of the transcript covering the Vice President's appearance on "Meet the
Press" on 28 April. She said that they did not yet have the transcript in

suggested draft language on the Agency's no comment policy for the Congress-

6. Senator Jack Miller (R. , Iowa)
visited Headquarters for breakfast, discussion of his Central and South
American trip and briefing on the current Chinese and Vietnam situations.
Generalissimo Chiang Kai-shek and Chairman Mao at a dinner some 20
years ago while serving with the Air Force. The briefings and dis-
cussions were relaxed and generally followed the Senator's lead. The
Senator was very complimentary of the Agency personnel he had met
during his Central and South American trip. He commented specifically
on their obvious knowledge and competence, as well as the assistance
they provided him, and his personal enjoyment in meeting them. On
departure he noted his appreciation for the meeting and briefing and
restated his desire to come out for a day of briefings on the Agency.

Appropriations Committee staff, furnishing him a brief memorandum
concerning the Soviet whaler which entered Los Angeles harbor on 18 April.
Mr. Lipscomb had asked Mr. Michaels about this and the memorandum
satisfied the problem.
Also gave Mr. Michaels a brief note dated 29 April on an AID/DOD
realignment item which also satisfied his purposes.

10. Talked with Boyd Crawford,
House Foreign Affairs Committee staff, several times to determine
what action Chairman Morgan had taken on the Europe Subcommittee
request for an Agency briefing. Mr. Crawford was unable to give me
a precise answer but indicated that clearly no response is required from
the Agency. He will let me know tomorrow just what action was taken
and whether or not Representative Monagan was a part of it so I can
respond further to Monagan.
11. I I Talked with Bill Darden, Senate
Armed Services Committee staff, concerning the letter from Senator
Russell on our legislation. Mr. Darden indicated the calendar was still
very full on the Senate Committee and he thought possibly the best way
to proceed would be to have Mr. Philbin go ahead, if we could do it, on
the single item of the cost-of-living allowance, and then the Senate
Committee could act on it quickly.

15. I Discussed with the DD/I the problem
of meeting Senator Henry M. Jackson's deadline (4 May) for material
we are providing for the Senator's "sitrep" speech. At the DD/I's
suggestion, I contacted who is pulling the material together
and arranged for him to meet with Dorothy Fosdick at 4: 00 P. M. today
in an effort to reduce the scope of the problem so that the deadline could
be met.
16. I Advised Bill Darden, Senate Armed
Services Committee staff, of the language which the Agency, along with
NSA and with the cooperation of the Department of Justice, had inserted
in section 2511 of Title III of S. 917, the omnibus "Crime Control and Safe
Streets Act. " This bill is scheduled for S enate floor action this week.
Mr. Darden appreciated having this information in the event he should
have a query regarding it. I also alerted him to the problem posed by the
language of section VII of Senator Yarborough's bill (5.1779) and advised
him that we were working with the Senate Labor Committee in an effort
to have this language changed.
17. I Advised William Woodruff, Senate
Appropriations Committee staff, of the language which the Agency, along
with NSA and with the cooperation of the Department of Justice, had inserted
in section 2511 of Title III of S. 917, the omnibus "Crime Control and Safe
Streets Act. " This bill is scheduled for Senate floor action this week.
Mr. Woodruff thanked us for advising him about this. I also alerted him
to the problem posed by the language of section VII of Senator Yarborough's
bill (5.1779) and advised him that we were working with the Senate Labor
Committee in an effort to have this language changed.
18. Jay Sourwine, Senate Internal Security
Subcommittee staff, called to say that the Subcommittee was interested
in who, according to Sourwine, has been purged by Mao
in connection with his Radio Peking activity. Sourwine said that, according
to the Associated Press, still holds a Ti. S. passport. He said he
was not requesting any information from us on this but was merely checking
with us to be sure that any possible contact which they might have with

Blackburn, regarding the function of FBIS. Mr. Tidwell was very
much interested and requested that the Congressman be placed on the

on National Security and International Operations, and reviewed with
her Senator Jackson's desires relating to material for inclusion in
the world "sitrep" which he had requested. After discussion it was
agreed that select meaningful topics would be outlined without any
attempt to develop an overall format in order to meet Senator Jackson's
desired deadline of Friday evening.

