1. I I Miss Judy Hutchinson, in the office of
Senator Harrison Williams (D., N.J.), called to request an interview
appointment for who has a B. A. in history, for this
afternoon. An appointment was made with Personnel,
for 2:00 p.m. and the Senator's office was so advised.
2. Accompanied Messrs. Duckett and Bruce
Clarke to a briefing of Senator Stuart Symington, in response to the
Senator's request, regarding the Soviet ABM system. On the Senator's
initiative, the discussion was broadened to include other Soviet offensive
and defensive strategic programs. (Memo for the Record available in OLC.
3. I Called on Senator Claiborne Pell
to renew old acquaintances and offer him a briefing preparatory to his
upcoming trip to Czechoslovakia. It turned out the Senator is leaving
this evening, so I briefly summarized the current Agency view regarding the
Czechoslovakian economic situation, relations with Moscow and other
Communist countries, etc. Senator Pell, who had served in Czechoslovakia
as a young Foreign Service officer some years ago, explained that a main
purpose of his trip was to explore the possibility of closer Czech economic
ties with the West. We also discussed the current political situation in
Greece.
4. Talked briefly with Bill Darden,
Senate Armed Services Committee staff, regarding the Director's appear-
ance before Senator Russell's Subcommittee on 1 July. Darden could
provide no specific guidance other than to say that we should expect a
variety of questions on strategic weapon systems, etc. , especially from
Senator Symington.

5. Joined Colonel White and Robert
Michaels, House Appropriations Committee staff, in their discussion of
prospective Agency budget cuts, the effect of the "continuing resolution"
on new Agency projects and reserve releases, etc.
6. Philip Kelleher, House Armed
Services Committee staff, called to say that a young lady acquaintance of
his son's had been approached by a mysterious "Foreign Research Bureau"
of P. O. Box 536, Miami International Airport, with an offer of a free trip
to Rome regarding possible employment. Kelleher thought the proposition
sounded suspicious and asked if the Foreign Research Bureau might be a
cover organization for the Agency or some other member of the intelligence
community. I said we never heard of such a bureau, but we would check
and let him know whatever we could find out.
7. Received from Mrs. Barbara Wells,
House Post Office and Civil Service Committee staff, a copy of the testimony
of the Justice Department representatives on S. 1035 and H. R. 17760, relating
to the rights of privacy of civilian employees of the Federal Government.
The Committee hearing was held on 27 July 1968.

9.I (Advised Bill Woodruff, Senate Appropriations
Committee staff, in response to his earlier request, that we had no infor-
mation to indicate that Czechoslovakia was terminating its aid to North
Vietnam. On the contrary, Czechoslovakia has just signed a new aid agree-
ment with the North Vietnamese government. Woodruff said he would
be in touch with Senator Mundt who had requested this information and
other information on aid to North Vietnam and would let us know when it
was convenient to get together with the Senator.
10. Received a call from Chris Sylvester,
Administrative Assistant to Senator Milton Young, requesting a status
report on the application of who had been
in touch with the Agency about employment opportunities about nine months
ago. After checking with Personnel, I advised Sylvester that we had
sent forms to but they had not been returned. I added that
our files were in Archives and I would be in touch with him again as soon
as the file was available.
11. I I Attempted once again to reach
Mr. Ed Braswell, Senate Armed Services Committee staff, concerning
Section 8 of H.R. 13705 (cost-of-living), but he was tied up for the day.

Called Miss Frances Henderson,
Administrative Assistant to Senator Clifford Case (R., N.J.), and advised

Mr. B. Benton Bray, and Mr. Edward Hugler, House Manpower and
Civil Service Subcommittee, and discussed the Agency polygraph questionnaire
format. Chairman Henderson was interested in satisfying himself concerning
the standard questions being utilized by the Agency. Chairman Henderson
advised that he is making a similar request of NSA and other agencies in
order to prepare himself for the appearance before the committee of the
original sponser of the legislation relating to the rights and privileges of
civilian employees of the executive branch. The meeting was most cordial.
Chairman Henderson returned the sample questionnaire, which was used
for discussion, for our retention.

Clerk, Senate Foreign Relations Committee, and reviewed with him
the correspondence received by Senator Fulbriaht from
was a 1966 applicant
for employment. He feels that he may have been turned down due to
age. Mr. Kuhl advised that he would respond for the Senator indicating
that he had made appropriate inquiries concerning employment in the
Washington area. Mr. Kuhl advised that there was no need for the
Agency to again review the application. The current correspondence
and the Senator's interest does not warrant it. Mr. Kuhl was most
appreciative of Agency assistance. No further action is required in
this case.
7. USIB Secretariat advised that the USIB
members and the Director have approved the transmittal of NIE 4-68
"The Clandestine Introduction of Weapons of Mass Destruction into the
US" to the Joint Committee on Atomic Energy. A copy of the NIE was
subsequently hand carried to George Murphy, of the Joint Committee
staff.

Committee staff, that Ed Allen would be available to talk with Senator Karl
Mundt on the subject of free world trade with North Vietnam on Friday
afternoon or at some subsequent time convenient to the Senator. I
pointed out it would appear desirable for us to cover this with Senator
Mundt in advance of the Director's briefing of the Subcommittees on
Monday if this could be arranged. Woodruff said that time pressures
were very great and he could make no guarantee on this but he would
do what he could.

Mr
. Wright has received a call from
saying that the son had been threatened by the CIA. The parents are
under the impression that the boy's life is in danger. After some
discussion of the details, I informed Mr. Wright that he could assure
the boy's parents that he is in no way in danger from the CIA. Also,
I suggested that Mr. Wright tell the parents to have their son get in
touch immediately with his commanding officer if he felt he was in
need of any sort of protection. Mr. Wright thanked me and rcquested
that we check to see if the Agency has at any time had any contact with
the boy. I assured him we would look into this and be back in touch
with him tomorrow.

of H. R. 13705, but he was unavailable. I will try again tomorrow.

to attempt to identify. I explained the problems involved which he readily
understood and aptly described as being similar to identifying a Nixon
button of the same vintage. See Journals of 20 and 21 June 1968.

Director was seeking a personal appointment with Senator Russell in
he next few days and to remind Darden of our continued strong desire
for an early meeting of the CIA Subcommittee of Senate Armed Services.

Henry M. Jackson regarding the importance of an early CIA Subcommittee
meeting. Senator Jackson completely agreed on the desirability of an
early meeting and said he would again raise the matter with Senator
Russell. He confided that Senator Russell's health was not good and the
Senator yesterday had some trouble finishing a .speech on the floor. He
added that "things are getting more and more difficult. " However, Senator
Jackson pointed out that now that Senator Fulbright is out of town for an
extended period, Senator Russell might be more willing to convene a
Subcommittee meeting. Jackson speculated that one reason for Russell's
reluctance heretofore was his desire not to expose Fulbright to a sub-
stantive Agency briefing.

Campbell, Administrative Assistant to Senator Russell, and tentatively
made a date for the Director to meet personally with the Senator at 11:00
on Monday, 1 July, or if this is not feasible, some time Tuesday.

Milton Young on current items of intelligence significance and also
raised with him our concern for an early Subcommittee meeting. The
Senator said he would try to raise this matter with Senator Russell.
7. I and I called at the office of
Senator Strom Thurmond and delivered to Mr. Ed Kenney, of the Senator's
staff, a letter from the Director in response to the Senator's inquiry
regarding the possible use of unvouchered CIA funds to support Negro
voter registration and civil rights activities.
8. l Talked briefly with Russ Blandford,
House Armed Services Committee staff, who indicated no current
problems as far as the Agency was concerned.
9. and I called on Philip
Kelleher, House Armed Services Committee staff, who told us that
Representative Philbin had recently spoken to Kelleher regarding
H. R. 13705 (cost-of-living adjustment for Agency retirees). Kelleher
assured us that he has this problem very much in mind and would continue
to pursue it.
10. Robert McElroy, Chief Clerk of the
House Merchant Marine and Fisheries Committee, called to request a

11. I (Called Mrs. Margaret Graves, in
the office of Representative Horace Kornegay, and informed her that we
were not able to offer employment to noting that like (b)(6)
other Government agencies we will be subject to a budget cut and personnel STAT
freeze. Mrs. Graves said she hopes this would not permanently foreclose the
employment of by the Agency. I noted I was unable to comment
on this since I am unaware of how long these cuts will affect our employment
policy.
13. Miss Lee Goodell, in the office of
Representative Donald Rumsfeld,called to request a plaque with the Agency
seal for the Congressman's office. 1 advised her that only a limited number
of these plaques had been made and distributed, but that if additional ones
were made up we would keep Mr. Rumsfeld's interest in mind. Miss Goodell
said she knows the Congressman would be very pleased to have one and thanked
us.
14. I Met with Bun Bray, Associate Staff Director,
House Post Office and Civil Service Committee, and received from him the
transcript of the Director's appearance before the Subcommittee on Manpower
and Civil Service of 25 June. The six copies of the transcript, together with
the ditto master, steno notes, and waste material, were turned over to the
Agency. If copies of the transcript are needed for later review by the
Committee staff or members of the Committee, they will be "borrowed
back" for such period and returned to the Agency for safekeeping.
Mr. Bray requested I keep in touch withthe Committee staff on a
daily basis for a week or so to provide informal assistance or advice on
questions of concern to Chairman Henderson. Bray noted that Senator
Ervin, in previous material put into the Senate record, had indicated that lines
of questioning used in polygraph interrogation were completely offensive as
well as an invasion of the individual rights of the employee. The sense of
the Director's testimony, however, is to the effect that the standard question
format is utilized in polygraph examination. Bray indicated he would like
to discuss informally the questionnaire form used in polygraph examinations.
I advised I would relay the request and be back in touch with him tomorrow.

