Blandford, Chief Counsel, House Armed Services Policy Subcommittee, and confirmed the arrangements for the Director's briefing with the Subcommittee for Thursday, 1 February, at 9:30 a. m. 3. Met with Miss Jane Lumpkin, Assistant to Representative Charles Chamberlain (R. , Mich. ), as a follow-up to the Agency briefing prior to Representative Chamberlain's trip to the Far East. Miss Lumpkin advised that the Representative has a completely full schedule this week due to the Chamber of Commerce meetings. She will call after talking to Mr. Chamberlain. Mr. Kendall asked us to check on a priority basis on some figures dealing with Communist Bloc strength in Eastern Europe. 7. I (Briefed William Darden, Senate Armed Services Committee staff, Bill Woodruff, Senate Appropriations Committee staff, and Robert Michaels, House Appropriations Committee staff, on the Vietnam situation utilizing the DDI memo of today's date. 8. After checking with Bruce Clark, OCI, I gave Jim Kendall, Senate Preparedness Investigating Subcommittee staff, interim information regarding the figures he had requested. It was agreed we would double check and be back in touch with him tomorrow morning. I I met with Mr. Robert Michaels, House Appropriations Committee staff, and with Mr. Gil LeKander, Administrative Assistant to Representative Frank Bow (R. , Ohio), and detailed arrangements for bringing Chairman Mahon and Representative Bow to the Headquarters on Wednesday, 31 January. This meeting was later canceled. Miss Bacon noted that the Senator's office feels this man has a background that may be of interest to the Agency. a resume of l 2. Met with Miss Carolyn Bacon, Assistant to Senator John Tower (R. , Texas), and received from her 3. Met with Mr. Peter Gerardi, House Science and Astronautics Committee staff, who inquired whether such information is available at the present time as would suggest an updated briefing for Chairman Miller and selected Subcommittee chairmen of the Science and Astronautics Committee. I (Discussed the basic requirements which Chairman Rivers had in mind for the Thursday meeting with Mr. Russ Blandford at length. Also reviewed some of the background aspects of the Committee meeting and information received by the Committee from Defense with Mr. Philip Kelleher. This was passed to the Director and subsequently in greater detail to Admiral Taylor. 6. Talked with both Mr. Blandford and Representative William Bates who had called inquiring on the events occurring in Vietnam. Based on information provided by George Carver which dealt mainly with the proper appraisal of what was going on, I gave this to Mr. Bates and to Mr. Blandford. 7. Passed similar word on the events in Vietnam to Robert Michaels who was waiting to see Congressman George Mahon. Mr. Michaels advised that the Chairman and Representative Bow accepted an invitation for breakfast with the President and they understand Mr. Helms is also to be invited; therefore, the breakfast briefing tomorrow at the Agency is cancelled. 81 I Colonel Harper, Senate Preparedness Investigating Subcommittee staff, called indicating Senator Stennis has asked DOD to give the staff a briefing on the PUEBLO matter but has indicated certain special clearances which the Agency issues would be necessary for Samuel Shaw and William Spell. I said we would take care of the matter and advise. 9. I IMr. Blandford called me at home during the evening indicating he had been in touch with the Speaker, Mr. McCormack, who was desirous of being briefed on the events in South Vietnam. He asked that we be in touch with the Speaker. Subsequently I did talk with the Speaker bringing him up to date and discussing the situation along the lines of my earlier talk with George Carver. He said the new feature, which would increase the number eligible for any one cost-of-living adjustment, would most probably be reported out of Committee. Further, he expects that the amendments will come up for a vote in the House this session. 11.I (Spoke with Mr. Wayne Granquist, Administrative Assistant to Senator Abraham Ribicoff (D., Conn.), and learned that the Senator was most impressed with the high quality of Agency representatives he met during his recent trip abroad. He said the prospects were good for the Senator's accepting an invitation to meet with us sometime after 15 February. 12. I I Representative Roger Zion's (R., Ind.) office inquired whether there are Agency tours for staff members of congressmen's offices. I informed the caller that we do not conduct such tours and in any event there is nothing to see but an office building. This answer was accepted without any further discussion. 