They raised the question of our briefing them on the details of this test. advised them that the essential facts, as they are known o date, have been made public in the AEC announcement. This appeared to satisfy Bauser and Murphy. 2. Met briefly with Ed Braswell, of the Senate Armed Services Committee, and during the course of our conversation advised him of the most recent activity with respect to the so-called Caspian Monster. Spoke to Representative John J. Rhodes (R. , Ariz. ), who had written to the Director to congratulate him on his reappointment and also to request information concerning a ship which was lost in the Red Sea in August of 1968. I noted that the Director is presently out of town, but that we would call Rhodes' letter to his attention. In the meantime, we had made all possible checks on the ship which disappeared in the Red Sea and the appro- priate Agency officials share the view of the State Department that the ship sank and has not been interned by one of the Red Sea nations. I explained that we have no information to suggest the latter, and in addition, it is simply not logical that the crew of the ship would be held incommunicado since there is nothing to be gained by such an act. Rhodes agreed with this view and said he would so inform his constituent. I told Rhodes that if we should acquire any further infor- mation, we would be in touch with him. Rhodes said there was no need for a written reply to his letter. After talking with Bruce Clarke, I gave Bill Woodruff, on the Senate Appropriations Committee staff, some information regarding the Soviet Union's defense budget for next year and statements by Soviet officials concerning it. I pointed out that the percentage increase in next year's defense budget over last years is in fact less than the percent increase of last year's budget over the previous year. The increase in the defense budget for 1969 over 1968 is approxi- mately six percent and the increase in expenditures allocated for science is approximately 14 percent. I told Woodruff that our people were doing a paper on this which would be available in about a week and that we would be happy to provide him with a copy. Woodruff said this was precisely what he wanted and thanked me for this interim information. Also left with Woodruff a paper on the impact of defense expenditures in the US and USSR. Woodruff thanked me for this and asked if we could give him any information regarding a com- parison of last year's Soviet defense budget with their defense budget for the coming year. I told him I was sure I could get this and be back in touch with him. Briefed Woodruff on the Chicom nuclear test of this morning and informed him that the AEC had made an announcement con- cerning this Chinese test at noon today. Woodruff was unaware of the test and the announcement and thanked me for keeping him informed. Returned to Mr. Woodruff the notes which he took during the briefing on the Agency budget on 18 December. 2. Talked with Chris Sylvester and Miss Pat Byrne, on the staff of Senator Milton R. Young, concernin the Senator's letter to Mr. Maury on behalf of Sylvester and Miss Byrne that we had taken a very close look but had found no opportunity to avail ourselves of 1 ::1 services and 25X1 did not anticipate any such possibility within the foreseeable future. They expressed their appreciation for our willingness to look into the matter. Briefed Mr. Sylvester and Miss Byrne on the Chinese Communist nuclear test of this morning so that they might pass this information on to Senator Young. Bauser thanked me and said that Representative Craig Hosmer had questioned him regarding a possible announcement of the Chicom test. I relayed this to who later reported to me that following the JAEIC 25X1 meeting, he informed Bauser regarding the AEC announcement of the Chinese test. The announcement was made around noontime. Talked to Representative John C. Culver, (D. , Iowa), concerning the present status of Culver understood the situation and said he would treat the information as classi- fied. 1. I I Miss Schrote, in the office of Representative Donald E. Lukens (R., Ohio), called referencing a "CIA dispatch" in her possession dated 13 December 1968 and dealing with the Congressman's experiences in Biafra. The "dispatch" according to Miss Schrote, said that more information would be forwarded and she wanted to know whether we had the additional information referred to. Eventually, it was established that she was referring to an FBIS take of an AFP story following bombing and strafing raids of a Biafran town by Nigerian planes. With the aid of FBIS and the Watch Center, the follow-up report dated 19 December 1968 was located and read to her. She requested that a copy be sent to their office and this was done. Although not at all critical, Mr. Woodruff indicated that the