MEMORANDUM
The new cost figure for the explanation and justification
will be coming up from O/Personnel as soon as possible.
The memorandum to the Bureau of the Budget follows the
suggested format set forth in BOB Circular A-19. It is for your
signature. As you know, you have signed previous submissions
as has LRH.
The wording of the explanation and justification follows
from Phil Kelieher's statements in the House Report.
Ed Proctor renewed his query re legislative action on 11Q41
clearances, to provide the same benefit the military enjoys,
through last night. I advised it was not possible
in this package, but that I would get together with them on the
subject. I also advised the DD/S, DD/S&T. and DD/P representa-
tives that we will meet at any time on proposals they may have.
A copy of H. R. 16306 and the House report are also
enclosed.
