Committee staff, called to say Chairman Mahon is particularly interested in
25X1A the case of a personal friend, I who at one time applied for
Agency employment and then did not follow through but is now interested in
renewing his application. Mr. Wattles was requested to call
and arrange an appointment.

10. Miss Barbara Norris, in the office
of Representative Thomas J. Meskill (R., Conn.), called on behalf of a
student constituent at American University who wanted to find out how he
could obtain a security clearance so that he could do original research in
the files of CIA, DIA, and others in connection with an assignment at school.
I told Miss Norris that we could be of no help and cited the proscriptions
in statute and Executive Order pertaining to the release of classified
information. As backup to this response, I checked with Messrs. Goodwin,
Pforzheimer, Lansdale, King, and in the office of Security
to determine if there had been any precedents for the use of the exception
in E.O. 10501 pertaining to access for "historical research" and found that
there had not been.
11. I I Handcarried copies No. I and 2 of the
Director's briefing of the Wednesday, "L6 February Senate Foreign Relations
Committee, to Mr. Arthur Kuhl, Chief Clerk of the Committee. Mr. Kuhl
advised that the transcripts might be available for return to the Agency late
in the afternoon. Mr. Kuhl also noted that it would be known at that time
whether the copies would be needed tomorrow, Saturday.
Met with Mrs. Mary McLaughlin, Secretary to Carl Marcy, late
in the afternoon and received copies No. I and 2 of the Director's testimony
of 26 February for return to the Agency. Should the copies be needed by the
Chairman or members for future review, the Committee will advise. All
copies of the transcript are to remain at the Agency for safekeeping due to
the classification of the material contained in the briefing.

FE Division, who advised that the desk had received a call from. the o' ice
of Representative Ogden Reid (R. , N. Y.) during the day. The desk confirmed
25X1A. that has been advised of her brother.'s death
in Vietnam and has been granted an emergency home leave. The call was
received on a telephone number that had been provided family
for contact during this emergency.

9. Accompanied Mr. David Brandwein, Director
of FMSAC, to a briefing of. essrs. Bauser and Conway, of the Joint
Committee on Atomic Energy staff, on the Soviet FOBs program. Bauser
was very much interested in the technical aspects of this and professed
some confusion regarding the Director's statement on the subject at his
briefing of the Joint Committee on 20 February. Mr. Brandwein went into
the technical aspects in minute detail for Bauser who was completely
satisfied and very grateful for the information provided by Mr. Brandwein.

11.1 Called Robert Michaels, Staff Assistant,
House Appropriations Committee, and explained to him that the answer
which Chairman Mahon would receive from John Foster, DOD, regarding
Soviet defense expenditures would be based on basic material provided by
the Agency which is the community authority on such matters. I asked
Michaels to ensure that Chairman Mahon understood this. Michaels said
he would do so.

12. 1 Accompanied Messrs. Duckett andi
who briefed Senator Henry M. Jackson and Miss Dorothy Fosdick, Senate
Subcommittee on National Security and International Operations staff, on
Soviet strategic weapons and the situation in the Soviet leadership as it
may affect foreign and defense policy.
I delivered to Senator Jackson and Miss Fosdick material on
Soviet foreign policy per their earlier request. This material was prepared
by OCI and included notes and "doctrine of limited sovereignty, justification
for the invasion of Czechoslovakia and on the rehabilitation of Stalin. " In
addition, I gave Miss Fosdick a copy of the book, IT China in Crisis, Vol. 2".

equipment in construction of silos, ChiCom. construction
of attack submarines and Soviet development of surface-to-air short

ment for I If Chairman Henderson's staff, for a
personnel interview with It 2:00 P.M.,

6. Received a call from Lt. Argubright,
of Naval Intelligence Plot, for information on security clearances of
J, R. Blandford and Frank Slatinsr.ek, House Armed Services Committee
staff. The Lieutenant was referred to Departmented Information Branch,
Office of Security and Colonel Weatherford of DIA Security and Clearances
Branch. Lt. Argubright was referred to our Office by the Assistant
Secretary of Defense for Legislative Affairs.
7. Miss Lazutin, of the Legislative Reference
Service at the Library of Congress, called and requested information
on War Control Plans, Incorporated, and the Citizens Committee for
Global Safety. I informed Miss Lazutin that the Agency has no jurisdiction
over domestic organizations and that she should call the Federal Bureau
of Investigation.