notice of withdrawal was one for expenditures worthy of further discussion. It was suggested to Mr. Woodruff that we would be able to cover the matter in more detail in the meeting scheduled for Wednesday with him and Mr. Michaels. Among other items, I briefed Mr. Woodruff with regard to the preliminary analysis of the 1969 Soviet budget and economic plan. Mr. Woodruff is appreciative for having this item brought to his attention and suggested that it would be well if the Agency would update the paper on the Soviet defense budget that had been previously provided for Sena- tor Stennis' use. The Office of DD/I has been advised. Confirmed with Mr. Woodruff the briefings and lunch for Wednesday, 9 a. m. , here at the Agency. Briefed Mr. Woodruff on the following items: Moscow ABM launch sites; Soviet forces remaining in Czechoslovakia; continuing pressure on the leadership of Czechoslovakia; the lowering of tensions in Western Europe; North Korea expanding UW forces; Chicom production of MIG 21's; and the Chicom strategic missile program. Met with Mr. Robert Michaels, House Appropriations Committee, who had been away from the city for the last week on Committee business. I delivered to him for Chairman Mahon, two letters concerning release from the Agency reserve. The earlier letter concerning statutory increases was commented on by Mr. Michaels as being in accord with the Committee determination on this matter. Today's letter relating to certain expenses and related support costs was immediately questioned by Mr. Michaels. I related the background in only the most general terms and suggested that these items could be discussed in more depth in the meeting on Wednesday with Colonel White, Mr. Clarke, and This is more than satisfactory to Mr. Michaels. I briefed Mr. Michaels on several items. Of particular interest to him were the preliminary analysis of the 1968-69 Soviet budget and the reduction from 16 to 8 Moscow ABM launch sites. Mr. Michaels will be interested in discussing the importance of these two items further when he meets with us on Wednesday. I also briefed Mr. Michaels on the following items: Soviet forces remaining in Czechoslovakia; continuing pressure on the leadership of Czechoslovakia; the lowering of tensions in Western Europe; North Korea expanding UW forces; Chicom production of MIG 21's; and the Chicom strategic missile program. Mr. Michaels noted as we were parting, that a press item had been brought to his attention concerning recent Pravda statements taking the Chicoms to task on "collaboration with the United States" by their "handling of preliminary arrangements for the meeting of ambassa- dors on trade matters in Warsaw and the failure for the first time to demand withdrawal of the Sixth Fleet and other support for the Taiwan Government. " Mr. Michaels would be interested in any further informa- tion available concerning a possible new emphasis in the Sino-Soviet split. I I Accompanied I I to meet with Senator Milton Young (R., N. Dak.) and provided a world roundup briefing in response to the Senator's request. The Senator had originally expressed particular interest in the harassment of U. S. shipping in the Philippines, but after this had been covered he asked a number of questions covering trouble spots throughout the world. 3. In response to a call from Stephen Lesher, 25X1 in the office of Senator Birch Bayh, and I called on Lesher and 25X1 explained the background of the withdrawal of an Agency recruiter from the campus of the University of Indiana. Le she r' s main concern was how to respond to inquiries from the Indiana press, and after checking with Mr. Goodwin we advised Lesher to refer any press inquiries directly to Mr. Goodwin. Lesher explained that the Senator was a bit unhappy that the Agency had found it necessary to withdraw the recruiter after the University administration had given assurances of protection. Received a call from Russ Blandford, House 25X1 Armed Services Committee, who advised that Representative William Bray called from Indiana and was "teed off" with the Agency. Mr. Blandford related that a sit-in was in progress at the University of Indiana involving our recruiter; a stink bomb was thrown; and our recruiter "took off. " Mr. Bray apparently commented that he didn't feel that this was the type of person the Agency should be sending to the University. I advised Mr. Blandford that from the information he had given me, it would appear that the recruiter was acting in accordance with long-standing instructions. The Director does not want our people involved in confrontations between demonstrators and university administrators and faculty; that they are under instructions to withdraw under such circumstances. I also advised that I was not familiar with the case in hand but that I would check it and be back in touch. Mr. Blandford