SUBJECT t Special State-S*fenae Study Group
1. The Bps ca]. Study Group is composed of very few experts
on the area of Study and appears' to include many holdovez* from
the previous Chine- Study. Therefore, If the Study is to amount
to anything it wi711 require close guidance from the few
substantive member's. Tooome extent it appears that State and
Defense have detailed officers for whom they have no particular
duties, This is not to say that they are duds. Mr. Siscoe
of State has bad Excperience in the Soviet bloc, but bus been,
away from It for come time.
2. Since CTJ-, is beginning to have requirements for
Vapors levied on it in rather vast quantities,. it seems to me
that we are so intimately involved in the study that our
responsibilities make It incumbent on us to have a veto or
vetting power over the entire study. CIA certainly hill be
given full credit in any controversies or criticisms regarding
the Study.
