2. Talked with Mr. Robert Michaels,
House Appropriations Committee staff, per Colonel White's request,
briefing him on the origins and general operations of the executive dining
room. I delivered to him cost figures which Mr. Clarke had prepared
and which were attached to a proposed memorandum to Mr. Michaels.
Mr. Michaels understood thoroughly why salaries were not included in
these cost figures. He indicated this explanation was enough for his purposes
and we need do nothing further.
3. NSA, called advising that 25X1
the DOD report on S. 1035 has in fact been approved in DOD and sent
forward to the Bureau of the Budget for their approval. It was suggested
that should be in direct touch with Mr. Maury.
4. (Internal Use Only - GLC) Attempted to reach Mr. Stanley
Fike, Administrative Assistant to Senator Symington, regarding his
conversations with Mr. Warner on a Navy Professor who was under the
impression that his trip to Africa was being funded by the Navy. Mr.
Fike's secretary informed me that he would be out of town until Tuesday.
She added, however, that situation still had not been
resolved.

5. Scott Cohen, on the staff of Senator
Percy, called to say that the Senator had received another letter from
a foreign organization which they would like to pass on to us as a matter
of information. I told Mr. Cohen that we would pick the letter up on
Monday.

Wednesday - 29 May 1968
1. At the Director's suggestion, called William
Darden, Senate Armed Services Committee staff, regarding the request
of Scott Cohen, office of Senator Charles Percy, and William Miller, office
of Senator John Sherman Cooper, for a briefing on the Soviet ABM system.
Darden shares our feeling that such a briefing would establish an undesirable
precedent, but in this case would be awkward to turn down. We therefore
agreed the best course was to offer Cohen and Miller a general "one-shot"
briefing, explaining we are making an exception to our general policy,
that we hope this will not establish a precedent, and that we would
appreciate their treating the briefing as "background only" and not adver-
tising it around the Hill.
2. Reported to the Director the above conversation
with Mr. Darden regarding the handling of the Scott Cohen request for a
briefing on the Soviet ABM program and, with the Director's approval, called
Cohen and told him that: (a) we normally are reluctant to provide briefings
on such complex and sensitive matters as the Soviet ABM system outside of
the normal channels to our Agency Subcommittees; (b) we are, therefore,
reluctant to establish a precedent to making exceptions to this policy;
(c) however, in this case we are prepared to make an exception on a one-time
basis provided it is not considered aprecedent; and . (d) we would appreciate
it if Messrs. Cohen and Miller would treat our briefing as "background only"
and not advertise the fact that we had provided it. Cohen expressed his
appreciation, indicated he would observe the above conditions, and said he
would like us to give the briefing to him and Miller in Senator Percy's office
at 2:00 p. m. , Tuesday, 4 June 1968.
Later, I discussed the matter with the DD/I who designated Bruce
Clarke to provide the briefing. The DD/I pointed out the difficulties of
providing the briefing on a Secret level and emphasized if Cohen and Miller
attempted to probe into such matters as the effectiveness of the Soviet ABM
system against our delivery capabilities or anything regarding our sources,
we would have to avoid specific answers.

3. Called Philip Kelleher, House Armed
Services Committee staff, regarding possible timing of the Subcommittee
hearing on our proposed cost-of-living adjustments for retirees (H. R. 13705).
Kelleher said that many Subcommittee members would be out of town on
Monday, that they would be tied up Tuesday and Thursday with Navy hearings,
many would visit South Carolina Wednesday to pay homage to Chairman
Rivers at some sort of gathering there, and would again probably be out
of town on Friday. Thus, Kelleher is confident we will not be called on
next week. This was reported to Colonel White.
4. Reed Martin, Legislative Aid to Senator
Yarborough, called to see if we have any idea as to the timing of the Rusk
Committee's recommendations. Martin is interested in this in connection
with the release of the Yarborough Subcommittee's initial hearings on
S. 1779. I told Martin I had no information on this bill and suggested he
contact James Clark, in the Bureau of the Budget.
5. CI Staff, called to alert us to the
fact that Senator Fulbright's book, Arrogance of Power, has been trans-
lated into Russian in ten thousand copies. CI is making a comparison of
the Russian and English texts and will keep us advised of their findings.
6.I In the absence of Roy Elson, I talked with
Dick Greenwood, on the staff of Senator Carl Hayden, to tell him that we
had seen the insertion of Jeanette Sofokidis' article in the Congressional
Record. I told Greenwood that this had been called to the Director's
attention and that we were all most appreciative of the Senator's placing
the item in the Record.

7. Met with Representative Lipscomb and scheduled
a meeting for 2:00 p.m. Monday, 3 June, for Mr. Proctor, Mr. Brammell
and to discuss the NIS program with Mr. Lipscomb. This
is by way of follow up to a request made in the CIA Appropriations Sub-
committee briefing of 17 May. Mr. Proctor and Mr. Brammell have been
advised.
8. Attempted to meet with Mr. John
Sullivan, Administrative Assistant to Senator Brewster, several times
during the day but he was away from his office.
9. I Met with Mr. Bun Bray, House Subcommittee
on Manpower and Civil Service staff. Mr. Bray advised that at the present
no further hearings have been scheduled by Chairman Henderson. The
Subcommittee will meet again in executive session on Wednesday, 5 June,
after which it is anticipated that announcement will be made concerning
hearings on the wage board bill. It is possible that consideration will be
given during that meeting to scheduling of hearings on other bills such as
S. 1035.
ll. I IMet with Mr. J. R. Blandford, House Armed
Services Committee staff, and provided him with a blind memorandum
entitled "Franco-Soviet Military Cooperation". Also reviewed with Mr.
Blandford the previous conversation with him, for the Chairman's benefit,
on this subject. Mr. Blandford indicated that he would pass the information
on to the Chairman. He also noted that he thought this would be an item of
interest to the Chairman.
12. I I Spoke with Mr. Charles Havens,
Special Assistant to Secretary Warnke, concerning legislation to update the
War Crimes Act of 1948 to include the "Vietnam conflict. " Mr. Havens
explained that the bill, H. R. 15545, would not be acted upon this Congress, but
reviewed with me certain language justifications they have proposed. Mr.
Havens then arranged for me to speak with Captain John Thornton, USN, who
is following this legislation in detail and Captain Thornton is sending us
material of interest from his files.

13. Colonel Hussey, in James
Lay's office, called Mr. Houston as to whether or not it was appropriate
for a representative of Air Force before a congressional committee to
refer to an NIE by number. At Mr. Houston's request, I talked further
with Colonel Hussey who indicated the query was from Secretary Brown
of the Air Force and the committee concerned was the Senate Preparedness
Investigating Subcommittee. Hussey stated he had advised he would
recommend against citing the NIE by title and number. I indicated to
Hussey that this appeared to be good general advice but there was no
law or regulation that I knew of covering the matter. I further indicated
that because of the safeguards arrangements under the Nuclear Test
Ban Treaty we did have special arrangements with that particular
Subcommittee and we did in fact furnish them some Estimates.
14. In the absence of Mr. Maury,
talked with Stanley Fike, in the office of Senator Stuart Symington.
Mr. Fike had a distraught college professor on his hands who was
literally on his way abroad under the assumption that the U. S. Government
was going to pay for his trip to Africa. The individual's name was
Fike furnished the name of John J. Porosky of
the Air Force at Belvoir. After checking with Porosky
it became apparent that there was obviously a garble somewhere,
probably occurring at the Navy contact level with made it
clear their role was simply one of a coordination point for Air Force for
a contact on a basis of no prebriefing and no sponsorship. Mr. Fike asked
for suggestions as to what he could do as he had a very unhappy professor
with his family in a hotel room in Washington on his way to Africa but
with no tickets or funds. I suggested to Fike that since the contacts
with had been through the Navy that Fike ought to hit the Navy
hard for assistance in coping with the situation. Fike later advised
that Navy now tells him that all they had promised was travel
on a space-available basis which is prerogative as a retired
Naval officer. I emphasized to Fike that if this were so, again the
Agency would truly have no role in the matter and was sorry I could
not be more helpful to Fike.

