I met with Mr. William Woodruff today in an effort t I o' _i in any information he might wish to pass on to us concerning the Thur :; lay budget sessions with DIA and NSA and to receive any guidance or s ., i - gestions resulting from these sessions which might be of interest t us when -we appear before our Ap roortations Subcommittee. M .r. Woodruff said that the hearing with General Carter lasted approxin:_ately two hours and the hearing with General Carroll approximately one -e;ur. He said he thought there were a number of things that came out of t wise sessions which would be of interest to us. 2. Mr. Woodruff began by saying that the recent debate on -i e McCarthy resolution caused the members of the CIA Subcommittee ii=i focus considerable attention on the Appropriation Committee's res, -asi- bilities with regard to the intelligence community. He added that i retrospect he had been somewhat remiss in his staff capacity it. not delving more deeply into some of the more peripheral areas of _nte .li ence activities. He pointed out, however, that only recently had Senator :'ussell indicated a desire for him to assert himself more positively int 3 th. ;e matters. We agreed that regardless of the reasons, this new e npl, i is on the part of the Subcommittee members on their responsibilities - i cern- ing the Agency was a healthy one. I told Mr. Woodruff that, as he ew, we welcomed a thorough budget review, feeling that it was in the be interests of both the Agency and the Subcommittee to have it better =:.Iormed on the Agency's programs and activities. Mr. Woodruff said he we., aware of this and commented that he had found it far easier to get info--ma ion on appropriations matters from the Agency than from most other depat.nents and agencies.
