SUBJECT: Drought in Morocco
1. The attached intelligence memorandum diecusee:
the drought in Morocco and Its taepect on the economy.
Casablanca riots of March 1965.
2. By the end of 1967, the Moroccan economy will feel
the full i.r pact of two eucceeef-ve years of drought. in-
creaees in wheat inn orts already have caused a reduction
in Morocco `s foreign ex hange reeervee and are li -.ely to
intensify pressure on the balance of payments.
3. The currec;`~ internal economic decline is unlikely
to be checked next year and the resulting problems could
lead to manifestations of popular discontent like the
N. *)BELL, -JR.