Senate Internal Security Subcommittee staff, regarding the
i. Accompanied Mr. Lloyd Lauderdale,
Acting, DD/S&T, to a briefing of Senator Milton Young in response
to his request for information on Foxbat. The briefing was a friendly
one and lasted about 45 minutes. In addition to Foxbat, the discussion
covered Soviet aircraft generally, further discussion of the sensitive
project which is being terminated and related matters. At the close
of the meeting Senator Young said that there were a number of other
topics that he would like to talk with us about if we do not have a
Subcommittee meeting soon. I told the Senator that we were anxious
to meet with the Subcommittee at the earliest possible date but that
we would be happy to talk with him separately on any item he desires.
2. Had a conversation with Jay Sourwine,

Senate Special Subcommittee on Internal Securit, and rovided him with

4. Miss McKenna, Senate Foreign Relations
Committee staff, called in connection with the FBIS Supplements on
Czechoslovakia to the Eastern European Daily Reports. Arrangements
were made through FBIS to send all issues of the Supplement on Czechoslo-
vakia to the Committee.
5. I IMr. Scott Cohen, in the office of
Senator Charles Percy (R., Ill.), called to set up a briefing for himself
and William G. Miller, of Senator Cooper's staff, on the Soviet ABM
System. Mr. Cohen said that he and Miller were working on this as legmen
for their Senators and that the information is needed in connection with the
consideration of the Defense Appropriation bill. I told Mr. Cohen that we
would relay his request and be back in touch.
6. Met with Representative F. Edward
Hebert, of the Hardy National Defense Posture Subcommittee, who
advised that on the strong recommendation of the Embassy in Stockholm
he had not attempted to meet with the military deserter who is a son
of one of his Louisiana constituents. The Embassy had advised that
the lad is a very tough character and that previous attempts by the Embassy
in a similar case had resulted in virtual entrapment of an Embassy officer.
I advised Mr. Hebert in general terms, concerning the ASA
military deserter, information that was passed to the Chairman of Armed
Services through Mr. Blandford on last Friday.
Mr. Hebert noted that the Subcommittee trip had been a very busy
and trying one. He also made mention of Committee meetings with various
ambassadors and others. It is his feeling that the overall Committee
effort was well worth while.
7. I I Met with Mr. Carleton Hovey and
Mrs. Olga Watkins, in the office of Representative William Bates,
concerning the news releases this week by the Republican Policy
Committee Task Force on national security. It was noted that in addition
to the 37-page report published in the Congressional Record by Senator
Tower on Wednesday, an additional report on the National Security Council
and national security would probably be forthcoming today.

Information, in response to his call. Mr. Augliere is preparing a final

on various details of the correspondence. Mr. Augliere advised that
the response will be brief restating only the referral of the matter to
the Managing Director of Air America and Air America's direct response
of 17 May. He also noted that he would be recommending to Mr. Moss
that the letter be signed by Paul Hinkle rather than by Representative
Moss since the original correspondence was addressed to Mr. Hinkle
as Administrative Assistant.

2. Discussed with the Director and
drafted a response to a letter from Chairman L. Mendel Rivers,
House Armed Services Committee, requesting comment on two press
items: (a) Saturday Evening Post article by William J. Lederer on
graft and corruption in Vietnam and (b) Philadelphia Inquirer item of
22 May 1968 by David Kraslow regarding alleged differences between
CIA and military estimates of enemy potential in Vietnam.
3. Delivered to Mr. Robert Michaels, House
Appropriations Committee staff, a copy of the letter to Representative
Lipscomb from Colonel White relating to "full time equivalent"
positions.

4. Called Russ Blandford, House Armed
Services Committee staff, to tell him the Director's response to
Chairman Rivers' letter was on the way, that the Director would be glad
to brief the Committee on the Philadelphia Inquirer item, but this was a
complex subject and detailed discussion would be time consuming. Mean-
while, I said I would be glad to give the problem a general once over with
Blandford if he so desired. Blandford replied that there was no need to
meet on the question now, and there was no urgency regarding a response,
but the Director should be prepared to discuss the Kraslow allegations
at his next appearance before the Subcommittee. Blandford could give
no estimate as to when this would be other than to remark it might be
during July or August.
The above was reported to the Director, and it was explained that
apparently the queries had been triggered on Blandford's initiative, and
did not necessarily reflect any particular concern by Chairman Rivers.

6. Met with Mr. J. R. Blandford, Chief Counsel,
House Armed Services Committee, and reviewed with him in some
detail the papers furnished on Friday for the Chairman relating to
termination of an Agency project, the U-2 publicity and comments on the
Wilson Washington Post article of 23 May. Mr. Blandford indicated
that the responses were quite complete and satisfactory. He noted in
passing that he had advised the Chairman that the responses had been
received on Friday.
Met later in the morning with Mr. Blandford who advised that
he had prepared the Chairman's letter to the Director concerning the
Kraslow Philadelphia Inquirer item of 22 May relating to the estimates
of North Vietnamese strength and the Lederer Saturday Evening Post
article concerning the black market in Vietnam. Mr. Blandford
furnished me a copy of the letter. I advised Mr. Blandford that I had
talked with Mr. Maury and indicated that we would be responding, at
least in part, during the day. Inquired whether the calendar is looking
any better for scheduling of a Subcommittee meeting. He advised
that the Chairman is occupying himself strongly with his renomination in
South Carolina from now until 12 June so he does not feel there is much
that can be done in the way of additional meetings between now and that
time.
Met again with Mr. Blandford late in the afternoon and delivered
the Director's response to the Chairman's letter of 24 May mentioned
above. Mr. Blandford noted his approval of the Director's response and
said he would deliver it to the Chairman. He commented in passing, that
in the final analysis, the Committee is interested in whether there was
a difference in the Agency and community estimates of North Vietnamese
strength.
I delivered to Mr. Blandford the requested copy of Nagel's
Encyclopedia Guide to China. Mr. Blandford thanked me and after
reviewing it asked if we could advise where it can be purchased and
the price. The copy that had been furnished was returned for delivery
back to the Agency library.
7. In the absence of Representative
Frank T. Bow, delivered to Mr. Gilbert LeKander, Administrative
Assistant to Representative Bow, a memorandum from the Director
relating to the Atlantic Council for the United States and the American
Council for Young Political Leaders. After review Mr. LeKander
expressed his appreciation. Mr. LeKander also noted in passing that
the office had been able to find employment for the young man that Mr.
Bow had called me about last week, in the office of one of the Committee
members.

