6. (Confidential - GLC) I alerted Bill Woodruff, Senate Appropriations
Committee staff, to the Director's appearance before the Senate Foreign
Relations Committee on Monday with Secretary of Defense Laird. Woodruff
said that Senator Russell is presently out of town but he (Woodruff) appreciated
our letting him know about this.
7. (Confidential - GLC) Hand carried to John Stark, Staff Director
of the Joint Economic Committee, some suggested questions which might be
used in the Committee's upcoming hearings on current national policy choices
in the Soviet Union. Stark was very favorably impressed with these questions.

asked that we let him know when we receive a letter trom Representative Hale
Boggs concerning these studies which are already being coordinated through
the Library of Congress.

9. (Confidential - JMM) In a chance encounter I asked Ken BeLieu,
Deputy Assistant to the President for Congressional Relations, if he had done
anything more regarding our problem with the Ervin bill (S. 782) and told him
we still hoped to get together for a full discussion of it. I also said we were
exploring the possibility of contacting Senators Robert Byrd, Roman Hruska
and Strom Thurmond in this connection. He said after we had gotten a reading
on this he would like to know the results and we could see where we went from
there.
10. (Unclassified -RJK) Was advised by Marion Ball, USIA, that a
Mr. DeKieffen, Senate Republican Policy Committee, was interested in receiving
supplementary FBIS material. I called Mr. DeKieffen to outline the information
that is available. He decided the Committee would like to received the FBIS Daily
Summaries for the Soviet Union, Communist China and Asia/Pacific, in addition
to the White Book they already receive. I have requested FBIS to begin sending
the three new Summaries to the Committee.

launching.
15. (Confidential - JGO) Met with Mr. Roland Paul, Senate
Foreign Relations Committee Ad Hoc Subcommittee on United States
Agreements and Commitments Abroad, who advised that the itinerary
for Subcommittee staff travel to the Far East would probably not be
finalized before Tuesday morning at the earliest. He also advised that
Senator Stuart Symington (D., Mo.) has planned to travel to Hawaii and
Kwajalein together with Mr. Pat Holt, Foreign Relations Committee staff,
with extensive briefings in Hawaii. by CINPAC on the 27th. He noted that
there was some possibility that Senator Symington would not be able to
make the trip and that the briefings on the 27th would be for Mr. Holt,
Mr. Pincus and himself.
16. (Confidential - JGO) Met with Mr. Arthur Kuhl, Chief
Clerk, Senate Foreign Relations Committee, and finalized arrange-
ments for the Director's meeting with the Committee on Monday.

advised him that an Agency recruiter had been in contact with

that he is not interested in relocating at this time. He has accepted a
sales position with a company in the Ohio area. After checking with
Representative Brown, who was in conference, Mr. Bayer expressed Brown's
appreciation for our assistance in this matter. Mr. Bayer noted once again
that is a longtime friend of Representative Brown which was
the reason for Brown's approach to the Agency through Representative
Glenard Lipscomb (R., Calif.) in the first instance.
12. (Confidential - JGO) Met with Mr. Jack Matteson, House
Government Operations Committee Subcommittee on Foreign Operations
and Government Information staff, as a followup to an earlier meeting
concerning Chairman Moss' interest in classification of certain translations
of Soviet documents. Mr. Matteson advised that Chairman Moss' schedule
is such at this time that he felt it best not to pursue the question of a possible
meeting with Mr. Maury to detail the particular case at hand since the matter
had been resolved in our previous meeting (see Journal item of 2 June.) It
would be best to let this matter lie and to save any future clarification of
Agency classification procedures for another time.
13. (Confidential - JGO) Met with Mr. Robert Michaels, House

Appropriations Committee staff, who advised that the Government Accounting

Office had provided a briefing for Committee staff on a number of GAO
research contracts.
In passing Mr. Michaels note that the Navy pro-
vided a showing of the Soviet film, "True Sons of the People, " in the speaker's
dining room a week or so ago. Several members of the Appropriations Com-
mittee were in attendance.

