Some remarks of lead me to believe that O/PPB might try to pick up the management of this system in their own shop or move it over to DDS. This would surely defeat it. O/PPB should have appropriate access for the kind of data they need, but the ultimate usefulness and potential of this system can only be achieved by DD/S&T management.