15. I I I briefed Mr. Blandford, Chief Counsel,
House Armed Services Committee, concerning developments in the
Warsaw Pact Military exercises; Soviet submarine patrols in the
Mediterranean and the status of certain Soviet missile developments.
16. Met with Mr. Michaels, Staff Assistant,
House Appropriations Committee, and confirmed with him the meeting
for tomorrow morning with Mr. John Clarke and myself. Mr. Michaels
noted that in addition to the continuing appropriations resolutionhe is also
interested in allocation by the executive of cut-back and expenditure
authority. I also briefed Mr. Michaels concerning developments in the
Warsaw Pact Military exercises; Soviet submarine patrols in the
Mediterranean and the status of certain Soviet missile developments.
17. I After several conversations on the
subject, arrangements were made for the Director to brief the Senate
CIA Subcommittees on Monday, 1 July at 10:30 a. m. This is to be a
world round-up type briefing. Messrs. Darden and Woodruff are both
hoping that a budget session can also be scheduled in the very near
future.
18. In connection with the Director's briefing of
the Senate CIA Subcommittees on Monday, Mr. Woodruff mentioned that
he was going to ask Senator Russell to ask the Director for his views about
the program. Woodruff said the Agency had been tied to
this indirectly through the intelligence community. He also commented that
if this program doesn't get some support it might very well go down the drain.
Woodruff said he had shown Senator Mundt the paper which OER had
prepared for the Senator on "Free World Shipping to North Vietnam. " The
Senator raised several questions which Woodruff felt he was unable to answer.
Woodruff suggested we have someone come up and meet with Mundt at an
early date.
Woodruff requested any FBIS material available which indicated
that the Czechs are planning to stop sending aid to North Vietnam. This
information is also for Senator Mundt.

of Senator George Aiken (R., Vt.), called to inquire about the procedure
for obtaining the FBIS Daily Reports for Norwich University in Northfield,
Vermont. I explained the procedure for acquiring these through the Library
of Congress and gave her the number of the Document Expediting Project.
2. Mr. Edward Kenney, Administrative
Assistant to Senator Strom Thurmond (R., S.C.), called to request an
employment interview appointment for who has a master's 25X1
degree and had contacted us about three years a o. An aointment was
made for 11:00 a.m. Thursday, 27 June, with Personnel. 25X1
3.I Spoke with Miss Frances Henderson,
Administrative Assistant to Senator Clifford P. Case (R., N.J.), concerning
their inquiry on behalf of Miss Henderson appeared 25X1
to be fully appreciative of the Government-wide ceiling problems and would
like to have a short note from us which she could send along with a letter

4. Attempted to see Mr. Ed Braswell,
Senate Armed Services staff, in connection with the cost-of-living amendment
to the CIA Retirement Act. Mr. Braswell was tied up the entire day on
procurement authorization legislation, but it was suggested that I try again
tomorrow.
5. I Accompanied the Director and Messrs.
Houston and Warner to the briefing of the Henderson Subcommittee
regarding S. 1035 and H. R. 17760 (Constitutional Rights of Federal

6. Received a call from Mr. E. T.
Hugler, House Manpower and Civil Service Subcommittee staff, who
requested the full names and official titles of Agency witnesses who
will be appearing before the Committee this morning. I advised the
Director would be the principal witness and would be accompanied by
Messrs. Houston, Warner, and Maury.
7. Met with Mr. J. R. Blandford, Counsel,
House Armed Services Committee, and discussed with him the Committee
schedule for the coming week. The procurement hearings continue to
occupy the full time of the Committee and Mr. Kelleher. Present
estimate of a possible hearing date for the cost-of-living amendment to
the Agency retirement bill is now the week of 8 July.
I briefed Mr. Blandford concerning a Soviet air base in the
eastern part of the Soviet Union.
8, Met with Mr. Robert Michaels, House
Appropriations Committee staff, as a follow up to the Director's
briefing yesterday and discussed follow up actions. Discussion was
also had concerning the continuing appropriation resolution pending
before the Committee. (See Memorandum for the Record for details. )
I briefed Mr. Michaels concerning a Soviet air base in the
eastern part of the Soviet Union.
9. As follow up to this morning's briefing,
met with Mr. B. Benton Bray, Assistant Staff Director, House Post
Office and Civil Service Committee. Mr. Bray again advised, as the
Chairman himself had noted at the close of the meeting, that this
morning's appearance by the Director was most helpful and very much
appreciated. The Chairman found him a very competent witness. Tran-
script of the hearing will be turned over to the Agency tomorrow for
safe keeping.
Mr. Bray also noted that it would be necessary for Mr. Henderson
to return to the district tomorrow and as a consequence, hearings scheduled
on S. 1035 and H. R. 17760 with witnesses from the United Federation of
Postal Clerks and the National Association of Postal Supervisors is being
put over to next week. He also advised that as a result of suggestions made
by during his testimony, comments on the proposed legislation
have been requested from some 14 agencies.

say that the Director and the USIB board approved the release of the
Memorandum to Holders of NIE 13-8-67 to the Joint Committee on Atomic
Energy. Two copies of the Memorandum were subsequently hand carried
to Mr. George Murphy, on the Committee staff; copy #150 is for the
retention of the Joint Committee and copy # 151 is being held in the Com-
mittee's vault for the Senate Preparedness Subcommittee. Murphy
indicated that Staff Director, John Conway, had been most concerned as
to whether or not the Joint Committee had received this document in
connection with the Senate debate on the Sentinel system. I told Murphy
that the Joint Committee should have received this earlier and indicated
that the delay was the result of an administrative oversight.
Senate Preparedness Subcommittee, the Subcommittee's report on the
"Balance of Strategic Power" along with two short additions to the report
which had been recommended by the DD/I and the DD/S&T. I also
advised Kendall that the report

12. Bill Darden, on the staff of the Senate
Armed Services Committee, called to say that he had discussed with
Senator Russell our response to him and to Senator Thurmond on The
Washington Observer Newsletter item of 15 May. Darden said the
Chairman had no problems with our letter and we could go ahead with
our letter to Senator Thurmond. In response to my question, Darden
said this takes care of the matter as far as Senator Russell is concerned.

Committee staff, called and advised that Chairman Mahon has scheduling
difficulties Wednesday and would appreciate it if the Director could meet
with the CIA Subcommittee at 2:30 p.m. today. After checking with the
Director, the meeting time was confirmed.
10. Talked with Bill Darden, Senate Armed Services
Committee staff, concerning the Director's letter to Senator Russell and
Senator Thurmond on the allegations contained in the May issue of The
Washington Observer Newsletter. I told Darden that as he knew, the Director
was anxious to put this matter to rest. He is delaying sending his letter
to Senator Thurmond, however, until Darden has an opportunity to
show it to Senator Russell and determine if Senator Russell has any
objection to our handling the matter in this way. He said he doubted he
would have an opportunity to see Senator Russell today in view of the
floor debate on the Sentinel program. He assured me, however, that
he would take this up with Senator Russell as soon as possible.

without success, but left a message with his secretary to the effect that
JCAE had not received the Memo but that I was looking into it and would
be in touch with him further, of the USIB Secretariat, is
polling the USIB delegates in an effort to obtain their concurrence to the
release of the Memo to the JCAE. The issue of JCAE receipt of this
Memo was apparently overlooked in USIB as a result of an administrative
oversight on the part of the AEC delegates.

1. I Hand carried to William Woodruff, Senate
Appropriations Committee staff, an intelligence memorandum on Free
World Shipping to North Vietnam prepared by OER in response to a
request from Woodruff on behalf of Senator Mundt. Woodruff said this
appeared to be quite responsive.
Mr. Maury and talked briefly with Woodruff about
the current debate on the Sentinel program and the bearing which the
Soviet ABM system and the Chinese Communist ICBM situation have
on this. During this conversation Woodruff indicated that he and some
members of the Subcommittee had great difficulty in accepting the judg-
ment that the Tallinn system was not an ABM system based on the fact
that the only US air threat was low-level in character. I advised
Woodruff that I would discuss this with the appropriate people in the Agency
and be back in touch with him.
2. Hand carried to William Darden, Senate
Armed Services Committee staff, a letter from the Director and the
copy of the Director's letter to Senator Thurmond discussing allegations
contained in a recent issue of The Washington Observer Newsletter to the
effect that the Agency had given financial support to various forms of
voter registration in the South.

Administrative Assistant to Senator Sparkman, a complete set of the
FBIS area books and advised Locklin that in response to the Senator's
letter that he could receive these books beginning next Tuesday. This
was done in response to a written request from Senator Sparkman to
FBIS. Locklin was not aware that the Senator had made this request
and expressed considerable interest in our discussion of these publications
and the FBIS functions. He was advised that the FBIS white book could
be made available on the same basis in lieu of the six area books, if
this would better serve the Senator's requirements. Locklin said he
would discuss this with the Senator and let us know if this was desired.

initial check on the lapel button which he had furnished indicates that there
are millions of these manufactured each year throughout the world. In
addition the month of May is spelled the same in many different languages
so that this was no clue as to the origin of the button. Tidwell said he would
check with Blackburn to see if he can acquire any further information which
might help to identify the button.