5. (Secret - JMM) Carl M,._rcy, Senate Foreign Relations Committee
staff, called to confirm plans for the Director to appear before the Committee
jointly with Secretary Laird at 10:36 A. M. , Monday, 23 June, in room S-116
in the Capitol. Marcy said we should be prepared to review and if necessary
update our answers to the "20 questions" levied on us at the Gore Subcommittee
briefing on 23 April. Marcy asked if the Director would have any objection to
the attendance of Okimoto, the Nisei former White House photographer now
working for Life magazine, taking pictures at the briefing. I said I would check
with the Director and call him back.
Later in the day, I talked wih Marcy on the phone and he, agreed to
exclude Okimoto.
Marcy said Senator Fuibr=;ghit was "getting a lot of flak" from the press
over permitting Laird and Helms to appear jointly. He said the press was
arguing that if Laird and Helms appeared jointly, then Rogers should also
be included, and they were claiming that by hearing Laird and Helms jointly
the Committee was guilty of mixing intelligence and policy by letting this
go on and asking why Fulbright "folded up" under pressure from Laird
on this issue. I told Marcy I would pass this on to the Director, but commented
that no matter what we did the press would undoubtedly try to make something
out of it.
6. (Secret - GLC) Mr. John Warner, OGC, and I met with Mr. Robert
Michaels, on the staff of the House Anur,oi riations Committee, to discuss our
current situation with regard to the RDC program. Mr. Michaels supported
completely our understanding of the desire of Chairman Mahon that the Agency
terminate the funding of this program at the earliest possible date. (See
Mr. Warner's Memorandum for the Record for details. )
7. (Unclassified - GLC) Talked with Representative Bradford Morse
(R. , Mass.) re his letter to the Director inviting him to meet with Members
of Congress for Peace through Law on the subject of MIRV and MRV programs.
I told the Congressman that the Director was on an extremely tight schedule and
was attempting to limit his discussions of current ABM and MIRV situations to
our Subcommittees and congressional committees with a jurisdictional interest
in the issue. Congressman Morse said that he appreciated the Director's
situation. Although he commented that another Agency official would be agree-
able with them, he. did not press the matter. However, he did- ask that we send
him a note on this.

1. (Confidential - JGO) Talked to Mr. Roland Paul, Senate
Foreign Relations Committee Ad Hoc Subcommittee on United States
Agreements and Commitments Abroad, and confirmed arrangements
for a visit together with Mr. Walter Pincus on Wednesday, 18 June for
briefings on Far East countries they will visit on Committee business.
2. (Secret - JGO) Met with Mr. James Wilson, House Science
and Astronautics Committee Manned Space Flight Subcommittee staff,
and briefed him on recent activities of the Soviet space program.
Mr. Wilson was most appreciative and advised that he would pass the
information on to Chairman Teague.
3. (Secret - JGO) Met with Mr. Robert Michaels, House
ApproRriations Committee Defense Subcommittee staff, who advised
that there had not been an opportunity as yet to discuss the question
of certain Radio operations with the Chairman. He will advise when
the matter has been discussed... In response to his earlier request, I
provided a list of selected Soviet military activities in the Far East for
the period mid-May to the present. I also briefed Mr. Michaels on the
crash of a Soviet MlZ helicopter and recent activities in the Soviet space
program.
4. (Internal Use Only - JGO) Met with Mr. Bun Bray, House
Post Office and Civil Service Committee staff, who advised that from
the Committee point of view practically no interest is in evidence with
regard to the Ervin Bill (S. 782). In fact, on a recent speaking tour
meeting with postal and management people, only two questions con-
cerning the bill were raised in the entire trip. Mr. Bray indicated he
has not heard anything recent from the Senate side. As for the Daniels
Bill (H. R. 9825), he feels that there is a reasonably good chance in the
House, but in all probability amendments on the floor will require an
increase in the contribution by members of the Legislature and legisla-
tive staff. He also noted that the Committee staff is putting the final
touches on a bill to be introduced by Representative David Henderson
(D., N. C.) that will provide leave for Federal employees for absences
as witnesses in criminal actions. Mr. Bray described this bill as one
that is somewhat overdue.