13. I (Ellie Vogtmann, secretary to Mr. Pat Holt of the Senate Foreign Relations Committee staff, called to ask for the telephone number of a friend of Mr. Holt's. I called and 25X1 asked him to contact Mr. Holt directly. explained that he and 25X1 Holt have known each other for a number of years and he meets with him occasionally for lunch. I I Talked to Stephen Jones, in the office of Representative Donald Rumsfeld (R., Mich.), and verified that he is aware that the FBIS books on Soviet Union, Eastern Europe, and China are for official use only. Jones stated that Rumsfeld wanted these for use within his office. A time of 9:30 on Thursday, 1 February 1968 was set. 4.I Over the weekend, Chairman Rivers called Mr. Warner at home indicating he would like some assistance and some background facts concerning the PUEBLO situation. After checking this matter with the Director and the DDI, I met with Mr. Rivers, accompanied by for approximately an hour and a half in Mr. Rivers' office on Sunday. The basic facts were reviewed. Background facts such as size, composition of North Korean and South Korean forces were discussed. I IIn response to a call from Mr. Robert Lochrie, Administrative Assistant to Representative Paul Rogers (D. , Fla. I picked up from his office a copy of Volume 1, Number 1, of a newspaper titled FLORIDA FREE PRESS, dated January 23, 1968. This newspaper, which appears to be what might be called an "underground" newspaper carries a two column, one-eighth page, Central Intelligence Agency recruiting ad on page two. A by-line article on page five indicates in part, "The FLORIDA FREE PRESS--which is always hard up for coins--appeals to the CIA for a nice fat subsidy. In consideration, we will plan to run a recruitment ad in every FFP--just like the one we are running now. " Mr. Lochrie's secretary advised that he wanted to bring this to our attention. As Mr. Lochrie was away from the office during the remainder of the day, I plan to talk to him in the morning. Office of Personnel has been notified. 2.I IMet with Mr. Bob Michaels, House Appropriations Committee staff, who advised that at least one and possibly two additional members of the Subcommittee may desire transportation on Wednesday morning. I will work out the details with him on Monday. 3. Y. ), concerning his request for Agency assistance in obtaining information on the present status of who is a prisoner of the ChiCom's. I family are close friends of Ottinger's, who is trying to assist them since they have not heard from since July of 1967. I informed Brahs that our only means of obtaining information is through the International Red Cross, which he had already tried. Brahs thanked me and said he was simply exhausting all possible channels. 5. escorted Representative Wiley Mayne (R., Iowa) on a tour of the Signal Center, FMSAC, the Operational Center, and the Security Alarm System. Mayne was very much impressed with what he saw and thought a more abbreviated tour, which would not take as much time from as many people, would be extremely beneficial in showing members of Congress some of the real work of the Agency. He had no objection to the length of the tour which he took, but was aware of the fact that it diverted too many people to be practical for any substantial number of members. Personnel, called to advise ded by Representative Henry Reuss, has been disqualified for the CTP for medical reasons. 7. Messrs. John Clarke, and John S. Warner met with Bob Michaels, House Appropriations Committee staff, to discuss possible agenda items for the forthcoming meeting on 31 January. The results were made available to Colonel White and the Deputies at a later meeting. Mr. Michaels was advised that the Director wished the Chairman to 1now of a recent special flight of OXCART. NEWS AND WORLD REPORT of $6 billion in aid to North Vietnam by the Soviet Union last year and attributed to Secretary McNamara was a garble of the actual statement of last April. It was stated that Soviet aid over the last twelve years to all countries of the world was $6 billion. Dr. Allen answered a number of questions about the make up of the actual aid. They were both extremely interested, indicating they would like to get an evaluation of the results as soon as possible. Talked with John Jackson, former assistant to Senator Saltonstall and now Washington representative for the Commonwealth of Massachusetts, regarding his letter of 17 January to me on Having discussed Jackson's most recent letter from wit encouraging desire to se Europe Division, I advised Jackson that his seeing o useful purpose to the Agency and might result in o maintain closer contact with him. Jackson has no and said he plans to avoid him if possible. I thanked him for keeping us informed. 3. Advised Rod Keiser, in the office of Representative Patsy Mink (D., Hawaii), that had visited the Agency to review and select material in connection with his "Personal Names Study." Mr. Keiser thanked us for our cooperation and said he would now close their file on the matter. Senator John Stennis called inquiring if the Agency could furnish him a briefing on the PUEBLO matter. A time was set for 2:30 today. At the Director's request, the DDCI and John S. Warner were to meet with Senator Stennis. Subsequently, Senator Stennis had to cancel. 