9 Met with Mr. Robert Michaels,
House Appropriations Committee Staff, who advised that Mr. Lipscomb
has returned to the city but from present indications, it might be some
time before Chairman Mahon will call another meeting of the Subcommit-
tee. He also indicated that there I-s no indication of when the Committee
might get under way on the military bills.
Discussed briefly with Mr. Michaels the fact of staff considera-
tion and preliminary review of possible employee investment programs
to supplement present retirement programs. Mr. Michaels' reaction
was favorable. He noted that he had raised the question of the possible
use of such supplements at the time the .Agency retirement program
was under active legislative consideration. He requested that he be
kept up-to-date on the results of our investigations.
10 .1 1 Met with Mr. William Irvine,
Counsel, House Post Office and Civil Service Committee, who advised
that following the Chairman's announcement of yesterday of the
Democratic lineup in the Post Office Subcommittees, that Mr. Corbett,
the ranking minority member, has established a suggested list of
assignments which is in circulation among the Republican members.
It is expected that final assignments will be made in a meeting presently
scheduled for Monday. Mr. Irvine also noted that it would be some time
before any formal Committee actions are to be taken due to the absence
of members from the city during the coming week.
11. I I Talked to Mr. Walter Pincus,
formerly of the Washington Post, who is returning to Senate Foreign
Relations Committee, to assist Senator Symington as a consultant on
the Ad Hoc Foreign Relations Subcommittee on United States Security
Agreements and Commitments Abroad.
I talked separately with Mr. Roland Paul, who served in DOD
General Counsel for a short period under John MacNaughton, and was
most recently with the Cravath firm in New York. Mr. Paul was
introduced at his suggestion by another Foreign Relations Committee
staffer and noted in acknowledging introductions that he probably would
be seeing some of our people in his new staff position as Counsel to
the Symington Ad Hoc Subcommittee.

11. I I Met with Representative William Bray
and advised mm tear e Agency recruiters would be returning to the
University of Indiana the end of this month for off-campus interviews. Mr.
Bray thanked me for keeping him advised as he had requested.
Mr. Bray advised that he is tentatively planning a trip to Mongolia
during the congressional summer recess and hopes to visit the North China
Wall if permission can be obtained from the Soviet Union. He noted he has
received somewhat informal approval for the basic travel to Mongolia and
is looking forward to the trip.
12. I I Met with Mr. Robert Michaels, LjQj,
Appropriations Committee stales who advised that the Chairman has designated
the members of the various Appropriations Subcommittees. As has been
Mr. Mahon's policy in the past, the CIA Subcommittee is not listed.
I briefed Mr. Michaels concerning anticipated Soviet space activities
and a limited Soviet ground force demobilization.

6. Met with Mr. Frank Slatinshek, Counsel, House
Armed Services Committee, and discussed with him the OSR/TF review
of the document, ''The Changing Strategic Naval Balance, USSR vs US.
Mr. Slatinshek found it most interesting and said that it would be well to
go over it with Mr. Blandford on his return on Monday.
At Mr. Slatinshek's request, I checked with OCI and relayed available
information on the Peruvian seizure o an American fishing vessel, The
Mariner, and the alleged firing on the San Juan.
7. I IReceived a call from Miss Sue Tinajero,
Senate Foreign Relations Committee staff, concerning an inquiry received
by the Committee staff from a Washin,"ton Evening Star writer, Bryan
Kelly, for point of contact in the Agency for possible information on the
recent 83 Cuban defectors. After checking with Mr. Goodwin, I advised
Miss Tinajero that the escapes had taken place through Guantanamo and
that contact on the matter should be made with the Department of the Navy.
8. Met with Mr. E. Hugler, House
Subcomittee on manpower an Civil Service staff, who advised that Chair-
man Henderson will be returning to the city around noon on Monday. He
also advised that Chairman Henderson will be addressing a Department of
Defense employee organization in downtown Washington on Tuesday.
Contained in the address will be some rather uncomplimentary remarks
about the Ervin bill (S. 782). I tha:iked Mr. Hugler for the information and
advised him we plan to meet with Ivir:. Henderson early in the week.
9. I I Talked to Mr. Robert Michaels, House
Appropriations Committee staff, who advised that there is little possibility
o e o ow-up meeting with Chairman Mahon and the CIA Subcommittee
for the next two weeks. Mr. Lipscomb plans to leave the city on Monday
night or Tuesday and will be away for at least ten days.

