1. Delivered FBIS items which
mentioned the Senator's name to the offices of Senator Mike
Mansfield (D., Mont.) and Senator John Sparkman (D. , Ala.).
2. In response to her call of Monday,
forwarded to Mrs. Hudson, Commerce Department Congressional
Liaison office, a copy of the OCI publication "Middle East Oil Statistical
Summary" dated October 1968. Mrs. Hudson said she had received a
request from Mr. Benson, of the House Foreign Affairs Committee
staff, for a copy of this document. She will forward it on to the
Committee on a non-attributable basis.
3. Received a call from Jim Cline, Counsel,
House Judiciary Committee, who requested a personal security briefing
for Representative Joshua Eilberg (D., Pa.) who will be traveling to
Moscow, Kiev and Uman, USSR. After checking with DDP the briefing
was scheduled for 2:30 p.m. Monday in Representative Eilberg's office.
4. Talked to Mr. Arthur Kuhl, Chief Clerk,
Senate Foreign Relations ommittee, who advised that the transcript
of the Director's testimony on Laos will be needed on Monday. The
Symington Subcommittee is meeting but it is not certain whether
Senator Symington will be present.
5. Met briefly with Bill Woodruff, on the staff
of the Senate Appropriations Committee, and talked with him about topics
of conversations between the Director and Senator Russell when they meet
on Monday. (See Memo to the Director.)

Thursday - 6 November 1969
1. I (Called Robert Hull, Department of
State, on the outcome of their executive session hearing yesterday before
the Hays Subcommittee on State De artment Organization anjL2Lei&n
-Operations, House Foreign Affairs Committee, on Daniels/McGee-type
amendments to the Foreign Service retirement system. Hull said that
the Subcommittee had approved a bill including the benefits and, to State's
surprise, the financing provisions of the Daniels/McGee bill. He said
that they had circulated the Agency's bill now pending before House Armed
Services Committee which he felt prompted their Subcommittee to make
sure they kept pace with whatever Chairman Rivers was doing for the CIA
retirement system.
2. Hand carried to Bill Woodruff, on the staff of
the Senate Appropriations Committee, a list of Soviet and Chinese Communist
military developments since 9 June 1969 in response to his request. Woodruff
said he would talk to Senator Russell about this and be back in touch with us
about a possible briefing of the Defense Subcommittee. Woodruff also advised
that he had discussed our latest withdrawal from the reserve with Senator
Russell and "it went sailing through. "
3. I Mr. Edward Kenney, Minority Counsel to
the Senate Preparedness Subcommittee, queried me about statements made
by Senator Fulbright concerning CIA operations in Laos following the Director's
briefing of the Symington Subcommittee. Kenney indicated that Senator
Thurmond is very concerned about disclosure of presumably classified
information, by Senator Fulbright in this statement. (See Memo for the
Record for details. )

1, Accompanied the Director who testified before
the Subcommittee on U. S. Security Agreements and Commitments Abroad
of Senate Foreign Relations Committee, regarding our involvement in
Laos. A transcript is available in OLC.
2. Jay Sourwine, Senate Internal Security
Subcommittee staff, called w a question about the Stockholm Conference
on Vietnam. He said a press release which was given by the International
Liaison Committee on 12 October discussed this conference. Sourwine is
interested in knowing whether any Americans participated in this conferen25X1

Internal Security Subcommittee's request for access to the Cuban pilot who
recently flew a MIG fighter to the U. S., when he should become available.
He doubts, however, that this pilot will be available .within the foreseeable
future.
Service retirees. Westphal advised that the Committee is preoccupied with
the Foreign Aid bill and has no immediate plans to act on this legislation.
He did indicate, however, that there is a good possibility that the Daniels/
McGee amendments will be included in legislation which will also make other
amendments to the Foreign Service Retirement Act.

L. Mendel Rivers, and asked her to pass the word to Mr. Rivers that we
stand ready to brief him on the Green Beret case at his convenience.