1. I I Bun Bray, House Post Office and
Civil Service Committee staff, called to confirm that we are scheduled
to appear before the Henderson Subcommittee on S. 1035 at 11:00 Tuesday,
25 June. Bray said we would have only an hour and the testimony should
be "succinct". Among the questions for which he thought we should be
prepared were the following: (a) psychological testing, polygraph,
financial disclosures; (b) security problems created for us if we were
bound by the court procedures provided for in S. 1035; (c) whether or
not we would wish a complete exemption from the provisions of H. R. 17760,
(the Henderson bill); (d) the rate of our employee turnover, how it compares
with other Government agencies, and what it shows about the attitude
of our employees toward our security and personnel procedures; (e) sanitized
examples of security cases where the provisions of S. 1035 would have
seriously hampered us in taking corrective action.
2. Talked with Representative Gilbert
Gude who said the number of high school students involved in his
Governmental orientation program is about 40, all honor students. Gude
said that they would particularly enjoy a visit to Headquarters and he
hoped bus transportation could be arranged. Someone from his office
will call us to work out the details.

Secretary of Defense for Civilian Personnel Policy and Mr. Frank
Bartimo, Assistant General Counsel for Manpower, Office of Secretary
of Defense.

letter to the Director relating to Miss Nelson advised

man, but in their opinion mentally disturbed. She thanked me for

5. During the morning met briefly with Mr.
J. R. Blandford, Counsel, House Armed Services Committee, who
advised that he had talked to Mr. Charles Johnson, Staff Director,
House Post Office and Civil Service Committee, earlier in the morning
and had a good discussion of S. 1035 and H. R. 17760. Mr. Blandford
was thanked for his assistance.
During the afternoon I met with Mr. Blandford and gave him the
highlights of the current community thinking on the Chinese missile
program. Mr. Blandford noted in part that from the House Armed
Services Committee's point of view, this topic is one that is highly
conditioned by current political considerations and recommended that
it be held for reporting to the Chairman and the Committee at such
time as we meet with the CIA Subcommittee.
6. Received a call from Miss Gwen

correspondence that has been received from a constituent raising various
charges against the Agency. In response to her request, I advised her

9. Wilfred H. Rommel, Office of
Legislative Reference, Bureau of the Budget, called at 3:00 p. m.
and requested the Agency's views on the Omnibus Crime Control and
Safe Streets Act, H. R. 5037. Rommel was given the Agency's
position verbally and this was followed by a letter from the Director.
10. In response to a request from Senator Robert
Griffin, Mr. Maury and ]accompanied Mr. Bruce Clarke to a
briefing of the Senator on the Soviet ABM system.
Senator Griffin indicated at the outset that he had
no preconceived position on the Sentinel issue. His only concern was
to "vote right". For this reason he was anxious to get as many of the
facts as possible. Mr. Clarke gave a detailed briefing on the Soviet
system and touched on Communist China's in response to a question
from Senator Griffin. The Senator expressed his appreciation for the
briefing and said he was still somewhat undecided as to how he would vote
on the issue, but said he leaned on the side of caution on matters of
this sort where national security is involved.
11. I I Met with Bill Woodruff, Senate Appropriations
Committee staff, and reviewed with him the status of Communist China's
missile and atomic energy programs in connection with debate now
taking place in the Senate on the Sentinel program. I told Woodruff
that the lack of Subcommittee meetings made it difficult to keep the
members up to date on things of this sort, but added that the Director
was most anxious that he and Bill Darden, Senate Armed Services
Committee staff, be briefed on this. Woodruff said he has been
pressing Senator Russell as hard as he possibly could to schedule a
CIA. briefing I told Woodruff
that I had suggested to Darden we give both of them a detailed briefing
on the Chinese and Soviet missile situations as soon as possible. Woodruff
said he would like very much to do this jointly with Darden and would
let me know what time would be convenient for them.

1. At his request I met with William Darden,
Senate Armed Services Committee staff, and briefed him on the
community position with respect to the status of Communist China's
ICBM and atomic energy programs. Darden was interested in getting
this information in connection with the current description of the U. S.
Sentinel program.
I advised Darden that we were preparing a response to Senator
Thurmond's letter to us on the allegations contained in the May issue
of TheWashington Observer Newsletter. I told him we were also
preparing material for his use with Senator Russell on this. Darden
had no particular thoughts as to the advantages of an oral as opposed
to a written response to Senator Thurmond.
2. In response to his question to Mr. Maury
on Friday, I advised George Murphy, on the staff of the Joint Committee
on Atomic Energy, that we had no new leads of cases involving possible
penetration of NATO security. I assured him, however, that we were
constantly checking for possible instances of this sort.
3. Met with Mr. J. R. Blandford, Counsel,
House Armed Services Committee, and advised him that Mr. Helms
had talked to Chairman Rivers, who indicated in part that H. R. 13705
would be scheduled for hearings after completion of the military pro-
curement hearings. Mr. Blandford observed that it would be his best
guess at the moment that the Committee will be unable to complete
hearings and get the procurement bill to the floor of the House before
2 July. Also briefed Mr. Blandford on the Venezuelan seizure of the
Soviet tug Gromovoy and the impending military command staff exercise
in Czechoslovakia and Poland.
4. Met with Mr. Clifford Gaucher,
Administrative Assistant to Representative Philbin, who advised he had
talked to Mr. Philbin and that he will be pleased to meet with Mr. Maury
and myself at noon tomorrow, 19 June.

5. Met with Mr. Philip Kelleher, House Armed
Services Committee staff, and advised him that the Director had talked
to the Chairman during the morning and that hearings will be scheduled
on H. R. 13705 after completion of the Defense procurement bill
hearings. I also advised him that Mr. Maury and I will be meeting
with Mr. Philbin tomorrow. Mr. Kelleher indicated that although he
has only limited preparation to do for the H. R. 13705 hearing, his time
is completely committed by Chairman Rivers through the completion of
the Defense procurement bill.
I briefed Mr. Kelleher lightly on the impending military command
staff exercise in Czechoslovakia and Poland and the Venezuelan seizure of
the Soviet tug Gromovoy. Mr. Kelleher in turn provided a copy of a
magazine summary of various news items resulting from the President's
considerations relating to his decision to seek peace in Vietnam. Mr.
Kelleher indicated that questions would be asked at the next Subcommittee
meeting based in part on this particular summary. A copy has been
provided
6. Met briefly with Mr. Robert Michaels,
House Appropriations Committee staff, and briefed him on the impending
military command staff exercise in Czechoslovakia and Poland and seizure
of the Soviet tug Gromovoy by Venezuela. Mr. Michaels noted that
he had seen a newspaper item on the seizure of the Gromovoy.
7. Talked to Mr. B. Benton Bray,
House Post Office and Civil Service Committee staff, late in the day. Mr.
Bray advised that the Chairman would appreciate it if the Director could
appear in executive session at 11:00 a. m. Tuesday, 25 June.

Agency briefing regarding the Soviet ABM system which had been
recommended to him by Senators Cooper and Dirksen. Senator Griffin
would appreciate receiving this briefing. After clearing this with the
Director, arrangements were made for Mr. Bruce Clarke and myself
to meet with the Senator at 10:30 on 19 June 1968.

1. I On 14 June, Boyd Crawford, House
Foreign Affairs Committee staff, called Mr. Warner to report that
Representative John Tunney (D., Calif. ) had returned from a trip
to Vietnam with questions about the "hamlet evaluation system. "
According to Crawford, Tunney feels that the basic data being fed
into this system is inaccurate, and has raised the matter with the
General Accounting Office. GAO has responded that they do not
normally investigate such matters, but suggested that they might
do so if Chairman Morgan made a formal request to the Comptroller
General. Crawford wanted to know our reaction. Accordingly I
raised the matter with George Carver, SAVA, who expressed the
hope that such a move could be discouraged. Mr. Warner informed
Crawford that, speaking unofficially, we did not favor this proposal.
Z. I I Russell Harper, in the office of
Representative John Kyl (R., Iowa), called in behalf of a high honor
graduate with Russian language facilities
who is interested in Federal employment and who is subject to the
draft. I explained that Agency service did not satisfy an individual's
military obligation but that we would be pleased to review
qualifications. Mr. Harper said he would check with

Assistant, House Subcommittee on Retirement, Insurance and Health
Benefits, concerning the Civil Service retirement fund financing
proposal with added retirement benefits now being considered before
the full Committee as H. R. 17682. In keeping with his earlier views
on this legislation, Mr. Devlin does not believe it will receive favorable
consideration by both houses this Congress indicating that it may not get
out of Committee because of objection to the provision authorizing the
Civil Service Commission to increase contribution rates under certain
conditions.