recommended that we contact Mr. Bray dire ctly. 5. I As a follow-up to call from 25X1 Mr. Blandford (see item 4), I called Miss Gibson, in the office of Representative 25X1 Bray, to say I understood Mr. Bray was concerned about the withdrawal of our recruiter from the University of Indiana campus and I would be glad to explain the circumstances. I explained that: a. In accordance with the request of Mr. Bray's office yesterday, I had called in Indianapolis around lunchtime and told 25X1 (who was understood to be lunching at that time with President Sutton of the University) that unless trouble developed we hoped to continue our on-campus recruiting at least until Friday, 13 December. b. However our recruiting officer is under firm instructions to withdraw if his presence on the campus threatens to provoke trouble. c. Unknown to me at the time of my conversation with 25X1 apparently our recruiter was encountering some difficulties and after consultation with the Dean of the University in Bloomington decided to withdraw. d. Moreover most of the applicants at the University had already been interviewed and the remainder would be contacted individually at at an early date. Miss Gibson commented this was no longer Mr. Bray's district and she was not up-to-date on the press play the situation was getting in Bloomington. However she seemed fairly relaxed about the matter and said she would explain the above to the Congressman. 6. I At noon today I received a call from Robert 25X1 Keefe, Administrative Assistant to Senator Birch Bayh (D. , Ind. ), who said Bayh's Washington office had just received a call from their Indianapolis office registering concern that Agency recruiters on the University of Indiana campus at Bloomington were about to withdraw from the area in the face of hostile demonstrations. Keefe explained that President Sutton of the University was determined to prevent disorder and had publicly committed himself to ensuring the protection of the CIA recruiters. President Sutton therefore urged that the Agency recruiters stand firm since for them to withdraw at this stage would undercut his own position. I reported the foregoing to I Iwho said there had been some STAT incidents on the campus aimed at our recruiters but it had been decided they would finish out the day there and return tomorrow morning as scheduled. However, if tomorrow there is any threat of serious incidents they will be instructed to withdraw immediately. I called Mr. Keefe back and reported the foregoing to him. At about 1:30 of this Office, received a call from 25X1 Miss Dottie Gibson, Executive Secretary to Representative William Bray (R. , Ind. ), saying that a close friend of the Congressmen, 25X1 was lunching with President Sutton and was anxious to get in touch with the Congressman. Bray's office was unable to reach the Congressman, and Miss Gibson asked if we would call directly to discuss the matter 25X1 with him. Accordingly, I called Fat the Athletic Club in Indianapolis (where he and President Sutton were apparently having lunch) at about 2:00 and recapitulated the situation on which he by then seemed to already be up- to-date. He reiterated a strong recommendation that the Agency hold firm, and I told him that I understood we plan to continue on-campus recruiting tomorrow unless serious difficulties arose. He emphasized the University was "behind the Agency one-thousand percent" and I thanked him warmly for this report. The matter was closed out with both Representative Bray's office and Senator Bayh's office. 2. I spoke with Fran Voorde, of Senator Bayh's 25X1 office, about 3:00 and told her of my above mentioned phone conversation with which apparently satisfied her. Called on Senator Claiborne Pell (D. , R. I.) who discussed his impressions from his recent travels in Eastern Europe. The Senator said that while at one time he had hoped for the gradual breaking away of the Eastern European countries from Moscow control, his recent trip convinced him that this was not going to happen in the foreseeable future, and that the Soviets would move with force, as they had in Czechoslovakia, whenever they thought it necessary to retain their essential control. The Senator speculated that there could be no real relaxation of Soviet control in Eastern Europe until a more moderate leadership came to power in Moscow, and that this was "a long way off. " The Senator said he heard from a reliable source while stopping in France that deGaulle had been secretly informed 24 hours in advance of the Soviet move into Czechoslovakia. I said so far as I knew we had no evidence that would support this story. Senator Pell spoke of his concern that the U. S. had no advance warning of the Soviet move. I explained we had good coverage of the Soviet military posture at the time but only lacked inside information on the political decisions in the Politburo. Senator Pell said he thought we had "Moscow pretty well covered by internal agent networks. " I said political intelligence was often the hardest kind to get--that politicians were fickle and unpredictable people and nobody knew what they were going to do next. I said that for this reason the Soviets probably had as much trouble with political intelligence as we did, and suggested this might explain some of the apparent Soviet blunders of recent years. 