9.1 I Met with Mr. Robert Michaels, on the
staff of the House Appropriations Committee, and discussed lightly the
request of the Office of the Secretary of Defense representatives that
OSR, be authorized to brief the Independent Offices of the Appropriations
Subcommittee . on Soviet civil defense. Mr. Michaels advised that this
matter should be cleared with the Chairman and he would be pleased
to raise it with him on his return next week. He has no doubt, however,
of the Chairman's opposition of Agency utilization of personnel for such
briefings.

10. I Met with Senator Jack Miller (R. Iowa)
concerning the selective service case of OSI. The 25X1A
Senator was most helpful in his remarks and asked that I meet with him
further on this matter after his return to the city on Friday. (See
Memorandum for the Record.)
11.1 Inasmuch as it has developed that the

suggestion of sending NIS's to the House Foreign Affairs Committee
actually originated in the State Department, I suggested to
that the Agency take a firm position in opposition to this idea. I suggested,
however, that Iwould want to raise this at a higher level
within the DDI.

I advised Mr. Orin Briggs, on the staff of Senator Strom Thurmond (R,S. Car. ),

Met with Representative F. Edward
Hebert and briefed him in general terms without names on the case of
and her request for relief from the draft for
her only son. In a word, Mr. Hebert advised that in his area this is an
aggravated situation but that fortunately he has always played this one by
the book. Even though many of the cases are heartfelt, he will not
petition a Selective Service Board for "humanitarian" consideration.
Among the illustrations he noted that whom heSTATOTHR
has known from birth, is himself standing in a very long line of applicants
for admission to the National Guard of Louisiana.
Mr. Hebert is in excellent spirits and will be leaving the city
on the 19th for several eye operations in New Orleans.

office of Representative Charles A. "Vanik (D., Ohio), who requested a
personnel interview for Monday for . After arranging 25X1A

with Mr. Robert Michaels, of the House Appropriations Committee
and changed the combination on Mr. Michaels' safe. It had been some
time since this combination had been changed.
Mr. Michaels noted that in conversation with Mr. Helms before
the briefing yesterday, they had discussed the recent Senate document
from Senator Jackson's Subcommittee, entitled "Specialists and Generalists,
a Selection of Readings. " Mr. Michaels advised that he had located a copy
and sent it along for Mr. Helms.
I briefed Mr. Michaels on Soviet development of the Syrian port
of Tartus and the forthcoming U. S. /ChiCom meeting in Warsaw.
9. I I Met with Mr. Bun Benton Bray, Director,
House Subcommittee on Manpower and Civil Service, and discussed with
him the Ervin bill and the companion bill by Charles Wilson (D. , Calif.).
Mr. Bray advised in essence that Mr. Henderson in recent conversations
has indicated that three points or areas of consideration need to be re-
done in the Ervin bill. These are (1) protection of national security inter-
ests, (2) the relationship between supervisor and employee, and (3) the
appellate procedures. Mr. Bray and the staff plan some work in this
area during the coming week in order to have at least a working paper
ready for Mr. Henderson's review on his return to the city on the 17th of
February.
10 ? Met with Mr. J. R. Blandford, House Armed
Services Committee, an discussed with him reported observations by
Representative chord concerning HCUA and possible Armed Services
Committee interest in testimony by r. Blandford noted
that there must be some garble in the information and that Mr. Ichord
does not chair a subcommittee that would have even remote interest in
such testimony. Mr. Blandford re nested that I pick pies of his
memorandum of conversation with n Monday.

