1. Received a call from Colonel K. K.
Cowan, in the office of Senator Strom Thurmond, who requested
information for the Senator in regard to a New York Times item of
last week relating to explosions in the interior of Red China which has
set back the Chinese missile program. He also requested information
concerning reports that missiles and rockets are being moved into
North Korea from the Soviet Union. I thanked Colonel Cowan for his
call and told him I would relay the Senator's questions and be back in
touch with him.
2. Mrs. Betty Higgins, in the office of
Representative Graham Purcell, Jr. , called and asked that she be
sent any available material describing the Agency to assist in answering
constituent inquiries. Copies of the Agency professional and clerical
brochures and the pamphlet on CIA were forwarded to Mrs. Higgins.

Thursday - 31 October 1968
1. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and received from him the Director's
letter of 8 July relating to Radio Free Europe and Radio Liberty.
Mr. Michaels returned the letter for safekeeping in our files and
suggested that it might be well in January or at such time as would
be appropriate for the content of the letter to be updated for the Chair-
man's information.
Mr. Michaels advised that the Army and Air Force are developing
new light aircraft for forward area observations with heavy emphasis
on quiet operation and inquired whether the Agency is doing any work
in this area.
Mr. Michaels noted in passing that he had visited Mr. Sprankle's
office during the day yesterday a few minutes after Mr. 5prankle had
received a call concerning security clearances. See
Memorandum for the Record.
I briefed Mr. Michaels concerning Soviet rotation of ships in
the Mediterranean squadron, withdrawal of occupation forces from
Czechoslovakia, the continuing Soviet tests for a space propulsion
system capable of making large changes in a satellite's orbit,
and the current status of
Israeli/Egyptian forces in the Suez Canal area.
2. Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and briefed him on the current status of
Israeli/Egyptian forces in the Suez Canal area.

5. Dorothy Fosdick, Staff Director, Subcom- 25X1
mittee on National Security and International Operations, called in behalf of
Senator Henry Jackson to say that he would stop in Washington for only a few
hours en route from his home on the West Coast to Europe and, therefore,
wished Miss Fosdick and Colonel Haaken Lindjord, her associate, to proceed
to draft a speech the Senator intends to give in Europe (presumably before the
North Atlantic Assembly in Brussels). Miss Fosdick said the Senator would
like her and Lindjord to get an updated briefing on the Warsaw Pact military
situation and the general conditions in Eastern Europe, Middle East situation,
Finland, and conditions on the Sino-Soviet border. Since she had spoken
enthusiastically of the earlier briefing on some of these subjects given by
OSR, I said I would call on him for the briefing and we agreed 25X1
on 11:00 A. M. , Friday, 1 November. I notified Mr. Hicks.
Later, Miss Fosdick called to say she had just received a call from
Senator Jackson who expressed keen interest in "the German spy cases, "
and despite his tight schedule would like a personal briefing thereon during
his brief stopover en route to Europe on Saturday, 9 November.

7? Talked with Kenneth Sprankle, Staff
Director of the House Appropriations Committee, regarding a contact
made with him by the Office of Security which appeared to result in
considerable irritation on Sprankle's part. The contact was made in
the course of a routine security review of the clearance of

another employee of the Appropriations Committee staff. Sprankle was
most upset as a result of the contact and our conversation concluded with
a request by Sprankle for a list of all of the staff members who have been
cleared by the Agency. I told Sprankle we would be happy to provide him
with such a list (See Memo for the Record for details),

1. Miss Doris Solomon, in the office
of Representative Herbert Tenzer {D. , N. Y. ), called concerning the
in Tenzer's district who may be interested in
employment possibilities with the Agency. The young man {who was
not identified) is a and is apparently
eligible for the draft. Miss Solomon inquired as to whether Agency
employment constituted sufficient grounds for draft exemption. I
told her it did. not but in response to her question indicated that we
would be happy to arrange a personal interview for the young man if
that appeared desirable. Miss Solomon thanked me and said she
would call me again if an interview was desired.
3. In response to his request delivered to
Mr. Vincent Augliere, Chief, Foreign Operations, House Subcommittee on
Foreign Operations and Government Information, two world maps for
Subcommittee use.
4. Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and briefed him on Soviet rotation of units
of the Mediterranean squadron. Mr. Kelleher noted during the conver-
sation the Chairman had returned to his home district this morning and
does not plan to return to the area until after the elections.

5. Received from Marian Czarnecki, Staff
Consultant, House Foreign Affairs Committee, additional sections of the
Study Mission report which were reviewed by Mr. Milton Brown, OCI.
On return of the sections Mr. Czarnecki expressed Representative
Selden's appreciation for our quick response. It is anticipated that the
report will be going to final printing tonight or tomorrow.
Mr. Czarnecki also advised that the Agency personnel whom
Representative Selden and the Committee members had been in contact
with throughout the trip were extremely helpful and cooperative. He
noted that the Agency certainly has a fine group of representatives in the
field.

1. In response to a call from Mr. Marian
Czarnecki, House Foreign Affairs Committee staff, for additional
review of certain changes in the draft report of the Study Mission trip
to Latin America and the Caribbean area, Mr. Milton Brown, OCI,
talked by telephone with Mr. Czarnecki. Later in the day Mrs. Mary
Lalos, of the Committee staff, called and advised that additional sections
of the report pertaining to Venezuela and the Dominican Republic have
been completed and would be sent out for galley proofs prior to review
by Agency representatives. It is anticipated that review of these sections
will be requested when returned from the printers. See Journal item of
25 October.
2. Marilyn Hewitt, in the office of 25X1
Representative Richard Schweiker (R. , Pa. ), called on behalf of the
University of Pennsylvania students interested in the Central Intelligence
Agency and intelligence collection as debate material. I told Miss Hewitt
we would send her a pamphlet on the Agency and said that the University
no doubt has any other public record material which they would need.
At her request I referred her to the bibliography in "The Craft of
Intelligence" which she will forward without any attribution to the Agency.
3. In response to his request for any
printed material which was available regarding the relationship between
CIA and the intelligence services of the Departments of State and Defense,
I provided Bill Darden,of the Senate Armed Services Subcommittee staff,
with several copies of the Agency's pamphlet which he will use in response
to a student inquiry.

