As you know, Chairman Philbin was
most complimentary of our presentation at the hearing this
morning to consider our proposed amendments to the CIA
Act of 1949 and the CIA Retirement Act of 1964 for Certain
Employees.
I am very mindful of the extensive
and careful work which you and members of your staff did
to prepare this legislation and my presentation so that it
might be presented with clarity and a minimum of effort on
my part. I am deeply appreciative and would be grateful if