4. Called Mrs. Catherine Worthington,
Personal Secretary to Representative Mendel Rivers. Mrs. Worthington
advised that the Chairman had gone to California and will be returning
late in the day or first thing tomorrow. He is attending the dedication
of the new C9A medical air evacuation aircraft. It is expected that
he will be back in time for the full Committee meeting on Tuesday morning.
5. I IMet with Mr. J. R. Blandford, Counsel, House
Armed Services Committee. Mr. Blandford advised that he had discussed
the Henderson letter with the Chairman, but that the Chairman was
unable to see it or sign it before leaving for California. It will be forwarded,
however, after the Chairman's return to the office tomorrow morning.
Reviewed the conversation of last week with Mr. Philbin's office
concerning the scheduling of hearings on H. R. 13705. Mr. Blandford,
however, does not see any break in the schedule pending the completion
of hearings on the military procurement bill.
I briefed Mr. Blandford on certain military exercises within the
Soviet Union, the Soviet missile force and certain Chinese marine activities.
Mr. Blandford advised that these are matters of interest to the Committee
and noted that the Chairman will be having a meeting of the Armed Services
Policy Subcommittee tomorrow afternoon. Following that meeting the
Chairman may well be interested in setting a time for a meeting of the CIA
Subcommittee with the Director.
6. I IMet with Miss Oneta Stockstill, Executive
Secretary, House Armed Services Committee, and reviewed with her the
letter of 22 May from Representative William M. Colmer (D., Miss.),
Chairman of the House Rules Committee, to Chairman Rivers advising
that legislation for review of the Rules Committee should be forwarded
prior to 8 July. The letter indicated that the last scheduled meeting of
the Rules Committee will be on 9 July. Miss Stockstill noted that similar
letters have been received from the Rules Committee for several years,
but that legislation pending before House Armed Services, as well as
numerous appropriation bills that have not been acted upon, would indicate
that the 9 July date cannot be adhered to by the Rules Committee.

7. I IMet with Mr. Robert Michaels, House
Appropriations Committee staff. Mr. Michaels advised that he had
been able to spend quite a bit of time with the Chairman on Friday
and had brought him up to date on the various items of intelligence
information that had been provided for the Chairman. Mr. Michaels
indicated that the Chairman was interested in a meeting of the CIA
Subcommittee with the Director, but that this week's schedule did not
allow consideration of a time for such a meeting.
On the subject of budget cuts, Mr. Michaels noted the tremendous
amount of duplication in military recruiting and civilian agency recruiting
and the amount of money that is tied into the overall recruiting effort.
We discussed in some detail changes that have been required in Agency
recruiting procedures on college campuses, to the end that Agency pro-
cedures have been amended by the Director to avoid unnecessary
confrontation with pickets and other dissidents, while still meeting
our commitments to the universities and interested applicants. Although
Mr. Michaels was somewhat critical of the activities of the various
military departments during a period when selective service is in effect,
he did not appear at all critical of this Agency's recruiting effort or
the need thereof.
I briefed Mr. Michaels on a recent study concerning Chinese
marine activities, certain military exercises within the Soviet Union
and the Soviet missile force. Mr. Michaels will relay these to
Chairman Mahon at the earliest opportunity.

9. Met with Mr. Philip Kelleher, Counsel,
House Armed Services Committee, who advised that the draft letter
to Representative Henderson from Chairman Rivers had been completed
on Saturday and that it will be in final form for the Chairman's review
and signature by the time he returns from California. The original
draft provided for the Committee's use was reduced in length by more
than half but appeared to retain the prime substance of the original.
10. Met with Mr. Clifford Gaucher,
in the office of Representative Philbin, who advised that Mr. Philbin
has had a change of plans and will not be returning to the city until
noon on Tuesday. The reminder concerning hearings on H. R. 13705
was relayed to Mr. Philbin by the Massachusetts office. Due to the
change in travel plans, however, no response is anticipated by Mr.
Gaucher on this question prior to Mr. Philbin's return on Tuesday.

2. Contacted Mr. Edward Kenney,
Administrative Assistant to Senator Strom Thurmond, to advise him
that we had received the Senator's letter requesting information regarding
the 15 May edition of the Washington Observer newsletter, and should
be in touch with him on this within the next few days. Kenney thanked
me for calling and indicated this was quite all right.

met with Mr. J. R. Blandford,
Counsel, House Armed Services Committee, in response to his earlier
request for briefing on Soviet STOL aircraft, Soviet aircraft carriers,
and the intercepter, Foxbat. (See OSR Memorandum for the Record.)
Mr. Blandford was quite candid in relating Committee considerations
regarding each of the briefing items that should be touched upon for the
benefit of the Committee members at the next meeting with the CIA
Subcommittee.
On completion of the briefing I made mention of the operational
use of the Soviet TU 114 transport to extend their air defense capabilities
and Chinese Communist negotiations with other nations for assistance
in the Chinese atomic energy program. Mr. Blandford advised that
he had been briefed in detail on the Soviet air defense matter and noted
certain aspects of the program which he feels are somewhat in advance
of our own.
Had a long discussion later in the day with Mr. Blandford with
regard to the Committee schedule and other considerations that have
delayed hearings by the Philbin Subcommittee on H. R. 13705, the
bill to amend the CIA Retirement Act. I advised him that I had talked
to Mr. Clifford Gaucher, Administrative Assistant to Representative
Philbin and that Mr. Gaucher had intended to raise the question of
hearings during the coming week when he talks to Mr. Philbin by tele-
phone during the day. Mr. Blandford advised that there was only a
slight possibility that Chairman Rivers will be away from the city
Thursday and Friday of the coming week which would cause possible
cancellation of full Committee meetings for these two days. Otherwise
Subcommittee meetings would normally be pre-empted by the scheduled
meetings of the full Committee on the 18th, 19th, 20th, and 21st and of
the full week of the 24th. In summary, it is his opinion that both Mr.
Rivers and Mr. Philbin are in sympathy with the need for hearing on
the bill, but that other Committee considerations have militated
against scheduling of the hearing. It was noted in passing that in
instances where the Executive had been truly interested in pushing such
legislation, that time had been found by the Committee for such Subcommittee
meetings, even in the face of impossible schedules of the full Committee.

6. Met with Miss Elsie Thornton,
House Post Office and Civil Service Committee staff, and received from
her the transcript of the hearings of 13 June on S. 1035 and H. R. 17760.
In the absence of Mr. Johnson, also reviewed with Miss Thornton,? }the
Committee hearing schedule for the coming week. Miss Thorntolx4dvised
that hearing time for Tuesday, 18 June, will be filled with DOD witnesses
appearing in open session at 10:00 a. m. and witnesses from NSA in
executive session at 11:00 a. m. Future action on legislation and full
Committee meetings will occupy the Henderson Subcommittee during
the remainder of the week. Scheduling of a date for Agency appearance
will be determined by Chairman Henderson and the Subcommittee during
the coming week. Late in the day I checked with Mr. Bray's office
and verified that further scheduling of witnesses before the Subcommittee
will not be accomplished until next week.
7. In response to his request, met with
Representative William Bates who requested that I contact
Corporation and talk to him directly concerning desire
to meet with Agency representatives concerning research and development,
production development, and other capabilities of the Corporation which
Washington representative of the
might be of interest to the Agency. Mr. Bates indicated that he thought
or some of his people, might have had prior contact with
the Agency. I contacted office and left a call for him.
8. Met with Mr. Philip Kelleher, Counsel, House
Armed Services Committee, who advised that he had completed a draft
of the Chairman's letter to Representative Henderson and expected that
it would be finalized in the morning. Since it will be going back to
Mr. Blandford, he does not believe that it would be in the Chairman's
hands on Saturday, however.
I filled Mr. Kelleher in on the conversation with Mr. Gaucher and
Mr. Blandford concerning hearings on H. R. 13705. Mr. Kelleher also
indicated that the full Committee schedule is such that unless some
change is effected, he does not see a time for hearing during the next
two weeks.
The transcript containing remarks on testing of Soviet helicopters
has not returned to his office. As noted earlier, he will call me to
review it when it is returned.

9. Met with Mr. Robert Michaels, House
Appropriations Committee staff, and briefed him on a development in
the Chinese atomic energy program, Soviet extension of their air defense
capability, Soviet weapons effects tests and support of Soviet naval
vessels in the Mediterranean. Mr. Michaels noted that these items,
as well as ones previously furnished the Chairman during the last ten
days, are matters of interest to the Chairman and members. He has
briefed Mr. Lipscomb fully on each of the items but has been unable to
meet with the Chairman on each of them.
Mr. Michaels advised that the Appropriations Committee is getting
close to markup of the Agency's defense bill and that the Chairman
may well desire an intelligence type briefing to include matters such
as the items we have been providing prior to markup. Although the
Chairman's schedule is fairly full, Mr. Michaels believes that time
could be found during the coming week, possibly late Tuesday morning
or Thursday or Friday, for a meeting.
10. After checking with the Office of
Personnel, discussed briefly Agency requirements for the CT program
with Mr. Gilbert LeKander, Administrative Assistant to Representative
Frank Bow. A young constituent of Mr. Bow's had reported to Mr.
LeKander that the Agency requires a minimum of two degrees for
inclusion in the CT program. I advised that we point out to prospective
candidates that a degree and good academic standing is required and
that they are processed in competition with other candidates. I noted,
however, that only in the analytical fields were graduate degrees
involved to any great extent as far as basic qualifications are concerned.
Mr. LeKander thanked me for the clarification and indicated that the
particular individual will probably be going into the military very shortly

11. I I Picked up from Forrest Rettgers,
Administrative Assistant to Senator Harry Byrd (D., Va.), a letter from
a constituent claiming her husband, had
worked for the Agency and then been thrown out with no assistance. I
told Rettgers I would check on this alleged employment and prepare a
draft response for him. A subsequent check showed that has not
been employed by the Agency.

13.I At the request of the Director's office,
called the office of Representative Gilbert Gude and, in his absence,
talked with Mr. Mark Mathis regarding the possibility of briefing
some high school "interns" from Mr. Gude's district. Mr. Mathis
explained that the Congressman had arranged for 21 high school seniors
to get briefings on various Government agencies between 24 June and
12 July, mainly to acquaint them with how the Government works, but
also for the benefit of those among them who might be interested in
Government employment. The briefings will be held on the Hill,
and the schedule is flexible. I told Mr. Mathis that on the basis of
this information, I would call him back and give him an answer shortly.