4. Returned to William Woodruff, on the
Senate Appropriations staff, the document which Senator Russell
had asked the Agency to review for security. The security review
was conducted by Mr. Bruce Clarke and the few deletions which he
recommended were completely acceptable to Woodruff. This
document had previously been reviewed by the Office of Security
Review in the Department of Defense. Mr. Woodruff was most
grateful for our assistance.
Talked with Woodruff regarding the problem posed by
Senator Ellender's questionnaire. Woodruff agreed that we should
be as cooperative as possible with Senator Ellender in view of the
fact that he will undoubtedly become a member of the CIA. Appro-
priations Subcommittee next year. He suggested that Agency
representatives might brief the Senator privately on his areas of
interest, offering to forward any written material to him through
the Director.
Continued to firm_up arrangements for Woodruff's visit
is Friday. Woodruff is looking forward to his
and plans to spend the entire day there.

5. In response to a request from Representative 25X1
Armistead Selden which was relayed through Mrs. Mary Lalos, Staff
Assistant, House Foreign Affairs Committee, Mr. Milton Brown and Mr.
met with Mrs. Lalos and reviewed the draft report of the Selden 25X1
Study Mission to the Latin America and the Caribbean area. Several
changes were suggested. The report will be going to the printers this
evening for final Committee editing over the weekend.
After checking with DD/I, met 25X1
with Mr. Philip Kelleher, House Armed Services Committee staff, and
provided the information requested yesterday afternoon concerning
Chinese Communist long-range submarines and submarine nuclear missile
capability. I briefed Mr. Kelleher concerning withdrawal of occupation
forces from Czechoslovakia,
7. Met with Mr. John Reddan, House
Special Subcommittee on National Defense Posture staff, and received
from him an approved itinerary of the Committee's trip to the Rio Pact
and Anzus Pact nation areas. Mr. Reddan noted that Representative
Alexander Pirnie will be traveling with the Subcommittee.
8. Joe Williams, on the staff of Representative 25X1
John W. Davis (D. , Ga. }, called and asked if we knew the name of a
company which manufactured electronic surveillance equipment and
which conducted demonstrations on such equipment here in Washington
in 1966. According to Williams, a former CIA employee is working
for this organization which is located in Washington, D, C. Williams
is interested in contacting the company on the subject of miniaturized
tape recorders, He added that this was strictly a personal matter
but would appreciate any help we might be able to give him. STAT
in Security is checking on this.

9. Hand carried to Dorothy Fosdick, Staff Director 25X1
of the Senate Subcommittee on National Security and International Opera-
tions, our paper on "Soviet Attitudes Toward Foreign Communists,
Communist Parties, and Communist States. " This is the last item to
be provided in response to Senator Jackson's request for information
on this subject.
Gave orientation briefings to Dorothy Fosdick and Haakon
Lindjord on several special and compartmented security areas and
obtained secrecy agreements from them on each of these items.
10. In response to his expression of interest, I 25X1
showed Bill Darden, of the Senate CIA. Subcommittee staff,a paper prepared
by OSI on the Caspian Sea Monster. Darden was most interested in this
and appreciated being brought up-to-date on it.
11. Discussed with Bill Woodruff, on the staff of 25X1
the Senate Appropriations Committee, his visit to 1 November. 25X1
OTR is roughing out a briefing schedule and we will be in touch with him

Services Committee staff, who inquired concerning Chinese Communist
submarines. Recent news items have indicated a strength quite out of
keeping with previous reports. I advised Mr. Kelleher I would relay
his question.
I briefed Mr. Kelleher concerning a possible Soviet manned earth
orbit and discussed with him the Tuohy article on Vietnam.
2. Met with Colonel Labre Garcia,
House Special Subcommittee on Military Posture staff, who provided a
draft copy of the Committee travel itinerary. Traveling with the Committee
will be Chairman Hardy, Representatives Halleck, Dickinson and Pike

1. Met with Mr. Boyd Crawford, Staff
Administrator, House Foreign Affairs Committee, who advised that
he will be traveling to Europe for the NATO Parliamentarians meeting
with Representative Wayne Hays. Mr. Crawford does not foresee a
need for Agency briefings or assistance either before or during the
European trip. Mr. Crawford noted in passing that Representative Hays
appears to have modified his views of the Agency and its activities.
2. Met with Mr. Melvin Benson,
Staff Consultant, House Foreign Affairs Committee staff, who provided
a copy of the Middle East Study Mission itinerary. No requirement for
Agency briefing or assistance is anticipated by Mr. Benson.
3. Talked to Miss Barrett, in the office of
Relresentative Peter Frelinghu sen (R. , N. J. ), concerning an application
for employment with FBIS by a constituent of
Frelin hu sen's. I informed Miss Barrett that we are in direct contact
with~and asked if she would like copies of the correspondence.
She said this would not be necessary.
4. Received a call from Mr. James Calloway,
Chief Counsel and Staff Director, Senate Committee on Government
Operaiiox~s, who said he had a letter addressed to Senator McClellan as
Chairr?~an of the Committee from a college student interested in joining
the Agency, knowing more about the Agency, etc. Mr. Calloway requested
us Lo send an application form, brochure, and pamphlet directly to

5. Bill Woodruff, on the staff of the Senate
Appropriations Committee, called and said that at the request of Senator
Russell they would like the Agency to conduct a security review of a
particular sensitive document. The review is to be conducted on a
strictly informal advisory basis. I told Woodruff we would be happy to
do this and he is to let me know when it is available. He added that it
would be necessary to conduct the review in a 24 hour period.
Mr. Woodruff indicated that he would be in the area of
on the weekend of 1 November through 4 November and asked if we
"set something up for him" on either the first or the fourth. I told
Woodruff that I was sure that we could, that I would check to see which
of these days would appear to be better and I would be back in touch
with him.
6. Mr. Goodwin advised that Bill Carpenter 25X1
had contacted him about a letter the Department of State had received
from Senator George Murphy. The letter transmits a constituent inquiry
which is critical of the State Department, the Agency and the Administration
with regard to the recent Soviet invasion of Czechoslovakia. The inquiry
quotes from an Intelligence Digest article which is critical of U. S. handling
of the Czech crisis. A copy of State's proposed reply to Senator Murphy
has been made available to Mr. Goodwin who had no objection and suggested
that we might provide Senator Murphy with some selected news items
commenting favorably on the role which intelligence played in this situation.

