During this year's Congressional hearings on the AID bill., interest
in Communist aid activities has again been strong. This interest
is being evidenced in a variety of questions from committee members
on bloc aid flows, amounts received by aid recipients, terms of
credits., repayments and so forth.
I understand. that the Office of Research and Reports in your agency
has been especially helpful in enabling us to prepare appropriate
and timely replies. The annual report of the interagency Economic
Intelligence Committee, published by CIA, also has proven an invalu-
able aid as a reference source for quick briefing purposes and for
obtaining particular detail on various aspects of the bloc program.
I realize that sometimes our requests may have constituted a burden
superimposed upon an already heavy workload, but the intelligence
on this subject is important to us. I should therefore., like to
express my appreciation to the staff of ORR who have been assisting
us in AID and also to the members of the EIC working group who
prepare the regular reports on bloc aid activities,