8. I (Delivered to Representative Lipscomb a
letter from Colonel White enclosing the schedule of "full time equivalent"
positions which was requested at the Appropriations Committee hearings
of 17 May. Mr. Lipscomb inquired whether a copy had been furnished to
Mr. Michaels. With regard to the question raised by Mr. Lipscomb
regarding NIS's, Mr. Lipscomb noted that that question had given him
an opportunity to request release by the Chairman, to the Director, of a
copy of the investigative report of the military component which Mr.
Lipscomb felt should be made available to the Director. I advised it
was my understanding that it was given to the Director before the close
of the hearing.

1. I I Mentioned to Senator John Stennis at a
social gathering last evening that an accumulation of items, including the
cancellation of a sensitive Agency program might make an early meeting
of our Armed Services Subcommittee desirable in order to bring every-
one up to date. He said this sounded like a good idea but we should take
the matter up with Chairman Russell.
2. I Had dinner last evening with Senator
William B. Spong at which I briefly explained our concern over certain
provisions of the Ervin bill (S. 1035, to protect the constitutional rights
and privacy of Federal employees--Spong had been one of the sponsors
of the original bill). Our conversation was in a light vein and I got no
concrete reaction from him.
3. I and I called briefly on
Senator Harry F. Byrd, reminding him of our interest in the highway
problem on the west end of Chain Bridge, and chatted briefly about
Greece and other general subjects.

6. I Mr. Maury andl met with 25X1
Representative Richard Poff and provided him with the aide-memoire
he had requested regarding the language which we had inserted in
the Omnibus Crime Control and Safe Streets Act of 1967. Present
during our discussion was Mr. Bryan Gettings, a member of a House
task force, which has been established to deal with this legislation.
We discussed with Mr. Pof f the various alternatives available to the
House on this bill: referral to the Judiciary Committee, recession
on the part of the House with acceptance of the Senate language, or
appointment of conferees. Mr. Poff is reasonably certain that he
will be one of the House conferees if that course is followed. He was

he could to see that the language which we had inserted in the bill in
the Senate would remain.
7. Mrs. Olga Watkins, on the staff of Rep-
resentative William Bates, referred to us a newspaper, Circulo
Internacional de Cultura, which had been sent to the Congressman
from Guatamala in an unstamped envelope. Mrs. Watkins was inter-
ested in any information we might be able to give the Congressman
regarding the newspaper. She also thought it might be of interest to
us.
Mr. Maury andl (took advantage of the opportunity to
talk further with Mr. Bates on the follow-up information he had requested
concerning a sensitive Agency program which is being terminated. Mr.
Bates had previously expressed some confusion regarding the distinctions
between this program and others similar to it. Mr. Bates expressed
deep concern over the growing problems in this country and somewhat
in this connection, expressed concern over the lack of frequent CIA
Subcommittee meetings. He felt that in the present atmosphere the
Agency and the Committee were subject to severe criticism for lack of
adequate congressional oversight. We also discussed with Mr. Bates
ways and means for keeping the Chairman and himself informed on
matters of interest to them. He indicated that the best procedure was
to keep in touch with Russ Blandford, of the Armed Services Committee
staff, and also be certain Mr. Blandford kept Mr. Bates informed.

an intelligence memorandum (SR IM 67/13) on the subject of Soviet
helicopter carriers. This was in response to Darden's request for
assistance in responding to an inquiry from Senator Symington. (See
Journal item of 23 May 1968.)
We talked with Mr. Darden as to the timing for our budget meeting
with the Senate Subcommittee. He said that Appropriations hoped to
wind up their hearings on the DOD budget some time next week and
therefore our meeting would not take place until after the first of June.
Mr. Darden mentioned that Senator Russell had expressed a desire
to have the Agency budget reviewed by a group smaller than combined
CIA Subcommittees.
Charles Kirbow, of Armed Services Committee staff, has talked
with Bill Darden regarding the hearings before Senator Inouye's Sub-
committee on Military Deserters, and the possibility of the Agency's
appearing before that group. Darden plans to be in touch with Senator
Inouye on this, suggesting that he discuss the matter with Chairman
Russell.

11. I I Met with Mr. J. R. Blandford, House Armed
Services Committee, and provided written responses to his request
relating to (a) termination of an Agency project, (b) the U-2 publicity
and (c) specific comments on the Wilson Post article of 23 May 1968. Due
to the press of other business Mr. Blandford requested that I meet with
him the first thing Monday when he will have had time to review the
responses.
Advised Mr. Blandford that Representative Bates had also
raised seperate question regarding the termination of an Agency project
and had been briefed by Mr. Maury earlier in the day. Mr. Blandford had
no comment other than that he was glad that Representative Bates is up
to date.
I noted in passing that the information previously provided regarding
the Pueblo had included the fact that a technical study of the equipment
was indicated by the removal of antenna housing and other similar portions
of the vessel. Mr. Blandford had no comment on this item.
I also briefed him concerning a particular military deserter who
is at present residing overseas and the fact that this case had been
discussed in a Committee hearing in the Senate during the week. Mr.
Blandford expressed his appreciation for this information.
12. I Met with Mr. Philip Kelleher, House
Armed Services Committee, who reaffirmed that he had not been able
to schedule a time with Mr. Philbin for hearings next week. Due to the
tenuous nature of the full Committee it will be necessary to wait until
next week to see what the schedule holds beyond then.
13. Met with Mrs. Mary McLaughlin,
Assistant Clerk, Senate Foreign Relations Committee staff, who advised
that the complete background available at present on S. J. Res. 173, intro-
duced by Senator Fulbright on 22 May, is set forth in his remarks in the
Congressional Record of that date. The Resolution provides for establish-
ment of a commission on organizational reforms in the Department of
State, the Agency for International Development and the United States
Information Agency.

I said certainly not by us. Blandford asked where it came from and I
said I could only speculate that it may have been concocted by some
published information supplanted by leaks in Saigon. Blandford said
Committee members may ask for comments and we should be pre-
pared. I notified Lloyd Lauderdale, A/DDS&T, who is preparing a
written comment for Blandford.
5. Met with Mr. J. R. Blandford, Counsel,
House Armed Services Committee, as a follow up to our conversation
of yesterday afternoon. I advised him that the proposition of a State
Department prohibition on release of information to the Armed Services
Committee on the movement of the Pueblo had been relayed. I advised
that none of our people, including the Director, had any knowledge of
such a prohibition. I requested Mr. Blandford's assistance insofar
as he is able in determining the source of the statement. He advised
that he did not know and that frankly he is not sure that it can be
determined, that it came to his attention on his return, but he does
not remember who said it. In any event, he will correct this mis-
information with the Chairman.
Discussed briefly with Mr. Blandford the Wilson item from
this morning's Post. He had no specific questions himself.
6. Had a couple of conversations
with Philip Kelleher, House Armed Services Committee staff, regarding
hearings on the bill to increase cost of living allowances for Agency
retirees. According to Kelleher, Representative Philbin will find it
difficult to get a quorum next week so hearings will not be before the
week of 3 June. Kelleher said that it is impossible to predict whether
the Committee will prefer to handle the problem with a clean bill or
an amendment to the old one (H. R. 13705) and our presentation should
be geared to cope with either contingency. In fact the Committee
probably will not decide which course it wants to follow until they
hear our presentation. Colonel White was informed of the above.