1. I I Checked again with the Senate Sub-
committee on Criminal Laws and Procedures and was advised that
S. 917 was reported by the Committee and the Committee report should
be available sometime tomorrow.
2. Obtained from the Senate Labor
Committee the transcript from the Yarborough Subcommittee hearing
of Friday, 26 April on S. 1779.
3. Hand carried to George Murphy, on
the staff of the Joint Committee on Atomic Energy, a biographic report
on certain officials in the British Ministry of Defense.
4. Returned to Scott Cohen, on the staff
of Senator Charles Percy, a letter the Senator had received from
thanked me for the information and said he planned to do nothing on
this unless something further developed.
5. Advised by Phyllis Seymour, Hardy
Defense Posture Subcommittee staff, that Mr. Thomas Blankenship
will be the reporter and Mildred Mooney and Nellie Bishop, the tran-
scribers of the Capitol Reporting firm, for the Director's briefing
Wednesday afternoon. The Office of Security has been advised.

10. Talked with Dr. Morgan, Chairman,
House Foreign Affairs Committee, advising him of the request from Edna
Kelly through Marian Czarnecki for the Agency to brief the Subcommittee
on Europe on the Explained the Director's 25X1
view that he woul be happy to brief the full Committee on substantive
intelligence matters as in the past and would respond if questions were
then raised. However, the Director did not feel that he wished to concentrate
a briefing on these two individuals and the effects on relationships between
the countries involved. Dr. Morgan readily grasped the picture and said
it would not be necessary for us to respond and that he would take care of
the matter. He indicated the Committee's schedule was entirely too full to
even consider a general intelligence briefing at this time.
Subsequently, Boyd Crawford was filled in on this discussion.

the current status. It was indicated that the Republican group which had
sponsored a more liberal wiretap bill was prepared to buy the current
version. I indicated we had an especial interest in the bill and that some
language had been tailored for our purposes. He indicated he would be
happy to look after our interests on this during House consideration and
it was agreed that we would provide him with an aide memoire.

1. I I By way of follow up to the contact
between the Director and Messrs. Conway and Murphy, on the staff
of the Joint Committee on Atomic Energy, I talked with Murphy and
suggested that they visit the Agency for luncheon with the Director
on Friday, 3 May. The JCAE will be holding hearings on that date
and it was subsequently agreed that they would come to the Agency on
Monday, 6 May.
2. Talked with Scott Cohen, on the staff
of Senator Charles Percy, about our interest in
staff. I lin the Office of Security has been advised.
3. Talked again with Bob Harris, Counsel
for Senator Yarborough's Subcommittee to consider S. 1779. He said
today's hearings went well and their future plans are indefinite. With
respect to the problems which we have with section VII of the bill, Harris
again said he was quite certain that some satisfactory arrangement could
be made in rewording this section. We are to be back in touch with him
on this. Harris said he did not anticipate that the Subcommittee would
meet again for several weeks.
4. Met with Miss Dorothy Fosdick, Staff
Director of the Subcommittee on National Security and International
Operations. Miss Fosdick advised that although Senator Jackson would
not be giving the first address until the weekend of May 11th, he will
be doing the draft over the weekend of the 4th. In consequence, it will
be most helpful if the world "sitrep" requested yesterday could be
completed by Friday evening, 3 May. Office of the DD/I has been
advised.

ments for the Senator's visit to Headquarters on Tuesday morning.

Hardy Defense Posture Subcommittee, who advised that the reporting
firm (Capital) has not designated the reporter for Wednesday's hearing.
Colonel Garcia will check the firm again on Monday for designation
of the reporter and transcribers to be used.

2. Spoke with Miss Dunn, in the office
of Representative Paul G. Rogers (D. , Fla.), concerning a letter from a
constituent, about Cuban broadcasts urging Negroes in
the United States to revolt. I told Miss Dunn we had been unable to locate
the specific item to which the constituent referred, but assured her that
FBIS does monitor Radio Havana broadcasts and is well aware of tneir
content. Miss Dunn thanked me for the information.
3. Spoke to Carl Blake, in the office of
Representative Donald Riegle (R., Mich.), and informed him that the
briefing of Senator Baker had been canceled by the Senator and not rescheduled.
It was agreed that this briefing would be left in abeyance pending action by
Senator Baker. With respect to a briefing on the Middle East, Blake said
Riegle is interested in Soviet armament of the Middle East, not disarmament.
I told Blake I would check into the possibility of briefing the Congressman
and be back in touch with him.
4. Spoke to Representative Paul Findley (R., Ill.)
and provided him further information on the article. Although 25X1
the information was quite general, Findley was satisfied and thanked me
for coming by. He said his principal interest stems from his interest in
NATO and his desire to strengthen it in any way possible.

specified that it be an Agency briefing. I indicated we saw some difficulties
on this both from a scheduling standpoint and from the standpoint of the
subject matter. He said he would like to discuss this further but will be
out of town until Tuesday. I promised to be in touch with him on this.

at JMWAVE Station. I indicated that we plan to retain some use of the
area for communications purposes and would still maintain limited capabilities.
I told Smathers that our people were in close contact with officials at the
University of Miami. Senator Smathers was most pleasant and appreciative
for keeping him informed.
13. Advised James Kendall, Counsel for the
Senate Preparedness Subcommittee, that our review of the transcript
of Navy testimony showed no significant difference with agreed National
Estimates.

