Warner, appeared before the Philbin Subcommittee of House Armed Services on the Agency legislative package _fl R. 16306.. There was very full attendance with Mr. Rivers and Mr. William Bates dropping in for a portion of the hearing. The hearing went well with the Subcommittee approving our package as it was presented to them. 5? I I - JSW) As a result of the discussion on the floor of the Senate of the Helms letter to the St. Louis Globe Democrat, Mr. Helms personally talked with Senators Fulbright, Mansfield, Stennis, Saltonstall, Symington, Milton Young, and Margaret Chase Smith. Mr. Helms also tentatively accepted Senator Fulbright's request that he appear before the Senate Foreign Relations Committee tomorrow morning at 10:30 in Executive Session. Subsequently, I briefed Bill Darden, Bill Woodruff, Russ Blandford and Bob Michaels on the facts of the matter of the Helms letter with a specific request that Blandford and Michaels give this to their Chairmen. 6. I I- JSW) Bill Darden, Senate Armed Services Committee staff, called to advise that he had been in touch with Senator Russell and briefed him. While the conversation was going on, Senator Symington called into Darden to see if Russell had any thoughts about the Senate Foreign Relations Committee meeting tomorrow morning. GLC) Met with William Woodruff, Senate Appropriations Committee staff, and talked with him at some length regarding the budget hearings of NSA and DIA. See Memo for the Record for details. 3. - GLC) Picked up from Mr. Kelleher, House Armed Services Committee staff, copies of a number of questions which he had posed after reading over our legislative package. 4. GLC) Had a brief conversation with Mr. Jack Leahy, Congressional Relations of State Department. In response to my question, Mr. Leahy informed me that the Foreign Service Act amendments had been "buried" in the Foreign Relations Committee., He cited as the reason for this, problems which a number of members on the Committee had with certain of the amendments and the lack of any one strong advocate on the Department's behalf who would push the Com- mittee to final consideration. JSW) Mr. Kelleher, House Armed Services Committee staff, called to advise that he thought the books we had furnished him had some errors in certain of the pages. We will check into this and check his three books on Monday. 2. I - JSW) Mr. Dunn, in the office of Representative Leslie Arends, called to ask us to send some appropriate material for an applicant. I said we would be happy to do this. - JSW) NSA, advised that NSA appeared before a special Senate Appropriations Committee yesterday for approximately two hours. General Carter and Tordella were the key witnesses. Senator Russell was in the chair. Attending the meeting were: Senators Saltonstall, Smith, Stennis, Hayden, Jackson, Thurmond, Young, and Symington. Staff people present were William Woodruff and Francis Hewitt. indicated that they were subjected to intensive questioning on the role of NSA and what it did and also its relationship to DIA and CIA. They were also asked how well they were doing their job 25X1A and stated that General Carter leveled with the group. CEA) Jay Sourwine, Senate Internal Security Sub- committee, called to pass on information he had received from one of their Cuban refugee sources that instructions have gone out from Havana to the Independence Movement in Puerto Rico to create violence in Puerto Rico this week. He indicated that he had raised with the Chairman the question of an early meeting but had gotten no specific time. r 2. JSW) Phil Kelleher, House Armed Services Committee staff, called to request us to proofread the bill as introduced and printed. He also indicated that Mr. Philbin would be unable to hold the hearings on next Wednesday and would like to set it for Thursday. I stated I was sure this was all right and would confirm it. 3. JSW) The Director talked with Senator Russell Long in connection with Senator McCarthy's query of IRS on AFME. In effect, Senator Long said he saw no reason why the Finance Committee should get into this and that he was a strong supporter of the Agency, the President, and Senator Russell. 4. I I- JSW) I Personnel, called saying STAT he had a call from Miss bay, in the office of Senator Clifford Case, 25X1A regarding one The Senator's office had received no word on this personnel case since April. After checking with Personnel, Miss Day 25X1A was informed that I Iwas under consideration for a position and the Senator would be notified as soon as there were any results to report. 25X1A Miss Day said whether I Iwas employed by us or not, the Senator would like to know. 25X1 5.1 [ GLC) Mr. Marchese, in the office of Representative B. F. Sisk, called to ask if we would be interested in employing a young law student for the balance of the summer. I explained our summer employ- ment program to Mr. Marchese who said he understood completely. CEA) Spoke to William Jordan, in the office of Senator Richard Russell, about a constituent letter which he had forwarded to the Agency concerning a U. S. prisoner in North Vietnam. Mr. Jordan stated that a buckslip stating that the Agency has no informa- tion on the prisoner is all that the Senator wants. 3. CEA) Delivered a memorandum on the Asia News Service to Franc cNamara, House Un-American Activities Committee staff, and picked up copies of the testimony of DS=182. 4. CEA) Discussed a constituent letter with Homer Lee Krout, in the office of Representative Joel Broyhill, and suggested an appropriate reply. Mr. Krout thanked me for the suggestion and said he would use it in the reply. 5. CEA) At his request, made an appointment with Repre r Rodino for ten o'clock, 25 July 1966, to discuss H. R. 14545, a bill for the benefit of employees of RFE and RL. 6. JSW) At the request of the Director, George Carver met with Senator Stuart Symington and provided him with additional material on the Vungtau situation. JOHNS. Arrangements were made to see him tomorrow on this and several other items. 2. - JSW) Talked with. Carl Marcy, Senate Foreign Relations Committee, regarding Admiral Raborn's answer to a question in Committee on the use of Fulbright scholars by the Agency. The actual transcript was sent forward to Mr. Marcy. Apparently, Senator Fulbright had the strong feeling that Admiral Raborn had flatly refused to answer a question on this and was disturbed that Admiral Raborn had, in effect, answered the same question on national television yesterday. The transcript does show that Admiral Raborn at a later point in the hearings specifically informed the Chairman that as a matter of policy the Agency did not utilize the Fulbright exchange program. 3. - JSW) Talked with Senator Henry M. Jackson briefly concerning the outcome of the resolution last week. He felt it came out about as expected. He thought that there might be further sniping and a little guerrilla warfare but he was sure that this could be handled. 4. I I- JSW) Talked with Phil Kelleher, House Armed Services Committee staff, who has set a firm date of 27 July at ten o'clock before the Philbin Subcommittee to hear Agency legislation. 5.1 F JSW) Representative Ogden Reid called to ask for additional information on the Vietnam POW situation.