3. Talked to Frank McNamara, Director,
House Committee on Un-American Activities, who had two names on which
he wishes a check.
In a subsequent conversation, I noted I had attended the hearing on
S. 1035 and the fact that we had previously discussed this bill. McNamara
was very much interested and I provided him with our principle objections
to the bill. He said he would get a copy of the bill and call it to the attention
of the members of his Committee with the thought that they can organize
opposition to the bill among their close associates in the House.
4. Maria Cruickshank, in the office of Senator
Harry F. Byrd (D., Va.), called to inform me they have a letter from a
constituent which Mr. Forrest Rettgers, in their office, would like to discuss
with one of us. I made an appointment to see Mr. Rettgers at 11:15 a.m.
tomorrow.
5. Met with Mr. James Wilson, House Science and
Astronautics Committee staff, and briefed him on the current intelligence
item relating to the Soviet space program and possible new Soviet intermediate
and medium range missiles. Mr. Wilson was most appreciative and indicated
that he would brief Chairman Teague on the new activity in the Soviet space
program as soon as he could get with him.

with Miss Barbara Wells, House Post Office and Civil Service Committee
staff, and arranged through her for the purchase of a copy of the tran-
scripts of the Committee hearings on S. 1035. Delivery of the copy of
the transcripts will be made to the Committee office where it can be
picked up on the morning following each day of testimony. Billing will be
made on Government voucher addressed to the Central Intelligence Agency
for the attention of Miss Wells' point of contact in the
Ace Reporting Company was a Mrs. Felton.
7. After the Post Offi ce and Civil Service
Committee hearings on S. 1035 started, I met with Mr. Charles Johnson,
Staff Director, who is not personally engaging in the conduct of the
hearing. Mr. Johnson advised that in his opinion, the meeting the
other afternoon between the Chairman and Messrs. Maury and Warner
was very beneficial. He also noted that he was personally relieved, in
meeting with the Chairman later, to find that the information provided
them by the Chairman had been the highlights of the hearing procedure
the Chairman intended to follow and not the substance of the Chairman's
attitude toward the bill and the Agency needs. Mr. J ohnson indicated
further that he thinks matters are now on the right track.

unconfirmed report from the Far East concerning the captain of the
USS Pueblo. Mr. Blandford was most appreciative and asked that he
be kept advised for the Chairman. With regard to the Henderson letter,
it is Mr. Blandford's feeling that the Chairman will sign and send the
revised version which will have to await redrafting by Mr. Kelleher, who
will be pretty much tied up during the day with hearings and meetings
with the Chairman. Mr. Blandford set 9:00 a. m. Friday for the requested
briefing by Agency representatives on Soviet STOL aircraft, Soviet

such photography, in the analysis of matters of interest to the intelli-
gence community. He also requested information on the degree of
resolution, both claimed and achieved, by the various aircraft and other

inquired concerning photo interpretation, whether NPIC for example,

Mr. Michaels observed that in case our people had not noted it,
Aero Space Daily, among others, commented on the Defense need to
identify programs for heavy appropriation cuts. Most frequently
mentioned, according to Mr. Michaels, were the ABM and MOL projects.
I also briefed Mr. Michaels on new activity in the Soviet space
program and possible Soviet intermediate and medium range missiles.
I brought Mr. Michaels up to date on the status of S. 1035 hearings
and Agency considerations relating thereto since Mr. Warner had talked
to him after the meeting with Chairman Henderson. Mr. Michaels
advised he has had no further conversation with Chairman Mahon on the
subject.

11. I (Hand carried to William Woodruff, Senate
Appropriations Committee staff, an updated paper on communist aid
to North Vietnam, prepared for Senator Mundt by OER. Woodruff
said he thought this was just what was needed. Woodruff said that
Senator Mundt has asked him to obtain from the Agency information
on free world shipping to North Vietnam. We discussed this a bit and
I pointed out that we were providing this type of information for Repre-
sentative Glenard Lipscomb. Woodruff said that Mundt and Lipscomb
get together frequently and compare notes, so we should make certain
that we give the same information to Senator Mundt that we give to
Representative Lipscomb.
I advised Woodruff of the unconfirmed report we had received
concerning the captain of the Pueblo. Woodruff thanked me for the
information but said under the circumstances he thought he would not
relay the report unless we had information confirming it. I also briefed
Woodruff on several intelligence items, including Soviet preparations for
a major underground nuclear test, the status of the Soviet's new space
launch complex and the item about the use of Egyptian ports by Soviet
vessels. I took this opportunity to give Woodruff details on one aspect
relating to the termination of a sensitive Agency project.
1Z. Met with William Darden, Senate Armed Services
Committee staff, and passed to him the information received from a
newspaper source concerning the captain of the Pueblo. I emphasized
this information was unverified by Agency sources. I also briefed Darden
on several current intelligence items, including Soviet preparations
for a major underground nuclear test, the status of the Soviet's new space
launch complex and the item about the use of Egyptian ports by Soviet
vessels. I took this opportunity to give Darden details on one aspect
relating to the termination of a sensitive Agency project.
Mr. Darden showed me a letter Senator Russell had received from a
Georgia constituent taking him to task regarding the assertions in the
Washington Observer newsletter of 15 May 1968 to the effect that the CIA
is using unvouchered funds to organize Negro voter registration drives
in the south and to finance Negro militants in southern campuses. I
told Darden this was a replay of an old Drew Pearson column and Darden
recalled that we had been in touch with him before on it. I also told him
that we had received similar inquiry from Senator Thurmond and were
preparing something on this which we would make available for Darden's
use with Senator Russell.

13. Met with George Murphy and John Conway, on
the staff of the Joint Committee on Atomic Energy, and briefed them on
two items of interest to the JCAE. One concerned Soviet preparations for
a major underground nuclear test and the other with problems the Chinese
Communists are apparently having in obtaining heavy water. In connection
with the latter item, Conway said he had been told by members of ACDA
and the Council for a Livable World that there has been some slippage
in the time table of Chinese Communist atomic energy programs and
therefore certain U. S. programs could be curtailed. Conway is inter-
ested in our position on this. Conway also said that they would want to
have the Director up for the semi-annual briefing of the Committee before
Congress recesses. If the Congress adjourns for the conventions and
returns, this can be done later. On the other hand, if it recesses sine
die before the conventions, this will have to be done in July. I told

Wednesday - 12 June 1968
1. and I met with Russ Blandford,
House Armed Services Committee staff, regarding a possible letter
which Chairman Rivers might send to Chairman Henderson, of the
Manpower and Civil Service Subcommittee, regarding upcoming hearings
on S. 1035, Constitutional Rights of Federal Employees. Blandford
suggested a shortened version of our proposed draft letter and asked
us to take up the problem with Philip Kelleher, of the Committee staff.
Mr. Kelleher will prepare a final, shortened version on the basis of our
suggestions and Blandford will see if Chairman Rivers wants to send it.
Blandford asked some questions about the characteristics and
performance of the Foxbat Soviet aircraft and also mentioned his con-
tinuing interest in the development of Soviet STOL aircraft. We offered
to brief him on this matter at his convenience and later made
arrangements for the briefing on Friday, 14 June. We urged Blandford
to push for an early meeting of the full Committee so that these and other
matters could be fully reviewed. He said he hoped that now that Rivers'
South Carolina primary was out of the way, the Chairman might be
persuaded to convene a Subcommittee meeting.
We briefed Blandford on several current intelligence items
including (a) use of Egyptian ports by Soviet vessels in the Mediterranean,
(b) new activity in the Soviet space program, (c) new activity in the
Soviet nuclear program, (d) possible new Soviet intermediate or medium
range missiles.
2. Picked up from Jim Kendall, Staff Director of
the Senate Preparedness Subcommittee, their draft report on balance of
strategic power. Mr. Kendall asked if we would review the draft for
accuracy, at the same time making sure that they have not included in it any
information in special security categories. He again asked that this be
handled very closely and without comment elsewhere. This is being
forwarded to the DD/I for initial review and will subsequently be reviewed
by the DD/S&T.

3. Mr. Maury and l net with Representative Bates to bring him up to date on the legislation pending before Chairman
Henderson's Manpower Subcommittee of the Post Office and Civil Service
Committee. We also briefed him on a number of current intelligence
items including Soviet preparations for a major weapons effects test at
their underground testing area, development of a new solid propellant
missile in the MRBM-IRBM range, the progress being made by the Soviets
in the new space launch complex and use of Egyptian ports by Soviet ships
in the Mediterranean. (See Memorandum for the Record for details. )
Senate Committee on Aeronautical and Space Sciences, and briefed him
on the latest information concerning the new Soviet space launch complex.
Gehrig was glad to have this information and again expressed concern that
this information was not available to all members of the Committee. He
asked if Senators Russell and Symington had received this information and
focused on it. I told him I was quite certain that it was covered as part of
our overall briefings of the CIA Subcommittees. I added that I could
not be certain to the extent of which the Senators actually focused on
it, however. Gehrig expressed his concern that members of their
Committee, like Senators Russell and Symington had voted in favor of
cuts in the NASA budget, knowing that the Soviets continue to place heavy
emphasis on their space program. Gehrig said he would like to have a
briefing for the Chairman and Mrs. Smith, but was not certain when this
could be accomplished. In the interim, he might wish to visit the Agency
to get a briefing himself. I told him we would be happy to do this whenever
he wished.
5. Mr. Maury and made a courtesy
call on Senator Howard Baker. The Senator was most complimentary of
the Agency and was particularly laudatory in his remarks about Mr.
Warner. The Senator said that the briefings he received from the Agency
were always of the highest caliber and better than any others he received.
We thanked the Senator and told him we would be happy to be of assistance
at any time in the future.