6. Received a call from J. G. Sourwine, Senate Internal Security Subcommittee, who asked if we knew about He indicated that he could call directly but wanted to double check before he made the call. I advised that I knew of no continuing ties with= that would create any problems for the Agency but that I would check and be back in touch with him. After contacting DD/I, and DD/P, I advised Mr. Sourwine that any inquiry he might make at would not "embarrass" the Agency. I left with Woodruff an FBIS item containing an Izvestia comment on remarks made by Senator Russell during the secret session of the Senate on the Sentinel program as the record of that session was subsequently released. Woodruff was very interested in this item and said he planned to bring it to Senator Russell's attention. (This had to do with Senator Russell's remark that if there were a nuclear holocaust and no one was left but Adam and Eve, he hoped they would be Americans and not Russians. ) Mr. Woodruff said he was confident that Senator Russell would follow precedent and appoint Senators McClellan and Ellender, next ranking members of the Defense Subcommittee, to the vacancies created by the retirement of Senators Hayden and Hill. I confirmed for him that we do not "clear" congressmen and that Representative Laird, as a member of the Defense Subcommittee of House Appropriations, has been present at briefings by the DCI. I further advised that Mr. Laird, however, is not a member of the special CIA Subcommittee. 7. Met with Mr. J. R. Blandford, House Armed Services Committee, and in response to his query, briefed him on the North Korean surface-to-air missile system utilizing the Omemo- randum of 5 December together with the map attached of the North Korean SAM sites. The memorandum and attached map were returned to the Agency. 8. Staff Director, that Met with Mr. Boyd Crawford, House Foreign Affairs Committee, and advised him about whom he had inquired earlier, has been approved for employment in the GS-4 level. Mr. Crawford was most appreciative. 9. Met with Mr. John Reddan, Counsel, Hardy Subcommittee for Special Investigations, who advised that the Subcommittee will be holding follow up hearings as a result of the survey trip to the RIO Pact and ANZUS Pact countries. Hearings are tentatively set for the 19th but will not involve the Agency. Met with Mr. Charles Johnson, Staff Director, House Post Office and Civil Service Committee, who advised that the Committee has not seen the Kappel report and has little more information about it than has been seen in the Jerry Klutz column. In consequence, he is not able to discuss it with any authority. He noted that it is somewhat surprising that the Committee and the people at the Civil Service Commission did not consult with the Post Office Committee members since much of the executive pay positioning in the 1964 Pay Act was the result of Committee rather than Civil Service Commission thinking. In passing, Mr. Johnson noted that should the Kappel report downgrade the relative standing of executive positions such as the DCI, the Administrator of Veterans Administra- tion or the Comptroller-General, appropriate corrections would have to be made by the Committee through new legislation. 11. I Met with Mr. James Wilson, House Science and Astronautics Committee, and briefed him on the following items: Soviet preparation for flight test of their largest space booster; doubtful moon shots by the Soviets by December; and, Soviet demonstra- tion of fly-by-rendezvous techniques. Also discussed briefly with Mr. Wilson, the George Wilson WASHINGTON POST item of 4 December. It was indicated that George Wilson enjoys a high professional reputa- tion with the Science and Astronautics Committee. He has been found to be most cooperative and competent in his dealings with the Committee. 12. I Bud Myers, in the office of Representative Andrew Jacobs, (D. , Ind. ), called to inquire if there is a public law prohibiting discussion of CIA. He said that an Indiana college professor had been in touch with them because students at an Indiana university had challenged an Agency recruiter to debate and he had told themthat he could not debate because of such a law. I told Myers I felt there had been a misunderstanding as there is no such law although it is standard Agency practice not to comment on Agency affairs for reasons which are apparent. I also referred him to the National Security Act of 1947 creating the Agency and the section which requires the Director to protect intelligence sources and methods. Messrs Maury, were also present. 