In response to her call of Monday, forwarded to Mrs. Hudson, Commerce Department Congressional Liaison office, a copy of the OCI publication "Middle East Oil Statistical Summary" dated October 1968. Mrs. Hudson said she had received a request from Mr. Benson, of the House Foreign Affairs Committee staff, for a copy of this document. She will forward it on to the Committee on a non-attributable basis. 3. Received a call from Jim Cline, Counsel, House Judiciary Committee, who requested a personal security briefing for Representative Joshua Eilberg (D., Pa.) who will be traveling to Moscow, Kiev and Uman, USSR. After checking with DDP the briefing was scheduled for 2:30 p.m. Monday in Representative Eilberg's office. 4. Talked to Mr. Arthur Kuhl, Chief Clerk, Senate Foreign Relations ommittee, who advised that the transcript of the Director's testimony on Laos will be needed on Monday. The Symington Subcommittee is meeting but it is not certain whether Senator Symington will be present. 5. Met briefly with Bill Woodruff, on the staff of the Senate Appropriations Committee, and talked with him about topics of conversations between the Director and Senator Russell when they meet on Monday. I (Called Robert Hull, Department of State, on the outcome of their executive session hearing yesterday before the Hays Subcommittee on State De artment Organization anjL2Lei&n -Operations, House Foreign Affairs Committee, on Daniels/McGee-type amendments to the Foreign Service retirement system. Hull said that the Subcommittee had approved a bill including the benefits and, to State's surprise, the financing provisions of the Daniels/McGee bill. He said that they had circulated the Agency's bill now pending before House Armed Services Committee which he felt prompted their Subcommittee to make sure they kept pace with whatever Chairman Rivers was doing for the CIA retirement system. 2. Hand carried to Bill Woodruff, on the staff of the Senate Appropriations Committee, a list of Soviet and Chinese Communist military developments since 9 June 1969 in response to his request. Woodruff said he would talk to Senator Russell about this and be back in touch with us about a possible briefing of the Defense Subcommittee. Woodruff also advised that he had discussed our latest withdrawal from the reserve with Senator Russell and "it went sailing through. " 3. I Mr. Edward Kenney, Minority Counsel to the Senate Preparedness Subcommittee, queried me about statements made by Senator Fulbright concerning CIA operations in Laos following the Director's briefing of the Symington Subcommittee. Kenney indicated that Senator Thurmond is very concerned about disclosure of presumably classified information, by Senator Fulbright in this statement. Jay Sourwine, Senate Internal Security Subcommittee staff, called w a question about the Stockholm Conference on Vietnam. He said a press release which was given by the International Liaison Committee on 12 October discussed this conference. Sourwine is interested in knowing whether any Americans participated in this conferen25X1 4. Checked with CDC, on the Senate 25X1 Internal Security Subcommittee's request for access to the Cuban pilot who recently flew a MIG fighter to the U. S., when he should become available. He doubts, however, that this pilot will be available .within the foreseeable future. Service retirees. Westphal advised that the Committee is preoccupied with the Foreign Aid bill and has no immediate plans to act on this legislation. He did indicate, however, that there is a good possibility that the Daniels/ McGee amendments will be included in legislation which will also make other amendments to the Foreign Service Retirement Act. Michaels will call back. 6.I I Received a call from Mr. Al Tarabochia, Senate Internal Security Subcommittee staff, who advised that he had learned from Cuban sources that on 14 July a band of Bolivians in the Concha Bamba area are alleged to have killed and then burned the man who gave away Che Guevara. It is also alleged that on~ who was supposed to have escaped back to Cuba through Chile, was also involved. After checking with WH I advised that the guide who led the Bolivian army to Che Guevara has been reported by the Bolivian press as having been executed by Bolivian communists. There is no indication that was involved. 7. Received a call from Mr. Sapp Funderburk, a representative of the Spacecraft Corporation of South Carolina, who advised that his company had heard nothing more from Agency representatives and inquired whether there is anything further he might do. I thanked Mr. Funderburk for his call and advised that I would relay his inquiry. 