1. I- JGO) Met with Mr. E. Sampayrac, DOD,
Office of the Assistant Secretary for Manpower, concerning DOD comments
on the Agency legislative package. Mr. Sampayrac indicated that as of
this morning he does not have in hand comments of the three services and
the Assistant Secretary of Defense for International Affairs. Mr. Sampayrac
noted that one component is expanding its use of overseas personnel and is
quite interested in several authorities contained in this proposed legislation
and that it would be the first part of the week before this question of the
extent of interest would be resolved. When I noted thati of NSSTATINTL
had called and talked to us, Mr. Sampayrac admitted that this was the
component in question and that there was some desire on the part of NSA
to ride this bill. After some discussion of the particular provisions, Mr.
Sampayrac inquired whether the Agency would have objection to inclusion
of NSA. I responded that although the Agency would like to provide all
possible assistance to NSA, as we have in the past, that this particular
legislation was composite of some 15 or more almost unrelated items and
that to add the interest of another Agency could be a serious complicating
factor. Mr. Sampayrac appeared most sympathetic to this point of view
and indicated that he would call me as early in the week as possible.
Other than the NSA interest, he saw no problem in DOD concurrence in
our legislative package.
2. I I- JGO) Met with Mr. David Minton, Senate
Post Office and Civil Service Committee, and discussed with him, in
general terms, the content of our proposed legislative package and advised
that as soon as we have cleared BOB, would comey aria-meel with him
and, if appropriate, with Mr. John Burzio, the Staff Director. Mr.
Minton affirmed my brief understanding that Mr. Burzio is still somewhat
tied up with matters that have carried over from the Aviation Subcommittee
of the Commerce Committee, which he had been handling for the Chairman
before assuming his present directorship. He also indicated that we would
like to have Mr. Minton and Mr. Burzio out to lunch with our staff at their
convenience in the near future. Mr. Minton accepted the luncheon invitation
and indicated that he and Mr. Burzio would look forward to meeting with
our staff.

11. 1I CEA) Discussed thel case with Fred STATINTL^
Mesmer, Staff Director of the Senate Immigration Subcommittee. I pointed
out that Representative Feighan has reservations on this bill and either
Senator Williams or Senator Eastland should speak to Mr. Feighan about it.
Mr. Mesmer said that he would get in touch with Senator Williams and
suggested that I ask Senator Eastland to discuss it with Mr. Feighan.
12. I I- LLM) Spoke with Mr. Thad Murray, in
Representative Porter Hardy's office, in connection with his earlier inquiry
on former Agency employee I gave him what little information
I had and said we were in the process of getting all the facts pulled together
on this 1956 case. Mr. Murray said that would be fine and mentioned that the
widow, in her own way, had apparently misunderstood as something improper
what had most likely been an act of consideration and concern by Agency
representatives.'
13. LLM) I NSA, called in connection
with our proposed legislation now pending in BOB. I briefly explained what
the package consisted of, said we would send him a copy, and that Mr. Warner
would be most happy to go over it in detail with him.
14. I - G LC) Talked with Pat Holt, Senate Foreign
Relations Committee staff, regarding his request for information on insurgency
in Latin America and his specific reference to the existence of an NIE on
this subject. After consulting the Office of the DD/I and Mr. Abbot Smith,
ONE, and acting on instructions from the Director, I informed Holt that
while there was an estimate on this subject there were problems involved in
its release outside of intelligence channels but that the Director had instructed
this Office to have one of the experts who participated in the drafting of the
estimate meet with Holt and brief him on the subject. Holt seemed to under-
stand and said this was entirely satisfactory with him. I told him that we
would arrange to meet with him at his convenience and he is to advise us as
to a suitable time. One or two ONE briefers will be provided for this meeting.

6. JSW) called indicating STATINTL^
that he had reviewed our legislative package and he was considering the
possibility of suggesting in their response to the Bureau of the Budget, that
the Department of Defense ask that similar authorities be extended to NSA
employees presumably in the travel and medical fields. He planned to
discuss this with General Carter and wanted to know our views. I indicated
that this would complicate the matter and anything that tended to complicate,
of course, we would not like to see but that we would not raise any objection.
I suggested, however, that he consider that these are only a part of the
package since the basic authorities are in P. L. 110; further, he might well
wish to discuss the problems he might have in DOD. He might wish to take
more time than he has now for NSA to pull together their justification and
approach the problem on the merits with DOD and BOB.
8. 1 I- CEA) Called on Arthur Kuhl, Chief Clerk of the
Senate Foreign Relations Committee, and arranged for security precautions
for the Director's briefing of the Committee. Also prepared a seating chart
of the Committee.
9, CEA)
F confirmed security arrangements regarding the transcript
of the Senate Foreign Relations Committee briefing.
10. CEA) Delivered the agency information brochure
to the office of Senator a ph Yarborough for forwarding to a constituent.

1? ~- JGO) Talked to Mr. Bernard Martin,
Legislative Division, BOB, who advised that the DOD comment on
the Agency legis ative package is still outstanding. Comments
received contain no objections to our proposals but do provide minor
suggestions.
2? - JGO) Met with Mr. M. Convisser, Legisla-
tive Division, BOB, and reviewed with him the Civil Service Commission
comments on the Agency legislative package. Although the comments
were minor in nature, they are helpful and are appropriate for inclusion.
Mr. Convisser had several questions of his own with regard to back-
ground of the various sections, which were readily resolved.
3. I I- JGO) Made an appointment to meet with Mr.
Edward Sa yrac, , concerning DOD comments on the Agency
legislative package. His office indicates that only a few of the DOD
components have as yet responded.
4. I I- JSW) Telephoned Bill Darden, Senate
Armed Services Committee and advised him that the letter he had
furnished to me earlier did not involve the Agency. I further informed him
that apparently Senator Russell's personal office had written to the
Department of State on this. I advised him that the Army was the depart-
ment involved and they had informed us that they would be directly in
touch with Bill Jordan in the Senator's office. Darden agreed that there
was no necessity for further action on our part. He did request that the
letter be returned to him.
5. I I- JSW) Mr. Helms advised that Senator
Eugene Mc%~art yy ha iscussed with him the case of
McCarthy had indicated
that Representative Emanuel Celler wished some assurance that this
individual would have a job. Mr. Helms requested that we advised Mr.
Celler that he will have a job.