12. (Internal Use Only - C EA) Delivered to Patricia Nemore,
on the staff of the Senate Sub committee on Administrative Practice and
Procedure, a list of the board of directors of CIDES which she had
previously requested on behalf of Senator Edward Kennedy (D., Mass.).
13. (Internal Use Only - CEA) Discussed with Representative
James Haley (D., Fla.) his request for background information on a
purported Communist document published in Germany in 1919. I told
Haley that we had been unable to locate this particular document although
we could not say that it does not exist because there was a great volume
of this type of material published in Germany at this time. I suggested
that if he could get additional background information from the newspaper
editor who published it he might be able to locate it in the Hoover Library
of War and Peace at Stanford University. Haley was most appreciative
of our effort.
14. (Unclassified - RW) Peggy Boose, in Mr. Zafra's office, BOB,
called in connection with their 16 April 1969 request for views on a draft
bill to amend the Military Personnel and Civilian Employees' Claims Act of
1964, as amended. I informed her that we had replied on 2 May 1969 and
to let us know if she could not locate it.

5. (Secret - JGO) Met with Mr. Robert Michaels, House Appro-
priations Committee staff, and briefed him on the Sino-Soviet situation.
Mr. Michaels requested that he be provided with a listing of the Soviet
military activities in the Far East during the last month for his use in
briefing the Chairman on Monday. Mr. Michaels advised as an aside that
the printed hearings of the Safeguard ABM System had resulted in a very
heavy demand for copies of the hearings. As a result, the Committee is
informally reviewing the GPO distribution of hearings of the Appropria-
tions Committee. Mr. Michaels furnished a copy of the jacket distribution
slip and asked if I would check informally the Agency's orders listed thereon
for Committee reports.
6. (Internal Use Only - LLM) In follow-up to his call of yesterday,
reviewed with Mr. Donald Sarff, in the office of Senator Frank E. Moss (D., Utah)
the handling of the application of and advised him that we21
reviewed the case once again but still had no suitable vacancy. Mr. Sarff thanked
us for the information, said this would close, out the case as far as he was
concerned, and said no letter would be needed.
7. (Internal Use Only - LLM) In response to her earlier call, spoke
with Judy Carr, in the office of Representative Frank T. Bow (R., Ohio),
concerning the application of I Based on information supplied
by I advised her that we would probably complete our review
early next week, but that we were doing very little hiring and could not be
too hopeful about the outcome. Miss Carr thanked us for the report and
requested a letter for the Congressman when a decision is.reached on the

9. (Confidential - GLC) George Murphy on the staff of the
Joint Committee on Atomic Energy,called to .query us as to just what
NIPPs were. I explained to Murphy that this was an abbreviation for
documents entitled "National Intelligence Projections for Planning" and
mentioned in passing the reference to NIPPs in John Finney! s.article of
1 June. Murphy said these had been called to his attention by Mr.
Schwiller, of the Joint Committee staff. Murphy is interested in knowing
if they are CIA documents as such or merely working papers. He is
interested in any of these studies which might have to do with offensive
and defensive weapons.
10. (Unclassified - GLC) David Martin, on the staff of Senator
Thomas Dodd (D. , Conn. ), called and said that they were sending us a
letter and a clipping which indicated a conspiracy was taking place between
the Soviet Union and France with regard to Israel. Martin said that
according to the article the United States was not privy to this but might
be backed into a corner as a result of the situation. Martin was merely
alerting me to this--adding that they would like any assistance which we
could give to the Senator on this.