8. I informed Mr. J. Stanley Kimmitt,
Secretary to Majority Leader Mansfield, of Mr. Maury's meeting with
Senator Stennis this afternoon in connection with his trip to Europe
early next month. I plan to see Kimmitt tomorrow to discuss further
arrangements for putting our people in touch with the Senator in the
field.
9. Met with Senator John Stennis and
Messrs. Cresswell and Spell, of his staff, and provided a general
briefing on the Eastern European situation and related matters. I
later talked privately with the Senator about Agency relations with his
Committee. See Memo for the Record for details.

5? Received a call from Mike Finley,
Executive Assistant to Representative Dante Fascell, who is with
the Congressman in Miami. Finley told me of the case of~~
A ccording to Finley
was captured during the invasion and imprisoned for 20 months.
He subsequently came to this country and has now been classified
1 -A by his draft board. Finley feels that it is unfair for ~ to
be subject to the draft in view of his participation in the Cuban
invasion. He said Fascell has written to General Hershey on
behalf without success. Finley was not sure whether we
could do anything about this but wanted to check with us. After
checking with WH Division I advised Finley that this was strictly
a matter between and Selective Service. I did confirm that
had been a member of the Cuban Brigade. I added that we
were aware of no policy or precedent for Cuban invasion participants
to be exempted from the draft. In response to his question as to
whether we knew if any other Brigade members had been drafted
I responded that this was a matter in which we had no record but
recommended that he might want to check with the Brigade office
in Miami. Finley said this was a good suggestion. He also added
that Representative Fascell might appeal to the President on
behalf.
6. Talked with James Wickwire, on the
staff of Senator Henry M. Jackson, regarding the case of
who is interested in employment as a pilot with Air
America. (Wickwire is leaving Jackson's office to accept a position
in a law firm in Washington state.) After advising Wickwire that
did not meet present requirements for Air America it
was agreed that we would explore the possibility of having Air America
advise of the contact made by Senator Jackson on his
behalf and restate the situation with regard to employment. I will be
discussing this with

7. Met with James Gehrig, Staff Director and
Chief Clerk, Senate Committee on Aeronautical and Space Sciences,
and advised him that we expected the Soviets to conduct another manned
earth orbital test the latter part of this week. I also indicated that the
Soviets are expected to launch a lunar shot later on, perhaps in November.
8. Senator Daniel B. Brewster (D. , Md.) L~~i
was briefed in my office at Headquarters and later at lunch in the Director's
Dining Room, on world trouble spots by Messrs. George Carver, Q 25X1
and Milton Brown. The Senator explained that he wished background 25X1
information in preparation for some speeches and debates scheduled
for the final phases of his rather hectic campaign for reelection. During
the discussion several sensitive matters came up but in each case the
appropriate caveats were clearly emphasized. On several occasions the
Senator sought comment on policy matters but these questions were
politely evaded.
As I escorted the Senator to his car he spoke most enthusiastically
of the briefing and his admiration for the Agency generally. He referred
rather apologetically to an incident in 1965 while he was visiting DaNang,
remarking he had not really intended to attack the Agency, but was merely
"sticking up for the Marines" who were involved in a controversy at the
time.
9. Mr. W. E. Creswell, Administrative
Assistant to Senator John C. Stennis, called to say the Senator would be
in town Wednesday and Thursday and asked if I would be available on either
of the days to give the Senator a briefing prior to his European trip. It
was agreed that Mr. Creswell would call and arrange a time for the briefing.

confirmed that the Senator would arrive at 12:00 noon, 22 October, for

Mississippi and offered to provide him with a situation briefing and
suggestions for contacting any of our Station personnel in connection with
his upcoming European trip. He was most appreciative and it was
agreed that since he will not be stopping again in Washington prior to
his departure I will meet with him in Mississippi during the week of
28 October. He will call later to propose a specific date. For reasons
which he did not make clear, he requested that we provide him with a
letter authorizing him to contact our people in the field (perhaps what
he has in mind is a sort of letter of introduction).

Director, Senate Subcommittee on National Security and International
Operations, about the material provided for a possible speech by
Senator Jackson. She was most complimentary about what she had
already received and had some additional requests. (See Memorandum
for the Record for details. )

brief Senator John Sherman Cooper regarding movements of Warsaw
Pact forces relating to the Czech crisis and the present deployment
Mr. William Miller, of the Senator's staff, was
present. briefed on a secret level, carefully distinguishing
which material could or could not be used in a public presentation.
The Senator concluded the meeting by remarking that he was somewhat
reassured that the present posture of the Warsaw Pact forces was not
as ominous as some observers had claimed. He said he expected a
briefing from Department of Defense representatives tomorrow.
3. Mr. John Sullivan, Administrative
Assistant to Senator Daniel Brewster, called to say the Senator would
appreciate a briefing on "world trouble spots" around noon on 22 October.
After checking with the Director I called Sullivan to confirm the time
of the briefing and to invite him and the Senator to have lunch with some
of us. He accepted with pleasure.
4. Ken Gray, Administrative Assistant 25X1
to Senator Joseph Tydings, called to inquire whether a car which has been
following a friend of the Senator's belongs to the Agency. Gray had
attempted to ascertain the owner through the Maryland Motor Vehicle
Department but the li cense number was blocked. After checking with
Security, I informed Gray the automobile does not belong to this Agency
and suggested that he should be able to obtain the identity of the owner
through the Maryland State Police.

