C. 2G30I CM-2523-67 #4 JUL 1967 MEMORANDUM FOR: Deputy Secretary of Defense Deputy Under Secretary of State for Political Affairs Director of Central intelligence Subject: Special State-Defense Study Group Study: "Near East, North Africa and the Horn of Africa: A Recommended American Strate gyII 1. (U) The above study was distributed _~)y the study group to interested government agencies on 21 July 1967 with the statement that the report, at this stage, represents only the views of the study group. 2. (C) In order that the members of the Senior Policy Group can conduct a thorough review of the report ; rior to approval, it is recommended that our staffs be given sufficient opportunity to review the lengthy report and provide appropriate recommendations. In this connection, I have asked the Joint Staff to prepare a report on the study for consideration by the Joint Chiefs of Staff to insure that this important document is fully coordinated with appropriate agencies. As a target date, I recommend that we meet approximately 21 August to consider the report together with the various agencies' comr.:ents and recommendations. 3. (C) Amba,asador Holmes has recommended that steps be taken to have the proposed strategies and initiatives approved as a statement of national policy ::or the area. I propose that the study, when. approved, be forwarded by the Secretary of State and Secretary of Defense to the President for approval. EARL= G.
