MEMORANDUM FOR: Deputy Director for Science and Technology
In order to keep our relationships in good shape with TSD,
COMMO and NPIC, we had agreed that O/PPB should be the
promoter in urging these other technical groups to adopt an
automated contract data base using our format. Some remarks
of lead me to believe that O/PPB might try to pick
up the management of this system in their own shop or move it
over to DDS. This would surely defeat it. O/PPB should have
appropriate access for the kind of data they need, but the ultimate
usefulness and potential of this system can only be achieved by
DD/S&T management. If you see any threatening motions on
Clarke's part, I recommend you tamp him back in place.