I briefed Mr. Blandford on Soviet development of facilities of

contacts I have had this week and indicated that a senior Agency official
(presumably the Director) would probably have another talk with Senator
Ervin. favors the Presidential exemption provision as a fall
back exemption and also expressed the opinion that it would be desirable
for our Agencies to make a formal request to Senator Ervin for an
opportunity to appear before his Constitutional Rights Subcommittee in
executive session to explain the Agency's position on this bill.

that we put off until tomorrow rnorning at ten o'clock the changing of
his safe combination. Arrangements are being completed with the
Office of Security to meet with Mr. Michaels at that time.

11. Met with Mr. J.R. Blandford, Counsel,
House Arme Services Committee, and confirmed with him the arrange-
ments to date for forwarding certain personal effects of Admiral
Taylor's to the Admiral on 13 February.
Mr. Blandford advised that he had met during the afternoon
with a Mr. Fistovsky (? ), a naval commander from the Soviet Embassy.
Mr. Blandford will provide us with a copy of his detailed memorandum
of conversation tomorrow. Mr. Blandford advised that he had notified
the FBI about this meeting.

Merkle, Administrative Assistant to Representative William Bray
(R. , Ind. ), concerning John Lofton of the Republican Congressional
Committee staff. Mr. Lofton had earlier made certain requests to

Appropriations Committee staff, who advised that he had had no fur-
ther queries or suggestions from Chairman Mahon concerning topics
for the Director's briefing Thursday morning.
Mr. Michaels advised that Representatives Riegle and
Shriver, Foreign Operations Subcommittee, are going on a world trip
which originally included Representative Passman and Mr. Francis
Merrill. The latter two have canceled out and Tex Gunnels, of the.
Appropriations staff, will be traveling with the two Republicans. I

Bow and Mr. Lipscomb, Thursday morning at 9:30., The Executive
Director, OSI, and Office of Security have been advised.
During the day, I also briefed Mr. Michaels on the
following items: Paris talks, ChiCom MRBM program, the Kremlin
shooting, and the Soviet recon satellite program.

9 . Talked to Mr. Paul Goulding,
Administrative Assistant to Senator Claiborne Pell (D. , B. I. ), who
advised that the Senator is in receipt of a claim for compensation for
disability and suffering from imprisonment in Czechoslovakia and
operations on the Czech border. Mr. Goulding advised that the Senator
would appreciate such advice or assistance that the Agency might give
on the claim or any other assistance that might be available for Mr.
Mr. Goulding will forward a copy of the claim later in
the day.

Ervin bill and possible courses of action to be followed.

Cordova and introduce
Met with Resident Commissioner Jorge
D/FBIS,
expressed his appreciation for the meeting and in icated that he plans
to visit in the fairly near future.
In keeping with r, or ova's expressed interest, I invited
the Resident Commissioner to visit the Agency after his return from
Puerto Rico. His schedule has been such since the election that it has
afforded little time for briefings. Mr. Cordova is most interested in
visiting with us and may try to attend the next freshman breakfast.
5. I I Met with Mr. Frank Slatinshek,
Counsel, House Armed Services Committee, and scheduled a briefing
and luncheon at the Agency for Wednesday, 12 February.
6. Talked to Mr. Robert Michaels, House A ro-
priations Committee sta , and advised that 25X1A
25X1A in addition to the McNamara/Tidemand Agree-
25X1A ment of 1968, Mr. Michaels stated his appreciation for
this follow up. he advised ur her that he had not yet had occasion to
brief Chairman Mahon on the matter.
7. Received a call from Mr. Paul Goulding,
Assistant to Senator Claiborne tell T) R. who advised that the
Senator is in receipt of a letter from and requested that 25X1 C
I come by the office Tuesday morning.
8. I I Received a call from Mr. O'Brien, in the
office of Speaker McCormack, who requested copies of the following
publications: "Foreign Trade of European Satellites - 1965" and
Intelligence Directorate, "Communist Chinese Balance of Payments -
1950-65. " DD /I has been advised.
g. I IReceived a call from Miss Shifrin,
in the office of Representative ar owenstein (D., N.Y.), who advised
that the Congressman would be unable to attend the breakfast briefing
tomorrow as he was going out of the country.