6. I At his request, I met briefly with Mr.
David Martin, Staff Assistant to Senator Thomas Dodd. Martin mentioned
that the Senator was having an old Internal Security Subcommittee report
on the Hungarian situation reprinted with the comments applicable to the
current situation in Czechoslovakia. Martin also asked if he could be
put on the mailing list for the FBIS Far East book for a short period of
time. I told Martin I was sure this could be arranged, but pointed out
some of the problems involved in making this particular book available.
Martin said he understood and would handle the material appropriately.
Had a friendly chat with Senator Dodd who mentioned that just
prior to seeing him he had been advised by the FBI of the arrest of an
armed man in Hartford who was threatening to shoot the Senator. He
said he had asked the Bureau and local police officials to suppress any
publicity in connection with this, feeling that it would only make the
current situation worse. The Senator was rather philosophical about his
own safety, but spoke in very strong terms about the state of affairs in
the U. S. generally. He said he introduced in the Senate today, the
President's gun bill at the President's request.
7. Met with Mr. B. Benton Bray,
Associate Staff Director, House Post Office and Civil Service
Committee. Mr. Bray indicated that the Chairman's meeting with Mr.
Maury and Mr. Warner had been most satisfactory and a productive one
and inquired if we were ready to appear on Tuesday, the 18th. I advised
that we will be ready on that date. I expect to talk further with Mr. Bray
during tomorrow after the appearance of Mr. Macy and the Civil Service
Commissioners.
8. I attempted to meet with Chairman Rivers,
Mr. Blandford or Mr. Kelleher late in the afternoon, but each of their
offices were closed.

9. I I Accompanied Carl Duckett and Edward Allen
to a briefing of Representative Lipscomb and Mr. Robert Michaels,
House Appropriations Committee staff, as a follow up to the Appropriations
hearings of 17 May concerning Agency external research programs. Mr.
Lipscomb evidenced a continuing concern about the capability and competence
of components within the Department of Commerce and elsewhere, to provide
the level or depth of studies he would feel is required for intelligence
community consumption.
He evidenced equal concern for the expenditure of Agency funds to
reimburse for services and studies prepared by old line departments,
particularly when many of the studies are essentially unclassified.
During the two hour session Mr. Lipscomb noted at several points his
acceptance of the Agency position and problems inherent in seeking expert
analysis. Although Mr. Lipscomb did not move from the premise that
external research and analysis is a somewhat specific area, he appeared
to accept completely the Agency problems in this area and the resolutions
that had been effected to date. He again thanked the Agency representatives,
including Mr. Maury who had joined the group near the end of the session.
In later discussion with Mr. Michaels, it was indicated that
Representative Lipscomb appeared satisfied with the meeting and that there
is no further follow up required. He noted in passing, however, that
Representative Lipscomb probably will be discussing such matters further
with the Department of Commerce.
10.1 I Talked to Victor Zafra, Bureau of the
Budget, concerning the Director's draft testimony on S. 1035. He had
some minor editorial changes which he suggested and which I checked
drafts to that which Zafra has. Zafra also said the BOB has been in touch
with the White House staff and Mr. Macy, of Civil Service Commission,
concerning S. 1035. It has been agreed that each agency should submit
its own views on how to solve the problems created for that agency.
There will be no Administration position on the bill as BOB believes this
would facilitate the reporting out of the bill. Zafra said the information
he gave me should be considered as a response to the Director's letter
to the President. He also said the BOB will support the Agency's views
for a total exemption.

Department of State, called and said Representative Buchanan (R., Ala. )
wants material for a speech at Valley Forge on what the Government is
doing to combat communism. I noted that anything we could provide on
this would not be proper for this purpose and suggested that he might
desire to be in touch with the FBI. Simmons said he would provide the
material he has already assembled to Buchanan without bringing the Agency
into it.
12. I ~I Jay Sourwine, Chief Counsel, Senate
Special Subcommittee on Internal Security, called to ask if we could
provide any information on certain Americans being held in French
jails. After checking, I informed Sourwine that we have no information
on the individuals in whom he is interested and suggested that he get in
touch with the Department of State.

1. I I Mrs. Cherri Alison, in the office of
Representative Frances P. Bolton (R., Ohio), called on behalf of a teacher
linterested in Federal employment. Mrs. Alison is aware
of the overall tight hiring situation. She will send us information so that
we can either contact the individual by letter or through our personnel
representative. Mrs. Alison thanked us for our interest and said she
would advise the individual accordingly.
2. Called Victor Zafra, in the Bureau
of the Budget, and briefed him generally on the meeting between Representative
David Henderson (D., N. C.), Mr. Maury and Mr. Warner. Zafra thanked
me for keeping him up-to-date. He informed me that the best information
they have at the moment is that the witnesses on S. 1035 will be divided into
four groups: Mr. Macy on 13 June; the Agency, NSA, and if it desires, the
FBI, as the next group at an unspecified date; Senator Ervin third; and last,
representatives of the major employee unions.

6. Talked with Charles Johnson, Staff
Director of the House Committee on Post Office and Civil Service, on
the subject of S. 1035. Mr. Johnson provided me with his personal type-
written copy of Congressman Henderson's new bill and provided additional
information on the situation with respect to the status of this legislation.

Assistant to Senator Milton Young, and advised him that
about whom the Senator had contacted us, was currently
processing for a contract position. Billey thanked me for this information
and said he would pass it on to the Senator. Billey said his last information
had indicated that planned to accept a position with
but he is not certain of this.
8. As a follow up to my conversations of
yesterday afternoon, I called Colonel Thomas Hopper, Air Force Office
of Legislative Liaison, and advised him that we had had a satisfactory
meeting with the Post Office and Civil Service Committee people con-
cerning S. 1035. I advised him that I would keep in touch during the
period of the hearings and thanked him again for their offer of assistance.

1. I I Received from Mr. James Kendall, Counsel,
Senate Preparedness Investigating Subcommittee, the transcript of the
Director's testimony of Tuesday, 9 April, for safe keeping by the Agency.
Receipt was given to the Committee for the transcript.
Mr. Kendall advised that the draft of the Committee report on the
hearings is fairly complete but has not been reviewed outside the staff.
He would appreciate, if possible, review of the draft and comment where
appropriate, for the Committee's guidance on an informal basis. Mr.
Kendall noted, however, that it would be necessary that the draft be held
very closely for the reason that it has no sanction as yet as a Committee
report. I advised Mr. Kendall that I would relay his request and be back
in touch with him during the day tomorrow.
2. Met with Mr. Robert Michaels, House
Appropriations Committee staff, who requested that I check with him
late in the day tomorrow concerning a time on Wednesday for meeting
with Representative Lipscomb to brief him on Agency external research
projects. He also requested that I talk to him about a time for meeting
with concerning the Agency budget estimate.
3. Attempted to meet with Mr. Charles
Johnson, Staff Director, House Post Office and Civil Service Committee,
but was advised by his office that he will be tied up until late in the day
and that it would be preferable to call during the day tomorrow.
4. As a follow up to my call on Friday concerning
the Director's availability on 13 June, I attempted to reach Mr. B. Benton
Bray, Director, Manpower and Civil Service Subcommittee, but was
advised that he will not be in the city today and possibly may not return
tomorrow. In his absence I talked with his secretary and to Mr. Francis
Matchett, Mr. Matchett indicated that he would be present at the
meeting scheduled this afternoon with Chairman Henderson and was
looking forward to meeting with Mr. Maury and Mr. Warner at that time.

roughly 90%-95% of the material in the article was accurate.

tive David N. Henderson, Chairman of the Manpower and Civil Service
Subcommittee of House Post Office and Civil Service Committee, regarding

1.I I James G. Hanchett, in the office of
Representative Craig Hosmer (R., Calif.), called to inquire into the
possibilities of having a representative of the Agency speak to a Junior
Chamber of Commerce group. After explaining the Agency's general
policy and that we have no speakers bureau, Mr. Hanchett withdrew his
request.
2. I I Called Mr. Robert Michaels, House Appropriations
Committee staff, and advised him that an appointment had been made
last evening with Mr. Mahon for 11:30 this morning. Mr. Michaels
thanked me for the information and indicated on his own he would raise
the question with Mr. Mahon of whether he desired Representative
Lipscomb to be present at the meeting with Mr. Maury and Mr. Warner
on S. 1035. Mr. Michaels also advised that he had not been able to
meet with Mr. Lipscomb concerning the briefing by Mr. Duckett and
Mr. Proctor on Agency external research.
I talked with Mr. Michaels later in the day. He advised that
in his judgment Mr. Mahon did not "get the full drift of the S. 1035
problem due to the lack of time for discussion this morning". He
himself had talked with Mr. Mahon later and ascertained that Mr. Mahon
wants to talk to Mr. Henderson himself. Mr. Michaels noted, however,
Mr. Mahon will not be able to see Mr. Henderson until next week. Mr.
Michaels does not think the Chairman is disposed to write Mr. Henderson
at this time. With regard to the Duckett/Proctor/Lipscomb meeting on
external research, Mr. Michaels indicated that he had talked with Mr.
Lipscomb who advised that he would like to have the meeting on Wednesday
but will not be able to set a time until Wednesday morning. Mr. Duckett's

