1. James Gehrig, on the staff of the Senate
Space Committee, called to ask who he could refer someone to on the
subject of machine translation from Chinese into English. Apparently
a senator has queried Gehrig about this and he wants to provide the name
and address of the appropriate person and agency. I told him I would look
into this and be in touch with him.

3. Hand carried to William Woodruff, on the staff
of the Senate Appropriations Committee, a copy of the Director's prepared
statement to the Joint Committee on Atomic Energy o "threshold" countries
and the Non-Proliferation Treaty for his revie
I provided Woodruff with a copy of the Director's response to
Senator Strom Thurmond's (R. , S. Car.) inquiry regarding the Agency's
function in deliberations on the Non-Proliferation Treaty.

9. Accompanied Mr. David Brandwein, Director
of FMSAC, to a briefing of Messrs. Bauser and Conway, of the Joint
Committee on Atomic Energy staff, on the Soviet FOBs program. Bauser
was very much interested in the technical aspects of this and professed
some confusion regarding the Director's statement on the subject at his
briefing of the Joint Committee on 20 February. Mr. Brandwein went into
the technical aspects in minute detail for Bauser who was completely
satisfied and very grateful for the information provided by Mr. Brandwein.

11. Called Robert Michaels, Staff Assistant,
House Appropriations Committee, and explained to him that the answer
which Chairman Mahon would receive from John Foster, DOD, regarding
Soviet defense expenditures would be based on basic material provided by
the Agency which is the community authority on such matters. I asked
Michaels to ensure that Chairman Mahon understood this. Michaels said
he would do so.
50X1 12. Accompanied Messrs. Duckett and
who briefed Senator Henry M. Jackson and Miss Dorothy Fosdick, Senate
Subcommittee on National Security and International Operations staff, on
Soviet strategic weapons and the situation in the Soviet leadership as it
may affect foreign and defense policy.
I delivered to Senator Jackson and Miss Fosdick material on
Soviet foreign policy per their earlier request. This material was prepared
by OCI and included notes and ''doctrine of limited sovereignty, justification
for the invasion of Czechoslovakia and on the rehabilitation of Stalin. " In
addition, I gave Miss Fosdick a copy of the book, "China in Crisis, Vol. 2",

on behalf of Representative Otis Pike, Chairman of the House Armed
Services Special Subcommittee on the Pueblo. Mr. Slatinshek requested
the names and official titles of the members of the 303 Committee. I
thanked Mr. Slatinshek for his call and advised that I would relay his
query and be back in touch with him as soon as possible. The Director
and Mr. Kenneth BeLieu, of the White House Staff, have been advised.

employment to her, I checked with Miss Barbara Burris, on the staff of
Representative Dante B. Fas cell (D. , Fla. ), to be sure that contact had

Mr. Woodruff said he was extremely pleased to hear this and said he
would ensure that Senator Russell is advised.

Joint Committee on Atomic Energy, called to say that one of the members
was pressing Edward Bauser for detailed information on the Soviet FOBs
program. Mr. Murphy asked if we would have a knowledgeable individual
brief Mr. Bauser and himself tomorrow. These arrangements are being
made.

50X1 9, Met with William Woodruff, on the staff
of the Senate Appropriations Committee, and advised him that following
the Director's briefing of the combined CIA Subcommittees on Friday,
Carl Marcy, Chief of Staff, Senate Foreign Relations Committee, called
on behalf of Senator J. W. Fulbright (D. , Ark.) and asked that the Director
brief the Senate Foreign Relations Committee on the subjects covered at
the CIA Subcommitteeslbriefing. I told Woodruff that the Director would
cover the same material eliminating some of the more sensitive and
sophisticated information and visual aids. Woodruff was not happy at
this prospect but thought the Director had no choice but to respond to
Senator Fulbright's request. He added that he was sure that the Director
would be quizzed extensively on the ABM issue.
I advised Woodruff that the Agency was looking into the
feasibility of establishing within the Agency a variable annuity investment
plan similar to that established by the TVA. I emphasized to Woodruff
that this was in the investigatory stage and that should we seriously
consider such a plan it would be fully discussed with our Subcommittees
in advance. Woodruff appreciated my advising him of this and expressed
no objection.
Mr. Woodruff informed me that Senator Richard B.
(D. , Ga.) had been quite impressed with a book of unclassified page-
maps which we had provided Woodruff some months ago and Woodrui, -
if additional copies could be made for Senators Russell and Young and Ed
Braswell, of the Senate Armed Services Committee staff. The Map Library
is working on this.
Woodruff was aware of the fact that the Director had briefed the Joint
Committee on Atomic Energy on threshold countries and the Non-Proliferation
Treaty and asked if the text of the Director's statement to the JCAE could
be made available for his study. He would also like to review the text of
the Director's briefing statement to the combined CIA Subcommittees last
week. He said he would like to do this this Friday.