12. (Internal Use Only - JGO) Talked to Mr. Robert Hull, Department
of State, concerning the status of the Daniels/McGee legislation and advised
that no final Agency decision has been made as to the substantive provisions
to be included in updating the Agency's retirement program pending passage
of this legislation. Mr. Hull indicated that the Department of State has had
no further conversations with. the House Foreign Affairs Committee which is
fairly well geared to introduction of amendments to the Foreign ServiSTATINTL
along the lines of the McGee/Daniels legislation.
14. (Internal Use Only - JGO) Met with Mr. Charles Ward,
Administrative Assistant to Representative Carl Albert (D. , Okla. ), and
ascertained that Mr. Albert was invited to attend the San Clemente,
California, conference with the President on 22 August, but that no followup
had been received from the White House. No plans have been made for
Mr. Albert to attend. See memorandum for the record.

11. I George Murphy, Joint Committee on
Atomic Energy staff, called to ask whether the facts regarding ChiCom
nuclear tests, as published in Secretary Laird's "white paper" statement
of 22' May 1969, were still valid. After checking with Dr. Chamberlain,
OSI, I called Murphy back to confirm that there had been no subsequent 25X1
developments and Laird's statement remained accurate.

Administrator, House Foreign Affairs Committee Representative Zablocki's
request fora briefing of his Subcommittee on National Securit regarding
the Soviet MIRY program.
5. I IAt the Director's request, called Robert
Michaels, House Appropriations Committee staff, to make a date for the
Director to meet with Chairman Mahon later this week. Michaels will call
back.
6.I I Received a call from Mr. Al Tarabochia,
Senate Internal Security Subcommittee staff, who advised that he had learned
from Cuban sources that on 14 July a band of Bolivians in the Concha Bamba
area are alleged to have killed and then burned the man who gave away Che
Guevara. It is also alleged that on~ who was supposed to have
escaped back to Cuba through Chile, was also involved. After checking
with WH I advised that the guide who led the Bolivian army to Che Guevara
has been reported by the Bolivian press as having been executed by
Bolivian communists. There is no indication that was involved.
7. Received a call from Mr. Sapp
Funderburk, a representative of the Spacecraft Corporation of South
Carolina, who advised that his company had heard nothing more from
Agency representatives and inquired whether there is anything further he
might do. I thanked Mr. Funderburk for his call and advised that I would
relay his inquiry.
8. Talked to Mr. Earl Morgan, House
Armed Services Committee staff, and confirmed the 10:00 a. m. scheduling
for the DCI briefing on Tuesday, 29 July.

1. On Saturday, 26 July, Dorothy Fosdick,
Staff Director or to e u comnnttee on National Security and International
Operations, said that during the Senate ABM debate on 25 July Senator Fulbright
had claimed that U. S. defense spending exceeded by 25 or 30 percent
that of the Soviet Union. Miss Fosdick said Senator Jackson would like to
be briefed on this subject. I said I was sure we could arrange this, but
thought possibly Senator Jackson had been present at one of our earlier
presentations regarding Soviet and U. S. military expenditures. She said
if the Senator wanted to pursue the matter she would let me know.

5. Talked with Boyd Crawford, Staff Administrator
of the House ForeignAffairs Conan-dttee regarding the call we received from
Jack Sullivan, Staff Consultant, Subcommittee on National Security Poles
and Scientific Development of House Foreign Affairs Committee asking that
the Director brief Representative Zablocki's Subcommittee on the Soviet MIRV
program. After checking with Chairman Morgan, Crawford advised that the
Chairman endorsed Zablocki's request for a briefing. (See Memo for the
Record for details. )
6. Called Frank Slatinshek, Assistant Chief
Counsel, House Armed Services Committee, and informed him of the request
to appear before the Zablocki Subcommittee. Slatinshek said he personally
couldn't see how we could avoid complying, but thought Chairman Rivers and
Chief Counsel Blandford should be informed in advance in case they have any
strong objections. Since Rivers and Blandford were out of town for the weekend,
Slatinshek agreed with my suggestion that we explain to Crawford that we
normally discuss sensitive matters of this kind only before, or with the
concurrence of, our parent Subcommittees and that therefore we want to
check it out with Chairman Rivers before making a firm commitment.
7. I IMrs. Laird, Secretary to Senator Stuart- Symington,
called on behalf of the Senator to say he wanted to see me at 2:15 on Monday
28 July. (Mrs. Laird was not clear on whether this had to do with the briefing

