the letter.

which he thought would be of interest to the Agency and I said I would
pass them on as appropriate.
Managemeht an Budget, on the status of our retirement legislation in
the light of Treasury's adverse report on the funding title. Zafra said
it would be impossible to resolve the matter before the adjournment of
this Congress but agreed to try to clear the other provisions of the bill
in Title II, including quota relief, and promised'' to let us know the out-
come in the next two days. (See Memorandum for the Record.)

Subcommittee on Labor, House Education and Labor Committee, on the
recently reported out Equal Employment Opportunities Enforcement Act
(H. R. 17555, S. 2453). He said prospects for passage are good since,
unlike previous years, the Senate seems prepared to act. I explained our
problem with the Senate version which he readily appreciated. He felt the
Committee would be receptive to protecting our interest explaining that the
application of the legislation to federal employees had not received a great
deal of attention and no one had focused on the problems it might cause
sensitive agencies. I stressed that the prime purpose of my call was to
obtain information and that the viewpoints I expressed did not constitute
an. Agency position which he said he understood.
Called 1 -1 General Counsel, NSA, to alert him to the
action on the above i s and their possible adverse effect. I also called
Robert Hull, Department of State, and alerted him to the action on these
bills.

and said that the Foreign Service Retirement Association had been in contact
with Chairman Dulski, House Post Office and Civil Service Committee, on
the possibility of including the Foreign Service retirement system in the bill
liberalizing widow and widower survivorship provision for the Civil Service
system. He was unsure of Dulski's receptivity and I asked Hull to keep us
advised if there is any progress against the possibility that we might want
to request similar consideration for our retirement act.

or two to discuss a matter of mutual interest. I told him that someone

priations Committee staff, and discussed in some detail the Military
Procurement Authorization Act and the amendments that were made by
the Senate.. He noted that this bill is apparently headed into difficulty
in conference between the Senate and House Armed Services Committee,
at least in part due to the very strong position already taken by
Chairman Rivers with regard to the points at issue. He also noted the
present adjournment talk in the Senate (15 October) does not appear very
realistic at this time.
I briefed Mr. Preston on the following items: aerial hijacking
and PFLP; continuing SAM activity in the canal standstill zone; potential
Soviet aircraft shipments to the UAR; operational assignment of Flogger
and Foxbat aircraft, and Soviet military aid commitments to Pakistan.

1. I I Accompanied Mr. Houston in a meeting with
Russ Blandford, Chief Counsel, House Armed Services Committee,
General James Lawrence, Deputy Assistant to the Secretary (Legislative
Affairs) DOD, and Maurice Lanman, Assistant General Counsel (Fiscal
Matters) DOD, regarding the effect of recent amendments to the Military
Procurement Authorization bill on certain Southeast Asian projects of
concern to both DOD and the Agency. (See Mr. Houston's Memo for
the Record for details. )
I mentioned briefly to Blandford the latest information on surface-
to-air missiles in the UAR, a probable Soviet naval installation in the UAR,
and our latest assessment of the Soviet Swing-Wing bomber.
Z. I Received a call from Mary Devlin,
in the office of Representative Keith Sebelius, requesting a professional
brochure. A copy was put in the mail.
3. Hand-carried to the Joint Committee on Atomic
Energy copies of Memorandum to Holders of NIE 13-8/1-69 Communist
China's Strategic Weapons Program for the JCAE and the Senate Prepared-
ness Subcommittee. I also briefed George Murphy, of the Committee staff,
on Chinese preparations for another nuclear test.
4. In response to his call of yesterday,
I left a message for J. G. Sourwine Chief Counsel, Senate Internal
Security Subcommittee that

which had come up in today's meeting in State Department about the effects
of some recent legislation on the funding of certain operations in Southeast
Asia. I said I would be glad to come with him to see Blandford and suggested
that Larry Houston join us, which Lawrence thought a good idea.
