MEMORANDUM FOR: Deputy Director for Science and Technology
1. ~ has been bringing by drafts of the
material he is generating for Earman for me to read. The
most recent was a tutorial sort of thing on the world of SIGINT-
ELINT, etc. In my comments back to him, I asked whether he
had seen any real reason for COMDR to have a SIGINT Working
Group and the USIB a SIGINT Committee, especially when the
SIGINT Committee is chaired by a CIA guy and the SIGINT
Working Group of COMDR is chaired by DIA.?
2. says that he really does not understand this,
and can't find anyone that does. He observes, however, that
the SIGINT Gommittee actually concerns itself most with
COMINT whereas the Working Group is more ELINT oriented.
3. I think Hank would be willing to expand this area of his
paper and put in some meaningful recommendations if you feel
they would be appropriate, timely, and useful in the over-all
requirements picture.