television report on hearings conducted by a Subcommittee where both
Senators Tydings and Mathias were present, it was stated that some of the
pollutions of the Potomac River was being blamed on the CIA and the Pentagon.
This apparently was a statement by a witness.
9. I (Hand carried to Jay Sourwine, on the staff of the
Senate Subcommittee on Internal Security, FBIS material containing the
statements of officials of some of the lesser known Bloc countries at the
Communist Party Conference. I also left with Sourwine classified and
unclassified material on Soviet leaderships. Iwas quite specific with Sourwine
concerning the sensitivity of this material and he agreed to treat it in accordance
with the caveats I laid down.
I also advised Sourwine that we would be providinia him with some
of our material on in the 25X1
next few weeks.

SUBJECT: Request for Briefing of the National Security Policy and
Scientific Subcommittee of the House Foreign Affairs
Committee on the Soviet MIRV Program
1. Mr. John H. Sullivan, Staff Consultant for the National Security
Policy and Scientific Subcommittee of the House Foreign Affairs Committee,
called Mr. Maury today and told him that the Chairman, Mr. Zablocki, would
like the Director to brief his Subcommittee on the Soviet MIRV program either
Tuesday or Thursday of next week. Mr. Maury indicated that this raised some
problems which we would have to check with the Chairman of the full Committee,
Dr. Morgan. He also indicated that the Director was committed for another
briefing on Tuesday. Mr. Sullivan said Representative Zablocki would not be
very happy about this. Then Mr. Maury indicated that we would have to take
this up with Boyd Crawford, Staff Administrator of the full Committee.
2. I called Boyd Crawford who told me that Jack Sullivan had contacted
him after his conversation with Mr. Maury. Crawford said he wanted to advise
me for our confidential information of the arrangements made for the MIRV
hearings which Zablocki is conducting. He went on to say that a group of young
"Turks" on the full Committee decided to confront Chairman Morgan on the
MIRV issue, threatening to take measures to stop the foreign aid hearings until
MIRV hearings were conducted. According to Crawford, Morgan was primed
for this and "cut them off at the pass" by indicating he had already taken care
of this by instructing Representative Zablocki to schedule hearings on MIRVs.
3. Mr. Crawford asked me if an appearance before Zablocki's Sub-
committee would pose problems for us. I told him he was aware of our past
practice and policy with respect to briefings of this sort and was also aware
of the problems we had run into following these briefings (without being specific
I was referring to the leaks and other statements which had been made by
Foreign Affairs Committee members about the Director's briefings in the past.)

Mr. Crawford said he would take this up with Chairman Morgan and be in
touch with me. He added that a solution would be to have the Director brief
Chairman Zablocki privately.
4. When he called back, Crawford said Dr. Morgan feels that the
arrangements for these hearings are such that he must endorse Zablocki's
request for an Agency briefing. He added that a very strong statement was
being prepared on the subject of security leaks (citing examples) which would
be read prior to our testimony. He also said Dr. Morgan had indicated that
if any of the problem members came into the briefing the Director should
feel free to "clam up. " The date which has been suggested for the briefing
is Thursday, 31 July, at 2:00 p. m. I told Mr. Crawford that this had not
been discussed with the Director; that we would take it up with him and be
back in touch with them- -hopefully this afternoon.

1. Talked to Mr. John R. Blandford, Chief
Counsel, House Armed Services Committee, who advised that the
Chairman will want a transcript of the Director's briefing of the full
Committee on Tuesday. It was agreed that due to the content of the
briefing, however, the Agency should maintain control of the transcript
as in the past.
2. Talked to Mr. Dave Perry,
Legislative Analyst, Bureau of ie udget, and provided various items