8. Talked to Mr. Earl Morgan, House Armed Services Committee staff, and confirmed the 10:00 a. m. scheduling for the DCI briefing on Tuesday, 29 July. On Saturday, 26 July, Dorothy Fosdick, Staff Director or to e u comnnttee on National Security and International Operations, said that during the Senate ABM debate on 25 July Senator Fulbright had claimed that U. S. defense spending exceeded by 25 or 30 percent that of the Soviet Union. Miss Fosdick said Senator Jackson would like to be briefed on this subject. I said I was sure we could arrange this, but thought possibly Senator Jackson had been present at one of our earlier presentations regarding Soviet and U. S. military expenditures. She said if the Senator wanted to pursue the matter she would let me know. Talked with Boyd Crawford, Staff Administrator of the House ForeignAffairs Conan-dttee regarding the call we received from Jack Sullivan, Staff Consultant, Subcommittee on National Security Poles and Scientific Development of House Foreign Affairs Committee asking that the Director brief Representative Zablocki's Subcommittee on the Soviet MIRV program. After checking with Chairman Morgan, Crawford advised that the Chairman endorsed Zablocki's request for a briefing. (See Memo for the Record for details. ) 6. Called Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, and informed him of the request to appear before the Zablocki Subcommittee. Slatinshek said he personally couldn't see how we could avoid complying, but thought Chairman Rivers and Chief Counsel Blandford should be informed in advance in case they have any strong objections. Since Rivers and Blandford were out of town for the weekend, Slatinshek agreed with my suggestion that we explain to Crawford that we normally discuss sensitive matters of this kind only before, or with the concurrence of, our parent Subcommittees and that therefore we want to check it out with Chairman Rivers before making a firm commitment. 7. I IMrs. Laird, Secretary to Senator Stuart- Symington, called on behalf of the Senator to say he wanted to see me at 2:15 on Monday 28 July. (Mrs. Laird was not clear on whether this had to do with the briefing 8. Mr. Goodwin advised that according to a television report on hearings conducted by a Subcommittee where both Senators Tydings and Mathias were present, it was stated that some of the pollutions of the Potomac River was being blamed on the CIA and the Pentagon. This apparently was a statement by a witness. 9. I (Hand carried to Jay Sourwine, on the staff of the Senate Subcommittee on Internal Security, FBIS material containing the statements of officials of some of the lesser known Bloc countries at the Communist Party Conference. I also left with Sourwine classified and unclassified material on Soviet leaderships. Iwas quite specific with Sourwine concerning the sensitivity of this material and he agreed to treat it in accordance with the caveats I laid down. I also advised Sourwine that we would be providinia him with some of our material on in the 25X1 next few weeks. Mr. John H. Sullivan, Staff Consultant for the National Security Policy and Scientific Subcommittee of the House Foreign Affairs Committee, called Mr. Maury today and told him that the Chairman, Mr. Zablocki, would like the Director to brief his Subcommittee on the Soviet MIRV program either Tuesday or Thursday of next week. Mr. Maury indicated that this raised some problems which we would have to check with the Chairman of the full Committee, Dr. Morgan. He also indicated that the Director was committed for another briefing on Tuesday. Mr. Sullivan said Representative Zablocki would not be very happy about this. Then Mr. Maury indicated that we would have to take this up with Boyd Crawford, Staff Administrator of the full Committee. 2. I called Boyd Crawford who told me that Jack Sullivan had contacted him after his conversation with Mr. Maury. Crawford said he wanted to advise me for our confidential information of the arrangements made for the MIRV hearings which Zablocki is conducting. He went on to say that a group of young "Turks" on the full Committee decided to confront Chairman Morgan on the MIRV issue, threatening to take measures to stop the foreign aid hearings until MIRV hearings were conducted. According to Crawford, Morgan was primed for this and "cut them off at the pass" by indicating he had already taken care of this by instructing Representative Zablocki to schedule hearings on MIRVs. 