4. Called Mr. Bun Bray, House Post
Office and Civil Service, Manpower and Civil Service Subcommittee staff,
and was advised by his secretary, Miss Snipes, that Mr. Bray left last
evening for the West Coast and will be back on Monday. I advised Miss
Snipes that our Director is not available for appearance on Thursday,
13 June, as had been tentatively scheduled by the Committee. Miss
Snipes advised that this should not create any problem and that Mr. Bray
had had her notify NSA last evening as he was leaving that NSA appearance
is being put over until the following week due to a change in schedule.
Mr. John Macy, Chairman, Civil Service Commission, is now scheduled
to appear and testify on S. 1035 on Thursday, 13 June. Although Miss
Snipes had no explanation for Mr. Bray's failure to notify this Agency
as well, she appeared confident that our date is being put over also.
25X1 5. Talked to General Counsel, 25X1
NSA, several times during the day and furnished the name and telephone
extension of Mr. Victor Zafra, Code 103-3736, who is handling S. 1035 in
25X1 BOB. In his first call noted that he had not yet detailed
of OER, who is preparing an addendum sheet with new charts to reflect
the changes that have occured in the past three months.
we wanted to make any changes in the paper. I talked to
the S. 1035 problem to General Carter, that the General was meeting with
PFIAB, but that he expected to meet with him late in the day. In a later
call he noted in part that he had talked with Mr. Zafra who had suggested
that NSA furnish a copy of their position paper and that he would be
pleased to clear it with his superiors and use the justification language from
the paper in the Bureau position paper requesting exemption of NSA
from the provisions of S. 1035. Mr. Zafra also noted that the Bureau
of the Budget is not dependent upon the Civil Service Commission and
Mr. Macy with regard to security agencies considerations but that they
were looking to CIA and NSA for guidance in this regard.
6. Bill Woodruff, on the staff of Senate
Appropriations Committee, said that Senator Mundt is interested in having
the paper which we prepared for him on Communist aid to North Vietnam
in March brought up-to-date. Woodruff asked if we would check and see if

7. Mr. Warner and I went to the Hill
in connection with the problem of S. 1035: (a) We explained our problem
to Representative Bates who was at first surprised to learn that the
Henderson Subcommittee was apparently unwilling to grant the Agency
a full exemption. Mr. Bates also asked questions about whether there
had not been cases of inappropriate "snooping" by security officers
into the private affairs of our employees. We assured him there were
very careful safeguards against any such tendencies, that our polygraph
operators and other investigators of personnel matters were experienced
and highly responsible officers and that complaints on this score had
been minimal. Mr. Bates said he would try to be helpful and would
begin by "taking some soundings" with members of the Henderson
Subcommittee to see what the climate was and thereafter decide what
action he could usefully take. (b) We called on Russ Blandford, House
Armed Services Committee staff, who suggested that the Director should
raise the problem promptly with the President. Blandford also suggested
we draft a letter for Chairman Rivers to send to Chairman Henderson,
with copies to other members of Henderson's Subcommittee, outlining
reasons for an Agency exemption. Blandford explained that Chairman
Rivers was out of town and probably would not return until 12 June.
(c) We then called on Chairman Mahon, House Appropriations Committee,
and were joined by Representative Lipscomb and Robert Michaels.
Mr. Mahon expressed an interest in the problem during our brief con-
versation before he was called out and later Mr. Michaels advised he
had discussed the matter further with Mahon and Mahon would probably
raise the matter personally with Henderson but probably would not be
disposed to write a letter to Henderson on our behalf. (d) We also
explained the problem to Philip Kelleher, House Armed Services Commiteee
staff, who had no specific recommendations but said he would do what he
could through any personal contacts he might have with members of the
Henderson Subcommittee.
8.I (Talked to Olive Hunt, in the office of
Representative W. E. Brock (R., Tenn.), who called on behalf of a con-
stituent who desires to receive the FBIS Daily Reports. I told Miss Hunt
that we do not furnish these directly to individuals and explained the
Depository Library System. I noted that the University of Tennessee
does not receive the FBIS Daily Reports and explained the procedure
for obtaining them through the Library of Congress.

Atomic Energy staff, called and asked if I had obtained an answer to
his request for an Agency opinion on the validity of the statements
made in the de Vosjoli article in Life magazine. I told Murphy that as
I had indicated to him before, the Agency would not make a comment on
this article. Mr. Murphy debated the issue and somewhat threateningly
referred to the possibility of a letter to us but finally said "forget it. "

1. I Talked to Mrs. Graves, Administrative
Assistant to Representative Horace Kornegay (D. , N. C. ), concerning
an Agency applicant. had thought
she would EOD on 17 June but her appointment has been held up. I
explained to Mrs. Graves that we have some problems since it is almost
certain that we will have to take a budget cut as well as a reduction in
personnel. Mrs. Graves was aware of this problem and said she would
inform I told Mrs. Graves, I would be back in touch with
her when we would be able to provide a more definitive answer.
Z. Don Bend, from the staff of the
House Subcommittee on Immigration and Naturalization called on behalf
of Representative William McCulloch (R., Ohio) to inquire how the
Rotary International could get in touch with I provided
him with the name of the law firm which is handling her affairs.
3. Gene Ainsworth, in the office of
Representative G. V. Montgomery (D., Miss.), called to request an

5. Met with Representative Edward
Derwinski, of the House Post Office and Civil Service Committee Manpower
Subcommittee, in connection with the upcoming hearings on S. 1035
(Constitutional Rights of Federal Employees). I expressed to Derwinski
our concern over certain provisions of the bill and asked his advice and
assistance. He was most cooperative and promised to do what he could

6. Met with Representative James Broyhill
concerning our problems with S. 1035. He was sympathetic and indicated
he would do what he could but was pessimistic about the outcome. He
explained he had received more mail in support of this bill than any other
legislation now pending.
7. In the absence of Representative Thaddeus
Dulski, Chairman of the House Post Office and Civil Service Committee,
I briefly explained our problem to his Executive Assistant, Mr. Frank
Fortune, who indicated that neither he nor Mr. Dulski had focused on the
problem, and had been under the impression that since the Agency was
not under Civil Service it would not be affected. I pointed out the language
of the bill applying to all Executive departments and agencies. Mr. Fortune
said he would clarify this to Mr. Dulski at the first opportunity.
8. I I called Mr. Robert Michaels, House
Appropriations Committee staff, and advised that Wednesday, the 12th,
which had been suggested by him yesterday as a possible date for briefing
Representative Lipscomb on Agency external research contracts is a good
date for Mr. Duckett and Mr. Proctor. Mr. Michaels will confirm this
with Representative Lipscomb today or tomorrow and will call me back.
9. I Met with Mr. Charles Johnson, and later
with Mr. Bun Bray, House Post Office and Civil Service staff. Mr. Johnson
advised in effect that hearings on S. 1035 by the Manpower Subcommittee
have been scheduled to start next week and it now appears that serious
question has been raised within the Committee structure concerning CIA
exemption from the provisions of the bill.
In meeting with Mr. Bray he advised that the Committee has
scheduled Thursday, 13 June, for possible appearance by CIA representatives
and representatives of NSA, but that due to other national events, the
Committee schedule must be considered tentative. He advised that the
Chairman desired that Agency representatives, as well as representatives
of NSA, appear in open session following hearings on the first day with
Mr. John Macy, Chairman of the Civil Service Commission, as the principal
or lead-off witness. Mr. Bray did not indicate whether any other agencies
were being invited to appear. Mr. Bray also noted that the previously
suggested meeting between Chairman Henderson, Mr. Gross and Colonel
White would no longer serve a useful purpose. It is the Chairman's desire
that any information provided the Committee be given with the full Committee
present and recorded by a reporter. Mr. Bray indicated that a letter to the
Chairman would be necessary if the Agency is unable to appear in open

10. I IIn response to his call I met with Mr. Philip
Kelleher, Counsel, House Armed Services Committee, who advised that
during the appearance of Army representatives before the Committee,
testimony had been provided concerning testing of Soviet helicopters. The
transcript, however, was not available at the moment. He will call me
when it is available so that it may be reviewed prior to the publication by
the Committee.
11. I I Called Chairman George Mahon at his home
and made an appointment for Mr. Maury and Mr. Warner to meet with him
"around 11:30 tomorrow morning" concerning the scheduled Henderson
Subcommittee hearing on S. 1035.
12. I I Talked tol I General
Counsel, NSA, at various times during the day concerning scheduled
hearings by the Manpower and Civil Service Subcommittee of House Post
Office and Civil Service on S. 1035. advised in part, that
he had been called late in the afternoon by Mr. Bray's secretary and
advised that the tentative schedule for appearance by NSA on Thursday,
13 June, has been changed and that they will in all probability be scheduled
for the following week.

House Armed Services Committee staff. Blandford was especially interested
in further details regarding an unhappy development in connection with a
sensitive Agency project. I told him we could add nothing to what we told
him yesterday, but we would pass on any further information when available.
Blandford said he had briefed Chairman Rivers on the situation and the
Chairman wanted to be kept fully informed.