Fleming, assistant to Representative Claude Pepper (D., Fla.), who is
seeking information for a constituent and friend of Representative Pepper
concerning the possible establishment of a transmitter in the Miami area
beamed at Castro's Cuba. I referred Mr. Fleming to Mr. Jack Leahy, in
the office of the Assistant Secretary of State, Legislative Affairs, as the
appropriate source of information for an open response from Representa-
tive Pepper. Mr. Leahy has been advised.
4. Jack Sullivan, Staff Consultant, Subcommittee
on National Security Polic an _Scientific Developments House Foreign Affairs
f"Q~yyttee, called to say that Subcommittee Chairman Clement Zabiacki wished
the Director to testify before the Subcommittee on Soviet MIRV testing on either
Tuesday, 29 July, or Thursday, 31 July. I said Tuesday was out of the question
because of the Director's appearance before the House Armed Services Committee
but I would call back regarding Thursday. I said we normally preferred such
Subcommittee briefings to be cleared with the Chairman of the full Committee
and asked whether Chairman Morgan had been consulted on this. Sullivan said
this had not been done, but reluctantly agreed to take the matter up with Boyd
Crawford, Staff Administrator for the full Committee.

1. Delivered to Mr. Harry Cromer,
House Foreign Affairs u comma.ttee on Asian and Pacific Affairs staff,
in response o a request from Chairman Murphy, the following charts:
CPSU Pilot Bureau dated 10 April 1968, CPSU Central Committee dated
6 June 1968, and organization of USSR Council, of Ministers dated 1 June
1968. Mr. Cromer expressed the Chairman's appreciation for the prompt
response to his request.
2. Met with Mr. Frank Slatinshek, House Armed
Services Committee staff, and briefed him on the Sino-Soviet situation.
3. Met with Mr. John Martiny, Counsel,
House Post Office and Civil Service Committee, who advised that the postal
reform hearings will probably consume the energies of the full Committee
through July, leaving little time for Committee or Subcommittee considera-
tion of other legislation. Mr. Martiny noted that the Daniels Bill (H. R. 9825)
with some amendment on the floor of the House with regard to the 1 per cent
cost of living increase, sick leave conversion, and possible increase in cost
for members of the Legislature, will have reasonable chance of getting
through the House this year. At least at the present time he does not feel
confident of passage by the Senate during this session. He also noted that
Representative Udall's (D. , Ariz. ) bill (H. R. 11750) which was submitted
this week includes authority for a permanent civil service salary wage
adjustment commission and a 5 per cent increase in GS salary schedules

8. Talked with Winston Bryant, Legislative
Assistant to Senator John L. McClellan (D. , Ark. ), on the status of the
Ervin bill, S. 782. Bryant talked to Marcia MacNaughton, on the staff of
the Subcommittee on Constitutional Rights, by telephone. The Subcommittee
is polling the members on S. 782 but has not yet received enough votes to
report the bill out. According to Bryant the FBI is pressing to regain its
full exemption also and McClellan has gone on record with the Subcommittee
as favoring a full exemption for CIA and the FBI.
9. Delivered to Mr. Harry Cromer,
House Foreign Affairs bu committee on Asian and Pacific Affairs staff,
charts on the Chinese Communist government and party structure together
with biographic sketches of the leadership. This is in response to Chairman
Murphy's request for updating of the material previously furnished to the
Subcommittee. Mr. Cromer called later in the day after delivering the
charts to the Chairman to express the Chairman's pleasure and appreciation
for the Agency's assistance provided. Although not a matter of Subcommittee
responsibility, Mr. Cromer also suggested that Chairman Murphy would
appreciate organization charts on the Soviet Union for his personal use if
such is available at the present time.