Director of the Hardy Defense Posture Subcommittee, who advised that
the Chairman had confirmed the 1 May date for the Director's appearance.
I also met with Colonel Labre Garcia with regard to security
and reporting arrangements for the briefing. Colonel Garcia plans to
have the names of the reporter and names of transcribers to be used
by Capitol Reporting during the day tomorrow.
15. I I Met with Miss Dorothy Fosdick, Staff
Director of the Senate Subcommittee on National Security and International
Operations, in response to her call of last evening. Senator Jackson would
like, if possible, a 1968 updated world"sitrep'for his background use. The

his call. Blake said Riegle had talked to Senator Howard Baker (R., Tenn.)
who had informed Riegle that he is to receive a briefing from the Agency
which Baker would be happy to have Riegle attend, if it is satisfactory with
the Agency. Riegle would also like a briefing on Soviet disarmament moves
in the Middle East. I told Blake I would check on both items and be back in
touch with him.

Posture Subcommittee, and advised him that previous commitments pre-
cluded the Director's meeting with the Committee on Tuesday, 30 April.
Later in the day I met with Mr. Reddan who advised that the Chairman
had selected the afternoon of Wednesday, 1 May, for the briefing.
Because it will be necessary for the Committee to break at 3:55 P. M.
it was suggested that the time be set for 1:30 P. M. to allow at least a
few minutes for questions after the Director's presentation.
8. Met with Miss June Nigh, Senior Staff
Assistant, House Foreign Affairs Committee, and returned the 2
April transcript of

Personal Secretary to Senator Jack Miller, as a follow up to my meeting
of yesterday afternoon with the Senator and advised that Senator Miller
will be meeting only with WH and FE people on Tuesday. A later date
will be scheduled for Agency briefings and breakfast with the Director.
10. Met with Thad Murray, Administrative
Assistant to Representative Porter Hardy. Mr. Murray will keep me
advised of Mr. Hardy's plans for a possible visit behind the Iron Curtain
during his European trip. At present these plans are quite indefinite.
In event of such travel, an offer will be made to provide a security
briefing if desired.

11. I I Accompanied Mr. Bruce Clarke and
Mr. Richard Kerr to the Senate Preparedness Subcommittee where
they reviewed the testimony of Navy witnesses on the Soviet submarine
programs. They found no significant differences between this testimony,
insofar as it is related to intelligence information, and the agreed
National Estimates. Mr, Kendrall, Chief Counsel of the Subcommittee,
is being advised to this effect. This action completes all follow up
items from the Director's briefing of the Subcommittee on 9 April 1968.

Representative John Dellenback (R., Oreg.) concerning inquiries he is
receiving on the Pueblo. The crewman who died was from his congressional
district and an opponent for his congressional seat is beginning to politicize
the issue. I told him that the Pueblo was a matter for the Departments of
Defense and State and that we were in no way involved in its control or
command. This seemed to fully satisfy Dellenback, but for the record he
feels he must ultimately show that he has contacted all reasonable sources
of information including CIA. I said we understand and if it became necessary
to refer to the Agency's no comment policy in a written statement, we would
be pleased to work up some draft language for his use and he said he would

1. I (Dropped by the office of Russ Blandford,
Counsel, House Armed Services Committee, who said "we've got to
have" a meeting of the CIA Subcommittee soon, and thereafter the
Director would probably be asked to appear before the full Armed
Services Committee.
Overheard Mr. Blandford in a phone conversation with Secretary
Clifford during which Mr. Blandford said hearings beginning 30 April
are being led off by Secretary Clifford, Nitze, General Wheeler and
Mr. Stempler. This will be in executive session and no one else from
the Pentagon should appear. Theis.sues the Chairman wished to explore
were what problems, surprises and requirements confronted Clifford
upon assuming Defense responsibilities and how the Committee could be
helpful. However, the Chairman wished to guard against the possibility
that hearings would appear as criticism or recrimination against McNamara
regime. The Chairman also wished to focus on such matters as the
North Korean situation in connection with the Pueblo case and further
details regarding the Secretary's thinking on how to "phase down" U. S.
involvement in Vietnam.
2. I (Hand carried to James Kendall, Counsel for
the Senate Subcommittee on Preparedness Investigation, our comments
on the American Security Counci 1 paper which had been requested by
Senator Thurmond at the Director's briefing. Also made arrangements
with Mr. Stuart French for Bruce Clarke to review the testimony of
Admiral Rickover and other Navy witnesses tomorrow.

him on the most recent Soviet circum-lunar attempt which failed. Gehrig
was extremely interested, and said that he was anxious for the Chairman
and selected Committee members to recieve a briefing from Mr. Duckett
in the near future in order to bring them up to date. He added, however,
that their briefing schedule would not permit this for at least two weeks.

members who attend these briefings but has no real hope that this can
be tactfully accomplished.