4. Met with Mr. Charles Johnson, Staff
Director, House Post Office and Civil Service Committee, who advised
the Manpower Subcommittee scheduled hearings to begin on S. 1035, the
Ervin Bill, on Wednesday or Thursday, 12 or 13 June, dependent upon
the availability of Chairman John Macy, of the Civil Service Commission,
who will be the first witness. Mr. Johnson also advised me for the record
that members of the Committee staff and Civil Service will be drafting a new
bill on the subject. Due to the press of Committee business Mr. Johnson
and Mr. Bray will be tied up for the remainder of the day and during the
morning tomorrow. I plan to meet again with Mr. Johnson and Mr. Bray,
or whichever is available, tomorrow afternoon.
Late in the afternoon I received a call from General
Counsel, NSA, who advised that he had just talked briefly with Mr. Bray,
who was still on the floor, indicating that the Committee is tentatively
scheduling NSA and CIA to appear before the Committee on Thursday, 13 June.
5. Visited Philip Kelleher, House Armed
Services Committee staff, to remind him of our continuing interest in
expediting action on cost-of-living adjustments for retirees (H. R. 13705).
Kelleher said that the Committee was preoccupied for the next several days
with hearings on the Navy budget and he would be reluctant to try to interrupt
these. Moreover, even if the Philbin Subcommittee was to hear and approve
the Agency proposals, the further requirement of approval by the full
Committee probably will not be feasible for some time because of the press
of other business. However, Kelleher promises to push the matter as
rapidly as possible.
6. Mr. Ed Feulner, House Republican
Conference Committee, called in connection with their failure to receive
the FBIS White Book over the last two weeks. FBIS,
is sending the Committee the back copies and explained that the omission
was most probably due to the loss of the Addressograph plate. Mr. Feulner
was advised and was appreciative of our efforts.

7. Talked to Victor Zasra, Bureau of
the Budget, concerning the present status in the Bureau of S. 1035. Zasra
said BOB has not yet received reports from all of the agencies from whom
reports were requested and particularly from the Civil Service Commission.
He was unable to give me any forecast as to the Administration position on
this bill and said he would call me as soon as the report from CSC is received.
At his request, I am sending him a copy of the Section by Section Analysis
which was furnished to Charles Johnson, of the Post Office and Civil Service
Committee staff. I pointed out that this was a very low key presentation and
that he would be better guided by the earlier report which we had furnished
to the BOB.
Senate Special Subcommittee on Internal Security, on the status of S. 2988.
Sourwine said it is awaiting Committee action but he could give me no date
as to when it would be considered. The report on the bill has been prepared
in draft but it also must await Committee action.
He briefly raised the case and I politely suggested that this
was being handled by Mr. Maury and that he should continue to deal with
Mr. Maury on this.
9. Accompanied Mr. Maury to a scheduled
meeting with Representative Claude Pepper (D., Fla.)
Mr. Pepper was unable to meet with us due to the unexpected activities in
the Rules Committee and on the floor. Our meeting with Mr. Pepper was
rescheduled for 3 o'clock tomorrow afternoon in his office.
10. In the company of Mr. Maury, met
with E. M. (Tiny) Hutton, Administrative Assistant to Representative
Thomas Downing (D., Va.), in the Congressman's absence. Mr. Hutton
is relatively new to the office, but apparently is an experienced hand in
Mr. Downing's district.

place between 26 February and 5 March.

staff of the Senate Appropriations Committee, and advised him of an
incident relating to a sensitive Agency project. Mr. Woodruff expressed
his appreciation for being advised of this incident and asked that we keep
him posted as other facts are developed.

Atomic Energy Mr. Maury 's response to a letter from John Conway,
of the Committee staff, on the case.
5. Participated with Jim Garcia, Civil
Service Commission, and Walter Beach, of the American Political
Science Association, in interviewing nominees of Federal agencies
for participation in the Congressional Fellowship Program.

and I briefed Dr. Charles Reichardt, AEC, on our relations
and problems with the staff of the Joint Committee on Atomic Energy,
and gave Reichardt copies of some of our relevant memos and correspondence.

Committee relating to the 2nd Supplemental that I meet with him during the

Kelleher, House Armed Services Committee, Mr. Robert Michaels,

Armed Services Committee staff, and briefed them with regard to an
event today relating to a sensitive Agency project. Each was very inter-
Senate Armed Services Committee staff, I provided him a copy of the 26
May 1968 form letter being utilized by which makes
reference to conversations with Mr. Darden. Mr. Darden indicated that
he remembered the visit well, but the conversation was not anything like
it is reported and that was obviously a very sick man. Mr.
Darden also advised that a copy of the 26 May letter had been mailed to
Mr. Charles Kirbow, of the Committee staff.
15.I I Delivered to Miss Shannon McDonald,
Senate Special Subcommittee on Refugees and Escapees staff, a map of
Indochina which was requested yesterday.

from Map Library, told Miss McDonald someone would bring it to her at
431 Old Senate Office Building tomorrow.
2. I I Charles Lombard, Senate Republican Policy
Committee staff, called to inquire whether he could obtain a copy of Mader's
book Who's Who in the CIA. I furnished Lombard with the background on this
book pointing out that it is not one which the Agency would distribute. In the
circumstances he thoroughly agreed and said he would check with the Library
of Congress to see if they could furnish him a copy.
3. Talked to Representative Arch Moore
(R., W.Va.) concerning his inquiry as to why a constituent,
has not been promoted. I explained to Moore the factors which entered into
this which he accepted without question. He stated that he was not interested
in pushing for a promotion for0 but simply wanted to be in a position
to counsel him when he next sees him.

Mr. Edward Proctor, Mr. James Brammell
and (met with Representative Glenard Lipscomb and reviewed
with him the National Intelligence Survey program as a follow up to
questioning by Mr. Lipscomb in the Appropriations hearing of 17 May.
Representative Lipscomb had been concerned, as a result of information
provided in hearings with the Department of Commerce, about the
capability and reliability of certain staffs. within the Department and their
involvement in the NIS program. He was also concerned about what
appeared to him to be duplication of effort and cost particularly with
regard to DIA. At the close of the meeting he noted his complete
satisfaction with the program and stated that his questions, concerning
the use of staffswithin non-USIB agencies and duplication, had been
answered fully. In addition, he noted his appreciation for the time and
effort involved in coming by to discuss this subject with him. Mr.
Lipscomb requested that Mr. Robert Michaels be brought up to date on
the meeting and that he b e provided copies of the NIS chart and NIS
coverage plan utilized in the meeting. (See Memorandum for the Record. )
7. Scheduled a meeting with Mr. Robert
Michaels, House Appropriations Committee staff, for tomorrow morning
to bring him up to date on the meeting with Representative Lipscomb
regarding the NIS program. Mr. Michaels' time this afternoon was
committed in a series of meetings on the Defense Bill.
8. I Attempted to meet with Mr. John

9. Met with Mr. Philip Kelleher, Counsel,
House Armed Services Committee, concerning the Armed Services Committee
schedule for hearings. Due to Mr. Rivers' primary on 11 June, scheduling
Committee hearings is unsettled beyond this week. It will be necessary to
await the end of the week or possibly the first of next week before any
definitive information on scheduling of Committee hearings may be anticipated.

When visited and me shortly thereafter, he expressed
considerable concern that the DOD memo to the Bureau of the Budget on the
subject fell considerably short of meeting NSA requirements. We told
that we were completely sympathetic with his position and would keep
him informed of any info we turned up regarding the progress of the bill
or the BOB attitude in the matter.
13. Scott Cohen, Administrative Assistant to
Senator Charles Percy, called to say that Senator John Sherman Cooper
himself plans to attend the briefing tomorrow on the ABM (which Bruce
Clarke is scheduled to give Cohen and William Miller, of Senator Cooper's
staff).

15. I I George Murphy, on the staff of the Joint
Committee on Atomic Energy, called and again brought up the subject of
de Vosjoli and his Life magazine article. Murphy started off asking on
an "informal basis" what the Agency position was on the Life article. In
a rather lengthy conversation I avoided any direct answers to this question,
and Murphy ultimately asked if I would raise with Admiral Taylor our
opinion of that portion of the Life article which described the defector,
Martel, as saying that French KGB agents in NATO headquarters in Paris
were so strategically placed and so facile in their methods that they could
produce ontwo or three days' demand any NATO document Moscow requested,
and furthermore, that the volume of NATO documents available to Moscow
was such that KGB officers freely used the NATO numbering system in
identifying them. Murphy raised many other questions rhetorically but
pressed for an answer only on this one. I told him I would check and be
back in touch.
Murphy mentioned in passing that the Joint Committee still had
not recieved an Agency response to John Conway's letter to us on this
case. I told Murphy that I had discussed this matter with Conway and
indicated our agreement to respond if he wished, although the subject had
been rather thoroughly covered during Murphy's and Conway's luncheon
visit to the Agency. I added that Conway had then said that he wanted to
discuss the matter with Chairman Holifield first and then would let us know
whether a letter was necessary. Within a matter of minutes after this
conversation, Murphy called me again saying that he had discussed this with
Conway who said he had talked with Holifield and that in fact they would like
a written response. I told Murphy that it would be forthcoming but would 25X1
repeat essentially what Admiral Taylor had told them personally.

17. Congressman Pucinski called again

Senator Bourke Hickenlooper (R. Iowa), called to say they have received
a letter advertising the book dealing with the identity of 3, 500 Agency
employees. He said it is a form letter which has gone to everyone in
Congress and thought we might be interested in receiving a copy. I thanked
him for his interest and suggested that he send a copy to this office.
