The briefing appeared to come off without difficulty. We did take about 20 minutes but almost half of the time was consumed with questions and discussion of the presentation. There were no questions that had to be carried over to an independent paper or sent in after the briefing. The Director evinced interest in three directions which would constitute a continuation or expansion of the briefing but indicated that there obviously was not time to treat those this morn- ing. They are: a. A specific interest in the impact of the Aid Program on the American economy and balance of payments situation. He was interested in what this did for American industry and American agri- culture. Equally, he was interested in what the throwback or repayment levels were in more detail and how this related to balance of payments. b. He was interested in the impact of the program in the recipient countries. He pointedly indicated that he thought it ought to buy us more goodwill, more acquiescence for joint political product than it apparently does. (This problem might be dealt with individ- ually in some of the country briefings.) c. He indicated an interest at some time of going through the international financial institutions and discovering what their loan arrangements were, which ones undertook what type loans and the extent of U.S. participation, both flowing out and flowing in, from this activity. 2.