10. Met with Senator Jack Miller and
discussed with him the breakfast meeting at Headquarters for Tuesday,
30 April 1968. Senator Miller noted his appreciation for the Director's
courtesy but requested that the present visit be limited to discussion of
Central and South America with a half hour after breakfast with someone
from FE. A.t a later date he would like to spend the better part of a day
with us and at that time would appreciate the Director's offer for breakfast
or lunch plus appropriate briefings on the Agency. I advised the Senator
that I would report our conversation and would meet with him tomorrow.
Mr. Reddan called later in the day to advise that the Chairman
was scheduling the briefing for 2:00 P. M. , 30 April. I thanked Mr.

In passing, Mr. Woodruff noted that, although there have been some
newspaper comments on Senator Hayden's retirement, there has been no
official word from his office. It does appear to be an accepted premise,
however, that he will retire this year.
Mr. Charles Ducander, House Committee on Science and Astronautics,
and briefed him lightly on a recent Soviet space event.
Paul Findley (R., Ill.), called to say that Mr. Findley wanted to talk to someone

noon. The hearing with the State Department was rescheduled from
the morning to the afternoon.

Armed Services Committee staff, and briefed him on the information

a briefing by the Director. The impossible schedule faced by the full
Committee over the next two weeks appears at this time to preclude
scheduling of a briefing, however. Mr. Blandford also noted the need
for a briefing of the Hardy Subcommittee prior to their scheduled
8 May European trip and the equal difficulties of scheduling a DCI
briefing for that Subcommittee.
4. Hand carried to Mr. Glenn Johnson,
House Committee on Interstate and Foreign Commerce staff, the
Agency's report on H. R. 602, a bill to prohibit the shipment of wiretapping
and eavesdropping devices in interstate commerce. Mr. Johnson said
he was not aware of any proposed action on this bill at this time.

5. Talked with James Wood, on the
staff of the Senate Judiciary Subcommittee on Criminal Laws and
Procedures, regarding the status of S. 917. Wood showed me the
Committee's working draft of S. 917 which still retains the language
which we requested. Mr. Wood is working on the Committee report on
the bill but said it would probably be a week to ten days before the
report is completed. He indicated that there is considerable dissension
within the committee at the present time with respect to gun legislation.
6. Talked with Bob Harris, Counsel for
Senator Yarborough's special subcommittee to consider S. 1779, Yarborough's
bill to provide for the funding of overseas organizations. Mr. Harris
called in his assistant, Mr. Reid Martin. Harris and Martin said they
are hoping to start hearings on S. 1779 this Thursday. They provided me
with a handwritten list of possible witnesses.
I alerted them to the problems which section VII of this bill would
cause the Agency with regard to Both Harris
and Martin appeared to appreciate the problem and felt that the language
of section VII might possibly be adjusted to take care of this. They
also indicated that if we had any suggestions as to other witnesses who
might make a contribution to the hearings they would be happy to receive
them from us on an informal basis.
7. Briefed William Darden, Senate Armed Services
Delivered to Darden the letter to Chairman Russell from the Director
dated 22 April 1968 concerning our retirement legislation. It was Darden's
view that probably Senator Russell would go for the single item relating to
modernization of the cost-of-living. However, he will advise us of the
Senator's reactions.

1. I Met with Representative Hervey G.
Machen (D., Md.) in follow-up of his visit to and showed him
an example of the FBIS product as printed in the Daily Reports. He again
indicated that he was sorry that he had not seen the station in full operation
but said the briefing was most informative. Mr. Machen would like to be
placed on distribution for the Asian Pacific Daily Report and this has been
arranged.
2. I I Mr. Ed Feulner, House Republican
Conference Committee staff, called to report that he had received the back
issues of the Daily Reports he had called about on Monday with the exception
of the 76 series. This was delivered to him later in the day.
3. Met with Mr. Joe O'Regan, in the
office of Representative Dante Fascell (D., Fla.), in connection with his
outstanding request concerning a DC 3 flight from Miami and he said that
the State Department's report that the bodies of the passengers and crew
had been found in Peru closes the case out from their viewpoint.