Senate Committee letter concerning the CIA appropriations should be
signed tomorrow. He will advise. He noted in passing that Senate
action on the Agency appropriation was the same as that previously
taken by the House Committee.
6. Received a call from Mr. Frank Slatinshek,
Counsel, House Armed Services Committee, concerning the availability
of certain Agency technical assistance. After checking with the Director
of Security, Mr. Slatinshek was advised that Agency assistance is not
available. Mr. Slatinshek indicated that he understood the Agency's
position. In response to his request the names of private contractors
in the field in question were provided. (See Memorandum for the
Record for details. )

2. Called Mr. Jack Stempler, Assistant
to the Secretary of Defense for Legislative Liaison, and discussed some
common problems including upcoming European trip on which Stempler is
escorting and making arrangements for Senator Stennis. I said we would
like to offer the Senator a briefing prior to departure and invite him to call
on our station personnel if he so wished, although I realized the trip was
primarily a DOD matter. Stempler said this was entirely agreeable.
I called Stan Kimmitt, Secretary to the Senate Majority, who is also
accompanying Senator Stennis and making some of the arrangements, to tell
him of the foregoing. Kimmitt suggested I contact the Senator's office in
order to arrange a meeting with him.

7. Met with Miss Dorothy Fosdick, Senate 25X1
Subcommittee on National Security and International Operations staff,
and delivered to her a0 memorandum of 15 October titled "Possible STAT
Implications for International Law of the Article Entitled 'Sovereignty
and International Duties of Socialist Countries' by S. Kovalev, Pravda,
25 September 1968" and an undated paper titled "Soviet Attitudes Toward
International Law. " A copy of the Pravda article "Sovereignty and
International Duties of Socialist Countries" and a New York Times
comment thereon of 20 September was also provided. Miss Fosdick
indicated that Senator Jackson would present his paper or talk before
the Military Committee rather than in the plenary session of the North
Atlantic Assembly meeting. The subject matter will be held close to
the vest prior to the meeting to avoid possible premature leaks to the
press.
Miss Fosdick also noted in passing that Senator Cooper as rapporteur
for the North Atlantic Assembly will be preparing the Military Committee
report in advance of the meeting after checking with the members of the
Committee.
8. Met with Miss Milrae Jensen, Staff
Assistant, Senate Foreign Relations Committee, and reviewed with her
the membership and staffing of the American delegation to the North
Atlantic Assembly, 14th Annual Session in Brussels from 11 through 15
November.
9. Met with Mr. Carleton B. Hovey,
in the office of Representative William Bates, who advised that Mr.
Bates had gotten away to the district this morning. Mr. Bates will
be returning to the city some time during the day on 7 November prior
to departure that same evening for the North Atlantic Assembly meeting
in Brussels.
10. Met with Mr. Philip Kelleher, House Armed 25X1
Services Committee staff, and briefed him on the indicators of Soviet
leadership problems, the current situation in Panama, the Soviet
helicopter carrier Moskva ASW exercises, and North Korean underground

11. Met with Mr. John Reddan, House Special
Subcommittee on National Defense Posture staff, and delivered to him
the various papers dated 14 October relating to the Anzus Alliance and
the Rio Pact nations. We were joined during the discussion by Colonel
Labre Garcia who will be doing the actual writing of the preliminary
drafts for the Committee reports on these topics. Mr. Reddan noted
that although the Committee still plans to travel to Latin and South
America on 7 November some changes in itinerary are under consid-
eration due to travel difficulties to countries such as Chili. Mr.
Reddan expressed the Chairman's appreciation for the assistance
provided.

1. After discussion with the Director
called the office of Senator John Sherman Cooper in hopes of nailing
down with the Senator the timing and ground rules for the briefing
requested by Mr, William Miller, of his office. The Senator was in
New York but Mr. Miller confirmed that the Senator would be back
Thursday morning and that they would like the briefing at 3:00 p, m.

3. In response to his request on behalf of Senator 25X1
Russell I provided William Darden, of the Senate Armed Services
Committee staff, with data and photographs of the Soviet helicopter
carrier Moskva. Darden said this material more than filled his
requirements and that he would return it to us after he had shown it
to Senator Russell.
I advised Darden of the request we had received through Bill
Miller for a briefing of Senator Cooper on the Warsaw Pact and Czech
situation on Thursday. I told Darden that we were considering these
requests very carefully and provided briefings only when it had been
ascertained that the briefing had been requested by a Senator, although
we felt that we could not exclude a staff member from the briefing if
it was the Senator's desire to have him present. Darden appreciated our
problem in this respect and seemed to feel that there was no other way
to handle requests of this sort.

Miller, of Senator Cooper's staff, Miller mentioned in connection
with our briefing of the Senator on Thursday that "some members
(presumably from the North Atlantic Assembly) have challenged some
of our doctrines. " He specifically mentioned that
were on opposite sides. I mentioned in passing that
in briefing of senators and congressmen the Agency operated under
close guidelines. I said that we want to be cooperative and responsive
to such requests but provided briefings to members on the basis that
they would be treated as confidential.
5. Talked to Garner J. Cline, Counsel,
House Subcommittee on Immigration and Naturalization, concerning
an upcoming trip by Representative Peter Rodino (D. , N. J.) to Munich
some time after the elections, Cline asked if it would be possible for
the employees of Radio Free Europe to present Rodino with a letter
of citation for Rodino's effort in sponsoring legislation to permit the
naturalization of these employees. I told Cline I would check into it
and be back in touch with him. CA Staff, was informed
and told me that the head of RFE would be at Headquarters on 21
October at which time we would explore the possibilities.

of four Americans who allegedly were recently in Cuba for guerrilla
training. He asked that I endeavor to find out the current location of
these people. I said I would check it out and be back in touch.

