Met briefly with Miss Carol Paolozzi, Assistant to Senator Joseph Clark, and transmitted the Director's appreciation for the Senator's thoughtfulness in forwarding a copy of the testimony of Norman Cousins, Editor, Saturday Review, before Senate Foreign Relations Committee on 11 July on the subject of NATO and United States foreign policy. 6. The Philbin Subcommittee of House Armed Services reported on the Agency's legislation, H. R. 16306, to the full Armed Services Committee this morning in executive session. After extended discussion, the section on gifts was deleted and a limitation on consultant pay was inserted of $100 per day. The spirit behind these changes was to avoid questions on the floor which could endanger the entire package. After appropriate review a transcript will be published. 25X1A attended, in executive session, the meeting of the CIA Subcommittees of Senate Armed Services and Appropriations. The purpose of the 7. meeting was for the Subcommittees to review the,l and Senator Russell announced to the press that this was the purpose of the meeting stating that the CIA budget itself would be discussed at a later date. There was no transcript. The full memorandum for the record of the points discussed is being prepared. 8.1 Advised John Buckley in the office of Congressman Dante B. Fascell that the Agency has no present or future interest in Fisher Island. Also advised Mr. Buckley that an Agency representative will seek an appointment with Vice President Cohen as soon as the latter returns `from his vacation. Mr. Warner, Page 2 met with.Mr. Philip Kelleher, Counsel, House Armed Services Committee, and answered questions which Mr. Kelleher had concerning the Agency bill HR. 16306. Mr. Kelleher confirmed that the bill will go before the full Committee on 9 August 1966. He requested that Mr. Warner attend the meeting but no other Agency personnel will be required. egis tive.