6. Met with Mr. Philip Manuel, Senate
Permanent Subcommittee on Investigations staff, and went over the ground
rules in connection with the FBIS Daily Reports that he had requested
(see Journal of 18 April 1968). He is heading up one of the investigating
task forces on civil disorders and he defined his specific area of respon-
sibility as covering the "militant groups. " He went into some detail on
how he was organizing the task force, and asked whether the Agency could
be of help in this endeavor. He seemed to fully appreciate that the Agency
has no domestic charter and that misunderstandings on this point frequently
arise. I told him that whatever information we might have in the normal
course of events would be passed on to the FBI or other appropriate agencies
having internal security responsibilities. If specific matters arise he might
get in touch with us and I told him we would take whatever action is proper.
The session was very friendly.
7. I IMet with Mr. William Woodruff, on the
staff of Senate Appropriations Committee, and briefed him on the facts

Senator Mundt said he had not heard about this

much of a one man subcommittee" and that he (Mundt) had not attended
a subcommittee meeting in the past two years. The Senator also said
that Joseph Lippman, Staff Director of the Subcommittee, is unknown

that an employee applicant has informed us that he plans to meet with
Representative Charles E. Bennett (D. , Fla.) concerning his interest in
Agency employment. The individual is apparently under the impression
that he will be disqualified medically. Although there is some question,
his medical is still being evaluated and Personnel is contacting him to
be sure that he has the right information.
5. Mr. Philip Manuel, Chief
Investigator, Senate Permanent Subcommittee on Investigations, requested
that he be placed on distribution for the Latin American, Communist
China, and USSR Daily Reports. He also requested the Latin American
and Communist China Daily Reports from 1 April through 4 April, the
date of Dr. King's assassination. He also requested the Foreign Press
Digest, but it was explained that the material in which he was interested
no longer appeared in that publication but that a certain amount of it is
now printed in the Daily Reports he will be receiving.

6. Colonel Brower, Department of
Defense Legislative Affairs, called and asked if it would be possible
to obtain another copy of the Director's prepared statement before
the Senate Preparedness Subcommittee for the Chairman of the Joint
Chiefs. Brower commented that the copies which other officials in
the Pentagon have are being retained by them and it would be most
helpful if he could have an additional copy. I told Brower that supply
of these statements is virtually exhausted and suggested that he borrow
a copy temporarily; meanwhile I will attempt to locate another one for
him.
7. In response to her query, I advised
Miss Scott, in the office of the Secretary of the Senate, that FBIS had
no foreign radio comment from the areas she had listed (Peking, Moscow,
Tokyo or Taipei) on Senator Mansfield's speeches on China which were
given by him in late March or early April.

1. I I For 1 1/2 hours Representative
Machen (D., Md.), accompanied by staff members Masley and Dennis,
in accordance with the 16 April memorandum. The briefing went
very well and it was not necessary to go beyond general terms in
describing the new activity. Mr. Machen said that he was sorry that
he had not made the visit earlier as he would have liked to have seen
the FBIS station under operating conditions. Mr. Machen said he had
no problems with our continued occupancy and for our part I said we
would keep his interest in the disposition of the land in mind should the
situation change.
As a result of his briefing, Mr. Machen is interested in seeing
a copy of an FBIS Daily Report and we will drop one by his office.

Colonel Labre Garcia, Hardy Military Posture Subcommittee to
review the projected schedule of the Committee for hearings before
the Committee's trip to Europe on 8 May. Mr. Reddan called Rep-
resentative Hardy in Norfolk and ascertained from Mr. Hardy that the
mornings of the 30th of April and the 1st and 2nd of May are possible
dates for the DCI briefing. Scheduling of the full Committee by Mr.
Rivers during the coming week will need to be finalized before a firm
date can be established.

advised Miss Seymour that I would transmit Mr. Reddan's request
and would meet with him on his return to the office in the morning.

Stokely Carmichael interview with Radio Havana on the subject of Martin
Luther King's death to Miss Rice, in the office of Representative William