5, Called Dorothy Fosdick, Staff Director,
Subcommittee on National Security and International Operations, to say that
I would like to meet with her and Senator Henry M. Jackson to bring them
up-to-date on some recent intelligence items and also to answer any questions
that might be troubling them regarding the Agency's role in the current missile
controversy. Miss Fosdick said the Senator had just left for the coast and
might be back next week but possibly would not be back until early June. She
said if he did return next week she would be in touch with me.
6. I IIn the absence of Representative John R.
Rarick (D., La.), I spoke to his assistant, Mr. Neel Edwards, concerning
allegations by certain members of the Ukrainian community that the Agency
is supporting a new Ukrainian association. I told Edwards that the Agency
does not comment on such allegations but it might be of interest to him to
know that there is considerable factionalism in the Ukrainian group and that
it has been very common in the past that one group would accuse another of
accepting Agency support in order to discredit them. Edwards said he was
sure this would satisfy the Congressman, but he would be in touch with me
if anything further is needed.
7. I II received a call from Mr. Jerome
Adlerman, General Counsel, McClellan Permanent Subcommittee on
Investigations, who requested advice for Senator McClellan's guidance
concerning one ho has applied for employ-
ment with the Committee. Advised Mr. Adlerman I would relay his request
and be back in touch with him on Monday.
8. Talked briefly with Mr. Harry
Cromer, House Foreign Affairs Committee staff, and advised that the
updating of the charts of the Chinese Communist Government and party
leadership and biographic sketches will be available for the Committee
the latter part of the week of 2 June. Mr. Cromer expressed his apprecia-
tion for the advice and noted that this would be ample time for the Committee's
needs.

Eastland (D. , Mo.) who was concerned about a press item stating that a
Soviet ship had recently loaded Rhodesian chrome ore at the port of
Mozambique. Eastland said he is giving a speech on the subject of Rhodesia
on Monday and would like to know if there is any truth in the allegation.
After checking wit in DDI, I informed Eastland that the press
item is without foundation.
7. (Called Mr. Boyd Crawford, House Foreign
Affairs Committee staff, to say that we had received a call from the office
of Representative Leonard Farbstein (D., N.Y.), Chairman of the Europe
Subcommittee of House Foreign Affairs, requesting an Agency briefing on
recent shifts in the Politburo. I asked Mr. Crawford if he would check with
Dr. Morgan, Chairman of the full Committee, to see whether he had any
objections to this briefing.

"frowns on this sort of request" and recommended we inform Representative
Farbstein he should go to State Department or through the Chairman for
this type of information. I thanked Mr. Crawford for his assistance in this

regarding the Agency's problems in the retirement field generally and
with regard to congressional action on the Daniels bill in particular.
Mr. Woodruff said he could see objections to our obtaining any legislation
through the Foreign Relations and Foreign Affairs Committees (as part
of any joint effort on our part with the State Department) but was inclined
to feel that there would be no serious objection if we and the State Department
were to get an amendment to the Daniels bill in the Senate Post Office and
Civil Service Committee which would extend this benefit to both Foreign
Service and CIA. retirees. Mr. Woodruff was inclined to look with favor
on an approach which would grant to the Director the authority to adopt
administrative provisions of other retirement acts for the CIA retirement
system as he deemed those provisions appropriate. In this connection,
he mentioned he thought it would be much easier for us to obtain legislation
through the Armed Services Committee under Senator Stennis' chairmanship
than it was while Senator Russell was chairman of this Committee. We
acknowledged that this was a subject which we would have to take up with
Ed Braswell, on the Armed Services Committee staff, but expressed an
interest in and an appreciation for Woodruff's views on the subject.

Committee staff, concerning Subcommittee action on the Daniels bills
(H. R. 770). It was learned that consideration was given during Sub-
committee executive discussion of the bill to the possible need for similar
amendment or change in other Federal retirement systems. Their
determination was apparently reached that agencies and authority under
Foreign Affairs and Armed Services Committees appropriately should be
handled by them. The Committee staff is in the process of finalizing
the language for inclusion in the amended portions of the bill.

Committee use. Mr. Blandford also requested that the visual aid
material be inserted at the appropriate places in the transcript. He
also requested that I stand by on Thursday, 25 March, while Mr. Laird
is present before the Committee, with a copy of the transcript for the
Chairman's use.
4. In response to his query, advised
Mr. Vincent Augliere, House Subcommittee on Foreign Operations and
Government Information staff, that entered on duty on 25X1
13 September 1 8 but is not now an Agency employee. Mr. Augliere

