13. I I i"Iet with Senator J. W. Fulbright and delivered
to him a response from Mr. Helms th.., - ng the Senator for his kind note
of congratulations. Senator Fulbright sa.Ld he thought this was a ma:t
gracious note and he was. happy to have it.
I then briefed him on the Truth About Cuba Committee utilizi_z the
attached briefing sheet. Fulbright was completely satisfied so long 33
neither the Agency nor the Government was supporting this financial-y.
For another half hour Senator Fulbright discussed his views about
the Administration's handling of relations with Russia and Cuba. I < ave no
views on these topics whatsoever indicating that these were foreign olicy
matters between the White House and the Department of State. He d=d offer
his own view that the Consular Convention with the Soviet Union could not
be approved this year indicating that the Vietnam war was a big fact:>r in
the situation.
Senator Fulbright expressed his regret concerning the McCa:-thy
resolution that the press and many other people took the position thae
those who were supporting the resolution were in fact attacking CIA. I VVV
indicated that personally I understood this completely as I am sure r.-Lost
of the people in the Agency did. He gave no indication when this mid-at
come on the floor or whetle r it would.