5. Talked to Miss Margaret Sullivan,
in the office of Representative Joseph Minish (D., N. J. ), who was interested
in summer employment for her nephew. I explained the problems involved
with the summer employment program as far as the Agency is concerned
and noted that our program is very limited. Miss Sullivan was appreciative
of our problems and thanked me for the information.
6. Talked to Mr. Fisher, in the office
of Representative James Delaney (D. , N.Y.), who called concerning summer
employment for0 I explained the problem and Mr. Fisher agreed
that the Agency could not hire summer employees on the same basis as
other agencies.
7. Mrs. Valenti, on the staff of House
Committee on Un-American Activities, called and requested a copy of
the Havana Radio interview with Stokely Carmichael. This is being
provided.
8. Norvill Jones, on the staff of the
Senate Foreign Relations Committee, called and asked if he could
receive the FBIS reports covering Southeast Asia, Korea and Vietnam.
We are making arrangements through FBIS for Mr. Jones to be put on
distribution for the Asia-Pacific book.
9. Met with James Kendall, Chief Counsel,
Senate Preparedness Subcommittee, and showed him the follow-up
items to the Director's briefing on "The Impact of Defense Expenditures
in the US and the USSR" and "Moscow ABM Costs. " The only follow-
up item now outstanding concerns our comment on the House Armed
Services Committee's report on total m~.gatonage available to the Soviets
(the American Security Council report). I also made arrangements
for an Agency representative to review the testimony of Admiral
Rickover and other Navy witnesses. This will be done in the Subcommittee
offices. Corrections to Agency statements made during the briefing
were entered in the Subcommittee's copy of the transcript.

Conference Committee staff, called and reported that since 8 April they
have not been receiving all of the FBIS Daily Reports. After checking with
FBIS and learning that there has been recently a distribution problem which
hopefully is now corrected, I advised Mr. Feulner that ,he would be receiving
the missing back copies and to let me know if he does not receive the reports
on a current basis.
Craig Hosmer (R., Calif.), called to request a CIA map on Indo-China
designated as 51900, 1965. Upon learning from the Map Library and the
Cartography Division that that number was not a map of Indo-China, I suggested
to Miss Haggart a number of other maps which may serve her purposes.
This seemed to fully satisfy her interest, at least for the time being.

Assistant to Representative Hervey Machen (D. , Md. ), called and
indicated that Mr. Machen would like to visit on 25X1

intelligence requirements and nothing further need be done in connection
with Mr. Kalicki's inquiry on the use of computer coding.
Mr. Merriam also asked whether it would be possible for him
to receive briefings from the Agency either at Headquarters or in his
office. The topic of interest at this time is the Pueblo and Vietnam. I

and explained the significance.

4. Met with Mr. James Wilson, House
Science and Astronautics Committee staff, with regard to the recent
Soviet space event and advised him, in effect, that so far there are
no additional projections warranted other than those that have appeared
in the press.
5. I In connection with her earlier inquiry,
I advised Miss Alice Lawton, in the office of Senator Gaylord Nelson,
that the Intelligence Review was published by the military and suggested
that she contact the Pentagon with respect to it. I added that the
National Intelligence Survey was a classified publication which was not
available to the public. Miss Lawton said this gave her the information
she needed, and thanked us for our assistance.

Odin Langen (R., Minn.), called to inquire whether the Agency had a summer
employment program. I explained the limitations on our current small
program which she seemed to appreciate fully, and I invited her call in the
event of further interest by the Congressman.
7. Talked with Robert Michaels, House
Appropriations Committee staff , who indicated he had discussed the
question of inspection of the FBIS station in Puerto Rico with the Chairman
who had responded affirmatively. We will work out the details.
talked with Jack Stempler, Legislative Liaison, Office of Secretary of
Defense, about Colonel James M. Brower on his staff sitting in as an
observer at the Senate Preparedness Subcommittee briefing tomorrow.
Mr. Stempler had thought this was a good idea but did not wish to raise
it with the Secretary. With the understanding that there was no objection
to review of the transcript by the Agency, Stempler agreed this should
be pushed no further and he will advise Brower.

there had been a query from Senator Russell concerning the status of
the Agency project involving two pieces of Soviet equipment. I said
I would check on this and advise.

YORK TIMES article speculating on new Soviet orbiting weapons. He
wishes to retain this for a few days and we will then pick it up.

Columbia University), requested FBIS take from North Korea covering
the pre -Pueblo era and the era of the Korean conflict. His inquiry was
finally satisfied, I believe. Senator Kuchel will be placed on regular
distribution for Asia and Pacific, and Communist China Daily Reports
and we will personally deliver to John Merriam, the Senator's Legislative
Assistant, a collection of FBIS tear sheets (previously distributed to
Senator Fulbright and others) on maritime intrusion covering the period
from 5 November 1966 to just prior to the seizure of the Pueblo and
running some 112 pages.
Kalicki also expressed interest in whether FBIS overt material
is collected and distributed according to computer codes. This is in
connection with work being done at Columbia University. I said I would
be pleased to look into this for him.