(R. , N. Dak.) in Fargo, who wanted information on the number of North
Vietnamese and Vietcong troops in South Vietnam, See Memo for the

Committee staff, called to say that Mr. and Mrs. Mahon had been trying
to reach whom they believed worked for the Agency 25X1
or for NSA.. Michaels said Mrs. Mahon's call to the Agency was referred
to the personnel locator who said they had no record of 25X1
Michaels asked if I would check on this and let him know. I determined
that is an Agency employee but had called in sick this morning. 25X1

Senator's itinerary and informed me that in addition to Jack Stempler
and himself, the Senator would be accompanied by Mr. William Spell,

offer the Senator a briefing prior to his departure and have him contacted
by Agency officers at those points where we have representation.
6. Received a call from William Darden,
Senate Armed Services Committee staff, who said that Senator Russell was
interested in certain characteristics of the Moskva, a Russian ship which
was seen in the Black Sea. He asked if this was a helicopter carrier and
I confirmed that it was. He said the Senator would like to know the size,
speed, the number of missiles carried, the number and caliber of navy
rifles and the size of its crew. is getting this information for
me and I will get it to Darden tomorrow morning.
7. Bill Miller, on the staff of Senator John
Sherman Cooper, called to say that the Senator has requested a briefing
from the Agency on the Warsaw Pact and the situation in Czechoslovakia.
Miller explained that Senator Cooper would be the rapporteur of the North
Atlantic Assembly in Brussels next month. He would like the briefing in
connection with these meetings. Miller mentioned in passing that the
Senator "was aware of a recent SNIE on the subject. " He suggested that
the briefing be given at 3:00 p, m, on Thursday. I advised Miller I
would look into this and be in touch with him.

appreciate being kept up-to~late should events occur that he should know
about.

Armed Services Committee staff, who advised that the Chairman and
other members will be traveling to a meeting of NATO parliamentarians.
The meeting will be held 11 through 15 November 1968 in Brussels.
He had not been able, however, to sort out the various other parliamentary
groups.
2. Met with Mr. Darrell St. Claire,
Chief Clerk of the Senate, and reviewed with him in some detail the
various parliamentary delegations and upcoming parliamentary meetings.
Mr. St. Claire was also helpful in identifying the administrative support
provided in various Congressional offices of these delegations.
4. Mr. Joseph E. Winslow, Staff Assistant, 25X1
House Subcommittee on Position Classification, called and wanted to know
the names of the Director of Personnel and the Chief of Compensation
Division. He said he had met with them on 22 May 1968, but could not

5. Queried William Darden, Senate Armed Services
Committee staff, about the origin of Senator Russell's question yesterday
regarding possible new developments in the Paris negotiations. Darden
explained that Senator Russell had been queried on this by Senator Dirksen
who apparently had picked up a rumor on the subject and wanted to know if
Russell could confirm or clarify. Darden was unable to throw any light
on the original source of the rumor.
6. Talked with Mr. Robert Michaels, House
Appropriations Committee staff, who requested advice for the Chairman
concerning the reported pressure by the Soviets on the government of
Finland and whether there might be any similarity to the pressures on
Czechoslovakia prior to the takeover. Mr. Michaels noted that press
reports seemed to play up the Kosygin visit. He noted that this is not a
matter of real concern but only of interest at this time.
7. Received a call from Vincent Augliere,
Chief, Foreign Operations, House Subcommittee on Foreign Operations
and Government Information. Mr. Augliere advised that Chairman Moss
had called from the West Coast requesting advice or information for a
young friend at Brigham Young University concerning the "internal service
of the Soviet Union penal system", how it functions, and what it is called.
Apparently what the Chairman feels is needed would be background and
reference materials that could be forwarded to the individual. Restricted
information would be of no help. I advised Mr. Augliere that I was sure
we would not be able to assist in this instance but I would relay his request.

8. J. S. Kimmitt, Secretary to Majority
Leader Mansfield, called to say he would be accompanying Senator
Stennis on a trip to Europe from 5 November to 23 November. The Senator
expects to be in Germany from the 5th to the 10th and in Brussels from
the 10th to the 15th. The balance of the time will be spent on a return
trip to Berlin and visits to London, Holy Loch and Naples.
I plan to see Kimmitt in the next few days to get more details
on the trip and to offer the Senator briefings prior to his departure.
In conversation with Bill Darden, of the Senate Armed Services
Committee staff, I learned that Kimmitt had been requesting the Senator
to make this trip for some time. I also learned that Jack Stempler,
Assistant to the Secretary of Defense for Legislative Affairs, will also
be traveling with the Senator.
9. Messrs. Maury and~~ met with George
Murphy, on the staff of the Joint Committee on Atomic Energy. Murphy
was given a0 memorandum prepared by DD/S&T commenting on
the recent George Wilson article of 8 October on the Soviet FOBS test.

interested in funding support for a dormitory for his school which is
connected with the University of Hong Kong. I told Harvey that if

not be of any help in connection with the financial problem.

Mr. Rivers and others to the NATO parliamentary meeting in November.
Mr. Kelleher advised that he was not familiar with it but he would inquire

I briefed Mr. Kelleher concerning current indicators relating
to possible movement of MIG interceptor aircraft south of the 20th
parallel in Vietnam.
6. Met with Mr. Robert Michaels, House
Appropriations Committee staff, who advised that the number of
appropriations bills and conference agreements between now and the
end of the session appear to foreclose any possibility of a Subcommittee
meeting between now and the time the Subcommittee members leave the
city. He noted in passing that one of the Subcommittee members has
already returned home and a second will probably leave Saturday evening.
I also briefed Mr. Michaels for the Chairman concerning the Chinese
production of MIG-19 jet fighters from 1966 through 1968, Soviet
third flight testing of a MRV vehicle on 6 October, the patrol of a Soviet
nuclear-powered submarine from the Kola Peninsula to a position off
the west coast and return to the Soviet Pacific fleet and the current
indicators relating to possible movement of MIG interceptor aircraft
south of the 20th parallel in Vietnam.
7. Met with Miss Frances Christy, House
Judiciary Committee staff, who advised that along with
numerous other pieces of legislation had been passed over. These are
items of legislation relating to individuals who will be eligible during the
coming year for naturalization under existing authority. OGC has been

him some of the likely forthcoming changes among the members and staff
of the Agency Subcommittee. Kelleher said that the logical successor to
Representative Hardy, on the Agency Subcommittee, would be Representative
James Byrne (D. , Pa. ). However, Byrne's interest in defense and foreign
policy matters is limited to the Philadelphia Navy Yard, and quite possibly
Chairman Rivers (assuming Democrats controlled the House) will not fill
the Hardy vacancy.

Subcommittee on Internal Security, called to inquire whether the Agency knew
anything about five Americans being trained in Cuba for guerrilla warfare.

