the request, his division states that they are not currently contracting
with I and that the Office of Research and Development
as a whole is not contracting with them in aerodynamics, therefore, there
is no conflict of interest.
2. The interrelationships within ORD in implementing systems con-
cepts make it virtually impossible to isolate an individual from
activities within his own division and those other divisions concerned
in a system development. ORD currently has three active contracts with
in fields other than aerodynamics. While
is not involved in these contracts, this office questions the propriety
of his association, as a consultant, with a firm currently doing business
with the Agency.