3. Mr. Crawford asked me if an appearance before Zablocki's Sub- committee would pose problems for us. I told him he was aware of our past practice and policy with respect to briefings of this sort and was also aware of the problems we had run into following these briefings (without being specific I was referring to the leaks and other statements which had been made by Foreign Affairs Committee members about the Director's briefings in the past.) He added that a very strong statement was being prepared on the subject of security leaks (citing examples) which would be read prior to our testimony. He also said Dr. Morgan had indicated that if any of the problem members came into the briefing the Director should feel free to "clam up. " The date which has been suggested for the briefing is Thursday, 31 July, at 2:00 p. m. I told Mr. Crawford that this had not been discussed with the Director; that we would take it up with him and be back in touch with them- -hopefully this afternoon. Mr. Robert Fleming, assistant to Representative Claude Pepper (D., Fla.), who is seeking information for a constituent and friend of Representative Pepper concerning the possible establishment of a transmitter in the Miami area beamed at Castro's Cuba. I referred Mr. Fleming to Mr. Jack Leahy, in the office of the Assistant Secretary of State, Legislative Affairs, as the appropriate source of information for an open response from Representa- tive Pepper. Mr. Leahy has been advised. 4. I said Tuesday was out of the question because of the Director's appearance before the House Armed Services Committee but I would call back regarding Thursday. I said we normally preferred such Subcommittee briefings to be cleared with the Chairman of the full Committee and asked whether Chairman Morgan had been consulted on this. Mr. Cromer expressed the Chairman's appreciation for the prompt response to his request. 2. Met with Mr. John Martiny, Counsel, House Post Office and Civil Service Committee, who advised that the postal reform hearings will probably consume the energies of the full Committee through July, leaving little time for Committee or Subcommittee considera- tion of other legislation. Mr. Martiny noted that the Daniels Bill (H. R. 9825) with some amendment on the floor of the House with regard to the 1 per cent cost of living increase, sick leave conversion, and possible increase in cost for members of the Legislature, will have reasonable chance of getting through the House this year. At least at the present time he does not feel confident of passage by the Senate during this session. He also noted that Representative Udall's (D. , Ariz. ) bill (H. R. 11750) which was submitted this week includes authority for a permanent civil service salary wage adjustment commission and a 5 per cent increase in GS salary schedules over the July increase and probably has little chance for success during the session. 4. In response to a request from Mrs. Mary McLaughlin, Senate Foreign Relations Committee staff, the transcript of the Director's testimony of 23 April before the Gore Subcommittee on International Organization and Disarmament Affairs was forwarded to the Committee for their use during the day and returned to the Agency for safe- keeping. The Committee has also requested the transcript be forwarded for their use again on Monday. Bryant talked to Marcia MacNaughton, on the staff of the Subcommittee on Constitutional Rights, by telephone. The Subcommittee is polling the members on S. 782 but has not yet received enough votes to report the bill out. According to Bryant the FBI is pressing to regain its full exemption also and McClellan has gone on record with the Subcommittee as favoring a full exemption for CIA and the FBI. 9. I told Edwards that the Agency does not comment on such allegations but it might be of interest to him to know that there is considerable factionalism in the Ukrainian group and that it has been very common in the past that one group would accuse another of accepting Agency support in order to discredit them. Present from the Agenc were Messrs. John M. Maury, John S. Warner, Robert Wattles, Colonel White hosted at lunch. After lunch, Mr. Slatinshek received a 45-minute briefing on FMSAC by Mr. David Brandwein. Mr. Morrison showed me a collection of Soviet publications which Morrison said a member of the Soviet Embassy had left the other day and which the Senator thought we might be interested in seeing.
