Received a call from Mr. Art Kuhl, Senate r oreign Relations Committee staff, as a partial followup to Senator Svn ington's letter to the DCI concerning the Senator's trip over the Lincoln week recess. Mr. Kuhl requested advice concerning the security clearances of Major General John, Murphy, Mr. David Calhoun, Jr. , and himself in order to avoid any possible embarrassment with regard to the briefing sessions with Agency representatives at each of their stops during the trip. He noted that necessary arrangements will have to be made in the event that any of these three individuals do not have appro- priate security clearances. Mr. Merkle passed on, for our information, a copy of the January 23 letter of a xVlemoer of Congress being circulated to members of the House of Representatives soliciting co-sponsorship of a bill to establish a Department of Peace. This bill, which was orginally sub- mitted to the 90th Congress, will be reintroduced or. 6 February. As of January 21, 1969, this bill has 43 co-sponsors in the House. A confer- ence of sponsors, both House and Senate, to revise the legislation and coordinate plans for legislative enactment is scheduled for January 29. 6. Met with Mrs. Prine, Assistant to Representative Frank Stubblefield (D. , Ky. ), in response to her call and advised that a preliminary check did not reveal any Agency association with Mrs. Prine advised that this is a case involving a father who has lost communication with his son. Although not identified specifically, the father indicates that he had received forms from the CIA some years ago which indicated that his son was employed by us. Mrs. Prine indicated that Representative Stubblefield would appreciate such archives checks as possible to ascer- tain whetherl had ever been associated with the Agency. V"' iiam Woodruff, Assistant Chief Clerk, Senate Appropriations Cciwuittee, informed rue that Senator Russell wanted to be certain that his Subcommittee received an Agency roundup before we briefed the Senate Foreign Relations Committee. Woodruff ..aced to be informed as soon as we had any indication that the Foreign il.elations Committee wished to schedule a briefing. He said Senator Rus_.ell would be preoccupied with the Senate Rules debate next week (13-17 January) but might like an Agency briefing following week (20 - 24 January). In any event however the Senator would want to be sure that his Subcommittee .eard from the Agency before we appeared before Senator Fulbright's Committee. 3. I I Met with Representative F. Edward Hebert (D. , La.) and advised him that has not filed the application for employment furnished him at the time of inter- view and that we are now putting his file on the inactive list. Mr. Hebert agreed that the file should not be kept open an longer and expressed appreciation for our assistance in this case. In conversation, Mr. Hebert advised that he will be returning to New Orleans in March for an eye operation which will take him out of circulation for some three months. For the first time in recent months, he seemed somewhat optimistic about improving his eyesight. 4. I I Met with Mr. J. R. Blandford, Chief Counsel, House Armed Services Committee, and completed the appropriate documenta- tion on two projects for which Secrecy Oaths had not been signed. 5. IMet with Mr. Frank Slatinshek, Counsel, House Armed Se and briefed him on the security control systems utilized in the protection of sensitive information and completed the appro- priate Secrecy Oath.
