SUBJECT: LIMDIS Cable from Cairo, No. 0834, dated 16 August 1966
1. On 19 August 1966 Miss I/NE, advised 25X1A9a
the undersigned that she was preparing a Special Report for OCI
in which she wished to use selected information from the subject
Department of State cable. Miss ~urther advised that 25X1A9a
the report would be published on 26 August 1966.

2. Accordingly, I asked S/OCR, to obtain
Department of State approval. I provided him with specifics
concerning the proposed Special Report including classification,
dissemination, etc., and the exact information we proposed to
use from the State cable. On 22 August 1966 I received a call
from a Mr. Ray Haddox in the Department of State who advised that
CIA could not use the requested information in the subject cable.
Mr. Haddox indicated that a later cable from Tokyo (No. 1327 dated
19 August 1966) took issue with the information in the subject
cable and raised serious questions about its validity. Until such
time as the Department of State determines whether or not the in-
formation is valid, approval to use information from either cable
will not be granted.

3. Miss was advised accordingly and agreed to make
no reference to information in the subject cable in the Special
Report.