Herbert Tenzer (D., N. Y.) and saw his Administrative Assistant, Micahel
Bromberg. Showed him a suggested draft reply in connection with a constituent,
inquiry regarding Agency activities, budget,
number of employees, and organization. Mr. Bromberg said the suggested
reply was fully responsive to the inquiry and satisfied their interest. He
thanked us for our efforts.
9.I I Met with William Darden, Senate Armed
Services Committee staff, and advised him that the decision which had
been made by the Secretary of Defense with regard to a sensitive Agency
program has been concurred in by the President. I told Darden we had no
present plans to have further contact with our Subcommittee members on
this but wished to keep him informed,
Darden showed me a note he had received from Senator
Symington asking for information about an article written by General
James D. Hittle (recently appointed as a consultant to the Armed Services
Committee staff to assist the Subcommittee on military deserters) which
appeared in the St. Louis Globe Democrat of Wednesday, 15 May 1968.
The article deals with the subject of Soviet helicopter carriers (alleged
to be in the Mediterranean) and the capability of US forces to meet this
threat. Darden asked for our assistance with respect to the Soviet
carriers. (Bruce Clarke is assisting us on this. )
I raised again with Darden the subject of a budget hearing.
He said Senator Russell was anxious to do this as soon as possible, but
had not set a date as yet. In this connection, Darden said the Senator
had mentioned to him the possibility that he would have the CIA budget
considered by a group of members somewhat smaller than the combined
membership of the CIA Subcommittees of Appropriations and Armed
Services.

Assistant to Senator Margaret Chase Smith, by way of follow up to the
Senator's question about the Pueblo in my meeting with her 17 May. I
told Lewis the term dismantling which has been used with reference to

that they are disassembling the antenna and certain other equipment on

1. Met with the DDCI who provided
guidance on types of intelligence items to be passed to Chairman Rivers,
of House Armed Services Committee, in response to his desire to be

The DDCI also explained high-level sensitivity regarding revelation
of detailed info of shipping into North Vietnam, which should not be revealed
outside Agency Subcommittee circles on the Hill.
2. Mrs. Dorothy Stahl, in the office of
Representative Charles Mathias (R., Md.), asked if someone from the Agency
could brief Mr. Mathias on communist activities in connection with the U. S.
racial situation. I explained that this was outside of our field and the Congress-
man could get a more satisfactory answer from the FBI.
3. Called Bob Michaels, House Appropriations
Committee staff, to say we were ready to brief him in response to his request
for information on heat resistance metals such as titanium in the construction
of high performance aircraft. Michaels said that Mr. Duckett's remarks at
the recent Agency budget briefing satisfactorily answered his questions and
the requirement could be scratched. See Journal of 10 May 1968.
4. Mr. Joseph Winslow, Staff Assistant,
Subcommittee on Position Classification, House Post Office and Civil
Service Committee, visited the Agency for briefing on the Agency application

for hearings on H. R. 13705 for next week. He advised the schedule of the
Committee business is quite unsettled at the moment, but that he is
making the attempt through Chairman Philbin.
6. Met with Mr. J.R. Blandford, Chief Counsel,
House Armed Services Committee, and reviewed with him Agency efforts
to push H. R. 13705. He noted that Phil Kelleher is working on the matter
and would do everything possible.
Advised Mr. Blandford that the Clifford decision to affirm the
December 1966 Presidential approval of cutback on an Agency project has
been reviewed with the President who concurred on the position taken by
Mr. Clifford. Mr. Blandford reaffirmed that the Chairman is upset about
this matter and intends, at least at present, to make a real fuss about it.
In conversation Mr. Blandford noted that they have been advised
that the State Department had put a hold on transmittal of information to
the Armed Services Committee concerning the Pueblo. I noted that this
was news to me, but was unable to ascertain the source of the report.
Mr. Blandford advised that, in any event, in his opinion the system of
keeping him advised has worked, and is still working satisfactorily, and
that he does not feel that this single incident of the Pueblo should cause any
change in the system.

ments. indicated, in effect, that although pressure is
being applied, the offensive is not in any way comparable to the Tet
offensive. It appears that the Chairman's only purpose in inviting me into
the discussion was a desire to "talk to his intelligence people who were
available. " After the meeting affirmed my understanding
that he meets daily the first thing in the morning with Mr. Blandford and
reviews the DIA. intelligence bulletin with him.

5. Talked with Bill Darden, Senate Armed Services
Committee staff, about a possible meeting between Senator Russell and
the Director today on a special project which is being terminated. Darden
said he talked with the Senator about this on Friday using a background
paper which he already had. He said while the Senator was not refusing
to see Mr. Helms, he felt there was no need for a meeting at this time.
He said the Senator commented that in view of the background of the
individual who made this decision, there was not much point in trying
to fight it at this time. The Senator added, however, that it would be
taken up at a budget session with the CIA Subcommittee, which he hoped
to hold at an early date. Mr. Darden said he advised Mrs. Warren on
the Senator's staff of this conversation. (Later in the morning the
Director had a conversation with Mr. Darden along these same lines.)

1. I I Met with Mr. Vincent Augliere,
House Foreign Operations and Government Information Subcommittee
staff, and advised him that of Air Asia Company,
Limited, was furnished a copy of the letter to Mr. Paul Hinkle, and
has advised that he will be pleased to respond directly concerning
Asia from) lattorneys in April but it had been necessary
to go to the field for information on which to base a response. Mr.
Augliere later advised that this was most satisfactory. Representative
Moss' office is responding to the law firm by telephone and will confirm
their call with a later letter. Mr. Augliere was most appreciative of
the Agency assistance in placing the Congressman's office in touch with
the proper people. Mr. Houston has been advised.
2. I I Received a call from Representative
Frank Bow (R. , Ohio) concerning the possibility of summer only employ-
ment of a young college student constituent. I reviewed the Agency
summer employment program with him. Mr. Bow noted in passing
that he had apparently misconstrued statements made "in the briefing"
to the effect that we could utilize such individuals in unclassified work.
Mr. Bow was most understanding and had no questions about our program.
3. In response to his request of Friday,
I confirmed for Mr. Austin Smith, Defense Appropriations Subcommittee
staff, the pages included in the transcript of the Director's testimony
of 7 February.
4. Attempted again to see Mr. Bun Bray,
on the staff of the Manpower Subcommittee of House Post Office and
Civil Service, but he had not returned to the city.

5. Met with Mr. Robert Michaels,
Staff Assistant, House Appropriations Committee staff, and left with
him an unclassified blind memorandum commenting on the John Hughes
item entitled, New Cong Attack" which appeared in the 7 May issue
of the Christian Science Monitor. Mr. Michaels appreciated the response
to his request and agreed that it would be handled without attribution to
the Agency.
6. I IMet with Mr. Charles Johnson,
Chief Counsel-Staff Director, House Post Office and Civil Service
Committee. In essence, Mr. Johnson advised that in his opinion
some pressure may be building up in the Manpower Subcommittee on
the question of exemption of CIA, NSA and FBI from S. 1035, or similar
legislation, tentatively scheduled for hearing later this year by the
Subcommittee. It is Mr. Johnson's desire that we be alerted as
early as possible, although he does not feel that any action should be
contemplated prior to the actual scheduling of hearings on S. 1035 by
the Subcommittee. (See Memorandum for the Record for details. )

mation from FBIS intercepts concerning the official position taken
by the Government of Rumania on the United States-North Vietnam
war, together with statements made by Rumania'during 1967 and 1968
concerning this support of North Vietnam. If available, he would also
appreciate a rundown on the actual assistance: i. e. trucks, armament,
foodstuffs, or whatever, furnished to the North Vietnamese. I thanked
Mr. Murphy for his call and advised that I would relay his request.