Monday - 10 March 1969
1. I IIn response to the request of Mr.
Gordon Uremovic, Administrative Assistant to Representative B. F. Sisk
(D. , Calif.), delivered a copy of the Agency's map portfolio of Communist
China for the Congressman's use.
2. Met with Mr. Russ Blandford, Chief
Counsel, House Armed Services Committee, and briefed him orally on the
Director's correspondence with Senator Ervin. Mr. Blandford's reaction
was somewhat strong concerning the position taken by Senator Ervin. He
requested copies be made available, if possible, for briefing the Chairman
and members of the House Armed Services Committee.
3. Met with Representative William Bates (R., Mass.)

and updated the information previously provided concerning 25X6;
systems.
4. Met with Mr. Bun Bray, Manpower
Subcommittee of House Post O ice and Civil Service Committee staff, and
discussed the Ervin bill with him at some length. Mr. Bray advised that
Chairman Henderson appears stronger than ever in his resolve that appro-
priate exemption must be provided in any legislation of this nature for the
protection of the security agencies.
5. In response to his call, met with
Mr. Boyd Crawford, Staff Director, House Foreeign Affairs Committee,
who requested assistance on behalf of the Chairman on the case of
correspondence on this file forwarded to Chairman Morgan by Mr. Thomas
Mineharti Chairman of the Pennsylvania Democratic State Committee. The
Office of Personnel has been advised.

called Mr. Thad Murray, Administrative Assistant to Senator William
S on D. , Va. to say that
2. Mr. Frank Slatinshek, Counsel, House
Armed Services Committee, visited the Agency and was briefed during
the day on the Agency retirement system, personnel policies, Agency
organization structure and projected Agency needs for personnel
legislation. Present from the Agenc were Messrs. John M. Maury,
John S. Warner, Robert Wattles,
Colonel White hosted at lunch.
After lunch, Mr. Slatinshek received a 45-minute briefing on FMSAC
by Mr. David Brandwein. Mr. Slatinshek's observations and questions
were not only pertinent but evidenced a very favorable disposition
towards the Agency, its activities and needs.,. See Memorandum for
the Record.
3. IIn connection with the State Department
request that we a rove transmittal of NIS's to the Foreign Affairs
Committee, of DDI, indicated their agreement with our
position against this particularly since this suggestion originated in the
State Department. We will mention to Russ Blandford, on the staff of
the House Armed Services Committee, that we have taken this position
regarding dissemination of NIS's to this committee.

SUBJECT: Congressional Request for Documents.
Quoted below are the two full paragraphs which I read from yesterday
afternoon concerning possible release of NIS to the Legislative Branch.
The two paragraphs appeared in a Limited Official Use memorandum,
dated February 6, 196% which Mr. Robert K. German of INR/OD sent to
Mr. Harry Shlaudeman, Acting Director of RAR. Carbon copies were sent
to INR/DDR - Mr.Evans and to myself.
Mr. Kiselyak is a Legislative Officer in H, which is responsible for
Congressional Relations. Mrs.Mary Manzoli is Special Assistant,Economics,
to the Director of RAR.

called to say that Al Haynes, State Department, had been in touch with
their office and indicated that the Latin American Subcommittee of the
House Committee r_.rn Foreign Affairs would be inter ng

the Congress specifically on a continuing basis and suggested that he
get as many of the facts as were available from Mr. Haynes so we could
focus on the situation. I asked him particularly if he could determine
whether the specific reference to NIS's had been made by someone on
the Hill or whether this was a suggestion by someone in the State
Department. aid Haynes is sending him a memo on this
which he will bring to our attention and to the attention of the DDI.
5. John Norpel, on the staff of the Senate
Subcommittee on Internal Security, called to say that he learned today
that Ben Mandel, a former employee of the staff who still does some
part-time work there, had apparently referred a Reuters' corres ondent
by the name of Robert Williams to me regardinje~

Foreign Relations Committee, called to say that he would be leaving

staff of Senator Allen J. Ellender (D. , La. ), the second group of the Senator's
film from his trip to the Soviet Union. Mr. Morrison showed me a collection
of Soviet publications which Morrison said a member of the Soviet Embassy
had left the other day and which the Senator thought we might be interested
in seeing. I expressed interest in these and Morrison will make them
available to us within the next few weeks.