5. Senators Milton Young and Charles Percy located me on the Hill and requested information on the PUEBLO incident. I informed them both that the basic facts are in the public domain and pointed out the Defense Department release on this. It appeared as if both simply wanted Agency assurance that the facts as being reported are accurate. 6.I (Briefed both William Woodruff, Senate Appropriations Committee staff, and William Darden, Senate Armed Services Committee staff, on the PUEBLO incident pointing out that the basic facts are well in the public domain. In addition, I asked Mr. Darden to mention to the Chairman that the Director stood ready to brief the Chairman or be of whatever assistance possible. Mr. Darden indicated that the Chairman had been briefed by the Pentagon but he would pass the message. 7. Talked with Pat Holt, Senate Foreign Relations Committee staff, about his recent trip. In discussing Chile, Mr. Holt indicated there were varying views on the seriousness of the situation but the general climate of the times and economy moves were more involved in the probable difficulties in further aid. 8. Talked with Mr. Michaels, House Appropriations Committee staff, who indicated the Chairman would like the Subcommittee to visit the Agency for breakfast and briefing on the 31st. Mr. Michaels stated that current planning was for all morning and possibly longer. He had no suggestions as to content except he thought a general discussion of the budget would be useful as well as a visit to the "tank." I received back from Mr. Marcy the copy of the Director's prepared notes which had been provided for use by the Committee reporter. After reviewing the Agency's suggested editorial changes with Mr. Marcy, I entered the changes in longhand in every one of the three transcripts. It is noted for the record with regard to the three copies furnished the Committee by the contract reporting firm, copy numbers one and three of the transcript were Xerox. Copy number two was a typed carbon duplicate of the original. 10. Met with Mr. Robert Michaels, House Appropriations Committee staff, and reviewed with him the arrangements for the CIA Subcommittee's visit and breakfast here at the Headquarters, Wednesday, 31 January. Mr. Michaels advised that transportation would be advisable for one and possibly more then one of the Committee members. I met later in the day with Representative Andrews and arranged to pick him up at the Congressional Hotel at 7:30 a. m. , Wednesday the 31st. I I Talked to Joseph Matan, Staff Director, House Subcommittee on Legal and Monetary Affairs, concerning a request from the Committee for information from the Agency relative to the Agency's participation in the overall Federal effort against organized crime. I explained to Matan that the Agency, by statute, has no police or internal security powers, but that as a by-product we do participate to some degree in this effort. Matan understood and said he originally had not queried the Agency but had done so after being informed by the Department of Justice that they received information from the Agency on this subject. I noted to Matan that we do have some problems in replying because at least some of the information would be classified. He suggested that we reply in two parts, one classified and one unclassified. Matan said there is no urgency in furnishing a reply, but they would appreciate if they could have it within the next two or three weeks. 2. I IMet with Mr. Frank McNamara, Director, and Robert Mehaffey, Research Analyst, House Un-American Activities Committee, and Mr. McNamara determined that the Committee should not receive the FBIS Area Books in lieu of the White Book. Nobleman, who is handling the bill, said that he himself would have to give the bill greater study and that they are just in the process of obtaining executive agency comments. He feels there will be hearings this session, although which subcommittee will handle it has not yet been determined by the Chairman. The genesis of the bill is the 1957 report by the Commission on Government Security. 5. After calling Senator Karl Mundt's office to set a time for the Senator to meet with Agency representatives pursuant to his request at the briefing on 23 January, Miss Von Beek, in the Senator's office, called saying the Senator would like to set 2:30 on Friday afternoon, 26 January. After checking with Dr. Edward Allen, this time was confirmed with Miss Von Beek. 6. Returned to Mr. William Darden, Senate Armed Services Committee staff, the corrected transcript of the DCI testimony of 19 January before the Senate Armed Services Committee. 