Friday - 17 May 1968
During the afternoon met with Mr. Blandford,
Chief Counsel, House Armed Services Committee, who advised that
he had talked to Mr. Kelleher concerning Secretary Clifford's
determination regarding phasing out of an Agency project. Mr.
Blandford asked that I remind him the first thing on Monday and refresh
'his'. memory on details so that he may discuss the matter with the
Chairman who will be back on Monday. He mentioned that "they" had
discussed this matter with Secretary Clifford, but did not feel that the
discussion had had any real effect.
I also mentioned Chairman Rivers' conversation with the
Director and Mr. Maury's later meeting with the Chairman concerning
the Pueblo. Mr. Blandford appeared to be up-to-date on the conversations
and not greatly concerned. I also advised him of Mr. Warner's and
Mr. Maury's meeting with Representative Philbin concerning the cost-
of-living amendment to the Agency Retirement Act.
Mr. Blandford does not see time for a meeting of the CIA
Subcommittee. It is necessary for the Armed Services Committee to
get back to the Military Procurement Authorization hearings, which are
not even scheduled at the moment.
Mr. Blandford noted in passing that the Hardy trip is progressing
satisfactorily, but provided no details about it.

1 . I I A s a follow-up to Mr. Houston's
conversation of last evening, I talked to Mr. George Doole concerning
correspondence received by Representative John Moss relating to
a claim of against his former employer,
Air Asia. Mr. Doole advised that although an original letter from
attorneys had been received in April, it was necessary
to go to the field for information on which to base a response. The
answer to the attorneys is now being drafted.
I attempted several times during the afternoon to see or talk
to Mr. Vincent Augliere of Representative Moss' Committee staff,
but he was away from his desk. I will see him on Monday and close
out this matter.
2. Delivered a personal note and enclosure,
from Mr. Maury, to Senator Mike Mansfield's and Senator Everett Dirksefi's
offices.
3. During the afternoon I met with Mr. Robert
Michaels, House Appropriations Committee staff, who advised (in his
opinion) that the meeting of the Subcommittee had gone very well. As
to follow-ups, Mr. Michaels noted that John Clarke had had a problem
relating to certain contract types, but that the response would be in
writing and he did not think that the Committee is in any hurry for it.
4. Met with Mr. Austin Smith, House Appropriations
Committee staff, who requested identification and verification of the page
numbers of the transcript of the 7 February meeting of the Defense
Subcommittee. (The Agency is providing safekeeping for the transcript. )
5. I I In response to her call, picked up from
Miss Doris Scott, House Armed Services Committee staff, an envelope
addressed to Mr. Maury from Mr. Kelleher.

Weisz, in the office of Senator Robert Kennedy, concerning the undated

on 13 May. Miss Weisz advised that the letter had been forwarded as
a matter of information to us and that no response to the Senator is
necessary. Miss Weisz noted that this is the fourth letter from Mr.

meets with him later in the morning.
9. Accompanied the Director and Messrs. White,
Duckett, Clarke and to a briefing of the CIA House Appropriations
Subcommittee on the Agency budget. will do a draft memo 25X1
covering substantive aspects which we will coordinate.
The only specific follow-up request concerns contract personnel in,
or supporting operations in, Vietnam--how many, wh at kind, where and
what they are doing. Mr. Clarke's office will prepare a written response.
In addition, the Director wishes an Agency expert to brief Representa-
tive Glenard P. Lipscomb on the NIS program, and Mr. Duckett or one of
his staff to cover with Representative Lipscomb our external research
programs.

10. I (During the course of the day, met the
following persons to brief them on the termination of a special Agency
project: Messrs. Darden and Woodruff, of the Senate Armed Services
and Appropriations Committees staffs, Senators Milton Young,
Margaret Chase Smith, Stennis, Jackson and Symington, and Representative
William Bates. (See Memorandum for the Record for details.)
During our briefing of Senator 'Young, the Senator requested a
briefing on the new Soviet fighter aircraft which he described as the
"successor of the MIG-23". The Senator said that he had asked a high
level Air Force officer about this aircraft during a recent Appropriations
briefing but the officer was unable to provide him with any information
of substance. The Senator was advised that we would look into this and
be in touch with him early next week.
Following my briefing of Senator Margaret Chase Smith, the
Senator asked if there was any new information regarding the Pueblo.
I told her that I was not aware of anything except for the movement of
the ship from Wonsan to Najin and the reported dismantling of it.
The Senator expressed considerable interest in the dismantling and
asked if we could provide her with our judgment as to the significance
of this North Korean action.
Representative Bates expressed deep interest in many of the
technical aspects of the program being terminated. It was agreed
that we would meet with him again next week and provide someone
who could discuss these technical aspects with him.
11. I I Attempted to contact Chairman Russell to
brief him on the cancellation of a sensitive Agency project in which he
is interested. The Senator was unavailable and briefed
William Woodruff, Senate Appropriations Committee staff, who later
reported to Senator Russell.
After lunch,
had briefly reported the matter to Senator Russell. Woodruff quoted the
Senator as expressing interest in several follow-up questions. (These have
been passed to the Director and to Mr. Duckett who will provide the
Director with material for answering these questions when the Director
sees the Senator personally the first of the week.) For further details
regarding the cancellation of the above mentioned special project, see
Memorandum for the Record.

8. After checking with the Office of
Security and tho DD/P Office, advised Mr. Gaucher, Administrative
Assistant to Representative Philip Philbin, that Georgiy M. Shapkin,
Second Secretary of the Soviet Embassy, is an accredited diplomat who,
like many another in Washington, appears to concern himself . rather
completely with affairs on Capitol Hill. Mr. Gaucher thanked me for the
advice and indicated he was only interested in checking due to the number
of times that Shapkin had been by their office.
Mr. Gaucher furnished for our information a copy of a news item
of 14 May from the Evening Gazette, Worcester, Massachusetts, relating
to an interview with Henry A. Prunier, formerly of OSS, whose remarks
concerning Vietnam appear to be highlighted by Prunier's belief that 14o

the situation regarding the Pueblo. See Memo for the Record.
2. I I Maureen McKenna, Senate Foreign
Relations Committee staff, called to request a subscription to the Eastern
Europe FBIS Daily Report for Mr. James G. Lowenstein, Committee
Consultant, 4229 New Senate Office Building. Arrangements have been
made to send copies direct from FBIS liaison office starting tomorrow.
3. Jay DeWitt, in the office of Representative
Clarence Brown, Jr. (R., Ohio), called to request the availability of an Agency
representative to appear on a 15 minute radio tape with the Congressman. I
explained the general policy against such appearances and Mr. DeWitt appeared
to appreciate the underlying problems and withdrew his request.
4. Talked to Representative John Rarick
(D., La.) concerning his recent request for information about an Agency ad
in the "Underground Digest. " I explained that this had been lifted from a
legitimate ad in the "College Placement Annual" and was in no way authorized
or paid for by the Agency. I noted that we had trouble in this regard with other
underground publications put out by the "hippy" movement in an apparent effort
to embarrass the Agency. Rarick thoroughly understood the situation and
accepted this reply. See Memorandum for the Record.