1. Talked with Ben Gilleas, Director
of Investigations, Senate Preparedness Investigation Subcommittee,
and made arrangements for and me to see him on Wednesday
to brief him on the Czechoslovak situation.
2. Advised Colonel James Brower, Office
of Secretary of Defense, Legislative Liaison, of our briefing appointment
with the Senate Preparedness Investigation Subcommittee staff. Brower
said they are now scheduled to meet with the staff on Friday. He
added that he had instructed their people to coordinate with us on this.
3. Received a call from George Murphy,
on the staff of the Joint Committee on Atomic Energy, concerning the
case of the four Italians who have been reportedly picked up for passing
information to the Soviets. According to a newspaper account it is possible
that NATO information is involved. I told Murphy we were looking into
this and would be in touch with him as soon as we determine anything
definitive regarding NATO material.
I told Murphy I would be back in touch with him on this.
4. Met with Miss Barbara Rugito, in
the office of Representative John Dent, and brought her up-to-date on

Senator Charles H. Percy (R. , Ill. ), called to say they have been
receiving their copies of the FBIS Communist China Book only about
once a week lately. Checked with FBIS, who advised
that although Senator Percy's office has subscriptions to a number of
FBIS books, the Communist China Green Book was not one of them.
When Mr. Cohen was advised of this, he requested that we add the
Communist China Book to their subscriptions and this was done.
6. Miss Mary King, in the office of
Representative George Rhodes (D. , Pa. ), called to request an employee
interview appointment for a constituent, for

7. Dave Brandwein, Chief, FMSAC, called to
say that NASA officials had been in touch with him in connection with a
question put to Acting Administrator Payne during an open session with
the Senate Aeronautical and Space Sciences Committee on 3 October.
The question was raised by Staff Director, James Gehrig, and constituted
a request for information about the new Soviet boosters. Brandwein
had offered to brief Gehrig on the boosters if this would be helpful.
I subsequently talked to Gehrig who pointed out that what he wants is
information which can be placed in the open record. He cited state-
ments which have been made by the former NASA Director Webb. I
advised Mr. Brandwein of this and indicated that this was a matter
between the Space Committee and NASA and one which should be worked
out by these parties.
8. Met with Mr. Philip Kelleher, House Armed 25X1
Services Committee staff, and received from him athree-page blind
memorandum of 9 February 1965 entitled "Soviet Civil Defense" which was
returned to the Agency from Committee files.
I briefed Mr. Kelleher on the Chinese production of MIG-19
jet fighters from 1966 through 1968, the Soviet third flight test of

9. Met with M-r. Melvin O. Benson, Staff
Consultant, House Committee on Foreign Affairs, who advised that
the Subcommittee on the Near East, chaired by Representative L. H.
Fountain, is planning atwo-week study mission trip to various countries
in the Near East starting about the middle of November. It is anticipated
that members and wives will be traveling but neither the itinerary nor the
members who will be traveling has been firmed up as yet. It is not
anticipated that any Agency briefings will be required either here in
Washington or during the trip. Mr. Benson will keep me advised as
plans are developed.
10. At her request delivered to Mrs.
Edna Johnson, House Ar med Services Committee staff, several copies
of the Agency pamphlet "Central Intelligence Agency" and professional
and clerical brochures for use by the Committee in responding to
employment queries addressed to Chairman Rivers.
11. Called John Reddan, Special Counsel 25X1
of the House Subcommittee on Defense Posture of House Armed Services
Committee, requesting clarification of a written briefing preparatory to
the 5ubcornmittee's upcoming trip to Rio Pact and ANZUS Pact areas.
Reddan said the Subcommittee was interested in general orientation with
primary emphasis on insurgency problems. Beyond this, he said he was
drafting a list of items which the Subcommittee may want to go into and
would have a copy available probably by tomorrow. I suggested that on this
list he check those items on which our contribution might be particularly
useful and send us a copy so we might be guided accordingly. He said they
would want material covering all the countries involved although time would
not permit them to visit each of them. I passed this information to Messrs.

12. At the Director's request, called Mr. 25X1
William Darden, Chief of Staff, Senate Committee on Armed Services, and
Mr. William Woodruff, Senate Appropriations Committee staff, to see if
there were any problems or loose ends that should have attention regarding
the recent debate on the appropriations bill or related matters. 25X1
Both assured me that they were aware of nothing in this regard.
I also mentioned to Mr. Darden my understanding that it was now clear
that no action would be taken on the Ervin bill (Constitutional Rights of Govern-
ment Employees) this session. I then asked Mr. Darden whether he thought
we should pursue the matter further until after the new year. I said we had
in draft form a paper dealing with certain legal aspects of the bill, but were
not sure whether in present circumstances it would be useful to give this
paper to Senator Ervin or otherwise raise the matter with him until the next
Congress. Mr, Darden said he thought it wiser to defer any such action until
we see how things look in January.

the assistance provided.
2. In Mr. Reddan's absence, met with
Colonel Labre Garcia, House Special Subcommittee on National Defense
Posture staff, and established a working suspense date of 16 October
for transmittal of the material requested in the Chairman's letter of
24 September.
3. Met with Mrs. Mary McLaughlin, Senate 25X1
Foreign Relations Committee staff, and received from her the Committee
copy of the transcript of the Director's briefing of 3 February 1967 before
the Disarmament Subcommittee. Mrs. McLaughlin was given a receipt
for the return of the transcript to the Agency.
4. At his request met with Mr. Marian 25X1
Czarnecki, Staff Consultant, House Foreign Affairs Committee, and
reviewed the notes he had written up from the briefing given Representative
Selden on 1 October. Mr. Czarnecki intends to carry the notes with
him on the forthcoming trip and wanted to ensure that the notes as
prepared did not reveal sensitive information. No corrections or changes
in the notes were necessary. Representative Selden and Mr. Czarnecki
plan to leave the city during the day tomorrow.

industrial security clearance matter. I referred Mr. Hines to Chief,

6. Received a call from Mr. Jay 25X1
Sourwine, Senate Internal Security Subcommittee staff, concerning
Miami foreign language news broadcasts this afternoon indicating possible
revolt or uprising in Oriente Province, Cuba. After checking with
Mr. Milton Brown I advised that we had no information that would verify
the reports.
7. Talked with Colonel James Brower, 25X1
Office of Secretary of Defense, Legislative Liaison, regarding the
request we had received from the Senate Preparedness Subcommittee
staff for a briefing on the developments of the crisis in Czechoslovakia
and the status of the situation there at this time. I queried Colonel
Brower as to whether he had received a similar request. He said that
Ben Gilleas, of the Subcommittee staff, had mentioned the possibility of
a Pentagon contribution on this but added that no specific request was
made. Brower plans to discuss this with DIA officials but feels if any
briefing is to be given it should be given by CIA. I stressed the importance
of coordinating any presentations given to this staff and Brower readily
agreed.

