Ribicoff (D. . ~onn.) from the city, met with Mr. Wayne Granquist, the
Senator's Ac :iinistrative Assistant, concerning the proposal of Dr. Leonard
Flom to mako the Vice President the titular head of the Agency. Mr.
Granquist showed me the Senator's letter to Dr. Flom disfavoring ;zis
proposal on several grounds but requested a short acknowledgement letter
from us since the Senator's letter to Dr. Flom mentioned that the proposal
was being referred to the Director. A letter for the Director's signature
was prepared and Mary Keough, on the staff of Senate Armed Services Com-
mittee, was alerted to this since Senator Ribicoff had also referrec the matter
to Senator Richard Russell. Mr. Granquist also had some interesting observa-
tions on the proposal by Senate Foreign Relations to change the composition 25X1
of the CIA Subcommittee in the Senate. (See Memo for Record of 26: October. )