7. Talked with John Conway, Staff Director,
Joint Committee on Atomic Energy, about his letter to the Director
requesting information in connection with the case. I asked
Conway whether he felt it necessary to provide a written response to his
letter in view of his conversations with Admiral Taylor and Tom Parrott
on this subject during their luncheon here last week. Conway said he
wanted to talk further with Chairman Holifield on this subject. He said
if they desire anything in writing he would let us know.
8. Talked with Roy Elson, Administrative
Assistant to Senator Carl Hayden, about the possibility of Hayden's putting
in the Congressional Record the story entitled "A Close Look at the CIA"
by Jeanette H. Sofokidis which appeared in the May edition of American
Education. Elson said Senator Hayden did not often put items like this in
the Congressional Record but said he thought the Senator would be inter-
ested in inserting this one. I am to provide Elson with some background
information on Mrs. Sofokidis, who happens to be a graduate of Arizona
State University.
9. Met with Bob Harris, Counsel for the
Labor Subcommittee of the Senate Labor and Public Welfare Committee,
about Senator Yarborough's bill (S. 1779) and our suggested revision of
section 7 of that bill. Mr. Harris said that they have no plans regarding
further action on the bill at this time but appreciated my providing him
with this draft language for his use at the appropriate time. (See Memorandum
for the Record.)
10. I Met with Mr. Robert Michaels, Staff
Assistant, House Appropriations Committee staff, and confirmed the
arrangements of Friday's briefing. Mr. Michaels feels that the agenda and
possible questions were detailed sufficiently in the meeting with Mr. Maury
and Mr. Clarke. No further questions have been raised by the Chairman.

1. The Director called to tell me of
Chairman Rivers' (House Armed Services Committee) concern over not
being kept up to date on the situation of the Pueblo. After checking with
Mr. Warner and OLC officers, I advised Mrs. Dunlevy that Mr. Warner
and I shared the recollection that certain staff members had been informed
of the Pueblo situation some weeks ago, but we could not recall precisely
whom and when.
2. Advised the Director that Senator Eastland
had been briefed by the FBI regarding certain derogatory information
concerning
provided by the Agency. I suggested that the Director should be aware
of this in case Senator Eastland should raise the matter with him. The
Director foresaw no problem in dealing with any inquiries from the Senator.

Consultant, Subcommittee on Classification, House Post Office and Civil
Service, and invited him to visit Headquarters on Wednesday, 22 May, for
an informal briefing on the Agency experience with the Civil Service
position classification system. I also reviewed with Mr. Winslow the
general Committee procedures being utilized in study of Federal classi-
fication systems. Mr. Winslow is looking forward to visiting the Agency
and renewing his acquaintance with Colonel White.

5. Mike Finley, Executive Assistant to
Representative Dante Fascell, called to say that a reporter in Key West,
Florida for the Miami Herald had been in touch with their office
regarding what the reporter referred to as increasing numbers of
boats of armed Cubans being picked up on the Florida coast. According
to the reporter, these boats have been taken into custody by the Coast
Guard but no action has been taken with regard to the individuals
involved. The reporter wanted to know how he could contact the Agency
with regard to this. I told Finley that this was a matter for joint
responsibility on the part of the Coast Guard, the Immigration and
Naturalization Service and the FBI, and not an Agency problem.

7. In response to his call, met with Representative
F. Edward Hebert (D. , La.) concerning the son of a constituent who is a
deserter from the American military in Stockholm. In keeping with advice
received from the Office of DDP, I advised Mr. Hebert that it would not be
advisable to attempt to contact the lad without getting a proper reading from
the Department of State, and suggested he contact Mr. William Macomber.
8. In the absence of Mr. John M.
Martin, Chief Counsel, House Ways and Means Committee, I ascertained
from his office that the exemptions set forth in the Conference Report on
H. R. 15414 are accurately reflected in the summary of section 2 related
in the ''Summary of the Discussions of the Conferees on H. R. 15414.''
Specific exemption of CIA is no longer contained therein. It was noted,
however, that the limitations on Government employees is now stated in
Government-wide terms rather than agency by agency, as in the Senate
version. The limitation on numbers has been reduced from one in two
to one in four.

1.1 I Met with Mr. Charles Johnson, Chief
Counsel and Staff Director of the House Post Office and Civil Service
Committee with regard to S. 1035, the Ervin bill. Mr. Johnson noted
that it will be scheduled for hearing by Mr. Henderson. The schedule
is such that if the decks were cleared on other matters, hearings could
be set as early as the last week of the month, but there is more likelihood
that they will be scheduled for a later date.
With regard to the Federal pay raise, Mr. Johnson noted in
essence that present information would indicate that the White House
is not going to assent to delaying the pay raise.
I also discussed with Mr. Johnson the study being conducted by
the Subcommittee on Position Classification. Mr. Joseph Winslow,
Consultant to the Subcommittee, is away from the office for the week
due to death in the family, and his assistant is absent due to illness.
I advised Mr. Johnson that the meeting with Agency representatives
will be scheduled upon Mr. Winslow's return.
2. I I Met with Mr. William Woodruff, Assistant
Chief Clerk, Senate Appropriations Committee staff, concerning the
McNamara-Tidemand agreement of January 1968. Mr. Woodruff
advised that the matter had been reviewed with Senator Russell and
Senator Young and approved by them late last week. (See Memorandum
for the Record.)
3. Met with Mr. Robert Michaels, Staff
Assistant, House Committee on Appropriations, who advised that
the McNamara-Tidemand agreement of 1968 had been reviewed with
representatives of the Department of Defense. Although certain
questions were raised, no objection was taken by Chairman Mahon.

9. Talked with Mr. Woodruff about the expenditure
and NOA cuts contemplated in the conference on the tax bill. As he
explained it, there will be an over-all ceiling on expenditures for
fiscal 1969 plus a reduction in the President's budget for
NOA for 1969. In addition, there will be a recommendation that the
President forward in his January 1969 budget message for fiscal 1970
recommendations for recision in old obligation
authority. Mr. Woodruff indicated that he did not see how there would
be any legislative impairment on our reserve although possible we would
have to bear some Bureau of the Budget allocation of cuts in the fiscal
1969 expenditure limitations and NOA cuts.
10. Talked with Duff Reed,in Senator
Thruston Morton's office, after his luncheon with Reed
merely wanted to pass his observation that as very nervous when
any of the discussion got around to Eastern Europe. Reed himself
speculated that this nervousness might be traced to some ticker items
of today referring to Soviet troop movements. Reed speculated that
if they were true, knew something about it. I thanked Reed
for passing these observations on and said I would transmit them to
appropriate people.

11. I I Scott Cohen, Staff Assistant to Senator
Charles Percy, called regarding a report which had come to their
attention to the effect that Francisco Alberto Caamano Deno has taken
the place of Che Guevara. After checking with I advised 25X1
Mr. Cohen that to the best of our knowledge the reports which Mr. Cohen
referred to were not accurate, but were in effect an exaggeration of
a newspaper story. I provided Mr. Cohen with some additional infor-
mation about Caamano including the fact that in 1965 he had been sent
to London as Military Attache and was last seen in October 1967 in The
Hague. Circumstantial evidence would indicate,however, that he is
indeed in Cuba at the present time. I added that we would doubt that
Caamano had been appointed to this position by Castro since he has
little support in his own country and is not considered to be a fighter.

item concerning North Korea without discussing classified information.

and would be back in touch with him on this.

