DDI Relationships with the Department of State 1. St/CS has no formal relationships with the De- partment of State. 2. In the process of coordinating Central Intelli- gence Bulletin materials and the Report of the Watch Committee, there is frequent contact on subjects arising in the course of current intelligence production. 3. As a result of these contacts, State personnel frequently call upon St/CS for short-order assistance. These calls are generally from working level types in immediate need of either factual information on an in- formed guess as what CIA opinion might turn out to be. The staff responds directly to some and passes others on within ORR. This flow is generally one way, with St/CS obtaining little assistance from State operations in Washington. 4. State reporting is, of course, essential to the production of current economic intelligence on the Com- munist world. Perhaps 10 to 20 percent of useful in- formation is derived from State reports. Advance draft copies of these sections are forwarded to appropriate embassies and consulates for comments which are returned to ORR for incorporation into our final draft. ieporting from embassies and consulates is used as source material in the preparation of OER finished intelligence.
