Leverett Saltonstall, I brought up the subject of the Agency's legis'ative package. I mentioned that Mr. Helms had written a letter to the Chairman about it and asked the Senator if he had any thoughts or guidance on the subject. The Senator was not aware of the fact tl:at this legislation was now pending before the Senate Committee but said his top-.of-the-head reaction was that it might be better if the Agency waited until next year on this. He said his feelings were based on the fa.--t of the debate on the McCarthy resolution and the possibility that a CIA l:q;islative item might touch off another CIA debate. He added that he would discuss this with Senator Russ ll, however, as well as with Committee Counsel, William Darden. I emphasized that we were not asking the Senatcr to do anything at this point but were interested in his guidance. At his request, I gave the Senator a copy of Mr. Helms' letter to the Chairman.