2. I I Mr. Warner and Mr. Maury met with
Representative Philip Philbin (D., Mass.) to introduce Mr. Maury and to ask
Mr. Philbin to push legislation on cost-of-living adjustments for retirees
(omitting other and controversial provisions of H. R. 13705). We explained
that Senator Russell was amenable, and Philbin foresaw no major problem.
He suggested that it might be better to handle the matter as a clean bill
rather than amendments to the old version.
3. Mr. Warner and Mr. Maury met with
Philip Kelleher, House Armed Services Committee staff, to remind him of
our interest in the cost-of-living adjustments for retirees and request his
assistance in pushing the matter.

Appropriations Committee staff. Mr. Michaels advised that Mr.
Mahon would not be able to call a meeting of the CIA Subcommittee
before Friday, 17 May at the earliest. It is possible that meeting
of the Subcommittee could even go over to the week of 20 May. Mr.
John Clarke has been advised.
5. In response to the Office of the
DD/I request, reviewed the Senate Foreign Relations' transcript of
the nomination hearings of the Honorable Frank McKinney, Ambassador-
Designate to Spain. Reviewed portions of Mr. McKinney's statement
were dictated by telephone for OCI use in responding to the field
inquiry.
6. Met with Miss Rugito, in the office
of Representative John Dent,
and reviewed with her the correspondence
dated 16 May 1968 from) Miss Rugito was most
appreciative and advised that their office would in all probability file
the correspondence without answer. No further action by the Agency
is desired.
7. I IIn the absence of John Reddan, met with Miss
Phyllis Seymour, on the staff of the Hardy National Defense Posture
Subcommittee, and delivered to her a blind memo dated 3 May titled,
"Warsaw Pact." This is the final follow-up to the Director's briefing
of the Hardy Subcommittee on 1 May 1968.
8. At his request, met with Mr.
Richard Spears, Special Research Assistant to Senator George Murphy,
and discussed with him the legislative committees and executive agencies
involved in what might be generally termed review and coordination of
CIA activities. Mr. Spears was interested in additional guidance in
handling routine correspondence to their office concerning the CIA.

10. Met with Mr. Charles Johnson, Staff
Director, House Post Office and Civil Service Committee, and discussed
with him current newspaper reports concerning possible hearings by
the Henderson Subcommittee on S. 1035, the Ervin Bill, "Invasion of
Privacy of Federal Employees. " In effect, Mr. Johnson advised that
there has not been particular interest in the Committee. No Committee
members are pushing for hearings and there has been a minimum of
interest in the bill by the union. Of course, Senator Ervin and Joe
Young, the columnist, are pushing. Review will be undertaken on
Wednesday morning by Mr. Henderson's Subcommittee of their legis-
lative program for the remainder of the year. I am to meet with Mr.
Johnson again at the conclusion of the executive meeting.
11.1 IMet with Mr. Robert Michaels, House
Appropriations Committee staff, to discuss the upcoming meeting of
the Rusk Committee and to refresh his memory on the fact that Radio
Free Europe and Radio Liberty were excluded from that Committee's
considerations. I also briefed Michaels on the status of Senator
Yarborough's bill, S. 1779. Michaels was aware of the upcoming
meeting and said he planned to discuss it with Mr. Mahon tomorrow.
The distinction applied to Radio Free Europe and Radio Liberty were
clear in his mind and he appreciated the information I gave him regarding
Senator Yarborough's bill.
Also discussed with Michaels the Ways and Means (Herlong)
resulolution on the tax bill, H. R. 15414. Michaels went into some of
the ramifications of the resolution but pointed out that, as such, the
resolution had no legislative effect, that it merely constituted an
expression of the feeling of the Ways and Means Committee. He pointed
out that until some action is taken by the conferees on H. R. 15414, it
would be difficult to venture any opinion as to what the outcome will be,
particularly since the bill, in the form in which it is before the conferees,
has not been acted upon by the House as a body.

touch with the Congressman's office on it, however. He was appreciative
for the briefing on the status of Radio Free Europe and Radio Liberty
and to have the information on the Yarborough bill.
15.I IMr. Macomber, Assistant Secretary
of State for Congressional Affairs, called advising he had a request origina-
ting from Representative John Monagan, of the Europe Subcommittee of
House Foreign Affairs, for the Department to brief the Subcommittee on the
earlier similar request from the Subcommittee and the subsequent dis-
cussions with Chairman Morgan, Boyd Crawford and the fact that the
Chairman did take this up with Monagan. Macomber was most appreciative
adding that he was going to attempt to get out of the request.
Subsequently, I called Boyd Crawford to advise him of this and he
indicated Mr. Macomber had been in touch with him attempting to get out
of the request. Crawford stated he was going to take up the entire matter STAT

noted in passing, that Senator Thurmond had expressed a personal
interest on this subject.

6. Met with Senator Miller as a
follow-up to his Headquarters visit last week. I thanked the Senator
for his kind letter of commendation for the Agency personnel he had
met on his South American tour. The Senator again was complimentary
about his visit to Headquarters and restated his desire to spend part of
a day with us, when the work load slacks off a bit, to learn a bit about
the Agency.
7. Met with Senator Claiborne Pell (D. ,
R.I.). The Senator inquired whether Agency policy would allow a
personal briefing on Czechoslovakia or whether he would need to go
through the Department of State and have us furnish whatever we felt
appropriate to the Department of State. I advised that a briefing
on Czechoslovakia could be arranged at such time as he might desire.
No time was set as his plans for such a trip are quite indefinite at
this time.
8. In response to his call to Mr. Maury,
I met with Mr. Richard McIntosh, Legislative Assistant to Senator
Daniel Brewster,
9. Mr. John Conway and Mr. George
Murphy, on the staff of the Joint Committee on Atomic Energy, visited
the Agency for lunch. Present from the Agency were Admiral Taylor,
Mr. Parrott, Mr. Maury and The Director had planned to
host the lunch but was called to a White House meeting. He greeted
Conway and Murphy, however, and talked with them briefly. The luncheon
conversation dealt mainly with the Joint Committee's interest in the
security of atomic energy information, particularly within the NATO
structure. This included discussion of a number of recent defector
cases. (See Mr. Parrott's Memorandum for the Record. )

10. Hand carried to Mr. William Woodruff,
Senate Committee on Appropriations staff, the three papers which he
had requested on the Soviet bomber threat, the Tallinn system and
FOBS.
11. I I Bill Darden, on the staff of the Senate
Acmed Services Committee, called. He referred to the fact that
the Rusk Committee is meeting this Thursday evening in an attempt
to finalize its paper. Darden said he had met with Jim Clarke, of
the Bureau of the Budget, and John Richardson in times past, but
was still a little unclear regarding the relationship of Richardson's
organization to the others. He asked if we could arrange to have some-
one brief him on this. Later in the day I accompanied Mr. Cord
Meyer and to a meeting with Darden. Darden readily
grasped the significance for distinction with respect to Radio Free
Europe and Radio Liberty. Mr. Meyer pointed out that these organi-
zations would have to be dealt with separately probably after the first
of the year. I also reminded Darden on the status of Senator
Yarborough's bill, S. 1779, as a matter of information for him. Darden
said he had lost sight of this and was glad to have this information.
Darden said he was quite certain Senator Russell would indicate that
his duties in the Senate had limited his participation in the Committee;
however, he had not been dissatisfied with the way the organization
had been funded through the Agency.