Armed Services Committee staff, regarding the request we had received
from the Preparedness Subcommittee staff for a briefing on the
developments of the situat~.on in Czechoslovakia. Darden agreed that
we should proceed to brief the Subcommittee staff as requested. He
also, however, agreed that if it should develop that the Subcommittee
staff is conducting a postmortem on the effectiveness of intelligence
with respect to the Czechoslovak crisis we should discuss the matter
with Senator Stennis and possibly Senator Russell on the grounds that this
is a matter of primary concern to the CIA Subcommittee.
10. Talked with Virginia Laird, Secretary
to Senator Stuart Symington, regarding the correspondence from

1. In response to a query from Robert
Michaels, House Appropriations Committee staff, and after checking
with OCI, I said we had no evidence of Soviet attempts to
obtain a naval base from India. I said speculation in this regard might
have resulted from the fact that the Indians were acquiring several
submarines from the USSR and were constructing, with the assistance
of Soviet technicians, abase on the Indian Ocean to support these sub-
marines. Michaels said the request was originated by Representative
Sikes (D. , Fla. ).
2. Met with Miss Patricia Price,
in the office of Representative Barber Conable, and reviewed with her
a set of Agency employment applications and the applicant information
sheets. Miss Price was most appreciative and indicated that the set
of application forms should be adequate for Representative Conable's
use in responding to a constituent inquiry concerning requirement of
polygraph in processing for employment with the Agency.
3. Received a call from Miss Dorothy
Fosdick, Staff Director, Senate Subcommittee on National Security
and International Operations,
Miss Fosdick also noted that Senator Jackson was extremely pleased
with the excellent briefing our people. provided yesterday and indicated
the Senator will be making a speech today that will be of interest to us.

4. Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and briefed him on last evening's political
developments in Peru and the Soviet FOB test of 2 October.
5. Met with Mr. Albert Westphal, House
Foreign Affairs Committee staff, and reviewed with him the tentative
plans of a proposed study mission to the Far East. A fairly sizeable
group, as yet undetermined, of Committee members and wives is
being scheduled for travel to the Far East. Present plans do not
include Vietnam. Probable dates of travel will be from 11 November
through 7 December, It is not anticipated at this time that any Agency
briefings will be desired prior to departure or that any Agency contact
or support will be necessary during the trip. Mr. Westphal will keep
me advised as plans are developed.
6. Met with Mr. Ben Gilleas, Director
of Investigations, Senate Subcommittee on Preparedness Investigation,
who requested a briefing of the Subcommittee staff if possible during
next week at the convenience of the Agency. It was requested that the
briefing cover ground forces and air unit movement of Soviet and Warsaw
Pact forces during the buildup, deployment and withdrawal to date from
Czechoslovakia. It will be helpful if matters such as electronic counter
measures used in screening the buildup and deployment and the strength
of units could be detailed in the briefing. I advised Mr. Gilleas that I
would relay his request.
7. In response to a previous request,
informed Jay Sourwine, Chief Counsel, Senate Special Subcommittee
on Internal Security, that represented the CPUSA
at the last Preparatory Conference in Budapest.
8 ? Spoke with Mrs . Chincheck, Civil
Service Commission, who advised that the cost-of-living adjustments are
applied to the monthly rate under the Civil Service Retirement Fund.

9. Spoke with Mr. Ralph Preston,
Staff Assistant, House Subcommittee on Defense and the Subcommittee
on Transportation, concerning plans for constructing a research track
on the BPR Langley site. He said that the Department of Transportation
is not under any congressional direction in this regard to his knowledge,
and that the Committee strikes funds from Transportation's appropriations
unless the location for the facility is known.
10. Spoke with Ralph Devlin, Staff
Assistant, House Subcommittee on Retirement, Insurance and Health
Benefits, concerning the prospects for the Civil Service retirement and
benefits bill (H. R. 17682). He confirmed that, while pleased that the bill
has progressed as far as House passage, it would not be taken up in the
Senate and that the Senate committee staff has not even begun to initiate
any work on the bill.
11. Mr. White, in the office of Representative
Samuel L. Devine (R. , Ohio), called to request an application form and
a copy of our clerical and professional brochure. This material was sent
to the attention of Mr. John Hoyt, Representative Devine's Administrative
Assistant.
12. Talked to John Reddan, staff member, 25X1
and later with Chairman Porter Hardy, of the Special Subcommittee on
National Defense Posture of House Armed Services, regarding their request
for a written briefing on the situation in the Rio and ANZUS Pact areas,
suggesting that an oral briefing might be more useful than a written one.
Both agreed, but pointed out the extreme difficulty of getting enough members
together at one time to make this feasible. They both felt we had best
plan to handle the matter in writing.

In a conversation today
a. Senator Ervin has shown some flexibility regarding
proposed amendments to his bill to protect the constitutional
rights of Government employees, but remains "adamant" regarding
any exemptions for CIA. Senator Ervin insists that he will agree
to any amendments serving national security, but that the amend-
ments in which the Agency is interested would not really serve
this purpose.
b. However, Senator Ervin is "slowing down" and the
whole thing is a dead issue for the remainder of this session.
The next session will be a "new ball game" and we can take a
look at the problem again early in the year.
c. In (view much of the difficulty arises
from the failure of the Civil Service Commission to develop
effective machinery for handling personnel complaints before
they reach Congress. plans to take this up with
the Commission at an early opportunity.
14. Mr. Jack Norpel, Senate Internal Security
Subcommittee staff, called and requested that he be put on distribution for
the FBIS books on the USSR and Eastern Europe. He also requested the
book on China. FBIS, said she would take care of this.