50X1 13. Hand carried to James Knowles, Director
of Research, Joint Economic Committee, the Director's response to a letter
from Representative Hale Boggs (D. , La.), Chairman of the Subcommittee
on Foreign Economic Policy of the Joint Economic Committee. I reviewed
with Knowles the ground rules in our participation in joint committee studies.
50X1 14. Dropped by the office of Senator Peter Dominick
(R. , Cob.) and chatted with his Administrative Assistant, Charles Kendrick.
I told Kendrick that we were pleased to hear that Senator Dominick had been
appointed ranking minority member of the CIA Subcommittee of the Senate
Armed Services Committee and expressed regret that the Senator would be
unable to attend the Director's briefing tomorrow. Kendrick explained that

be glad to see the Senator at his convenience to give him background briefings
and to cover the thrust of the Director's statement to the Committees tomorrow.
Mr. Kendrick mentioned that a of Denver, has been STAT
in touch with him recently in aneffort to get some of the Government's trans-
lations business. Kendrick asked if he would check to see if we had ever
dealt with and whether there was any possibility of his getting some STAT
of the Agency's unclassified translation work. I told Kendrick I would look
into this and be back in touch with him.
50X1 15. Hand carried to the Joint Committee on Atomic
Energy twenty copies of the supplement to the Director's prepared statement
to be given to the Joint Committee this morning. Following the briefing I
returned to the Agency nineteen copies of the prepared statement and supplement.
The one copy held by the Committee will be used for the purpose of preparing
the transcript.

Paul Woodard, Senator Ervin's Subcommittee
staff, called to say the Senator would meet Mr. Houston and me at 3:00 P.M. on
Monday, 24 February in room 337 Old Senate Office Building. At Woodard's
request I sent him today a copy of the memo on "Legal Effects of S.1035"
prepared by OGC.
50X1 17. Miss Mauk, called from Spokane, Washington,
on behalf of Representative Thomas S. Foley (D. , Wash.), to inquire whether
"the Killian Committee was still functioning." I said that the Committee was
still functioning although there had been various changes in its membership
over the years. She asked whether it still met every six weeks. I said I was
not sure of the frequency of meetings but knew it met regularly.

9. Met with Mr. Frank Slatinshek, Counsel, House
Armed Services Committee, and reviewed some of the details of yesterday's
briefing. He again remarked about the enjoyment of meeting with our people
and noted that he is confident that the various legislative considerations can
be worked out without undue difficulty. I briefed him concerning
Communist intent to launch a series of attacks throughout South Vietnam
in connection with the Tet holiday period; ChiCom underground facilities at
and, a recent movement of the Soviet fighter regiment to the
Manchurian border area.
50X1 10. By way of follow-up to the conversation
with Mrs. Dunlevy, I talked with Albert A. (Peter) Lakeland,on the staff of
Senator Jacob Javits (R. , N. Y.), about a meeting between the Director and
Senator Javits on Monday at 2:00 p.m. The purpose of this meeting is to
brief the Senator on the Middle East situation. Mr. Lakeland said he had
not talked directly with the Senator about this meeting but expected to be
talking with him tomorrow. At that time he will attempt to determine the
specific areas of the Senator's interest and will let us know. He saw no
objection to the Director bringing a Middle East expert with him and added
that he would also like to attend the briefing.
Lakeland said he was not aware of any specific plan on the
Senator's part to travel to the Middle East, although, he has seriously been
considering such a trip with Senator John Sherman Cooper (R. , Ky. ) for
some time. He pointed out that,since Senator Cooper was sympathetic to
the Arabs and Senator Javits was sympathetic to the Israelis, they thought
it might be useful for the two of them to travel to the Middle East together
in view of their close friendship for one another. They feel any recommenda-
tions they might make following such a trip may be useful to the President
particularly if they can agree on some common ground for a possible solution
to the Middle East crisis. Senators Javits and Cooper have apparently
discussed the possibility of such a trip with President Nixon. Lakeland said
he would be back in touch with us after he had an opportunity to determine
from Senator Javits what his precise area of interest is regarding the
Middle East.

Senator Mansfield's position on the problem of hijacking of aircraft to Cuba.