7. (Secret - JGO) Reviewed in some detail with Mr. Robert
Michaels, House _Appropriations Committ,staff, the matter of funding
of certain Radio operations. Mr. Michaels advised that this is a matter
that will require some thought in relation to expenditure authority after
l July. Mr. Michaels intends when possible to discuss the matter with
the Chairman and to review the matter further from a staff point of view.
Mr. Michaels noted in passing that more extensive review of intelligence
community activities by the Appropriations Committee than has been
accorded in the past may be in the offing. The questions of costs and possible
duplication have been coming up more frequently starting with review of DIA
activities and currently the ABM and MOL matters.

Subcommittee meeting on Monday, June 13, 1966. Mrs. McLaughlin asked
that I verify the names of the persons who appeared at that hearing.
10. (Internal Use Only - JGO) Met with Mr. Clifford Gaucher,
Administrative Assistant in the office of Representative Philip Philbin
(D., Mass.), and reviewed with him the correspondence forwarded to the
Mrf--rf-n-r in the letter of 26 May concerning
Advised Mr. Gaucher in effect that there is very little the Agency
could do to assist the individual, who is well thought of in refugee circles and
who has a good working relationshipi
Mr. Gaucher expressed Representative Philbin's appreciation for our review
and indicated that he would get back in touch with us if any further advice is
necessary. No written response is desired to Representative Philbin's letter.

1. (Secret - JMM) Tom Hughes, Director of 1NR, came by to read
the answers we furnished to Senator Gore's Subcommittee on International
Organization and Disarmament Af;`airs on Soviet strategic weapons and the
transcript of this briefing. Mr. 'Hughes said he found this material entirely
in line with the position o the intelligence community and did not foresee any
problems arising therefrom.
3. (Secret - JGO) Met with Mr. Robert Michaels, Staff Assistant,
House Appropriations Defense Subcommittee, who advised that Subcommittee
consideration of the Agency's budget could well be delayed until after the
July 4th recess. Mr. Michaels noted that it would be well if Mr. John Clarke,
OPPB, would review the budget submission for any possible items that would
need consideration in a continuing resolution by the Congress. As the Sub-
committee scheduling for the present would appear, those agencies which
require statutory authorization will be without statutory authorization and
without appropriations on 1 July. I thanked Mr. Michaels for the advice.

1. (Secret - JMM) Accompanied Messrs. I 25X1
OSI, to brief Senator Howard Baker (R. , Tenn.) on Soviet develop-
ments regarding controlled fusion reaction. Baker was most appreciative
and commented that he had discussed this and other problems in the nuclear
field with various other agencies concerned but the CIA people "really knew
what they were talking about" (see Memorandum for the Record).
2. (Confidential - JMM) Per the Director's instructions, called on
Representative Leslie Arends (R. , Ill. )to clarify the Agency's position on
certain current controversial issues (see Memorandum for the Record).
3. (Secret - JMM) Met with Frank Slatinshek, Counsel, House Armed
Services Committee:
a. In response to my question, Slatinshek said he was quite happy
to take up the question of the Agency budget, about which he had recently
inquired, with Robert Michaels, House Appropriations Committee staff.
Slatinshek said that his interest arose from the fact that Chairman Pike, of
the Subcommittee Investigating the Pueblo, had learned that NBC was preparing
a feature TV program on the Pueblo which, among other things, raised
questions about the scope and excessive cost of U. S. intelligence activities.
Slatinshek said that Pike and other members of the Armed Services Committee
were not particularly concerned about CIA in this regard, but were concerned
about the amounts being spent by DIA and NSA.
b. I asked Slatinshek if he was aware of any criticism within the
Armed Services Committee regarding the Agency's role in current controver-
sial matters such as the SS-9 and the ABM. Slatinshek said he had heard no
such criticism,that the Agency Subcommittee had apparently been quite satisfied
with the Director's recent briefing, and that those in a position to know probably
recognize the fact that any differences between DOD and the Agency in assess-
ment of the "Soviet threat were differences in emphasis'-rathor than in-basic