2. I I Mr. Warner and Mr. Maury called on
Representative Glenard P. Lipscomb (R. , Calif.) in response to a rather
irate phone call from him yesterday regarding information we provided him
on the Soviet whaler, Druzhnyy, visiting Los Angeles. Mr. Lipscomb
apologized for his sharp needling yesterday, but made clear his continued
concern over the possibility that the Druzhnyy was on a technical intelligence
mission. We conceded that any vessels, delegations or other Soviet groups
visiting the U. S. presumably included individuals briefed for intelligence
collection, but said that neither the configuration of the Druzhnyy nor the
pattern of her travels indicated that she was primarily on an intelligence
mission. We added that it seemed unlikely that the Soviets would expose a
sophisticated intelligence collection vessel to close U. S. observation, and
particularly let its crew ashore in a U. S. port. Mr. Lipscomb was also
interested in how the U. S. community functioned in coping with such a possible
threat, and we spoke briefly of the various roles of the Navy, Coast Guard,
FBI, State Department, the Agency and the Inter-Departmental Security
Committee. Mr. Lipscomb was critical of the State Department's policy of
encouraging such "exchanges. " He also complained sharply that our rather
bland earlier memorandum to him on the subject of the Druzhnyy had been
stamped "Secret" since, he said, virtually all of its contents could have been
gleaned from the press. In conclusion, however, he was most cordial and
slightly apologetic for stirring up a rumpus.

first opportunity. Kelleher suggested that the best procedure would be an
amendment to the old bill, dropping the more controversial provisions,
rather than introducing a new bill. He believes that at least brief Subcommittee
hearings on the matter will be necessary.
6. Talked with Cord Meyer pursuant
to the Director's suggestion that we coordinate with the A/DDP ,in responding
to Senator Stennis' request, relayed by Jim Kendall, of the Senate Preparedness
Subcommittee staff, for information on sources of strategic commercial
equipment, such as computers, being obtained by the Chinese Communists.
Mr. Meyer said all relevant DD/P information should be available to
Dr. Ed Allen, OER, and we should deal with him.
7. I Received a call from Miss Maholage, in the
office of Representative Daniel Button (R., N. Y. ), about two young men
soon to be released from the military who wished to talk with someone this
afternoon, if possible, regarding employment opportunities with the Agency.
An appointment was made for 3:30 p.m., with in Personnel.

13. After review of Senator Robert
Kennedy's request for a copy of the unclassified Intelligence Report
"School Enrollment in the USSR 1950-75" with Mr. Proctor, A /DDI,
met with Miss Melody Miller, in the office of Senator Kennedy, and advised
that although this study is being provided for the Senator's office, such
studies will not be available in the future. Miss Miller readily under-
stood the fact that we are not in the publication business and advised
that she would relay the information and thanked us for the assistance
in this case.
14. I (Talked with Bob McCaughey, Admin-
istrative Assistant to Senator Karl Mundt, and made arrangements for
a meeting between the Senator and

Poe, Office of External Activities, Air Force Systems Command, Andrews
Air Force Base, who advised that General Ferguson, the Commanding
General of Systems Command, had appeared before the Senate Preparedness
Subcommittee yesterday and had referenced an Agency document: 0316/67A
of November 1967, which Colonel Poe titled "Weekly Summary", classified
Secret/No Foreign. The Committee has requested that General Ferguson
forward a copy of the cited document for record. Colonel Poe further
advised that since the document is a CIA document he had been requested
to transmit the Committee request to us for direct response to James
Kendall, the Committee Chief Counsel. I thanked Colonel Poe for his
call and told him I would relay the request and that we would be in touch
directly with Mr. Kendall.
3. Met with Mr. John Reddan, Special Counsel,
Hardy Defense Posture Subcommittee, and delivered to him the portions
of the Director's briefing notes relating to countries which were omitted
in the interest of time during the briefing.
4. Made arrangements through Frank Meyer
to see Congressman Gerald Ford at 11:50 a. m. tomorrow morning.

5. Received a call from Miss Sandy
Jennett, in the Vice President's Senate office, who advised they now have
available a copy of the transcript of the Vice President's "Meet the Press"
appearance of 28 April. This will then be forwarded to FBIS.

6. Talked with Boyd Crawford who
stated that Chairman Morgan has been unable to have a personal conver-
sation with Edna Kelly about an appearance of the Agency before the
Europe Subcommittee of House Foreign Affairs although it is clear
that the Chairman, through various ways, made known that it would be
inappropriate for the Agency to respond on the subjects requested.
Crawford also stated that he had informed Monagan of the conversations
between the Chairman and Agency representatives about the meeting
and that the Chairman had been attempting to see Monagan for the last
two days. Crawford stated Monagan was most reasonable.
7. I called Mr. John Reddan, Special Counsel,
Hardy Defense Posture Subcommittee, and requested that a copy of
yesterday's transcript be made available for review by the Director.
Mr. Reddan advised that Chairman Hardy has maintained an unequivocal
policy of control over transcripts of Committee hearings. Transcripts
may only be reviewed in the Committee office by the principal witnesses.
It has been necessary, during these hearings, to refuse similar requests
to the Chairman of the Joint Chiefs, among others. Mr. Reddan advised
that he would immediately review the question and answer portions of
the transcript and would advise me, before going to the Chairman with
our request, as to the accuracy of the transcript and indicated he would
be very surprised from the Committee's experience with Mr. Blankenship
if he had failed to report accurately even though there might have been
some noise from the projector on the table beside him.
Mr. Reddan called back later and advised that he had reviewed
the question and answer portion and found the transcript to be accurate
to a detail.
In later conversation, Mr. Reddan noted that he feels there will
be many questions for which incomplete answers will be received during
the forthcoming trip and that he anticipates the Chairman will want to
have Mr. Helms back again after their return. He noted that such a meeting
would probably be for the purpose of responding to specific questions rather
than a general situation briefing.

present procedures used for control of the transcript with Mr. Andrews
and thanked him for their courteous assistance. Control of the tran-

7. I IIn the absence of Norma Kath, in the
office of Senator George Murphy (R., Calif.), delivered to Carol Spears a
suggested reply to a constituent, concerning the alleged
CIA presence in the Greek government. Miss Kath will call me if she has
any questions relating to this draft reply.
8. Spoke to Mrs. Wickram, in the office
of Representative Craig Hosmer (R., Calif.), concerning a constituent,
overseas should be monitored. I noted to Mrs. Wickram that this is not
within the jurisdiction of the Agency, but that in any event the letter was
who suggested that her ex-husband's activities
in such general terms that I felt it was not worthwhile bringing to the attention
of other Government agencies. Mrs. Wickram agreed and thought that
main concern was to find some handle to use in forcing her
ex-husband to maintain his support payments for their children.
9. In response to his request on behalf of
Senator Stennis, I provided James Kendall, Counsel for the Senate
Preparedness Subcommittee, with the current address of Mr. McCone.