5. Spoke with Miss Dickinson, in the office
of Representative Louis C. Wyman (R., N.H.), concerning an FBIS ad in
the Boston papers for contract monitors in Puerto Rico. Miss Dickinson
explained that a relative wanted to know whether other than Puerto Rico
opportunities were available. After speaking with
Personnel, and FBIS, I advised Miss Dickinson that the
only positions available at this time were in Puerto Rico, but that we
would be pleased to have one of our field representatives contact her
relative in the Boston area if he had an interest in Agency employment.
Miss Dickinson was appreciativ.3 of this gesture and may contact us
after exploring it.
Met with James Gehrig, Staff Director of
the Senate Committee on Aeronautical and Space Sciences, and briefed
him on the situation with respect to the Everett Clark article which
appeared in the New York Times of 3 April having to do with alleged
Soviet activities in the multiple orbital bombardment systems field.
Gehrig had seen the article and was interested in having this infor-
mation. I also alerted him to the possibility of a Soviet lunar shot
on Sunday and an earth orbit shot in the near future.

7. Talked with David Lovenheim, in the office
of Congressman Frank J. Horton, and obtained some additional infor-
mation in connection with the security matter he had discussed with us.

on the bill is contemplated.
5. I Alice Lawton, in the office of Senator Gaylord
Nelson called and said they had received a request from a constituent (they
believe he is a college student) for "National Intelligence Survey and Intelligence
Review." Miss Lawton would like to know if these are available to the public and
if so, how they can go about obtaining them. She was advised we would check
and be in touch.

6. Ruth Watts, Chief Clerk of the Senate
Permanent Investigations Subcommittee of Government Operations
Committee, called. She said that Charles H. Cromwell, III, an
investigator on the Subcommittee staff, wished to be present at the
Director's briefing of the Senate Preparedness Subcommittee next
Tuesday. She said she had been informed that this was being taken
up with Senator Stennis by Senator McClellan. She was contacting us
to be sure that the necessary clearances were being taken care of. She
said that Mr. Cromwell had a Top Secret DOD clearance but she under-
stood an additional clearance was required. I told Miss Watts I would
look into this and be in touch with her.
Talked with Jim Kendall, Senate Preparedness Subcommittee staff,
regarding Miss Watts' call. Mr. Kendall said that Cromwell had been in
touch with him about attending all of the Subcommittee's posture hearings
including the Director's briefing but Kendall had informed him that this
was a matter which would have to be taken up by Senator McClellan with
Senator Stennis. Kendall appreciates the problems involved in this. He
said he had discussed this later with Senator Stennis who informed him he
had no recollection of being approached by Senator McClellan on this.
Kendall subsequently advised the Permanent Investigations Subcommittee
staff that he has received no instructions from Senator Stennis on this.
After talking with Kendall, I advised Miss Watts that the Agency
had not received a request from either Senator Stennis or the Preparedness
Subcommittee staff regarding Mr. Cromwell's attendance at our briefing
session. I added that this was a matter between Senators McClellan and
Stennis in the first instance, and we would taken no action until a request
was received from Preparedness Subcommittee. (We are checking with the
Office of Security on Cromwell's clearance status in the event there should
be further developments on this. )
7. Picked up from William Woodruff, Senate
Appropriations Committee staff, a copy of the "Second Draft to the Committee"
on the Rusk Task Force group.
8. Met with Dr. James Lucier, Staff
Assistant to Senator Strom Thurmond, and left with him copies of the
DOD security clearance form suggesting that he put these in the hands of
one of the DOD liaison offices when he had completed them.

Stennis to introduce The Senator commented that the
Director, in appearing before the Senate Preparedness Investigation
Subcommittee on 9 April, would be the first witness in the current
round of hearings. The Senator also commented that Senator Russell's
health was gradually improving and that the Senator planned to resume
the chair at the 4 April meeting of the Senate Armed Services Committee
(for mark up of FY 69 military procurement authorization).

5. Spoke with Mr. Leroy Spence,
DOD Compensation Branch, to verify the total retired pay increase
in force and effect under the 1962 cost-of-living formula as revised in
1965. Spence was most helpful and verified that the total increase was

6. Talked with Mr. Joe Bell, on the staff
of the Senate Subcommittee on Criminal Laws and Procedures, about this
morning's Washington Post item commenting on Judiciary Committee
action on S. 917 (the "Safe Streets and Crime Control Act"), specifically
the reference to Senator Long's request to file a minority report limiting
the wire tap provisions of the bill to Federal law enforcement agencies
acting under court order. Mr. Bell pointed out that the Committee had
passed on these provisions (Title III) and there was no indication that this
would be reconsidered. He added, however, that Senator Long was perfectly
free to file a minority view and will probably be given an opportunity to do so.
7. Charles Kendrick, in the office of
Senator Peter Dominick, called concerning further developments in the
Colorado State University matter. He said that Todd Martin, of Station
KIMN in Denver, has picked up the story on our contact with the University
officials and has queried Senators Allott and Dominick as to what action
they are taking in the matter. Mr. Kendrick was merely checking with
us to see if we had any objection to their making public the text of their
response to the University's campus editor. I told Kendrick that as far
as we were concerned, this was a communication from the Senators to
the editor and the Agency would have no objection to their handling it
in any way the Senators' deemed appropriate. Kendrick said he felt the
Agency was perfectly justified in what they had done, as their telegram
had indicated, and as far as he was concerned they would go ahead and
make its contents available. (Mr. Goodwin was advised of these develop-
ments.)