5. (Secret - JGO) Met with Mr. Frank Slatinshek, House
Armed Services Committee staff, in response to his question con-
cerning the Agency's budget and intelligence community expenditures
and suggested that he contact Mr. Robert Michaels, House Appropriar
tions Defense Subcommittee staff, on this matter. I advised that
Mr. Maury has talked to Mr. Michaels who will be pleased to discuss
the matter further with Mr. Slatinshek at his pleasure. Mr. Slatinshek
expressed his appreciation and noted that he will need to ascertain
Chairman Rivers' desires before proceeding further with the Subcommittee
on this matter.
Briefed Mr. Slatinshek on the Communist military aims in
South Vietnam.
6. (Secret - JGO) Met with Mr. Robert Michaels, House
Appropriations Defense Subcommittee staff, and advised him that I
had talked to Mr. Frank Slatinshek, House Armed Services Com-
mittee staff, since Mr. Michaels' earlier conversation with Mr. Maury
and that Mr. Slatinshek would be calling him, Mr. Michaels, to discuss
intelligence costs. Mr. Michaels noted that he had worked many times
in the past with Mr. Slatinshek and foresaw little problem in dealing with
him on this matter. He raised the personal question as to whether
Chairman Rivers, House Armed Services Committee, would be interested
in pursuing the question at this time.
Also briefed Mr. Michaels on the Communist military aims in
South Vietnam.
7. (Confidential - JGO) Met with Mr. Jack Matteson, House
Government Information and Foreign Operations Subcommittee staff,
and discussed with him a complaint received by the Subcommittee con-
cerning classification of an item appearing in the Technical Abstract
Bulletin published by the Defense Documentation Center, Defense Supply
Agency. It was reported that the item was classified by the Central
Intelligence Agency. After some discussion it was suggested that due to
Chairman Moss' strong personal interest in classification of foreign docu-
ments a meeting be scheduled for Mr. Maury with the Chairman after the
Chairman's return to the city (see Memorandum for the Record).

8. (Secret - JMM) Mr. Alton Frye, Legislative Assistant to Senator
Edward Brooke (R. , Mass. ), called to say that, under the Senator's direction,
he was working on a report of the Subcommittee on Research and Development
of Senate Armed Services Committee (which Mr. Duckett briefed on 17 March 1969
re Soviet R&D). Mr. Frye said he wished to get up-to-date on'the recent
Pacific testing (the SS-9, the MRV) and also the ABM.
Because of the existing policy against briefing staff employees of
individual senators on controversial and sensitive issues, I checked separately
with Colonel Harper, Professional Staff Member, Senate Preparedness Sub-
committee; Mr. Edward Braswell, Chief of Staff, Senate Armed Services
Committee; and James T. Kendall, Chief Counsel, Senate Preparedness Sub-
committee. Colonel Harper confirmed that Frye had Top Secret clearance
but felt the question should be cleared with Mr. Braswell and possibly Senator
Stennis. Braswell said he could not approve the briefing of Frye, particularly
in view of the fact that this apparently was a personal request on behalf of
Senator Brooke and therefore not within the framework of the Committee-Agency
relationship.
Kendall agreed that we might be setting an unfortunate precedent by
briefing Frye but thought we should of course offer to brief Senator Brooke
himself.
I called Frye back and explained that in view of the existing ground rules
limiting sensitive briefings only to members and committee staff members, I
did not see how we could accede to his request. Frye said he recognized there '
was a problem, but could not see any logic in existing policies of discrimination
against staff members with full security clearances especially when they were
eligible for briefings by DOD. He said he thought Senator Brooke would want
to pursue the problem further and we would see where we came out. (Frye's
manner was entirely friendly throughout, but he indicated that he did not
consider the matter closed. )
9. (Confidential - JMM) Called Robert Michaels, House Appropriations
Committee staff, and explained the request of Frank Slatinshek, House Armed
Services Committee staff, for information on the Agency budget. Mr. Michaels
said he would be glad to discuss the subject with Slatinshek and suggested we
have Slatinshek call Michaels.