3. Talked to Jay Sourwine, Chief Counsel, Senate Internal Security Subcommittee, concerning the plans for S. 2988 in the next Congress. Sourwine said that he thought the bill as marked up in the Subcommittee, which has not yet been printed, will be introduced early in the session and if we have any thoughts with regard to it we should get in touch with Senator Eastland before the end of the year. 4. Mr. Michaels provided a copy of the Comptroller General report to the Congress "Difficulties Encountered in Arranging Air Support Services for U. S. Contractors in Vietnam" for our information. Although Air America does not appear to be mentioned by name, the costs of airlift support for military activities across the board is questioned. Mr. Michaels also provided a copy of a paper titled "Intelligence and National Security" by William R. Harris, Center for International Affairs, Harvard University, which was forwarded to Chairman Mahon by the author. Mr. Michaels requested informal advice for the Chairman as to the completeness and accuracy of this paper. Mr. Michaels noted that one of the papers during the last two or three days had carried a report on Soviet nationals in North Vietnamese uniforms with North Vietnamese units in the vicinity of DaNang. I advised that I was not familiar with the item but that I would check it for him. At the conclusion of briefing Mr. Michaels on some thirteen items he noted that the Chairman is in town but has not been in contact with the Committee staff. Mr. Blandford was not too critical of the situation, but rather appeared to appreciate the difficulties encountered by the Agency in a case of this nature. As a follow up to Mr. Maury's conversation with Chairman Rivers last week, I delivered to Mr. Blandford a0 memorandum dated 29 November 1968, "Airplane Hijacking to Cuba. " After some discussion Mr. Blandford surmised the Chairman's position that this hijacking seems to have gotten completely out of hand. Any remedy that Mr. Blandford might suggest at the moment, however, would look to the responsibility of the Department of Justice. Mr. Blandford is very interested in the press reports on Soviet statements concerning Soviet desire for peace in the Middle East and requested we look into the background of these press items for him. He advised against submitting the material to the Democratic Policy Committee. I raised with Woodruff the possibility of a joint budget session with Bob Michaels, of the staff of the House Appropriations Committee, sometime during the week of December 16. Woodruff said this would be fine with him. We are to advise him of a specific date. I briefed Mr. Woodruff on the following items: a. b. c. d. New radars in North Korea and North Korea receipt of new missile patrol boats from the Soviets; % e. ChiCom preparations for another nuclear test; f. Status of the Pueblo; g. Woodruff was interested in this information, particularly the item concerning Soviet shipments of SU-7's to India. He asked for a short paper on the subject of the Soviet deals with India for both aircraft and submarines for Senator Milton Young (D. , Ohio). Senator Young is particularly interested in the details and financial arrangements of these contracts. Woodruff mentioned that Senator Milton Young's meeting with had been extremely useful. Met with Edward Bauser, newly appointed Staff Director on the joint Committee on Atomic Energy, and alerted him to the possibility of another Chinese nuclear test sometime before the first of the year. Bauser was naturally very interested in this and said he would appreciate any additional information we could provide him. Bauser showed me a copy of a suggested letter which he had prepared for Senator John O. Pastore (D. , R. I.) to send to Chairman Seaborg, of the Atomic Energy Commission, expressing concern over the recent agreements with the government of Romania regarding peaceful uses of atomic energy. The letter is quite general in nature but Bauser expressed concern that the consummation of such agreements between Romania and the U. S. could only serve to create further unnecessary friction between Romania and the U. S. S. R. and give the Soviet Union additional justification (in the Soviet view) for taking action against Romania in a manner similar to that which occurred in Czechoslovakia. 5. Talked briefly with Bob Michaels, on the staff of the House Appropriations Committee, regarding the timing of a briefing on the Agency budget during the week of 16 December. Michaels indicated that he would be available other than Monday, the 16th. We are tentatively shooting for Wednesday, December 18.