6. Jack Ware, in the office of Senator
Gordon Allott, called me in connection with a telegram to the Senator
from a student editor at Colorado State University. The telegram
complained about CIA debriefing a faculty member after a trip abroad.
Ware stated the Senator was proposing a response indicating generally
that the Government would be derelict if it did not attempt to pick up
information from Americans who have traveled abroad. He wanted to
check us on two points in their response--(1) that there was no pre-
arrangement prior to the trip and (2) there was no passage of Government
money. After checking the facts and discussing it with the Director,
Ware was advised that their telegram was consistent with the facts. He
read the draft telegram and I made one minor correction. Ware also
indicated he was going to coordinate with Charles Kendrick, in Senator
Dominick's office, since the two Senators wished to be consistent with
one another on their responses.

fast at the Agency be put over to Wednesday or Thursday of next week,
April 10 or 11. Miss Bengston was apologetic on the Senator's behalf.
I assured her we understood the Senator's problem and that I would be
back in touch with her during the day tomorrow concerning next week.
9. Met with Mr. Joseph Winslow,
House Post Office and Civil Service Committee staff, with regard to
Chairman Hanley's letter to the Director requesting written comments on
the Agency's position classification system. Mr. Winslow was quite
apologetic that the letter had been sent to the Agency in error and indicated
that there has been no change in the agreement that as regards CIA, he will
be pleased to meet with us on an informal basis and will be guided by the
Agency's desires concerning material for inclusion in the final report to
be issued by the Committee on completion of their study.

Investigating Subcommittee of House Armed Services Committee staff.
Colonel Garcia advised informally that the staff will be drafting, late next
week, letters to DOD and the Agency concerning the next phase of the
Subcommittee's investigation of defense policy. It is anticipated that the
Chairman will be requesting a briefing from the Director on East Europe,
Mediterranean, Near East and Middle East.
11. I In response to his call, I met with
Charles Kendrick, Administrative Assistant to Senator Peter Dominick,
concerning the telegram the Senator received from Evan J. Green, editor
of a campus newspaper at Colorado State University. The thrust of the
telegram was to the effect that "CIA Agents" were utilizing members of
the CSU staff for intelligence activities in connection with their travel
abroad on AID contracts. This, according to Green, compromised the
relationship between the faculty member and AID and degraded the integrity
of the University as an institution of higher education. Kendrick seemed
to appreciate the situation as far as the Agency was concerned in this type
of work but was requesting our guidance in the handling of their response.
I advised Kendrick that we were also in touch with Mr. Jack Ware, in the
office of Senator Gordon Allott, and gave him the sense of the suggestions
which we had made to Ware. Kendrick appreciated our assistance. He
said he would discuss this with the Senator and Mr. Ware with a view to
making the response consistent with that of Senator Allott.

area. The briefing was most cordial, more of a discussion in overall
format, but there were no questions from Mr. Chamberlain or his
assistants on any matters of special or sensitive nature.

1. I I Attended a hearing of the Senate Sub-
committee on Internal Security on S. 2988. Kimble Johnson, of the Civil
Service Commission, testified. He made it plain that he was speaking
personally and not for the Commission, which has not yet reached a
position on this bill. Johnson's position was that he saw no need to set up
a new agency to do what the Civil Service Commission is already doing as
this would entail great expense and loss of expertise. He applauded that
part of Title VI which endeavors to set security standards and felt this is
the main thing that is needed, not a new mechanism.

Investigating Subcommittee staff, called on behalf of Senator Stennis
to inquire if we could push back the briefing scheduled for tomorrow
until ten o'clock on Tuesday, 9 April 1968. After checking with the
Director, I advised that this would be agreeable.
6. Mike Goldman, Sino-Soviet Office of
Commerce Department, -called regarding a congressional inquiry
Commerce has received, and which he has discussed with
of OER, concerning Soviet capacity for producing vitamin A and E and
whether their capacity includes the utilization of synthetic vitamins.
It was subsequently developed that this is a constituent inquiry which
Commerce had received from Senator Russell's office. Arrangements

Assistant to Representative Thomas B. Curtis, and discussed with him
