1. Reference (a) requested an allocation of use time on the
SM for demonstration, testing and evaluation purposes using legal
data bases. Reference (b) was a preliminary evaluation restricted
to a limited testing of the RSM prototype I. Attached is our report
of the RSM U-LITE comparison test, the objective of which was to
assess the RSM legal information retrieval capability relative to
00C needs.
2. You will note therein, we have concluded that the RSM
legal information retrieval system is an operational system providing
an in-house capability comparable to the LITE activity. In fact over
the past several weeks we have had occasion to use the system to meet
current operational needs and with excellent results.

3. On the basis of the testing and evaluation results we
will be receiving from UTE, hopefully soon, the remaining tapes
comprising all Comptroller General Decisions. both published and
unpubliehed. As you are aware we currently have only the pub-
lished decisions, volumes 19 through 47. When received, this data
base ill total will run approximately 40 million words. When the
Comptroller General Decisions and the U. S. Code are updated by
UTE, we will be loaned copies which will permit us to update our
bases.
4. The Office of Finance and the Audit Staff have a continual
need to do research in the Comptroller General Decisions to meet
heir responsibilities. It is quite probable their needs in this area
exceed those of CCC. We have in the past three weeks advised these
offices of the newly available capability. The Deputy Director for
Liaison and Planning, OF, and members of hie staff and the Chief,
Audit Staff and several of his staff personnel have been briefed by
this office concerning the system's capabilities and limitations and
have viewed a demonstration on the RSM. Interest appeared high,
and, in fact, has subsequently been in-
structed in the operation of the R . he Deputy Director for Accounts
and Audit, OF, has also indicated an interest in viewing the system.
He and his staff will receive a demonstration in the near future.
5. Your eseistance to this office in developing this capability
is greatly appreciated. in particular. the responsiveness and timely
assistance of from STAT
your office have been extremely helpful in locating and resolving
numerous problems and in bringing this stage of the project to a
successful conclusion.

Dear Colonel Palenscar:
We received the loan copy of the LITE tapes requested in
our letter of 15 June and will be rotunda& the same to the LITE
facility in Denver within the next week. We are very appreciative
of your assistance wed quick reopens* to our request.
For your information, the Agency is currently in the process
of installing, for use with the Rapid Search Machine, a "Potter"
tape drive that has been STAT
We are advised that this will permit us to increase the
*mount of data on tape from 800 bpi to 5000 bpi or 6 times more
data per reel of tape than at present. Currently we search a tape
at 150 Inches per second. yal.11 permit search
at 48 inches per second, but with 6 times as much data per inch
of tape. In effect, the search time will be half of what it currently

We are going to put the U.S. Code on one reel of tape, and
the Comptroller General Decisions. Published and Unpublished, on
three and two reels, respectively with the "year" breakdown between
the tapes according to our own particular research needs.

A new feature has recently been added to the RSA which
permits the searcher to lock into a particular file within a reel
of tape. Tor example each title of the U.S. Code will constitute
a Me within the ono reel at tape. If w* wish to run some searches
against only title 26. we can lock Into it, precluding the need to
rewind to the beginning of the tape each time we want to modify a
querry against title 26. With regard to the Comptroller General
Decisions. each Ave-year period within a taps will constitute a
separate file.
These new modifications should enhance the function of
the RSM and mitigate to a considerable extent the problem associated
with tit ? handling and aerial processing.

: Request for Briefing by the Internal Revenue
Service Concerning Computer Security Techniques
1. Recent press reports indicated that the Assistant Commissioner
of Internal Revenue, Mr. Vernon D. Acree,acknowledged that the Internal
Revenue Service has been giving increased attention to the development
of new techniques for greater security control of the IRS computer
operations. These techniques reportedly included the stepping up of
surveillance, the analysis of computer programs, and computerized
system testing.
2. Within the Intelligence Community during the past two years
there has been increasing concern about the security of our information
being processed by computers. As a result and in order to provide the
basis for a coordinated Community effort, the United States Intelligence
Board Computer Security Subcommittee was established in 1968. This
Subcommittee has been addressing various security aspects of modern
information processing systems, and over the last year and a half has
benefited from briefings provided by various agencies as well as
computer manufacturers.

3. It is believed that a briefing on IRS computer security techniques
might prove fruitful to the Subcommittee efforts, particularly since the
press reports suggest that IRS has a significant program in this regard.
4. It is requested that you contact appropriate IRS officials to
determine if such a briefing could be provided the Computer Security
Subcommittee. If the Internal Revenue Service would be willing to share
the results of their efforts to date in such a briefing, arrangements can

SUBJECT : Providing an Unclassified NIS Outline
to the State of Mississippi
1. Attached is a letter to you from an official from
the State of Mississippi, Mr. W. Byron Long. Mr. Long
once served as an intelligence officer in the Army and re-
called the National Intelligence Survey program. He felt
the outline for the NIS would be useful in establishing a data
bank covering various facets of his State's economy, resources,
and society. I asked OBGI to look into this case with an eye
to seeing whether we could provide something unclassified.
2. OBGI was able to produce an unclassified outline
which, although it is not related to the present NIS program,
would be useful to Mr. Long. I feel this is a worthwhile
public service and recommend that we forward the outline to
Mr. Long. A cover letter for your signature has been
prepared.
3. I am routing this memorandum through the Assistant
. to the Director, General Counsel, and the Office of Security
requesting their concurrence.

results and conclusion, of a test designed to assess our in-house
capability for machine search and retrieval of full text legal

to enable us to make a copy thereof.
Specifically, we would appreciate receiving a loan copy

Dear General Cheney:
Enclosed is a report prepared by a staff attorney in my
office, setting forth the results and conclusions of a "comparison
test" between the Air Force LITE Activity and the Rapid Search
Machine. The objective of this test was to assess the latter's
capability to search and retrieve full text legal materials
relative to our legal research needs. You will note therein we
have concluded that the Rapid Search Machine provides an in-
house search and retrieval capability comparable to and in
some respects surpassing that which LITE could provide.
I take this opportunity to thank all those connected with
the LITE activity for their assistance and cooperation in
assessing the R$M capability and in providing the essential
element in developing such a capability. LITE's provision of
loan copies of their data bpuPes (U. S. Cods and Comptroller
General Decisions) to enable us to make copies thereof is
instrumental in providing this in-house capability. It can be
stated unequivocally that this capability is derived in substan-
tial part from LITE, adding to the stream of benefits flowing
from the latter, without additional cost. It should be noted that
the benefits to this Agency extend beyond my office. The need
of other Agency fiscal and audit components to search and
retrieve from the Comptroller General Decisions is perhaps
greater than mine.

MEMORANDUM FOR: Mr. Houston
Attached are the reports to OCR and to you on the
RSM-LITE comparison tests. As you know, I have followed
this very carefully and I believe
has done an out-
standing job following through on this so that we now have
an operational capability for machine search. Not only
are there some time savings but quality improvement in
legal research should be significant.
Basically, I believe has understated some
of the advantages of the RSM II in his formal report. The
so-called disadvantages of RSM II vis-a-vis LITE are in
fact inconsequential for our purposes but the advantages
of the RSM II over LITE are significant particularly in
the area of quality.
