R. 14590, introduced on 21 April 1966 by the Chairman, authorizes travel of an employee and his dependents away from designated hardship posts to other locations abroad having more favorable environmental conditions. This rest and recuperation travel would be in the interest and of the health and welfare of the individual and his family and would contribute to maintaining high standards of work productivity by employees serving under difficult circumstances. 2. Precedent for this provision is found in Section 911(9) of the Foreign Service Act asamended (P. L. 87-196, Section 708(3)). In 1963, similar authority for Agency personnel was cleared by the Bureau of the Budget, and was introduced in the House by Chairman Vinson on 24 June 1963. As you recall, this bill, H. R. 7216, was an omnibus measure proposing both an early retirement system for certain Agency personnel and sundry amendments to the CIA Act of 1949. Because of the overriding importance of the retirement legislation, a clean bill, H. R. 8847, was introduced by Chairman Rivers on 12 September 1963 dealing solely with the retirement program for CIA. 3. The rest and recuperation travel authorization found in Section 1(3) of H. R. 14590 would only apply to those employees who were assigned to hardship posts for a relatively long period of time. Over the space of two years of such duty, not more than one round trip would be authorized. In the case of three years of such duty without a break for home leave, not more than two round trips would be authorized. While this legislative proposal is not precedent setting and was introduced as far back as 24 June 1963, its incorporation in H. R. 14590 has received attention in the press. This has been done on a tongue-in-cheek basis under such captions as "Hardship Fund Sought by CIA" (21 April 1966, WASHINGTON STAR), and "Spies Out of the Cold" (21 April 1966, WASHINGTON DAILY NEWS).