7. At the request of Mr. Paul Goulding, Assistant to Senator Claiborne Pell (D. , R.I. ), made an appointment for for a personnel interview on Thursday morning at the Ames Building. 8. Received a request from Miss Phylis Campana, Assistant to Senator Claiborne Pell, which was relayed at the request of the Senator, for the current address the address at which he is visiting and suggested that the Senator might want to contact the Department of State. I IMet with Mr. Arthur Kuhl and with Mrs. Mary McLaughlin, Senate Foreign Relations Committee staff, and advised that the classification of the transcript with the omission of the off-the-record statements requested by Mr. Helms could have been classified as secret, but that the reporting firm had advised that it was being handled and reproduced as top secret. Mr. Kuhl was of the opinion that this would not create any particular problem for the Committee in the handling of the transcript. Feoktistov, the Soviet Cosmonaut, on the subject of multi-manned Soviet spacecraft. The material included a translation of the interview, biographic information on Feoktistov and an original UPI item on the subject. I told Gehrig that we would provide him with a translation of Feoktistov's magazine article as soon as it is available. During the course of my visit, Gehrig asked me for information on who had been in touch with the Committee on a variety of subjects. If this should occur he would like to be invited to speak to the group if possible. I told Mr. Bechhoefer that the General Counsels of a number of interested agencies would be present and extended an invitation to AEC's General Counsel, Joe Hennessey, to be present along with anyone else he cared to bring with him. Mr. Bechhoefer expressed interest in the meeting and said he would take the matter up with Mr. Hennessey and be back in touch with us. 6. I Talked with) I of the Ward and Paul Reporting Firm, and made arrangements for the monitoring of the transcript of the Director's briefing of the full Senate Armed Services Committee tomorrow. (This was later moved to Friday, 19 January. ) 7.I William McManus, local representative of General Electric, called to say they would be having another seminar this year which would be attended by some of the vice presidents and area managers. This is the same type of group which Colonel White addressed last year. McManus repeated the comments which he had made following last year's presentation to the effect that Colonel White's presentation was most interesting and impressive. He asked if Colonel White would be willing to address this year's seminar at a luncheon meeting on Wednesday, 10 April 1968, at the Dupont Plaza Hotel at 12:30. I told McManus I would take this up with 25X1 Colonel White and be back in touch with him within a few days. called us to advise that he was going to see Senator Robert Kennedy. I told Polly Busselle that the Secret Service had recommended that we contact the Senator's office directly and that the Secret Service was ready to be of help if needed. Miss Baggs thanked us for our assistance. 10. I IMet with Representative Henry Helstoski (D. , N. J. and returned his personal papers relating to civil action against him, with regard to his actions as a member of the Board of Directors of the Paderewski Foundation. Mr. Helstoski advised that after talking to me yesterday he had conferred with his attorney in New York, who, after meeting with the senior member of the law firm handling the case for the plaintiff, advised that the case against Mr. Helstoski may be dropped without further action. Mr. Helstoski was most appreciative and indicated that he would be back in touch with me in the event of further action in the case against him. In discussion with Mr. Helstoski's Secretary, Mrs. Eileen Linahan, she advised that Al Cerevo (sp? ), Representative Helstoski's Office Manager in the district office, who had accompanied the Representative on his trip to Europe a year and one half ago, left the Representative's office soon after their return and is now heading up a foreign operations division of the American Cyanamid Corporation. il. Mr. Gehrig is interested in getting a translation of a press item concerning statements made by a Soviet cosmonaut to the effect that the Soviets were developing ten-man space ships that will go to Mars and Venus. Mr. Brandwein has determined that this is a precis of an article to be published in a Soviet magazine. He is interested in obtaining a translation of the precis, which will be forwarded to Mr. Sheldon for transmittal to Mr. Gehrig. 8. Kennedy, a member of the staff who will be travelling in the Latin America area supposedly as a personal representative of Senator Margaret Chase Smith. Mr. Hewitt indicated that Kennedy has been a member of the Minority staff for some time and works on several of the Subcommittees on which Senator Smith is the ranking Minority member.
