Apparently Woodruff wished to be prepared in the event Senator Ellender pushes him on the CIA costs for this program. Woodruff would prefer to indicate that any CIA costs are in the black and therefore he, Woodruff, would have to take it up with Senator Russell first. Woodruff was assured that there would be no unclassified statements as to CIA costs which would be on an authorized basis. 7. {Unclassified -JSW) Mr. Darden, Senate Armed Services Committee staff, called to inquire if we could meet with Senator Russell and the Senate Subcommittees on the Agency budget at 2: 30 tomorrow. After checking, Mr. Darden was advised that this time was agreeable. $. (Internal Use Only -JSW) Returned to Boyd Crawford, House Foreign Affairs Committee staff, the negatives of certain of the staff people which he had furnished to us earlier. I expressed Agency appreciation and regretted any inconvenience we had caused him. 9. (Unclassified - GLC) Advised Mr. Russ Blandford, House Armed Services Committee staff, and Robert Michaels, House Appropriations Committee staff, of the President's nomination of Vice Admiral Rufus L. Taylor as Deputy Director of Central Intelligence. Blandford expressed great pleasure at the appointment commenting that Admiral Taylor was his "old hunting buddy. " Michaels expressed no reaction except to thank us for advising him in advance, 10. The Director briefed Senators Russell, Mansfield and Fulbright on "The Vietnamese Communists' Will to Persist" paper. See detailed memorandum for the record. 7. Met with Mr, J. R. Blandford, House Armed Services Committee, who advised that the Chairman's schedule is such that it will not be passible to schedule a meeting with the CIA Subcommittee for this week. We will discuss later in the week a possible time for meeting. Also met with Phil Kelleher, who advised that there has been no change in the status of the GIA legislation, It is still pending action on the floor. $. Returned the transcript of September 14 of the Military Subcommittee of House Government Operations on '~Crovernment Use of Satellite Communications"'. This was the last of the hearings in this series. Met with Mr, Thad Murray, Administra- tive Assistant to Representative Porter Hardy, Jr. (D., Va. ), who advised 10. George Murphy, Joint Committee on Atomic Energy staf ca e an expressed an interest in obtaining a copy of the list of delegates to the recent Pugwash Conference in Poland. He is particularly interested in whether or not name appears on this list. We are checking with CI Staff on this. 11, n following up on her call of Friday, I advised Mrs. Hill, in the office of Representative Leo W. After some discussion of the Senator's schedule and possible times for meeting with Mr. Helms, Mr. Jordan advised that if we do not hear from him by the end of the day, that we could consider the scheduling would have to go over to next week. Since Mr. Jordan did not call during the day, I plan to meet with him again the first thing Monday and will attempt a possible scheduling for Tuesday morning. By that time, Senator Fulbright may have returned to the city. 7, Senator Birch Bayh visited the Agency for a breakfast meeting. Present were: The Director, R. J. Smith, George Carver, William Colby and John S, Warner. The Senator arrived at eight o'clock and left at about eleven o'clock. The Director gave a general briefing on the Agency; following that Smith covered the Sino-Soviet rift and Communist China generally. Thereafter, Carver and Colby discussed the Vietnam situation in detail. The Senator was obviously anxious to hear as much about the Southeast Asia situation as he could and was apologetic about taking the time of the individuals. He reviewed the questions he had written out to make sure he had covered all the topics. He was most appreciative and indicated that at some time he would like to hear more on the Soviet missile and space programs. g, Talked to Philip Kelleher, House Armed Services ommi ee s a a ou bringing our egislative package on the floor. Jouxnal -Office of Legislative Counsel Wednesday - 7 September 1966 met with Representative Ogden Reid (R. , N. Y.) and provided a short briefing on Communist China, Viet Nam, and Thailand. Mr. Reid was most appreciative. 10. Met with Mr. Philip Kelleher of the House Armed Services Committee, who advised that he had again called the chairman during the day concerning the Agency bill and its` , handling on the floor, but that no determination has been made con- V cerning the handling of the bill on the floor. Mr. Kelleher seems to feel that he has pressed his suit on this matter to the limit with the chairman. 11. I was in contact with Senator Mike Mansfield's office throug out t . e ay and was advised by the Senator's office early in the evening that Senator Mansfield will defer to Senator Richard Russell as to arrangements of the time and ,place of briefing by the Director on the "Vietnamese Communists' Will to Persist. R. 16306. As soon as the Chairman has determined the handling with the leadership, he will advise. 3, Met with Mr. Robert Michaels, House Appropriations Committee, who advised that there is a possibility for Wednesday of a meeting of the CIA Subcommittee. No final determination will be made, however, until Tuesday. 4, Met with Mr. Benny Kass, Senate Subcommittee on Administrative Practices & Procedures, and reviewed with him the proposed Agency response to the Chairman's letter of 11 August. It is Mr. Kass' opinion that the letter is satisfactory, and he. also noted that it is helpful that the Committee will be able to publish the Agency response. 5, Met with Mr. John Martiny, House Post Office and Civil Service Committee, who advises that the rumor concerning a Committee study of the 1962 Federal Salary Reform Act has probably been fostered by various statements of union officials concerning upgrading of the postal service and going away from the comparability concept.