1. Miss Marguerite Hulbert, in the
office of Representative Philip Burton, called, referring to her conversation
with a member of this office on 30 September, and said she has not
as yet received their FBIS White Book. After checking with
FBIS, advised Miss Hulbert that their office has been added to
the distribution of the White Book and she should start receiving her
copies regularly on 8 October.

Senator Henry M. Jackson in response to the Senator's request for a
briefing on Soviet troop disposition and movement in Eastern Europe.
Miss Dorothy Fosdick and Colonel Linjard, of the Senator's staff, also

information regarding Soviet ground forces and explained the movements

was told there was no security objection to his mentioning on the floor
that "the Soviets mobilized several hundred thousand men during the
Czech crisis" and that "several armies numbering more than ten divisions"
had been moved into Czechoslovakia. We assured the Senator that in
the event of early additional significant developments in this regard he
would be notified.

4. Mrs. Mary McLaughlin, of the Senate Foreign
Relations Committee staff, called to say that one of the Committee members
would like, as promptly as possible, the transcript of the Director's
testimony before the Disarmament Subcommittee of Senate Foreign Relations
on 3 February 1967. After checking with the Director, a copy was delivered
to Mr. Pat Holt, Acting Chief Clerk of the Committee. Bath Mr. Holt and
Mrs. McLaughlin were evasive as to by whom and for what purpose the
transcript was desired.
5. In response to his call to for Senator
Russell, delivered a copy of the Director's briefing notes of 16 September
before the Defense Subcommittee of Senate Appropriations to Mr. William
Woodruff. I reviewed the notes with Mr. Woodruff, identifying those
portions which he felt were of particular interest to the Senator this
morning. Mr. Woodruff advised that the Senator had indicated that there
would be no attribution to the Director on any statements he might make
during this morning's proceedings. Mr. Woodruff also noted in passing
that the quick delivery of the Director's notes for Senator Russell's use
was very helpful. The Senator had questioned earlier this morning whether
a transcript shouldn't have been available to him in the office.
6. Met with Mr. Philip Kelleher, House
Armed Services Committee staff, and provided a suggested reply and
certain basic background items for his use in responding to Representative
Rogers concerning the constituent query of relating
to charges against the Central Intelligence Agency by Jim Garrison of
New Orleans and Congressional control of the activities of the Agency.
Mr. Kelleher was most appreciative.
7. R eceived a call from Patricia Price, 25X1
in the office of Representative Barber Conable (R. , N. Y.) inquiring on
behalf of a constituent whether polygraph testing was required in Agency
employment processing and whether an individual who refused to take a
polygraph could be employed. After brief discussion with Miss Price
I advised her that I would stop by during the day tomorrow and provide a
copy of our employment form letter outlining the Agency employment processing.

8. Jay Sourwine, Chief Counsel, Senate
Special Subcommittee on Internal Security, called to ask if we could
provide him with the identity of the person who represented the CPUSA
at the Third Preparatory Conference in Budapest. He recognized that
this is not our business, but had been unable to find out from the FBI
or State Department. I told him I would check, but could not hold out
much hope that the Agency knows if the other two don't.
9. In response to his call earlier, I advised
Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee, that
we had no objection to the Subcommittee's having contact with

10. At his request I met with Mr. George Murphy, 25X1
on the staff of the Joint Committee on Atomic Energy. Murphy expressed
concern over the Finney article which had appeared several days ago and
the reference to the number of ICBMs the Chinese Communists would have
by 1973-75. I informed Murphy of my earlier conversation with Ed Bauser,
of the Subcommittee staff, on this same article and told Murphy what I had
told Bauser at that time -regardless of what was in the newspaper the
Joint Committee had in its possession the most recent intelligence information
on this subject in the form of SNIE 13-10-68 dated 19 September 1968. This
seemed to satisfy Murphy as it had satisfied Bauser earlier.

Executive Assistant to the Chairman of the Board. In response to my
query Murphy speculated that "everyone else would move up one notch. "
This would mean that Captain Edward Bauser would become Executive
Director and Murphy presumably would move into Bauser's former position
as Deputy.
6. (Accompanied Milton Brown, OCI, who 25X1
briefedRepresentative Armistead Selden (D. , Ala. ), Chairman of the
Subcommittee on Inter-American Affairs of House Foreign Affairs
Committee, in preparation for Mr, Selden's upcoming trip to Central
America. Mr, Brown covered the present situation in Mexico, Guatemala,
Honduras, E1 Salvador, Nicaragua, Costa Rica, Panama, Colombia,
Venezuela and the Dominican Republic. Also present during the briefing
was Mr. Marian Czarnecki, of the Committee staff. The briefing went
well and Mr. Selden expressed his appreciation.
7. Talked with Dorothy Fosdick, in the office 25X1
of Senator Henry M. Jackson, following her call to regarding 25X1
an early briefing the Senator desires on Soviet and Warsaw Pact movements
and dispositions in Eastern Europe. It appeared that the Senator was
particularly concerned about possible threats to Romania, Austria and
Yugoslavia and planned to raise this matter on the floor in connection with
the debate on the Defense Appropriation bill. I called the Acting DD/I,
Mr. Proctor, who nominated of OSR to conduct the briefing. 25X1
I then checked the matter out with the Director, The briefing will take
place tomorrow at 9:30 in the Senator?s office.

House Appropriations Committee staff, and Mr. Philip Kelleher,
House Armed Services Committee staff, and briefed them on a new
Soviet long-range ASW missile system, Communist Chinese redis-
tribution of fighter aircraft and the Peruvian political situation.
9. Met briefly with Mr. Albert 25X1
Westphal, Staff Consultant, House Foreign Affairs Committee, who
requested that I meet with him tomorrow afternoon to discuss a proposed
Committee trip to the Far East. The time for the meeting will be arranged
